THE SAUDI GOVERNMENT is developing new industrial parks forplastics conversion to stimulate investments and create jobs,according to a new report.

The new parks are part of the government’s plans to create newindustrial parks for mixed-use light industry across the country,particularly in under-developed regions. Some of these parks willbe located next to production complexes for plastics resins anddedicated to plastics conversion, the ICB report said.

As a result, plastics conversion will be expanded beyond themain hubs of Dammam, Jeddah and Riyadh. According to energyand chemicals consultancy Nexant, about 90 per cent ofplastics conversion in Saudi Arabia takes place across fiveindustrial parks developed by government agency SaudiIndustrial Property Authority in Dammam 1, Dammam 2, Jeddah1, Jeddah 2 and Riyadh.

A new plastics parkhas also been creatednext to the Rabighpetrochemicalscomplex owned byPetro Rabigh, a jointventure between state-owned Saudi Aramcoand Japan’s SumitomoChemical. SaudiAramco also plans todevelop a plastics park.

Boosting jobs

QATAR’S ECONOMICdiversity aided byhydrocarbon revenue will helpincrease its share of globalGDP at market exchange ratesto 0.4 per cent in 2030, almostdouble the 2010 level, theEconomist Intelligence Unitsaid in a country report. Thereport added that thecountry’s population will hitaround 4.3mn in 2030,through immigration. Thecountry’s population stood at1.71mn in July, StatisticsAuthority data show.Government expenditure willcontinue to rise, the reportsaid with projects related tothe 2022 football World Cupbeginning during the forecastperiod (2012-16). However,increased hydrocarbonsproduction will ensure thatthe fiscal account remains insurplus.

THE COST OF living for expats living in the Middle East hasfallen, mainly because of slower price increases on goodsand services, a new survey by consulting firm Mercer found inits Worldwide Cost Of Living Survey 2012.

Jeddah continued to rank as the least expensive city forexpats among the Arabcities, placed at 186th positionglobally.

Khartoum ranked as the most expensive Arabic city,standing at 26th position globally, followed by Beirut whichadvanced eight places to 67th globally and Abu Dhabi whichdropped nine places to 76th.

The survey covers 214 cities across five continents andcompares the cost of over 200 items in each location,

including transport, food, clothing, household goods andentertainment.

The cost of housing is also included and, as it is often thebiggest expense for expatriates, it plays an important part indetermining where cities are ranked.

Recent world events, including economic and politicalupheavals, have changed the rankings for many regionsthrough currency fluctuations, inflation, and volatility inaccommodation prices.

Globally, Tokyo was ranked the most expensive city forexpatriates, followed by Luanda, Angola and Osaka, Karachiwas ranked the world's less expensive city for expats,dropping seven places to 214.

■ A BAHRAIN SUBCONTRACTINGand partnership exchange portalhas been launched by theIndustry and Commerce Ministryin co-operation with the GulfOrganisation for IndustrialConsulting (GOIC). It aims tobring together and matchenquiries and offers forsubcontracting work andoutsourcing. The exchange willprovide technical information onindustrial specialities, skill setsand capacities of Bahrainienterprises and engage inmatching these with therequirements of the buyers.

■ IRAQ’S GDP IS expected to growby 33 per cent over the next threeyears, according to a report fromReuters. The average rate of about10 per cent per annum over thenext three years will be driven byincreased oil revenues, MudherKasim, deputy governor of thecentral bank, said in an interview.“Without the oil, in my opinion, it(GDP) would not exceed 4.5 percent,” he said.

LEBANON’S INDUSTRY Minister, Vreij Sabounjian, has called onLebanese industrialists to explore new markets recently to offsetthe impact of an anticipated economic recession.

Speaking during the launch of a campaign to promoteLebanese industry, Sabounjian said: “The coming days andmonths will not be easy, and we will have to face therepercussions of a recessionary period despite the abilities andcapacities of the Lebanese economy.”

Under the slogan Your industry, Your Identity: Buy Lebanese,the campaign intends to bolster the image of Lebanese productsboth at home and abroad.

Responding to questions by industrialists attending theconference, Sabounjian urged traders to report any forgerieswhich targeted Lebanese goods.

The minister also reiterated earlier criticism of some tradeagreements which hedeemed unfair toLebanon.

“How can Lebanon, acountry of four million,sign a fair [agreement]with Turkey, countrywith over 80mninhabitants?” he asked,in reference to a free-trade deal between thetwo countries.Vreij Sabounjian

SAUDI ARABIA’S LEADINGindicator, the purchasingmanager's index (PMI)which measuresmanufacturing and servicessector performance rose to58.3 points in August from58.1 points in July. Theseasonally adjusted indexremains well above the50.0 point mark separatinggrowth from contraction.This suggests businessconditions in the kingdom’snon-oil sector are resilientand buoyed by strongdomestic demand.Similarly, other leadingindicators such as July'sbanking data are pointingtowards an upwardmomentum. Government-influenced consumptionwill be the major driverhelped by wage andpensions hikes.

