On behalf of the Government of Andhra Pradesh (“GoAP”), the Chief Executive Officer (“CEO”), The e-Pragati Authority, Government of Andhra Pradesh, invites eligible and competent Proposers to submit their qualification and technical proposals for the selection in Panel of SI, in accordance with conditions and manner prescribed in this Open Competitive Empanelment Proposal and other Proposal Documents issued by the GoAP, which is available on its website ( http://www.e-pragati.in ).

The issue of this EP/Proposal Documents does not imply that the e-Pragati Authority is bound to evaluate a Proposer or to appoint the Successful Proposer for the Project and e-Pragati Authority reserves the right to reject all or any of the Proposers or Proposals without assigning any reason whatsoever.

The Proposer shall bear all costs associated with or relating to the preparation and submission of its Proposal including but not limited to preparation, copying, postage, delivery fees, expenses associated with any demonstrations or presentations which may be required by the e-Pragati Authority or any other costs incurred in connection with or relating to its Proposal. All such costs and expenses will be to the account of the Proposer, and the e-Pragati Authority shall not be liable in any manner whatsoever for the same or for any other costs or other expenses incurred by a Proposer in connection with preparation or submission of the Proposal, regardless of the conduct or outcome of the Proposal Submission process.

PREAMBLE The e-Pragati is a long-term sustained endeavour. As aware, the Government of Andhra Pradesh, under the aegis of the Hon’ble Chief Minister, Sri N Chandrababu Naidu Garu, has declared the Financial Year of 2017-18 as “Year of the e-Pragati” and subsequently passed a Cabinet resolution and released GO.Rt.No.27 to that effect. During this period, around 24 Unique in nature IT projects across all departments that can cater to more than 200 plus Citizen Centric services are planned to be implemented and rolled out. To make this program a success the following objectives must be achieved.

a. Understand Departments Businesses and its processes. b. Transform it through Business Process Re-engineering. c. Shift this re-engineered Business Process from being Government Centric to Citizen Centric. d. Digitise the reengineered citizen-centric business process.

1 Introduction to the e-Pragati 1.1 The e-Pragati Program Overview The e-Pragati: An initiative of GoAP, aiming to deliver all its citizen-centric services through a single portal. Government envisioned to implement an integrated application, data and services architecture to bring around 72 IT projects on the same platform, including implementation and rollout of 24 unique IT projects and 800 citizen services in FY 2017-18; along with below objectives:

• Business Process Reengineering to shift process from Government-centric to Citizen-centric • Digitise, implement workflow, automate and integrate re-engineered business process

There have been numerous e-governance initiatives undertaken in various states one of them is also single window implementation for G2C, G2B, G2G etc. services, however, these initiatives faced major challenges during implementation. The major setback was due to the absence of government departments on boarding on the portal; all the services offered by the department were not added to the portal. The other was the time-consuming development of service delivery channel/ platform/ application, causing an overall delay in the project development. There were other crucial challenges that led to the failure of the state data portals.

The main challenges faced by citizens and government departments are identified as below along with the probable outcomes which can be achieved after implementing the Core Application.

To realize the vision of GoAP, it is imperative to provide integrated services to citizens through the free flow of information, integrated services through common state e-Pragati portal. Further, GoAP envisions

having e-Pragati Core Platform to enable GoAP to develop a flexible business application with fewer resources and as faster pace along with analytical capabilities while protecting the existing assets of GoAP.

The e-Pragati Authority and APTS aimed and selected a Master System Integrator (SI), to implement an efficient system of service delivery under e-Pragati initiative ensuring:

• Implementing common RAD environment for faster development of applications • Creating libraries which can be built and reused • Preparing a Whole-of-Government Framework

M/s Ernst & Young LLP won the Final Proposal and has been appointed as the Master SI for e-Pragati Core Platform.

1.2 The e-Pragati Core Platform Solution Overview The e-Pragati Core Platform is a layered technology solution approach adopting “best-of-breed” components and products proposed by M/s Ernst & Young LLP (EY). Master SI product selection criterion is based on the philosophy of leveraging “tried-and-tested” product platform for Business Process Modelling, Business Intelligence, Integration, Service development and delivery and Reporting system. The product stack has rich “in-built” features of the respective functional/ feature area.

