NOMINATION OF SUPERVISING EXAMINERS AND INVIGILATORS

The Committee appointed by the Council to frame rules for the conduct of the ICSE/ISC Examination has

decided that:

(i) The Supervising Examiner is the Presiding Examiner who is responsible for the proper conduct of the

Examination at each centre not exceeding 120 candidates. In the event of a centre exceeding 120

candidates, additional Supervising Examiner/s need to be appointed.

In case a Centre has two or more Supervising Examiners, one of the Supervising Examiners should be

designated as the ‘Chief Supervising Examiner’, who will be overall responsible for the proper conduct

of the examination at his/her centre.

(ii) The Supervising Examiner should be a responsible, competent and impartial person, teaching an

academic subject at the level of examination, who has normally nothing to do with the candidates under

examination, and not a member of the staff of the school at which the Centre is located.

(iii) The appointment of Conveners and Supervising Examiners shall be subject to the approval of the Chief

Executive and Secretary of the Council. The approval may be assumed unless there is any communication

to the contrary.

(iv) The Invigilators should be school teachers, but will not invigilate over candidates of their own schools.

Against this background, the Conveners are requested to nominate Supervising Examiners and

Invigilators as per the guidelines given below:

1. Where there are many schools affiliated to the Council in one city, teachers from the affiliated schools are to

be selected in such a way that they do not Supervise/Invigilate over their own school candidates.

2. The Supervising Examiner and Heads of Schools are asked to make absolutely certain that the Invigilators

appointed are not teachers of the subject(s) under examination.

3. Where there is only one school in a locality, the Convener is requested to nominate reliable persons, other

than from the school, known for their integrity and educational standing as Supervising Examiners and

Invigilators.

1. CALENDAR FOR ICSE EXAMINATION OF

MARCH 2015

15th December 2014 : Last date for receipt of

applications for transfer of

centers.

15th February 2015 : Last date for receiving

withdrawal applications. 2. CHANGE OF SUBJECTS NOT TO BE

PERMITTED

Change of subjects will not be permitted once the entries for the ICSE Examination have been confirmed by the schools. Heads of Schools should therefore, ensure that all candidates are entered for the correct subjects on the entry form and should make it clear to the candidates that no change of subjects will be permitted.

3. UNDER PROTEST ENTRIES In extraordinary circumstances, the Council may permit a candidate to take a subject Under Protest following the usual Under Protest procedure. The results of such candidates will not be issued with the result of the school and may be delayed considerably. Heads of Schools are reminded that subjects may be taken “Under Protest” only by school candidates (in regular attendance at school) entered for the examination. The following details are given for the attention of Heads of Schools sending candidates for the Indian Certificate of Secondary Education Examination. “Under Protest” entries can only be accepted where the Head of the School has made an error in the entry of a School candidate. The procedure given below must be followed if the candidate is allowed to sit for an additional subject for which he/she is not shown as entered on the Attendance List. (a) Answer scripts written by a candidate who is not entered for the subject must be sent to the Chief Executive and Secretary, Council for the Indian School

Certificate Examinations, immediately after the paper has been taken. A script envelope must be used and the words “UNDER PROTEST” must be written on it. The script must be sent with a note explaining the error and a statement showing which alternative papers, if any, within the subject the candidate has taken. Full details of “Under Protest” entries giving reason for such entries and the action taken on them must be sent with the necessary fee to the Chief Executive and Secretary, Council for the Indian School Certificate Examinations, New Delhi. (b) The “Under Protest” scripts, provided the appropriate fee has been paid and are approved by the Council, will be marked separately. The results will not necessarily be issued at the same time with the main batch of results. (c) The Chief Executive and Secretary reserves the right to refuse to issue results to candidates in cases which he does not consider to be valid. (d) The special fee to be paid for an UNDER PROTEST entry is Rs.1000/- per subject. This fee must be sent to the Chief Executive and Secretary, Council for the Indian School Certificate Examinations, New Delhi. 4. NUMBER OF CANDIDATES AT EACH

CENTRE 1. Individual schools, having their own centres, and

presenting a large number of candidates, may arrange to have two (or three) separate examination halls. This will entail separate supervising examiners and invigilators for each of the examination halls.