■ SAUDI ARABIA’S REAL GDP swelledby around 5.5 per cent in Q2 andgrowth was fuelled by the privatesector, mainly construction andcommunication, according to a keySaudi investment firm.

■ THE WORLD BANK has resumedworking in Yemen after morethan a year following politicalunrest that overthrew formerPresident Ali Abdullah Saleh.During the recent Friends ofYemen Conference in Riyadh, thebank provided Yemen with anestimated US$61mn monetarygrant to support public serviceprojects.

■ EGYPT IS LIKELY to need morethan US$10bn in externalfinancing to help it get itseconomy on track, a senior EUofficial said recently. The officialsaid the European Union andother institutions and countrieswere considering financialsupport for Egypt in addition toa US$4.8bn loan which Cairo hasrequested from the InternationalMonetary Fund (IMF).

BBESSMA ALJARBOU, who heads the company’s MiddleEast business development activities, spoke toTechnical Review about the state of the solar industryin the area and outlined his strategy for introducing

its integrated solar system technologies on a much widerbasis.

First Solar's main completed project in the region is the 5 MWsystem at Masdar. It also has multiple test systems up andrunning throughout the region and a number of projects at thedevelopment stage.

In June, the company joined The King Abdullah University ofScience and Technology (KAUST) NEO testing anddemonstration programme in Saudi Arabia, an important stepenabling it to showcase its solar capabilities at the heart of akey area for their future development.

"Being the largest country, Saudi Arabia is naturally thelargest market for solar power in the region with a fast-growingenergy demand, and a government at present taking a veryhard, serious look at its energy and industrial profile," saidAljarbou.

First Solar is a leading global provider of comprehensivephotovoltaic (PV) solar systems and Aljarbou believes thatlarge-scale PV projects could really help the region meet itsrapidly escalating power demand.

"Large scale PV projects are perfect for the Middle East.Maintenance is simple and doesn’t require water. In a regionwith year-on-year rising demand for electricity, PV can bedeployed quickly and to any relatively flat location," saidAljarbou.

First Solar believes that PV offers major advantages. Beingcost competitive and quickly deployable is a considerableplus when dealing with soaring energy demand. Thin-filmphotovoltaic modules in particular perform well in hightemperature environments and can be deployed in regionswith high dust levels.

According to the Fraunhofer Institute, PV can go up to 30 percent of total capacity without any adjustments on controls andstorage.

of generating solar electricity has reached competitive levelswhen compared with the true cost of oil-burning generationand peak gas generation.

"Solar is a viable alternative to existing generation sourcesand has the advantage of creating jobs in a region with highyouth unemployment and reducing high levels of pollution,"Aljarbou explained.

The Middle East is certainly moving in the right direction,albeit slowly, especially with regard to preparing for theimplementation of policies and frameworks that will allow formultiple GWs of solar power plants to be deployed in the nextfew years.

The main hurdle to the uptake of solar power technology inthe region is the fact that energy costs are highly subsidisedto the point that the only entity feeling the pain of thesesubsidies may be the Ministry of Finance rather than thecontrollers of the market (i.e. the utilities and electricityregulators).

Although the Middle East region is moving in the right

direction in regards to solar energy, it remains slow accordingto Aljarbou. This is especially true when it comes to preparingfor the implementation of policies and frameworks that willallow for multiple GWs of solar power plants to be deployed inthe next few years.

Aljarbou feels that governments need to develop andimplement policies and frameworks that allow for thedevelopment of solar power plants and create incentives forthe creation of local know-how and industry.

He highlighted the difficult economic environment that theglobal solar industry is facing but believes that it was animportant step in a maturing industry.

“First Solar has countered the downturn by diversifying itsproduct, offering to include turnkey systems, trackers andoperation and maintenance services,” he stated.

“We have also shifted our strategy to focus on sustainablemarkets where the cost of generating solar power is, or soonwill be, competitive with existing or new conventional power.This is why the Middle East is a key focus within the