To benchmark solution with industry standards, adopted an industry standard technology and platform reference architecture to design the technology solution. Very clearly, every piece of Business and Technology Requirement has been mapped into one or more components in solution architecture based on the reference architecture.

1.2.1 The e-Pragati Core Platform Solution Architecture The envisaged e-Pragati core platform is intended to be established as a foundational layer for Government of AP users and the broader eco-system covering partners, distributors, suppliers and dealers. The common platform would enable rapid deployment and support model-driven architectures, Domain users or the government officials would be able to collaborate closely with the technology team and enable rapid agile deployments using a zero-coding, visual interfaces which would support run-time code development and deployment. The customers would be able to leverage the benefits of one Government interface based on the common platforms, the technology teams would be able to save time and efforts through multi-channel developments and code base management.

These components would be supported through the following key functionalities:

• Multi-user and multi-layer technology compatible channels • Zero/ low code platforms • Data and management layers • Integration Layer

FIGURE 2: CORE PLATFORM TECHNICAL STACK The core solution components include:

• The presentation layer would cover the delivery channels through which services would be consumed by the users. It would cover a broad range of current and future-ready interoperable and compatible mediums enabling a truly connected eco-system within the ambit of e-Pragati.

• The core platform will include business intelligence, service development and creation platform and integration layer, it would promote and support zero/ low coding requirements to enable rapid application development through a package of libraries and ready, out-of-the-box service templates and support in developing a truly connected government in AP.

• Data layer and management would have the functionality to enable the seamless exchange of data from the existing and planned data hubs, databases, data warehouses and data lakes.

• Security would be also a critical part covering ACL, encryption, SSO and roles-based access controls.

1.2.2 The e-Pragati Core Platform Technical Architecture The core platform will be built up on top of the core products like Pega, MuleSoft, WSO2, PostgreSQL, Cassandra and Greenplum. The high-level technology layer has been presented below in continuation to the solution architecture where the different solution capabilities have been mapped to the underlying technology components, the technology components have been carefully reviewed against the competing products available in the leading industry market leaders and selected considering the overall vision and requirements under e-Pragati.

The technology components are mapped to the overall solution components as follows:

• The identity and security services would leverage from WSO2 identity server which supports the key requirements of e-Pragati core platform as well as leading security standards which have been described below in subsequent sections.

• Pega Omni-channel support in provisioning multi-compatible services and device independent services and web apps with native capabilities

• Pega Process Designer solution helps department users in developing solutions with zero coding through its model-driven architectures, smart shapes and drag-drop interfaces.

• The integration layer will be managed through Mulesoft and Pega BIX solution to establish an interoperable and connected environment within e-Pragati eco-system

• PostgreSQL along with Cassandra would support the data management layer • Hortonworks will be used for data lakes

More than 90% of the requirements are being directly met through Pega platform and the other solutions proposed like Mulesoft, PostgreSQL and Cassandra are out of the box configured with Pega platform to deliver the envisaged functionalities.

to adjust for the increase/ decrease in the average Consumer Price Index (for goods and services) published by the Ministry of Labor, Government of India.

1.3 Opportunity for the members of Empaneled SI The e-Pragati is a massive program covering 33 departments and 330 agencies and around 745 + services have been identified so far. The services have been grouped into 72 projects (45 Greenfield and 27 Brownfield) and bundled into 14 packages for ease of procurement and implementation. This is the largest e-Governance program approved by any State with a total outlay of Rs.2,398 Crores, out of which the Government Capex would be to the extent of Rs.1,528 Crores. The program is scheduled to be implemented/ rolled out within a span of (2) years. The e-Pragati vision document has been released by Hon’ble CM on Oct 9th, 2015. (Refer G.O.Ms.No. 19, Dated:28 -09-2015)

As illustrated in the previous sub-section, the e-Pragati Program is a large program consisting of 72 projects spanning a major part of the Government. It is based on the principles of a Federated Architecture. The functionalities which are critical for achieving the vision of an integrated government are prescribed and built into a Core Platform, to be used by the whole of government. Further, more layers of applications are designed as common, group and department-specific applications, in increasing degrees of freedom in choices of technical designs and functionalities, given to the domain departments.

