Mookgophong police are investigatingan incident in which seven trial-awaiting prisoners escaped from policecustody. The incident took place ataround 23:00 on Monday, 2 May.

According to information receivedfrom Provincial Police SpokespersonLieutenant-Colonel JonathanMalesela, the seven were all awaitingtrial when they escaped. The escapeesare Maxwell Mphofu, whose case waspending, Simba Rasehegumbwa,Calving Mushangarine, who wasarrested for theft, John Chauke, also incourt for theft, Brighton Ndou, up oncharges of assault with intent to dogrievous bodily harm, William Zho,arrested for common assault, and Try

Waterberg EFF Secretary Lebogang Monageng appeared brieflybefore the Bela-Bela Magistrate’s Court on Monday, 25 April oncharges of common assault and assault with the intent to dogrievous bodily harm. His case was postponed to 13 May.According to information received from Bela-Bela police

spokesperson Maria Maswanganye, the investigation is proceeding.Monageng is alleged to have attacked Dira Moatshe and Jan

Kebareng Kanapi, his former drivers, on 24 April.While Monageng did not respond to requests from The BEAT to

tell his side of the story, bystanders say that the fight may havestarted on the 23rd. It is alleged that Monageng, Kanapi, andMoatshe were involved in an altercation on the 23rd which merelycontinued on the 24th.

A man has been charged with driving under theinfluence of alcohol after allegedly causing a three-car crash on the R101 near Klein Kariba. Theaccident happened on Wednesday, 27 April atapproximately 16:30.

Forever Resorts’ Relationship Manager Ziska Haak has saidthat no decision has yet been made as to who will be heldresponsible for the damage to the resort’s wall. Five seriously injured inaccident

According the Bela-Bela police spokespersonConstable Maria Maswanganye, the incidentinvolved a Toyota Rider, a Nissan Sentra, and aToyota Hilux. She could not comment on the causeof the accident, but said that five people were takento hospital while one man was arrested.Sakele Khevana (35) was arrested for driving

under the influence of alcohol. He appeared beforethe Bela-Bela Magistrate’s Court on Friday, 29April, and was released on R2 600 bail. His casewas postponed to Tuesday, 10 May.

Snipped wires nearly had tragic consequences when a BMWcrashed into a Bonsmara bull on Thursday, 28 April, on the R101between Bela-Bela and Modimolle. According to Warrant OfficerJames Findlay, Modimolle’s police spokesperson, no case wasopened. As far as could be determined the driver of the vehiclewas a Zimbabwean who was en route to Pretoria from Vaalwater.He was not injured, although the car was badly damaged. The bullwas killed. Fence wires being cut is apparently a serious problemon farms just outside Modimolle.

The Modimolle protests may be a thingof the past, but the damage caused bythe protests are still causing headachesfor the municipality.

During a council meeting on Thursday,28 April, one of the subjects underdiscussion was the damage caused by theprotests between 19 and 26 February.

It is estimated that the ModimolleMunicipality will need to pay R1, 4million to repair the damages. This whilethe municipal pocket is already understrain. The amount estimated includes12 320 working hours lost becausepersonnel could not go to work.

The biggest single item is the

Phagameng library, which was burneddown. To repair the building will costaround R467 995, and the equipment andbooks will run to respectively R240 735and R150 566. The licensing office wasalso damaged and set on fire. Thedamage here will run to approximatelyR68 876.

The damage to roads, as well as the 210roadsigns which were removed inPhagameng, will cost apparentlyR120 838 to repair.

According to VF council memberKobus Nel, the council decided that themunicipality will attempt to recover theamount from insurance.

Also according to Nel, the councilmeeting was adjourned after only two-thirds of the agenda was worked

through, because some of the councilmembers left and did not return. Afterthis there was no quorum, and so bindingdecisions could not be made on the restof the issues on the agenda.“It is very upsetting,” he said. “There

were no serious matters on the agenda,but we had a lot of urgent things tohandle. It indicated a lack of dedicationamong the council members.”

Modimolle municipal officials arrested inmayoral vehicle fraud scandalModimolle Local Municipality is in thenews once again, with two officials recentlynabbed for their alleged involvement infraud.

Constable Amanda Rossouw arrested thetwo officials, along with a third suspect, onThursday 28 April on charges of fraudinvolving the local mayor KgaretjaLekalakala’s car, an Audi Q7.

According to the police spokespersonWarrant Officer James Findlay, it wasestablished through investigations that thethree were involved in buying the car forthe mayor in 2014. He added that it wasfound during the investigations that thebudget for the car was R750 000 while thepurchase price for the car was only

Lizzy BapelaR635 000.

Warrant Officer Findlay further said thatthe municipality paid an amount ofR750 000 into the dealership’s bankaccount, overpaying them by R114 000. Headded that the R114 000 was thensupposed to be paid into an accountbelonging to a private company, where itwould allegedly disappear.