CFOS IN THE Middle East reported thehighest level of optimism during thesecond quarter of 2012, compared to 11other geographies surveyed, accordingto a Deloitte report.The Global CFO Signals reporthighlighted the results of a recent CFOsurvey conducted by Deloitte fromaround the globe, gauging attitudestowards the general economic outlook,financing, valuations and risk.Deloitte Middle East CFO programmeleader James Babb said, "Globally,pessimism amongst CFOs is growing,having increased from the first quarterof 2012."Continuing worries associated with theEurozone debt crisis, fears of potentialslowdowns in China and India, andrenewed concerns about the USeconomic situation have collided to makeCFOs rethink their positive vibes. Yet, themain exception out of the 11 geographiessurveyed is the Middle East, whereoptimism amongst CFOs is growing."According to the report, more than half ofCFOs in the region say they are optimisticabout their company’s prospects, butthat is down from 72 per cent in the firsthalf of 2011. Optimism in the Middle Eastis being bolstered by the higher price ofoil and market growth in the region. But political tensions in the region,coupled with the Eurozone crisis, arecausing some finance chiefs concern,with 74 per cent of them rating thegeneral level of external financial andeconomic uncertainty as either abovenormal or at a high level. Due to thislevel of uncertainty, when asked if it is

a good time to be taking greater riskwith their balance sheets, 72 per centof the respondents said “no”,according to the report.CFOs in the region continue to view risknegatively with 72 per cent saying now isnot the time to take more on, despite thefact that 60 per cent expect levels ofmergers and acquisitions (M&A) tosomewhat increase in the region, up from43 per cent in Q3 2011.

Priorities for the futureOver the next 12 months, CFOs arefocused on reducing costs and increasingcash flow. Disposing of assets and

capital expenditure and raisingdividends/share buybacks are not highpriorities. In fact, some 35 per cent of theCFOs expect free cash flow to increase byup to 10 per cent, primarily driven byincreasing revenues. The respondents are most likely to useexisting cash or operating cash flow tofund these transactions. However, only38 per cent of the CFOs would look intoacquiring in a new geographical region.This focus on potential acquisitionsstems from the view of almost 50 per centof CFOs that equity values are somewhatundervalued; 27 per cent believe they areat fair value.

EIGHT19, WHICH LAUNCHED its Indigo pay as you go personalsolar electricity system for offgrid communities in Kenya inSeptember 2011, has begun trials of fully printed plastic solarmodules in Africa.

Based on the company’s Organic Photovoltaic (OPV)technology, the Indigo solar home systems have been deployedin South Sudan in order to evaluate the performance of the newsolar technology in the challenging environmental conditionsthat are found close to the equator.

Organic solar technology is so named because it is based onprimarily carbon-based materials rather than traditional silicon.The ambient temperature printing processes used to make themodules results in a flexible, robust device that has a fraction ofthe embedded energy of conventional solar modules.

In addition, in contrast to conventional solar modules, organicsolar technologies do not drop in efficiency at higher operationtemperatures, making them well suited to offgrid applications inAfrica where the ambient temperature can exceed 40 degrees.

The modified Indigo systems contain anonymous datalogging circuitry to monitor the electrical performance of thesolar modules in real use. Eight19 is working closely withleading chemical and materials suppliers, using this reaI worlddata to characterise the component parts of the new solarmodules and further develop the device performance inrealistic customer environments.

Around 1.6bn people, over one fifth of the world’s population,lack access to electricity via a grid and pay high prices forkerosene to serve basic needs such as lighting. By combiningsolar and mobile phone technology, Eight19 is bringing

electricity directly to people’s homes thereby by passing theneed for a grid connection. By offering solar power as a service,without high purchase costs, these users can now access cleanelectricity for less than their current spend on kerosene.

TTHE ENTERPRISE APPLICATION Software (EAS) solutions market is helping drive the booming enterprise IT sector in the region,

especially for Small Medium Enterprises(SMEs), explained Mansoor Sarwar, seniormanager of presales at Sage Software MiddleEast & India.

The EAS market is a core part of ITspending and Sarwar noted that Sage wasaiming to further leverage its wide range ofsoftware solutions and services across theMiddle East SME segment.

According to important data that Sage hascollected from market surveys by Gartner andIDC, Sarwar argued that there is a clearindication that IT spending is going to grow ata very healthy rate in the coming years, thegrowth appearing mainly in the MENA region.

A recent IDC report looked at the MiddleEast, Africa and Turkey and had predictedthat IT spending in the region will surpassUS$65bn this year, an increase of more than12 per cent on 2011.

"This is the region to watch in terms ofspending," Sarwar said.

The recent jump in IT spending is in stark

contrast to the sector’s decline in the maturemarkets of North America and Europe. TheMiddle East region’s IT spending has beenrising consistently over the last few years.According to the Gartner research, ITspending in the Middle East should grow by14.3 per cent this year.

Sarwar highlighted a Gartner report thatglobal total IT spending is on target to reachUS$3.6 trillion in 2012, a three per cent year-on-year rise from 2011. Sarwar pointed out

that out of total IT spending, over US$1.2trillion is shared between Enterprise softwareand IT Services. The report also revealed thatthe global SME market, which representsapproximately a quarter of all enterprise ITspending, is leading this growth.