The Meta-model of the e-Pragati Program which consists of layers of applications, built around the e-Pragati Core Platform as shown in the Figure.

All these layers will be developed and implemented by the various partners empanelled by the e-Pragati. This EP restricts, itself to identify group of these Empanelled SI who will be responsible for developing Group and Line Department Specific Applications as identified in the below figure.

The working model of the Meta-model of the e-Pragati Authority and role of Empanelled SI in the proposed structure are described as below:

1. At the heart of the e-Pragati Authority is a Core Platform, this provides Program-level services to

all the Applications integrated with the Core Platform. These services are agnostic to the domain or department. These Services will be managed by the Master SI and the e-Pragati Authority.

2. All the departments, societies and PSUs associated with the GoAP have been mandated to use CORE Platform for their respective packages and applications. These projects can be of Greenfield (new) and brownfield (legacy) applications in nature.

3. The Common Applications are again agnostic to the department and are related to horizontal functions of the Government, like Performance Management, Productivity Tools, Workflow Management and Core Data Management etc. These are built once centrally and used in common by all the line departments, with appropriate configuration required by each department. These Services will be managed by the Master SI and the e-Pragati Authority.

4. Group applications are used by a group of 3 to 10 departments, which perform similar or

comparable functions and provide similar or comparable services to different groups of citizens or entities. They are built in common for the concerned group of departments/ agencies. These Services can be managed by the Master SI and the e-Pragati Authority or Line Departments can issue an EP for the implementation of these services or products. Members of the SI Panel can participate for Proposal Submission these services.

5. The e-Pragati Program, being designed to standards, interacts with the rest of the world through standard interfaces. Independent developers can leverage Open API services to develop applications and services for Citizen, Businesses and Government Departments.

The Core Platform and Common Applications shall be designed such that they can be productized for replication across other geographies and business cases.

PART I: EMPANELMENT PROCESS 2 Empanelment Process of SI for the e-Pragati Core Platform As illustrated in previous section, the e-Pragati Authority and GoAP have identified a Master SI which will be responsible for installing, establishing, designing, developing, integrating, maintaining and up-grading of the e-Pragati Core Platform.

Empanelment of System Integrators (SI) for design, developing, integration, maintenance and up-gradation on e-Pragati Core Platform and this EP is to invite interested SI to get empaneled with the e-Pragati Authority, GoAP to participate in the e-Pragati program for rapid rollout of projects across all the line departments.

The Proposer who is PEGA partner in one of the categories from Strategic Consultant, System Integrator or Registered Group, with readily available Pega Certified resources to deploy in Vijayawada/desired location and adequate experience of managing the Pega project, may submit proposal to get empaneled for e-Pragati Core Platform.

If the master SI is interested to get empaneled, it may submit the Empanelment Proposal and follow the due process.

This EP is intended to empanel Primary SI and empanelment is valid up to Monday, March 27th, 2023 12:00 PM. Interested and eligible SI may respond to this invitation and submit proposals to the e-Pragati authority with required necessary documents for evaluation. This is an Open proposal for empanelment process for new SI members. The empaneled SIs will be eligible for submitting their Proposals for the available projects within e-Pragati purview.

The process for empanelment will remain open up to Monday, March 28th, 2022 12:00 PM. Additional SIs will be added to the existing empaneled SIs based on the fulfillment of the criteria. The e-Pragati reserves the right to modify the EP selection criteria by providing four weeks’ notice.

The member of SI must apply for the renewal of the SI empanelment Agreement before the expiry date.

2.1 Members and Operation of SI Panel Centre of Excellence (COE) and Master SI reside at the core of digital transformation drive of the GoAP. Further to improve rapid and parallel development of applications in the “Digital Transformation Drive of the GoAP”, competent SI with the adequate experience of working with Pega Systems will be identified and authorized to be a part of the Empaneled SI Panel.

The scope includes extensive usage of the e-Pragati Platform to provide, configure, monitor and manage all integration points required to integrate all the e-Pragati packages for the free flow of information. All the inter-package, inter-application integrations shall be tool-driven, simple to develop and maintain, reasonably independent of changes to the backend systems of the applications and scalable.

