True to our guiding principles, the GBEDC continued to strengthen our Greater Beloit economy with our efforts to expand both business and employment opportunities in 2015. This annual report highlights many of our success stories, and we should all be very proud of these accomplishments. The Greater Beloit Region is truly a model for what public / private partnership should look like, and as an investor your support is vital to our continued success. Thank you.
Because of your support and involvement in 2015, our economic development efforts saw significant job creation and private investment - the details of which will be revealed later in this report. These are great numbers, and we are moving forward with several initiatives to do even more. Our partnerships with the City of Beloit, South Beloit, Town of Beloit, Greater Beloit Chamber of Commerce, Visit Beloit and the Downtown Beloit Association allowed our team to move forward with a shared vision for the future of this great community. Our ongoing relationship with Rock County 5.0 allows us to expand the entire region and the opportunities that we offer for businesses not only to re-locate, but to grow.
In addition to business growth, we continued to partner with the local School Districts, Beloit College, and Blackhawk Technical College to provide current and future businesses with the skills needed in today’s workforce. The skills gap is real, and we are working on every front to make sure that anyone of any age has access to the best in education. Through this effort, we are shoring up a solid foundation that will support growth for decades to come.
It has been an honor and pleasure to serve as the Chair for the GBEDC team. As I turn the Chair position over to Keith Kruse for 2016, I look forward to many more successes under his leadership. Thank you for your support in helping to expand on the success of our wonderful community, and the quality of life we have to offer. We know that with your continued support, there will be more success stories to share in 2016!

MISSION STATEMENT The mission of the Greater Beloit Economic Development Corporation (GBEDC) is to act as the primary organization coordinating, facilitating and implementing economic development activities in the Greater Beloit area.
VISION STATEMENT We will be a broad-based, public/private partnership that creates a common focus for economic development activities in Greater Beloit.
GUIDING PRINCIPLES GBEDC seeks to fulfill its mission by:
• Promoting a positive image of the area including our industries, workforce, educational institutions and quality of life.
• Developing regional cooperative and collaborative partnerships with public and private bodies to support the local workforce and existing businesses.

The year 2015 was notable in both quality and quantity of economic development projects announced and undertaken in the past year. Activity was consistent throughout the year and across all sectors of the economy. Economic Development activity spread throughout the Greater Beloit community with major projects occurring in Downtown, Beloit’s Gateway and I-90 Business Parks, the Town of Beloit, and the City of South Beloit. Projects were diverse in nature form the announcement of a major electric power generation facility, major renovation of a cookie factory, reuse of a former grocery store, development of a radioisotope production facility, to the opening of the community’s first sushi restaurant. The GBEDC and its many partner agencies continue to deliver a great return of investment to its investors and remains committed to growing the
community’s economy. Below is a snapshot of just a few of the projects we have been following:
Axium Foods: Axium Foods will be investing $15 million in a 50,000 square foot plant expansion at its Oak Grove Avenue location in South Beloit. This major expansion project will create 25 new jobs. Construction is expected to begin in the spring of 2016 and be completed the following year. The project is being supported
by the City of South Beloit by 23-year tax abatement through its newly formed Tax Incremental Finance District. The City will be continuing its support of the project by reconstructing the Oak Grove Avenue and Blackhawk Boulevard intersection in the fall of 2016.
Altra Industrial Motion: Altra Industrial Motion is planning a significant $4 million renovation to its Gardener Street location in South Beloit. Work is expected to begin in the spring of 2016 and be completed by 2017. This project is expected to create 30 new jobs and significantly increase its research and development and advanced manufacturing capabilities at its South Beloit facility. The City of South Beloit will construct and own a parking lot that will support the company’s expansion.
Riverside Energy Center: Alliant Energy is proposing to build a combined-cycle, natural gas-fueled generating station and the Riverside Energy Center in the Town of Beloit. The 650-megawatt facility, enough to power 500,000 homes, has an estimated project investment of $750 million. 200 to 300 construction jobs are expected to be created over a two-year period along with additional