"We are clearly seeing the SME sector isleading this trend in terms of growth oftechnology. One fourth of the technologyspend is clearly coming from the mid-marketto small medium market companies,” hesaid.

Sarwar believes that CustomerRelationship Management (CRM) andEnterprise Resource Planning (ERP), whichSage supplies, are the cornerstone of whatmost companies are looking to invest inwhen it comes to IT. This is because themajority of IT spending in the Middle East isdesigned to accelerate growth and attractand retain more customers, while at thesame time, improve efficiency.

He stressed that Sage is pushing thesethree fronts very hard, with the companyoffering a single solution that delivers both

sides of the technology. Sage has a diverseportfolio of solutions on offer, which includesSage ERP X3, Sage CRM and Sage 300 ERP.

Sarwar added, "Between these threetechnologies we have seen positive growth inthe UAE and Qatar in particular and MiddleEast in general. ERP as a concept is stillrelatively new in the UAE market, but we haveexperienced double digit growth there.”

The UAE is also playing a leading role in theEAS market, where it is helping push thetechnology to a point where Sarwar believesthat the more evolved end of the technologywill dominate, such as business intelligence,cloud computing and mobile technology.

"We find the UAE is very receptive tobusiness intelligence & cloud computing. Itis growing at a very fast rate in differentplaces and the UAE is now leading this trendin Middle East,” said Sarwar, concluding thatSage had seen a lot of positive developmentsin the region’s IT enterprise market, withcloud services and mobile devices havingnow moved the market to the next level ofCRM and ERP. ■

Under the non-equity partnership agreement, Vodafone willwork with Zain companies in Saudi Arabia, Bahrain, Kuwait,Jordan and Iraq to provide customers with high qualitycommunications services.

Vodafone partner markets chiefexecutive officer, RavinderTakkar, said, "Our agreementprovides an opportunity forVodafone to build its presence inthe Middle East. By combiningthe geographical reach of ourcompanies' respective networks,we can strengthen and deepenthe benefits to our customersoperating in these markets."

The deal will complementVodafone’s own regionaloperations in Egypt and Qatarand increase the number of

countries in which Vodafone has partner market agreements tomore than 50.

SSAUDI ARABIA’S ECONOMY hasremained strong during theglobal economic downturn andhas witnessed an increase in

the number of construction contractsawarded in the first half of 2012. Duringthe second quarter, the value of awardedcontracts continued at a fast pace,reaching US$19.8bn.

The strong performance in Q2 meansthat the value of awarded contractsthrough the first half of 2012 reachedUS$33.7bn. This was largely as a result ofmega-projects being awarded within thepetrochemical and power sectors, whichaccounted for US$17.8bn of the firsthalf’s total value, according to the report.

NCB Capital’s Index revealed that thepower and petrochemical sectors werethe main drivers during the secondquarter as approximately US$13.8bnworth of contracts were awarded.

Infrastructure related sectors, such asthe healthcare, education, urbandevelopment and roads, which havetraditionally been the focus of publicspending, contributed approximatelyUS$7bn of the first half’s total value ofawarded contracts.

The report highlighted the growth inawards. “Building on the fast growth thatwas exhibited during the first quarter, theUS$19.8bn in awarded contracts duringQ2 resulted in a substantial tally for thefirst half of the year.”

NCB Capital reported, "Although 2011was considered to be a remarkable yearin the construction sector, it appears that2012 will continue this positive trend."

Regional advantageThe Index also portrayed an insightfullook at the spread of the awardedconstruction contracts within thecountry’s various regions.

The Eastern Province saw the highestamount of awarded contracts, with 37per cent of all awarded contractsoccurred in this part of Saudi Arabia.This was mainly due to the sheeramount of mega-projects that wereawarded in the petrochemical andpower sectors in the region.

The Mecca region also had severalmega-projects that were awarded inthe petrochemical sector, mainly dueto the development of Petro-Rabigh’srefinery and petrochemicals complex in

the city of Rabigh. Saudi’s capital, Riyadh, and the

Madinah region contributed 14 per centeach towards the value of the totalawarded contracts. Riyadh benefittedfrom a number of contract awards acrossnumerous sectors and Madinah’s sharewas largely due to the development ofthe third phase of the Yanbu PowerPlant.

Strongest monthNCB Capital’s Index showed the flow ofcontract awards for specific projectsover the three-month period during thesecond quarter, giving a useful picture ofsector domination month by month.

In April the contract awards werevalued at approximately US$3.8bn, ledby the transportation and educationsectors, which are key sectors for thegovernment.

continues to grow and is driven byaggressive construction of new roads,railways and integrated communitydevelopment projects across thecountry.

One transport contract accounted for21 per cent of the total value of awardedcontracts during April. The contract wasfor the construction of Jeddah’s KingAbdulaziz International airport’s aircraftmaintenance, repair and operation(MRO) facility and was awarded by SaudiAerospace Engineering Industries (SAEI)to a consortium led by Turkey’s TAVConstruction for US$800mn.