The Successful Empaneled Proposer may deploy Account Managers as resources at the e-Pragati Authority office without any cost to the e-Pragati authority to manage project operations, line

departments’ projects, resources deployment/ replacements, logistics, administrative functions, payment & bill processing, and other Agreement terms in EP and MSA. The e-Pragati Authority will interact only with Account managers.

2.1.1 The e-Pragati Authority The e-Pragati Authority believes that Information Technology (IT) can be used strategically to derive maximum benefits. Especially from the governmental context, technology is never the main constraint. It is the organizational and procedural issues which are more challenging. Therefore, the e-Pragati Authority approach is to understand the existing organizational structures and business processes and determine how these could be re-engineered and re-configured to derive maximum advantage from the deployment of IT assets and resources.

The e-Pragati Authority will receive requests from line-department along with the basic functionality, which will be studied by the e-Pragati authority and prepare a detailed Scope of Work (SOW) with required BPR to design, implement, develop and integrate the desired services and applications. The SoW will be prepared solely by e-Pragati Authority in consultation with line department.

2.1.2 Empaneled SI The members of SI Panel are called as Primary SI and are enabled to participate in the process of developing and implementing the e-Pragati Core Platform Applications SoW identified by the line departments. Empaneled SI shall play the role of System Integrator on the ePCP,

3 Evaluation Process of SI members in SI Panel: 3.1 Evaluation of Qualification Proposals The evaluation of the Qualification Proposals will be carried out in the following manner:

a. The Empanelment Proposal will be examined by an evaluation committee as per the standard guidelines of ITE &C Department, Government of Andhra Pradesh, based on the evaluation criteria specified in this EP.

b. The Proposers, who meets all the requirements specified in the Proposal Data Sheet, will qualify for Empanelment. The Primary SI will have to submit the compliance letter for Rate Card as commercial proposal.

3.2 Empanelment Evaluation Committee Evaluation Committee comprises of following nominated members from each department:

3.3 Empanelment Requirements The Empanelment Evaluation Committee will evaluate all submitted Proposals to determine if they are responsive and meeting all the empanelment requirements of the EP. The Empanelment Evaluation Committee will prepare a list of firms based on the compliance to the qualification criteria. The Proposals that do not conform to the criteria/ conditions in this EP will be rejected. All eligible Proposals will be considered for Empanelment. The decision of Empanelment cum Evaluation Committee will be final in this regard. Following is the criteria.

Blacklisting: Proposer 3 Proposer should not have been declared blacklisted/ ineligible/

debarred by any State/ Central Govt. or PSU or has been found to have been engaged in activities or practices which are corrupt, fraudulent, unsatisfactory work performed or any other unethical business practices, as on date of Proposal submission, shall not be eligible.

Self-Declaration from the Proposer as per the Form P4 from authorized signatory of the firm. The Proposer should also submit any Pending litigations as per Form P5

Financial Criterion: Proposer 4 The Annual sales overall turnover of the Proposer from Pega

Services design, supply, configuration implementation, application maintenance, support, helpdesk maintenance services in the immediately preceding 1 (One) financial year, should be Rs.5.00 Cr. - (only Rupees Five Crores)

4 Details of Proposal Fees, EBG and Other Information 4.1 Additional Instructions for Proposal Submission

a) Proposer should submit the following support documents mandatorily as part of the Proposal response i. Power of Attorney (POA) or Board Resolution authorizing the person signing the proposal

to sign on behalf of the firm or Letter of Authorization ii. Self-declaration confirming the truth of the data or information furnished by the

Proposer. iii. Receipt of purchase of EP Document iv. The inter-se agreement between the Proposer and Pega Systems. A copy of the inter-se

agreement should be provided in the proposal and detailed roles and responsibilities of the Proposer & Pega Systems should be explained

b) Relevant Supporting documents to be enclosed for all the Qualification criteria in the Qualification Proposal

c) In case of prior projects referenced as part of the citations by the Proposer executed and declared in foreign currency, the exchange rate as on the date of floating EP would be considered for evaluation.

4.2 Conflict of Interest As requires that the Proposer must provide professional, objective, and impartial advice and at all times hold the e-Pragati Authority interests’ paramount, strictly avoid conflicts with other assignments/jobs or their own corporate interests and act without any consideration for future work.