2. Where two or more schools combine to form

one centre and the total number of candidates is large, arrangements may be made to divide and form two or three separate examination halls, each having its own supervising examiner.

March 2015 are requested to note that the last date for withdrawals is 15th February, 2015. Heads of schools are reminded that the regulation regarding withdrawals reads as follows: Withdrawal of Candidates Candidates may be withdrawn prior to the commencement of the examination provided that due notice is given to the Council. In the case of candidates whose names are submitted in the registration form of the school, the notice of withdrawal must be sent to the Council online by the Head of the school: Provided that, once the entries have been accepted by the Council, Heads of schools may only withdraw candidates:

(a) on account of illness of the candidates certified by a registered medical practitioner; or

(b) at the express written request of the parent/legal guardian of the candidate.

Examination charges are not refundable. (Under the heading ‘Refunds’ on page 11 of the 2015 ICSE Regulations). 6. EXTRACT FROM THE REGULATIONS

CHAPTER I

C. Minimum Attendance Required

Candidates whose attendance is below 75% of

the working days are ordinarily not eligible to sit for

the examination. However, the Chief Executive and

Secretary has the authority to condone the shortage

of attendance in the case of candidates whose

minimum attendance is not less than 60% of the

working days in each year of the two year course.

This is inclusive of absence due to illness and other

special circumstances. Heads of Schools may

represent, to the Chief Executive and Secretary,

cases of candidates who deserve special

consideration for condonation of shortage of

attendance in Class IX and / or X, provided that the

attendance of such candidates is not less than 60% of

the working days, during each year of the two year

course.

The last date for computing attendance at school is

February 15, of each of the two years.

7. ICSE MARCH 2015 INTERNAL ASSESSMENT

Heads of schools concerned are hereby informed that the Council will activate the template for online submission of internal assessment marks by 16th January 2015, for SUPW, Science Practical’s, and internal assessment work in various subjects by the Heads of Schools. SUPW

In the template the result of each candidate in SUPW

should be given in terms of a grade, namely A, B, C, D

or E based on the five point scale as follows:

Grade Standard

A Very Good

B Good

C Fair

D Satisfactory

E Unsatisfactory

Grade E is a fail grade and candidates

awarded this grade will not be eligible for the award

of a Pass Certificate.

IMPORTANT

Kindly ensure that no currency notes/loose postage stamps are sent to the Council’s office to

facilitate return of the documents to the Schools. Only Bank Drafts drawn in favour of ‘Council for the

Indian School Certificate Examinations’, payable at New Delhi are accepted for return of documents by

Speed Post/Courier.

STARTING CLASS XI

Heads of Schools must not admit candidates to class XI if the Council has not granted permission to the

School to Start Class XI of the ISC course.

SCHOOL CODE

Heads of Schools are requested to print the school code on the school letterheads and use the School

Code in all their correspondence with the office of the Council for the Indian School Certificate

Examinations. The School Codes are given in the List of Affiliated Schools booklet.

COUNTERSIGNING OF DOCUMENTS

Heads of schools who send Transfer Certificates to the Council for countersignature are requested to

send a Forwarding Letter and a self-addressed stamped envelope for the return despatch of these

documents from the Council.

All such documents must be signed only by the Head of the School whose specimen signature has

been recorded and maintained in the office of the Council.

6. ASSESSMENT OF CRAFTWORK: ART

PAPER 6

Heads of Schools concerned are hereby

reminded that for the ISC (12) 2015 Examination,

Craftwork (Art Paper 6) is not required to be sent to

the Council for assessment. This will be assessed by

an examiner to be appointed locally, who will be

required to fill in the marks in the format provided

by the Council.