The education sector has receivedstrong government support with highbudgets that have contributed to thecontinued growth of the sector. Theupward trend of budgetary allocationshighlights the Saudi government’sconviction that education is thecornerstone of sustained economicdevelopment.

Within the education sector,US$640mn worth of contracts wereawarded by the Ministry of HigherEducation for the construction anddevelopment of various universities andassociated facilities across the country.The total value of awarded contracts inthe education sector during the first halfof the year totalled US$2.2bn.

The power sector contributed nearlyUS$590mn worth of awarded contractsduring April with the largest contractbeen awarded by Saudi Aramco toHyundai Heavy Industries for theexpansion of three independent powerand steam projects. The total value forthis one power contract was US$430mn.

In May, the value of contracts awardedin Saudi nearly doubled to US$7.4bn,with the petrochemical and powersectors accounting for nearly 69 per centof the total value of awarded contracts.

The power sector saw a total ofUS$1.7bn worth of contracts awarded inMay. The most significant of thesecontracts was the development of PP12(power plant 12) near Riyadh City. SECawarded a US$1.25bn contract toArabian Bemco and the plant is expected

to be completed within three years.The transportation sector also had two

big contracts awarded in the Meccaregion. The Mecca DevelopmentAuthority awarded Saudi Binladin Groupa US$510mn contract to build 19.5km ofroads, bridges and tunnels in Mecca andthe surrounding area. The constructionis expected to be completed within threeyears.

The final month of the second quarter,June, saw the value of contract awardsfurther increase to reach US$8.6bn;once again contracts were led by thepetrochemical and power sectors whichaccounted for 89 per cent of the value ofall contracts.

Approximately US$5.3bn worth ofcontracts were awarded in thepetrochemical sector with the Al JubailPetrochemical Company (Kemya-JVbetween SABIC and ExxonMobil)awarded six contracts worth US$3.4bn

to several international contractors.The power sector saw US$2.3bn worth

of awarded contracts in June. The mega-project awarded by the Saline WaterConversion Corporation (SWCC) andMarafiq to joint companies, Al ToukhiContracting and Samsung Engineering,dominated, being worth US$1.8bn.

Finally, the industrial sectorcontributed US$510mn in June. Thelargest contract in terms of value wasawarded by Southern Province Cementto China's Sinoma InternationalEngineering Company for theconstruction of a third production line atits Tahama plant in the Mecca province.The contract was valued at US$188mnand is due to be completed within 24months.

OutlookIn conclusion, NCB Capital said that, asexpected, anchor sectors contributed asignificant share of the value of theawarded contracts with 16 projects eachworth US$270mn, most being awardedin the petrochemical sector alone.

“We expect this trend to continue intothe second half of this year as the valueof awarded contracts is anticipated tofurther increase during this period.Additionally, non-anchor sectors areexpected to take on a larger share of theoverall value as the government’s 2012budget called for heavy investment inthe social infrastructure sectors,” thereport predicted. ■

MMETSO CLAIMS THAT its newvalve manager representsmodern, third-generationvalve diagnostics that are

capable of processing the collecteddiagnostics information to visualise thecondition of the valve in question with fivedifferent indices: Control performance,Valve condition, Actuator condition,Positioner condition and condition of theoperating environment.

With processed and visualiseddiagnostics information the maintenancemanagers and engineers and processoperators are capable of making educateddecisions concerning the control valvemaintenance without deep valve know-how.

Efficiently allocatedUnexpected shutdowns can be avoidedand the control valve performance can be

maintained at optimum level bycontinuously monitoring the condition ofthe installed base at the plant or mill andby taking the necessary preventive actionsbased on the available diagnosticsinformation. Also, with the help of thediagnostics, the available maintenanceresources can be more efficientlyallocated during shutdowns.

When so called preventive or schedulebased maintenance strategy is followed,many valves are often needlesslymaintained during shutdowns. Byfocusing the maintenance actions on thevalves really needing maintenance,significant maintenance cost savings canbe achieved through reduced spare partpurchases and reduced need formaintenance resources.

Metso’s new Valve Manager is availablefor the ND9000 series intelligent valvecontrollers. The ND9000 series intelligentvalve controllers include several in buildsensors and they are measuring variousinternal parameters. Based on this dataand on the wide installed base andextensive service experience, Metso hasdeveloped mathematical algorithms tocalculate the indices in the Performanceview (presented in figure 1.).