4.3 Standard Guidelines

4.3.1 Guidelines for Members of the SI Panel a) “Corrupt practice” means the offering, giving, receiving or soliciting of anything of value to

influence the action of a public official in the process of contract execution and b) “Fraudulent practice” means a misrepresentation of facts in order to influence a procurement

process or the execution of a contract to detriment of the purchaser, and includes collusive practice among Bidders (prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to deprive the Purchaser of the benefits of free and open competition:

c) “Unethical practice” means any activity on the part of bidder, which try to circumvent tender process in any way. Unsolicited offering of discounts, reduction in financial bid amount, upward revision of quality of goods etc. after opening of first bid will be treated as unethical practice.

d) The e-Pragati Authority will reject a proposal for award and also may debar the bidder for future tenders in the e-Pragati Authority, if it determines that the bidder has engaged in corrupt, fraudulent or unethical practices in competing for, or in executing a contract.

e) The members of the SI Panel must avoid engaging in any collusion, bid rigging or anticompetitive behavior that may impair the transparency, fairness and the progress of the procurement process.

f) The Member of SI Panel must not improperly use information provided by the procuring entity to the bidder with an intent to gain unfair advantage in the procurement process or for personal gain.

g) The members of SI Panel must not engage in any financial or business transactions between other bidders or any official of the procuring entity related to tender or execution process of contract; which can affect the decision of the procuring entity directly or indirectly.

h) The members of the SI panel must avoid any coercion or any threat to impair or harm, directly or indirectly, any party or its property to influence the procurement process.

i) The members of the SI panel must avoid making false declaration or providing false information for participation in a tender process or to secure a contract.

4.4 Right to Terminate the Letter of Empanelment (LOE) The e-Pragati Authority may terminate the Letter of Empanelment (LOE) process at any time without assigning any reason. The e-Pragati Authority makes no commitments, express or implied, that this process will result in a business transaction with anyone.

This LOE does not constitute an offer by the e-Pragati Authority. The Proposer’s participation in this process may result in the e-Pragati Authority selecting the Proposer for the e-Pragati Authority to engage in further discussions toward execution of an Agreement. The commencement of such discussions does not, however, signify a commitment by the e-Pragati Authority to execute an Agreement or to continue negotiations. The e-Pragati Authority may terminate discussions at any time without assigning any reason.

4.5 Empanelment Bank Guarantee (EBG) on Receipt Letter of Empanelment a) This EBG is limited to the Empanelment Process. b) Primary SIs will have to adhere to the terms and conditions of the RFP released for awarding the

projects. In the event the empaneled SI awarded with the work contract, EBG to be submitted as per the requirements of the selection process.

c) Proposers shall submit Empanelment Bank Guarantee of amount as specified in the EP Datasheet in the form of an Empanelment Bank Guarantee (EBG) drawn from any scheduled/ nationalized bank in favor of “CEO E-PRAGATI AUTHORITY AP, VIJAYAWADA” payable at Vijayawada valid for days specified in data sheet from the date of submission of the Proposal. EBG in any other form shall not be entertained.

d) The EBG shall be denominated in Indian Rupees only. No interest will be paid on the EBG. e) The physical copies of EBG shall be submitted to the concerned as per the details mentioned in

the datasheet. f) The EBG may be forfeited:

i. If a Proposer withdraws his Empanelment during the period of Empanelment validity or its extended period if any; or

ii. In the case of a successful Empaneled Proposer fails to sign the Agreement for the awarded contract any reason not attributable to the e-Pragati Authority or to furnish Empanelment Bank Guarantee (EBG) for the awarded contract within a specified time in accordance RFP called therein.

4.6 Right to Exit or Termination Clause of Agreement In case of the Proposer wants to exit from the SI Panel or the e-Pragati Authority finds the Proposer falling short on performance parameters or indulging in unprofessional activities, the Proposer will be terminated with immediate effect and the Proposer should submit all the necessary documents not limited to parameters mentioned below:

a) Comprehensiveness & completeness of the Plan for takeover b) Comprehensiveness & completeness of the Plan for exit management

The EPB will be forfeited and the empaneled firm will be blacklisted for period of 1 year from the date of termination from participating in any of the Andhra Government Projects.