long-term operational positions upon completion. The project will also include a solar installation component that will allow Alliant to expand its renewable energy portfolio. Currently, the proposed project is under review by the PSC and if approved, construction will begin in the summer of 2016 and be completed in early 2019.
ConAgra: ConAgra Foods has signed a long-term lease for 140,000 square feet in the former Alcoa building. They will be using the space for warehouse distribution in support of its South Beloit production operations. The company will also be transitioning production capacity from its Ripon, WI facility to South Beloit and is planning a $15 million expansion to that facility that could result in the creation of 100 – 200 new jobs. The fully renovated facility is scheduled to be completed by March of 2016. The City of South Beloit and School District of South Beloit are providing a 10-year property Tax Abatement to support the project.
Frito-Lay: In late August, Frito-Lay began construction on a new 30,000 square foot addition to its Beloit facility that will support a new potato chip line, expected to be completed by 2nd Quarter of 2016.
Pratt Industries: Pratt Industries is in the midst of constructing a new corrugated paper manufacturing facility in the Gateway Business Park. The project will involve the construction of a 362,896 square foot facility on 40 acres at 1405 Gateway Boulevard. Total investment in the project will be $52,000,000 and the company will create 140 “green collar” jobs. Construction began in April and is on schedule for a planned opening late this year and to be fully operational by the 1st Quarter of 2016.
Ecolab: Ecolab has signed a long-term lease and is currently occupying the former SEC building at 1630 Apex Drive. The Company is using the 244,233 square foot space for warehouse distribution and has invested $2,500,000 to prepare the building. 50 jobs have been created on-site this far and additional jobs are expected to be created in 2016.
Former Cub Foods: Located at 20 Park Avenue, the former Cub Foods building was recently purchased by Jim Athans, who is in the process of renovating the building. Jim plans to repurpose the building into a light industrial use. Renovation work began in May and is expected to be completed by the end of the year.
DuPont: In order to accommodate increased demand for manufacturing capacity, DuPont will be investing $16,500,000 into its Beloit facility and creating 4 new jobs by the end of this year. The project is expected to create 8 new jobs. Physical improvements to be completed include a 3,000 square foot addition and new employee parking lot. This multi-year project will ultimately create 111 new jobs, result in the investment of $53,000,000, and add 6,100 new square feet.

GBEDC’S FOCUS & INVESTORS
OUR FOCUS The GBEDC organizes economic activities in the Greater Beloit area focusing on: Industrial and Commercial Development, Package Incentives, Marketing, and Job Training. The GBEDC acts as a liaison to resources that provide for business retention and expansion as well as new businesses, creating and retaining jobs while increasing the tax base. Acting as a voice for the business community, we facilitate professional partnerships with local government agencies, utility companies, realtors, and public and private entities. We also provide value-added services tailored to meet the needs of members and the community, including financial assistance.
OUR INVESTORS Our investors are community - focused organizations and individuals that support the organization’s mission to foster economic growth in the Greater Beloit area. As a public/private partnership, the GBEDC strives to be comprised of small and large employers, professional service and retail businesses, community organizations, and private individuals in the Greater Beloit area.
Continued efforts are being made to develop and launch a new Rock County Talent Consortium through Rock County 5.0. The goal of the Consortium is to enhance the efforts of private sector employers in Rock County to attract and recruit employees. The Consortium undertook a comprehensive survey to measure the needs and interests of the business community relating to talent recruitment/retention. Outcomes of the survey and early planning sessions resulted in the following efforts:
• Update and implement the Rock County Wage and Benefit Survey
• Develop target messaging and content to share through our consortium
• Develop a trailing spouse program
• Develop and launch a local web based employment portal
• Develop a reverse placement program
• Continue and expand the Community Connection “Red Carpet” program

GBEDC staff and volunteers spent a great deal of time and effort in 2015 working on a number of major initiatives and collaborations including:
• Developing a Master Plan for the possible future expansion of the Gateway Business Park
• Participating in the Beloit College/Community Conference
• Participating in the MadRep Regional FAM marketing tour
• Continue to conduct Business Retention Expansion Visits (BR&E) with a goal to complete 250 by year end