Industry standardThe third generation diagnostics arealready available for control valves. Thesame level of information cannot yet bereceived from on-off or from ESD valveperformance but Metso is developing itsvalve solutions further to bring thesefeatures available for the on-off and ESDvalves as well. The technology benchmarkdevices on the on-off side, such as Metso’sSwitchGuardTM intelligent on-off valvecontroller, already include diagnosticsfeatures that are especially designed foron-off applications.

The industry standard for on-off valvecontrol is presently more or less usingsolenoid valves to control the on-offmovement. One of the downsides with thesolenoids is clearly that they can’t provideany diagnostics data on the on-off valveperformance. Thus it can already be seenwith ESD valves, which are the most criticaltype of on-off valves, that in new greenfield projects smart partial stroke testing(PST) devices are being implemented.

Integrated devicesThe state-of-the-art smart PST devices,such as Metso’s ValvGuardTM, are usedto conduct different tests for the ESDvalves, both online and offline,providing diagnostics information on theESD valve condition. Next step would bethen to have the smart PST devicesanalyse the data further and providesimilar indices that are presently alreadyavailable for control valves.

For other on-off applications, besidesthe ESD, Metso has brought integratedsolenoid and limit switch combinationsto the market.

One example of such a device isMetso’s Axiom on-off valve controller,which can also provide basicdiagnostics by giving fault alerts ofpossible changes in the on-off valvecondition.

Some customers have alreadyidentified the need for diagnostics onthe process critical on-off valves and theintegrated devices can be seen as a firststep towards this direction. ■

TTHE PACE OF infrastructure development in the MiddleEast is staggering. In just a few decades entire cities haverisen from the desert, complete with the power, water andtransport infrastructures required to sustain life in the

21st century.But the rate of expansion is not slowing. As the region takes full

advantage of its hydrocarbon wealth and makes inroads into thediversification of individual economies, the population andurbanisation have risen massively. Fresh infrastructure isrequired, and no longer is there a blank canvas to work with – theexpansion of power transmission in modern cities must take intoaccount the tangible constraints placed upon it by existingconstruction.

As environmental requirements and available space fortransmission systems restrict traditional techniques, andadvancing renewable sources create further need for reliabletransportation of bulk power, increasingly more innovative andcost-effective methods of bringing efficient electricity into theheart of Middle Eastern cities are being sought.

One such technology is the development of Gas Insulated Lines(GIL) - a highly reliable, cost-efficient and safe alternative solutionto traditional overhead power transmission lines andunderground cables. Siemens has been a leader in thedevelopment of GIL technology for decades; it installed its firstsystem at a German hydroplant in the 1970s and has sinceinstalled a tube length of more than 87,000 metres in almost 30countries. The technology can be used in a similar way totraditional power cables but extends the application range tohigher voltages and higher transmission power, with advantagesin operational safety, maintenance, cost savings and reliability.

Born out of advancing Gas Insulated Switchgear (GIS)technology, GIL consist of a central aluminum conductor with atypical electrical cross section of up to 530 sq cm. The conductorrests on cast resin insulators, which centre it within the outerenclosure.

This enclosure is formed by an aluminum tube, which providesa solid mechanical and electrotechnical containment for thesystem. In order to meet up-to-date environmental and technicalaspects, GIL are filled with an insulating gas mixture of mainlynitrogen and a smaller percentage of sulphur hexafluoride. Toincrease the lifespan, the ‘performance line’ product series has alongitudinal particle trap installed over the entire horizontal routesection, and an automated orbital welding procedure,accompanied by tailored ultrasonic inspection techniques,ensures perfect gas tightness of the aluminum tubes.

“The outcome,” explained Wolfgang Braun, head of powertransmission for Siemens Middle East, “is a virtuallymaintenance-free system capable of transmitting up to 3,700MVA with up to 70 per cent lower losses than pyloned lines, whilemaintaining lower operating temperatures – even in overloadmode – and demonstrating a stronger resistance to internal arc-faults and short circuits”

Siemens believe that gas insulated lines, atechnology it has implemented in the regionwill see increasing use in the future.

In addition to the operational advantages, the system’sadaptability is one of its key strengths, especially when it comesto accommodating existing infrastructure and space constraints.

“Their versatility is what makes GIL an excellent solution forconfined spaces or challenging routings – GIL installations havebeen realised in every conceivable layout, with shafts masteringstraight vertical distances of 200 m, overcoming steeply inclinedslopes, passing around buildings both above and below ground,and following meandering routings without angle units,” saidBraun. “The installation of GIL also makes use of sophisticatedlaying techniques, long proven from the pipeline constructionindustry, and with the addition of some product-specificmodifications. The advantageous consequence of this is thatproject implementation time can also be kept to a minimum,lowering costs for our customers.”

A major focus during installation is providing gastightconnections for the components. “In order to accomplish this, weemploy a computer-controlled automatic welding process,verifying the quality of each seam to 100 per cent with ultrasonictests. The result? No replenishment of insulation gas is neededduring the entire service life of 50 years plus,” said Braun.