5.2 Supplementary Information/ Corrigendum / Amendment to the EP a) If the e-Pragati Authority deems it appropriate to revise any part of this EP or to issue additional

data to clarify an interpretation of the provisions of this EP, it may issue supplements/ corrigendum to this EP. Such supplemental information will be communicated to all the Proposers who participated in the Process clarification by e-mail and will also be made available on www.e-pragati.in. Any such supplement shall be deemed to be incorporated by this reference into this EP.

b) At any time prior to the deadline (or as extended by the e-Pragati Authority) for submission of Proposals, the e-Pragati Authority, for any reason, whether at its own initiative or in response to clarifications requested by a prospective Proposer, the e-Pragati Authority may modify the EP document by issuing amendment(s). All Proposers who have attended pre-proposal meeting will be notified of such amendment(s) and will also be made available on www.e-pragati.in, and these will be binding on all the Proposers.

5.3 Cost of Proposal Preparation The Proposer shall bear all costs associated with the preparation and submission of its Proposal and the e-Pragati Authority shall in no event or circumstance be held responsible or liable for these costs, regardless of the conduct or outcome of the Proposal Submission process. All costs incurred in connection with participation in the Proposal Submission process, including, but not limited to, costs incurred in participation in meetings/ discussions/ presentations, preparation of proposal, in providing any additional information required by the e-Pragati Authority to facilitate the evaluation process and in negotiating a definitive Agreement or all such activities related to the Proposal process will be borne by the Proposer. This EP does not commit the e-Pragati Authority to award an Agreement. Further, no reimbursable cost may be incurred in anticipation of an award. Proposers shall furnish the required information on their technical and commercial proposals in the enclosed formats only. Any deviations in format will make the Proposal liable for rejection.

6 Proposal Opening and Proposal Evaluation Process 6.1 Proposal Opening The e-Pragati Authority will open all the Proposals submitted through email, in the presence of Proposers’ representatives who choose to attend the Proposal opening as per the EP Datasheet. Proposal opening will be performed at single stage as per the dates specified in EP datasheet i.e. Qualification Proposal and Commercial Proposal

6.2 Proposal Evaluation Process

6.2.1 Preliminary Scrutiny The e-Pragati Authority will examine the Proposals to determine whether they are complete, any computational errors have been made, required sureties have been furnished, the documents have been properly signed, and the Proposals are generally in order.

The Proposals that do not conform to the Proposal conditions and Proposals from firms without EBG, Proposal document fee shall be straight away rejected.

Subsequent to the preliminary scrutiny and identification of qualified Proposers, further evaluation of the Proposals will be done in single stages and at the end of stage, short listed Proposers will be informed of the result to have a fair and healthy competition. The following is the procedure for evaluation

6.2.2 Evaluation of Qualification Criteria The evaluation committee as per the standard guidelines of the ITE&C Department, issued by Government of Andhra Pradesh, will evaluate all Qualification Proposals to determine if they are responsive and meeting all the Qualification requirements of the EP. The e-Pragati Authority will prepare a list of firms based on the compliance to the Qualification criteria. The Proposals that do not conform to the Proposal conditions and Proposals from firms without adequate capabilities as per Qualification criteria in this Volume of this EP shall be straight away rejected. All eligible Proposals will be considered for further evaluation. The decision of the e-Pragati Authority will be final in this regard.

6.2.3 Commercial Proposal Opening Commercial Proposals will require the Primary SI to submit the self-declaration for adherence to the Rate Card approved for various resources.

6.2.4 Validity of Empanelment Empanelment of all the Proposers will be valid up to March 27th, 2023 06:00 PM. Depending on the project requirements, e-Pragati Authority may extend the period of empanelment for additional one year through mutual consent.