The police said in a statement thatfraudulent quotations were handed in atthe municipality and the amount ofR750 000 instead of R635 000 wasrecommended for payment and approved.The statement also stated that the car wasinvoiced as a new one, while it was a useddemo vehicle.

“The principal of the dealership inPolokwane noticed the difference on theoffer to purchase and the amount paid in

and informed the municipality. Thedealership paid the full R114 000 back tothe Municipality,” said Warrant OfficerFindlay.All three accuses were released on R2 000

bail each when they appeared before theModimolle Magistrate Court on Thursday,28 April. The suspects’ case was remandedand they are expected to appear in court

again on Tuesday, 26 July 2016.The investigation officer Constable

Rossouw asked that the names of thesuspects be withheld from publication atthis stage.Municipal spokesperson Patrick Shika

said that he can confirm that the officialswere arrested and appeared in court andthat the council opened a case againstthose two officials.

BBTF “not legitimate” says MM

The Acting Municipal Manager of Bela-Bela, Precious Raputsoa, has comeunder fire from community membersafter stating that the Chairperson of theBela-Bela Taxpayers Forum (BBTF),Frans Rootman, “does not qualify toparticipate in the Bela-Bela LocalMunicipality’s budget process”.This was stated in a letter to the BBTF

regarding the adoption of the 2016/17IDP and Draft BudgetsIn the letter, Raputsoa further states

that the BBTF “has no verifiablemembership and does not qualify to bea legitimate civic organizationrepresenting Bela-Bela residents.”“The BBTF indicated that Raputsoa

actually informed the world of hisignorance and limited knowledge aboutLocal Government matters. We calledon the mayor and majority ofCouncillors to indicate their agreementor not with the views expressed by theActing Municipal Manager,” Rootmansaid in a statement.Rootman further stated that “this a

demonstration of the total disregard bythe Bela-Bela Local Municipality fortheir constitutional obligations onpublic participation on the annual

budget, budget-related policies andproposed tariffs.”

“If I was a councillor, I would mostdefinitely advocate and call for hisimmediate resignation. A councilgoverned by a Constitution in a systemof participatory democracy should nothave in its employ people with suchdemonstrated lack of knowledge of theenvironment in which they operate, noteven understanding who are deemed tobe community members and the rightsembedded in our Constitution.”

Rootman has since called forRaputsua’s removal and said thatmembers of the BBTF have the right toparticipate in public participationprocesses.

“As a legitimate community memberand member of a legitimate communityorganization, I request Council: Firehim, before the Municipality is left withresidents who refuse to pay formunicipal charges if their right toparticipate and have access toprescribed information is not honoured.BBTF members cannot be expected topay if they are not allowed to participateon equal footing with all relevantinformation at their disposal,” Rootmanstated further.

NJ van Heerden, Bela-Bela residentand founder of Change for Bela-Bela,writes:This is a copy of a statement handed to theMayor of Bela-Bela Local Municipality,the Honourable Mr Lucas Nhlapo, at theIDP Budget Roadshow meeting held atSpa Park Community Hall on 3 May byChange for Bela-Bela, a social movementwhich focuses on community upliftmentinitiatives.

We reject the proposed budget of theBela-Bela Local Municipality for 2016 /2017 as we strongly feel that the rates andtaxes should fall and not go any higherthat they already are. That is entirelypossible if the Municipality follows ourfollowing proposals:

Stop all fruitless and wastefulexpenditure.

Negotiate for better prices from theMunicipality’s current service providersbecause in most cases the Municipality isbeing overcharged greatly. Take the fleetmanagement and the security services asan example.

Replace all service providers fromoutside with local businesses. In mostcases they will be able to render the

services much cheaper than theMunicipality currently pays and it willassist in local job creation as well aslocal economic development too.By giving more tenders to local

businesses the Municipality also standsto gain through the collection of extrarevenues through rates and taxes.And most importantly — put a stop on

all corrupt activity as well as kickbacks— which might be the reason why manyof the Municipality’s service providersare overcharging the Municipality andalso the reason why service delivery hasgone from bad to worse recentlybecause there seems to be no moreaccountability left as service providersare being protected and appointed toenrich a few whilst the rest suffers fromempty promises and continued badservice deliveryOpening up the Municipality’s supply

chain unit in the budget and treasurydepartment for scrutiny andtransparently to the whole community.This will ensure that proper proceduresare followed with all tenders that arebeing awarded, that those tenders arecost effective too and not beingoverinflated or overcharged.In this way the community can also

help to ensure that more localbusinesses benefit from tenders awardedthan outsiders which will also help aswe mentioned before with local jobcreation and local economicdevelopment.