As he explained, operational safety is also a key factor whenselecting GIL for power transmission.

“The Siemens GIL systems also bring benefits inoperational safety. GIL systems are immune to hazards thatare inherent to other power transmission systems, are safe totouch in operation and are fireproof and explosion-proof. Theelectrical insulation system is also not subject to ageingphenomena, which reduces the risk of internal failures to

virtually zero,” explained Braun. In a region rapidly adding power generation capacity to cope

with swiftly rising demand, it is up to the transmission anddistribution systems to ensure that this valuable resource istransmitted as reliably and cost-effectively as possible.

“Gas insulated lines will be a key player in the formation ofdemanding transmission projects in the future,” concludedBraun. “Whether for the transmission of gigawatts of powerfrom large renewable sources, for reliable connection of crucialpower stations to outgoing lines or for the transfer of bulkpower underground right into tomorrow’s megacities, GILtechnology will undoubtedly have a crucial role to play.” ■

SSPECIFYING THE RIGHT size of engine generating set(or sets) in the first place is fundamental to long-term customer satisfaction. The calculations arecomplex, and the services of your local

manufacturer’s representative should always be called uponbefore making a choice. For experienced works managersonly the use of a dedicated sizing-programme (software) toolas available on the websites of several major suppliers maysuffice. But this is a major long-term purchase and it needs tobe done properly.

In some Gulf applications, the equipment will be ‘sized’ sothat it can pick up all the required loads (motors, airconsystem, welding equipment etc.) in a single step. In others itis a good idea to automatically turn on the loads whichcause the maximum start-up surge first, then sequentiallyswitch in the rest.

Remember that operating a genset under light load cancause internal damage to both the prime mover and thealternator, so always size the purchase to allow for output atwell above one-third of rated load, as specified on thenameplate. Slow it down for short periods only.

Precise informationAnother key consideration must always be whether theequipment is to be used for standby (emergency) powersupply, continuous prime supply or utility paralleling. Thiswill determine the level of overload capacity required and thenature of the ancillary equipment needed.

The first in-depth stage in choosing and sizing your set isalways to accurately identify and then sum up all the typesand sizes of loads that need to be served. This summationprocess requires precise information to be tabulated on thepower factor of every single piece of load equipment. Thisgoes right down to the capacity of the lighting circuit, thenature (size and timing/frequency) of peak loads such aslarge electric motors that power items like elevators andpumps and therefore cycle unpredictably on and off and thedifferences between start-up and running loads of everymotor installed, with some allowance for future expansion.

Then it must be remembered that some specific items ofthe equipment you have installed may impose specialdemands on the internal power generation system, whether itis prime or standby. These include: delicate automatic UPS

systems that charge large DC storage battery banks and mustbe compatible with the pre-installed genset system; lead-acid accumulator charging systems generally (including forcranking up the standby generator itself); highly sensitivemedical imaging and control systems and all emergencyequipment including building access controls and lighting.All heavy-duty equipment that relies on the power systemitself to absorb energy during regenerative braking, as in theoperation of a large crane or mechanical hoist, must also betaken into account. If incorrectly specified this very usefulability can overload the system and cause the genset to shutitself down.

Key considerationsThis is a general summary of a very complex decision-making

process. For further advice on keytechnical issues such as ‘dips’ in stepvoltage and frequency, single-/three-phase selection and whether the loadsyour machinery and services impose arelinear or not, your manufacturer’s agentshould always be referred to. Only anexperienced supplier can sum up all thecircumstances that will determine whattype of equipment you need.

Expect to be questioned closely aboutthe pattern of day-to-day operationsbecause these will be keyconsiderations if the generating setpackage is to perform properly.

Finally, always remember that yourbusiness will almost certainly beexpanding, and the power you need,and its sequencing, will change overtime. Your dealer should be able toadvise you on how to cope with this.

In order to keep all the gensets onyour premises running under full load itgenerally makes sense to install anexpandable bank of matching setswithin a plant room that leaves plenty ofspace for subsequent acquisitions.These should match as closely aspossible the output characteristics ofthe equipment being supplemented - agood reason for going to one of theworld’s top manufacturers, or at leasttheir local agent, in the first place. ■

FG WILSON HAS invested US$39.9mn tosignificantly expand its production capacityand further enhance facilities at their globalengineering centre of excellence. Thecompany has also launched a new range ofgenerator sets designed to ensure reliableand robust power supply with significantlylower operating costs.

FG Wilson said that it made the investmentto exploit further growth in emerging marketsacross Africa, the Middle East, China andSouth America. A total of US$33.5mn wasinvested in the engineering centre ofexcellence, which already contains a hemianechoic chamber providing state of the artacoustic research and testing capabilities.