PART II: PROJECT AWARDING PROCESS

7 Project Awarding Process 7.1 Introduction The e-Pragati Authority along with Line Departments will complete a requirement document and these requirement documents will consist of As-Is Process, suggestions for re-engineering, re-usable components, stake holders, user stories and UML diagrams. Line Department will forward the requirement documents to the e-Pragati Authority for preparing RFP for the projects. All Primary SIs who have successfully completed the process for empanelment will be eligible for submitting their quotes for the various projects/ proposals/ services available with e-Pragati and Line Departments for Digital Transformation. The e-Pragati Authority will ensure that equal opportunities will be provided to all the members of the SI Panel under the specified provisions/guidelines for project awarding and considering the assignments engagements based on the technical manpower submitted in the proposal. The quotations and proposed solution will be evaluated by the Project Awarding Committee and award a project to the winning Empaneled SI.

7.2 Other Stakeholders

7.2.1 Line Departments or the e-Pragati Authority (Owners of the Project) The Line Department or the e-Pragati Authority is the sole owners of the projects. The line department shall identify the process to be automated/ digitised or problem statement for the purpose of the digitization.

The e-Pragati Authority will complete the due process necessary for on-boarding the winning SI integrator from the Empaneled SI Panel and initiate a handshake between empaneled SI and line departments or e-Pragati Authority.

Once, the member of Empaneled SI panel is on-boarded, there will be a mutual responsibility of the Line Department and the e-Pragati Authority to initiate the process for business process re-engineering from improvement and smart digitization perspective. This will include a final definition of the problem statement, requirements and minimum acceptable criteria etc. Line departments or e-Pragati authority are solely responsible for provision of funds and payments based on rate cards listed above towards the services incurred from empaneled SI based against the manhours utilizations.

Line Department or the e-Pragati Authority will extend necessary support for the implementation of the project. This will include access to the platform, development, deployment, integration and UAT of the project. Commercial aspect will be executed based on the terms of the engagement established in the tender document of subsequent projects.

7.2.2 Center of Excellence (COE) The Centre of Excellence (COE) will be stationed at the e-Pragati Authority head office. The e-Pragati Authority will be governing and monitoring body for the COE. The COE Team will operate from a fully functional office with the adequate number of resources as agreed in the terms of the engagement with

Master SI. The COE will be responsible for end-2-end support, maintenance and related activities associated with the ePCP.

a) The Master SI will establish (provide technical Manpower) Centre of Excellence (“COE”) and

develop a robust body of knowledge for executing government enterprise architecture and technology planning, government process re-engineering, and application development for delivery of citizen-centric services by all the departments of GoAP. These techniques, methodologies, and processes developed over the period and benchmarked complying with globally established practices shall be recognized as best practices of the e-Pragati Authority. These practices and guidelines are directly applicable to the members of the SI Panel.

b) The e-Pragati Authority envisages a unique approach that separates architecture (engineering) from implementation through setting up of Centre of Excellence. The objective of COE is to build Government of Andhra Pradesh Enterprise Architecture as flexible, changeable, and reusable and capable of meeting current and future e-governance needs. These services will be extended with and exploited from the successful winner members of subsequent members of the SI Panel.

c) Overall responsibility of e-Pragati Enterprise Architecture Governance, monitoring, Advisory support designing, development and management of e-Pragati Core Platform, design, development, testing of e-Pragati Portal, CLGS, LMS, portal services listing integration, database, data migration support and all other services associated with these facilities to ensure service levels, performance and availability requirements as prescribed in the Proposal Submission Documents. All the members of the SI panel, on the successful delivery of the product or service, must ensure that they have secured a Quality Checks and Sustenance Certificate from the e-Pragati Authority. Within the e-Pragati Premises, COE will be responsible for conducting all these activities.

d) COE shall be required to diagnose faults quicker and more reliably on site. SLAs are in place for the resolution timelines for the SI Concerns and Issues.

e) Responsibilities: COE serves five basic needs: i. Support: COE offers support to the business lines for strategic and operational inputs. This

is through services needed or providing by subject matter experts. ii. Guidance: Standards, methodologies, tools and knowledge repositories are typical

approaches to filling this need. iii. Shared Learning: Training and certifications, skill assessments, team building, and

formalized roles are all other ways to encourage shared learning. iv. Measurements: COE has already demonstrated that they can deliver the valued results

that justified their creation using output metrics. These matrices will be applicable to the members of the SI.

v. Governance: Allocating limited resources (budgets, people etc.) across all their possible use is an important function of COE. They should ensure organizations invest in the most valuable automation projects & create economies of scale for their service offerings. In addition, coordination across other corporate interests must enable COE to deliver value.