Warm hearts banish the chillResidents of Modimolle woke up onTuesday, 3 May, to find their townfestooned with colourful scarves thatwere scattered throughout town.Each scarf was attached to a note that

urged the reader to take the scarf if theyneed one to keep them warm.Deidré Stoffberg, coordinator for

Projek Omgee, said that she saw asimilar project on Facebook, which waslaunched in Europe.“I thought it was an ideal program to

start here,” she said.She enlisted the aid of the town’s

skilled knitters and crocheters and putthem to work making scarves.“People brought scarves from all over,”

she said. “Those who can’t knit orcrochet went out and bought scarves togive away.”Altogether 108 scarves were tied to

lampposts, fences, and railings.Four scarves were put up outside The

BEAT’s sister paper The Post’s offices inModimolle. Passers-by looked at thescarves, read the notes, and shook theirheads. Nobody could believe that thesebeautiful scarves were being given away

held on Thursday, 21 April in the O.R.Tambo hall. It was attended mostly byolder retired residents.Meisie Kgaretja Lekalakala, the Mayor,

gave a brief overview of the IDP and thebudget.Some of the issues raised by residents

included a report about irregularities inthe municipality which was handed tothe Mayor by Sam Bambo, theMunicipal Manager, in response to a

decision on Thursday, 14 January, todismiss him from that position.Lekalakala said that the letter had not

been brought before the council, and thatshe could not comment on it.Another resident expressed concern that

the budget will not work out, since thetax collection percentage of 80% whichis posited for the budget is considerablyhigher than the current figures. Bambosaid that January’s percentage was 62%,but he added that it had increasedsignificantly recently due to stringentcollection measures.Another headache for the community

was the Municipality’s enormous debtsto service providers such as Eskom andMagalies Water. Michiel Laubscher, aDA council member, said that themunicipality is only budgeting to pay63% of the Eskom account every month.In reply to this, Bambo said that the

emphasis of the budget is on water-andpower provision. He said that themunicipality has an agreement withEskom, and that they have had severalmeetings with the service provider and

the Department of Energy to discuss thetown’s situation.Bambo said that obsolete infrastructure

and a growing demand are challenges inthis regard.Residents also demanded answers about

six vacant positions in the municipality.Bambo said that especially the office ofthe Head of Finance needs to be filledurgently. He is already doing interviewsand should be making an appointmentsoon.Several people asked why a budget for

Modimolle must be approved if themunicipalities are to be combined inAugust.According to Bambo, the municipality

must follow the law — both themunicipalities will be doing the budget asnormal. The process of combining will begradual and these budgets will fall away.The first meeting after the local

government elections will be held withthe new council.Bambo said several times that the town

needs strong leadership to solve thecurrent problems.

Good Samaritans help needy learners

The Methodist Church’s YoungMen’s Guild (YMG) forum also calledMadodana Ase Wesele under theLimpopo District, recently conductedan outreach programme to land ahelping hand where it is needed. Theforum members visited Bela-Bela andCyverskuil on Friday, 22 April anddonated hundreds of pairs of schoolshoes to learners from disadvantagedfamily backgrounds in the areas.The charity drive was targeting

learners from all ages and grades, aslong as they did not have any shoes towear to school.In Bela-Bela, the members visited

primary schools including Khabele,Albert Luthuli and Mampatile,whereas other members went toZachariah Mankgatleng SecondarySchool in Cyverskuil. A total of 250pairs of shoes were donated atZachariah Mankgatleng, with another250 at Mampatile, 350 at Khabele andanother 350 at Mampatile.After donating the shoes, the forum

members realized that there weresome learners who were also short ofother school uniform items such asjerseys, shirts, trousers and so forthand decided to do something fromtheir own pockets. Besides eachmember bringing forth two pairs ofshoes, they also made cash donations,where at Khabele only, the donationreached R1365.

The church committeescommunicated with teachers fromthe visited schools to identify thelearners. The learners alsoreceived prayers to help themthrough their studies, especiallytheir mid-year and year-endexaminations.One of the YMG members

Andrew Laka coordinated thevisits to the school and heregarded the outreach programmea success, saying that the memberswere touched by the joy on thefaces of the learners when theyreceived the gifts. The donatedmoney was given to the principalto buy the items that the identifiedlearners needed and will bemonitored to ensure that all goeswell.

Waterberg Under-21 squad ready for provincial selections

A total of 46 youngstersfrom various local footballassociations in theWaterberg attended theregional selections, whichwere held at Modimolle’sEphraim Mogale Stadium onMonday, 2 May.

Out of the 46 talentedindividuals, four coachesheaded by WaterbergRegional Coach Jan Masogahad to select a squad of 18players.

The 18-man squad willrepresent the WaterbergRegion at the provincialselections to be held inNkowa Nkowa on Saturday,7 May.

South African FootballAssociation (SAFA)Mopani Region.

All five regions wereexpected to participate inthe provincial selections,where a Limpopo squad willbe formed.