• Providing support for the Downtown Beloit Housing Study
• Partnering with the Beloit Fine Arts Incubator to develop a joint Engagement Strategy with the goal to transfer ownership of 520 East Grand Avenue from the GBEDC to the BFAI
• Ongoing Educational Initiatives including reinitiating the Business Education Summit
• Providing staff support to the Gateway Business Park Association
• Providing community tours to executive employment candidates and corporate HR professionals
• Continuation of the Gateway Business Park Marketing Campaign targeting the Chicago Land Market
Infrastructure development projects of note that were announced, began or were completed in 2015 include:
• The design phase for widening I-39/90 from 2 to 3 lanes from the Stateline to Madison is nearly completed. The project will include the reconfiguration and reconstruction of the I-39/90 and I-43 interchange. Construction is anticipated to begin in the spring of 2018 and is expected to be completed by 2021.
• Construction of the Inman Parkway Extension between CO HWY G and CO HWY S

BUSINESS DEVELOPMENT COMMITTEE:
The success of the Gateway Business Park has created a unique challenge for the GBEDC. As development has occurred in the park, the amount of available property is diminishing. What a great problem to have. What will the next 20 plus years look like for the Gateway Park? The committee has been looking at future locations for development. We have collaborated with the City of Beloit planning staff to better understand the existing boundary agreement with our neighbors at the Town of Turtle, and also worked with the City of Beloit Engineering department to ensure public utilities are readily available. The end result of this process is a list of priority properties within the park to be considered. Some of these parcels are not under the control of the City or GBEDC. The long term vision and success of the park are a major priority of the committee and with these locations identified we believe the park will continue to be a viable choice for companies looking to expand or relocate to the Greater Beloit area.

LOAN AND FINANCE COMMITTEE: The Greater Beloit Economic Development Corporation has a loan fund that makes loans available to businesses that will create jobs. Currently, we have $118,476 in outstanding loans but there is over $273,490 still available to loan out. The City CDBG funded program includes conditions related to job creation and the business must be located in the City of Beloit to be usable.
The program can be effective for a business that is either starting up or looking to expand. The structure of the loans can be very flexible with affordable terms that can help a business to grow. The committee is active looking for more businesses to access these funds so if you know of a business that these funds can help have them contact Andrew Janke at the City of Beloit for more details.

STRATEGIC PLANNING COMMITTEE: 2015 has been an exciting year for the GBEDC and our Strategic Planning Committee. The Committee reaffirmed the relevancy of its current plan in place through the end of 2016. In the upcoming year, the expectation is that a more detailed comprehensive review of the current plan will need to occur. This review may include options as complex as starting the Strategic Planning process off from scratch or simply doing an internal review and making modifications to and extending the existing plan for one or more years.
The successes of 2015, including new manufacturing facilities for Pratt Industries and Chicago Fittings, in the Gateway Business Park, also present us with a future challenge of having adequate land to offer to potential businesses contemplating a move to Beloit. Partnering with our municipal partners we will continue to look at ways of possibly expanding the Gateway Business Park.
The Greater Beloit area has such a wave of momentum we all want to see continue!
We will continue to monitor and look at ways of improving and implementing the strategies as we move forward.

The committee created a new prospective investor marketing brochure this year and are utilizing it in a year-end recruitment campaign.

BUSINESS EDUCATION PARTNERSHIP COMMITTEE: The Business Education Partnership Committee continues to develop its efforts to forge strong relationships between the private sector and educators. The Partnerships being formed by our committee with local School Districts are geared toward preparing students who will soon be entering into the workforce or preparing for their next educational opportunity. Some of the engagement strategies the committee has been involved with in the last year include:
• Development of a “Job Shadow” Initiative where students are paired with a member of the workforce at their place of employment.
• Creation of a mentoring program where a group of young professionals are paired with Beloit Memorial High School students and meet weekly with them to assist in their educational development.
• Continuation of the Mock Interview Initiative which prepares over 500 High School Juniors for a job interview, which also includes resume development.

• Coordination of the Reality Store program which is a real-life scenario on how to manage a household budget.
• Career Cruising continues to be a template that School Districts throughout Rock County are embracing to assist students on determining a Career Path. Beloit Memorial has been selected, as one of twenty-five school districts in WI to help shape what Academic and Career Planning looks like statewide.
• The Committee continues to take advantage of the resources and capabilities being offered through Lindsay Healless who was selected to be the BMHS Career Advocate this year.