7.2.3 Master SI Master SI will host all required IT infrastructure for the deployed resources and responsible for their maintenance & management including insurance of manpower and equipment. The responsibility of Master SI:

a) To ensure that global best practices are followed for infrastructure management, architecture governance, research support, development of PoC (Proof of Concept), common utility applications design/ development/ test/ maintain, overall e-Pragati program delivery responsibility, Program/ project management, design/development/Quality Assurance and training in connection with implementation of the Platform and development of applications.

b) The Master SI is responsible for overall e-Pragati Infrastructure Managed services and delivery. c) The Master SI is responsible for completion of the assignment assigned by e-Pragati Authority

and line department and e-Pragati program coordination. d) To provide architecture governance support, guidance and handholding for continuously

improvement, fine-tuning and advancement of the architecture.

7.2.4 Project Awarding Committee For each Project to be initiated, it has to be approved by e-Pragati Project Awarding Committee. The Project Awarding Committee is also empowered with all the decision related to project during the execution Phase.

a) Once SI has been part of the authorized SI Panel, he has to ensure that its processes, design, development and technology stack are in adherence to the guidelines set up by the e-Pragati Authority.

b) Based on the needs of the departments, the e-Pragati Authority or the line departments and line department will prepare scope of the work documents, project details and functional requirements.

c) This document will be published on the e-Pragati website, also shared with the authorized representatives present in the e-Pragati Authority of the members of the SI Panel.

d) The Members of the SI Panel will follow a due process for participation and will submit their quotations in terms of reverse Proposals (number of man hours required for completion of the project) at the e-Pragati Authority. The e-Pragati Authority will manage the entire procurement process and in case procurement process the e-Pragati Authority will be a leading agency.

e) Once the successful Proposer is identified, SI will work with the line department or the e-Pragati to design, develop, integrate, test and deploy in to the e-Pragati Core Platform.

f) Number of man hours quoted in the proposal will be frozen, any kind of renegotiation will have to submit their change request to the Project Awarding Committee for consideration, and Winner SI will have to complete the project in the stipulated timeframe.

g) The performance of the Member SI will be evaluated on the bi-monthly basis by the e-Pragati Authority and necessary changes will be suggested. These changes are mandatory for Primary SIs.

h) Once the final deployment is complete, SI will have to produce UAT Certificate from the line departments and this certificate along with other checks from the e-Pragati Authority will be used for preparing the completion certificates.

i) As a final step, SI will submit this completion certificate to the treasury department of the e-Pragati Authority or line department depending on the ownership and final payment will be released.

7.2.8 Project Awarding Assurance for companies with higher # of Pega Resources To ensure that adequate resources are available and deployed for the e-Pragati Projects, the concurrent number of projects for any Empaneled System Integrator will be based on following table:

7.2.9 Roles and Responsibilities of stake holders in Project Awarding

from Line Department. This process will be owned by both, the Line Department and e-Pragati Authority

b) Budgeting for the project will be prepared by Line Department. c) Procurement Process of Primary SI from SI Panel will be processed by the e-Pragati Authority,

based on Line Department’s Requirement Document prepared in requirement phase. d) Line Department will award the contact to the Primary SI. e) Line Department will formulate terms of engagement and will be signed between Primary SI and

Line Department. f) Once contracting process is completed, during the project implementation, e-Pragati Authority

and Line department will track and monitor progress of the project. g) During completion phase of each sprint, Line Department will perform User Acceptance Test

(UAT) and submit their report to the e-Pragati. h) The e-Pragati Authority will ensure that project implementation is as per the guidelines set. This

will be an iterative process and reviews will be conducted bi-monthly. i) At the end of the project, based on adherence to guidelines and acceptance certificate from Line

Department, e-Pragati will sanction the process for “Go-Live”. The Proposer will have to integrate the developed services to the Core Platform.

8.3.1 Pega System Architect The System Architect contributes to the continuous improvement of IT applications and architecture and builds business processes and supporting functions based upon identified business requirements and use cases. The System Architect works as part of a dynamic team environment, engaging with other technical and business professionals focused on building, maintaining and supporting solution frameworks for the target industry.