THE US GOVERNMENT’S Board of Directors ofthe Overseas Private Investment Corporation(OPIC) has approved funding worth US$270mnfor the construction of a 240MW electricalpower plant in Jordan.

The tri-fuel electricalplant will be built andoperated by AES LevantHoldings BV Jordan Psc,an affiliate of the AESCorporation. The plantwill be located on anunused portion of theAmman East Powerproject site, a rural area24 km outside ofAmman.

Electricity generatedby the plant will be purchased by the NationalElectric Power Company (NEPCO) of Jordanthrough a power-purchase agreement with AESLevant Holdings BV Jordan Psc. The electricityproduced will help provide Jordan with reliableenergy during peak usage periods, such asevening hours and summer months.

“Ensuring that Jordan’s citizens have reliableelectricity at all times, even during peak usage

periods, is a critical service,” said OPICpresident and chief executive officer, ElizabethLittlefield. “This project will help Jordan meetthat need even as its electricity demandcontinues to grow,”

Jordan will be unable tomeet its projecteddemand for electricity of4,900 MW by 2020, whichis 48 per cent higher thanits current generationcapacity. The governmenthas made it a top priorityto enhance the country’selectricity generationcapacity.

The 2007 Amman EastPower project was the

first independent power provider project to beimplemented under the Private Sector PowerGeneration Policy of Jordan, which aims toimprove the quality and efficiency of its electricservices in the country.

AES Levant Holdings BV Jordan Psc is ownedunder a shareholding structure betweenMitsui and AES similar to the Amman EastPower projects.

■ AES ARABIA HAS won a US$14mncontract to build a dedicatedSWRO (seawater reverse osmosis)plant for King Abdullah Universityof Science & Technology (KAUST)Research Park. Under the contract,AES will be responsible for design,manufacture, construction,commission for the plant whichwill be able to produce up to 2,752gpm (gallons per minute) offreshwater. China NationalChemical Engineering Company(CNCEC) is the contractor for theproject and is under themanagement of Saudi Aramco.Seawater for the facility will betaken from a deep open intake, andwill be subject to extensive pre-treatment before being pumped tothe desalination plant. Thedesalinated water will then befurther treated to remove Boronand then re-mineralised to meetWHO water standards. AES Arabiahas worked with KAUST in the pastand participated in theconstruction of KAUST’s 52,000CMD SWRO facility.

SIEMENS HAS WON a US$128mn supply contract from independent power producer, KARConstruction and Engineering Ltd, for its new Khormala gas turbine power plant in the Kurdistanregion of Iraq.

Under the contract, Siemenswill supply four SGT5-2000E gasturbines and four SGen5-100Agenerators, along withassociated auxiliary andancillary systems to the KARGroup.

The four-unit gas turbinepower plant is located 25 kmsouth of Erbil.

The plant will becommissioned in 2013 and itsoutput is enough to meet roughlyone quarter of the region's powerdemand, delivering electricity toover four million people,Siemens said in a statement.

Dietmar Siersdorfer, chiefexecutive officer of Siemens Energy Middle East said, "Iraq is experiencing a period of intensedevelopment as it faces the challenges of providing a reliable power supply to its residents. Siemensis fully committed to supporting the country’s efforts to meet these challenges as a reliabletechnology partner."

With an installed electrical generating capacity of 640 MW, this is the first major power plantproject for the KAR Group, who will also operate the facility.

■ DUBAI ELECTRICITY AND WaterAuthority (DEWA) has said thatelectricity production anddemand rose by three per centand 3.8 per cent respectively inthe second quarter of 2012,compared to the same period oflast year. Power demand in Dubaipeaked at 6,165 MW in theperiod from April 1 to June 30, upfrom a peak of 5,941 MW in thesecond quarter of 2011. SaeedMohammed Al Tayer, managingdirector and CEO of DEWA, said,"Our main focus at DEWA is tocontinue improving ourproduction, distribution, andtransmission capacity tostrengthen the infrastructure andmeet the growing demand of allsectors on electricity and water."He added the number of newelectricity meters rose to616,492 by the end of June, arise of nearly five per centcompared to last year. Dewaalso laid 66,773 km of 22 inchwater pipes for distributionnetworks during Q2.

Jumeirah Lake Towers is a collection ofhigh-end residential and office buildingslocated opposite the Dubai Marina on theother side of the Sheikh Zayed Road. Dueto economically challenging conditions,several projects in the area were put onhold, including road works.

This year, road works haverecommenced and are now surgingtowards completion. With the launch of thenew onsite assembly service,commissioned by contractors GhulamRasool & Company Pvt. Ltd., Doka isproviding formwork project managementand is now heavily involved in a revivedproject for the comprehensiveimprovement of parallel roads.

Engineered bridge formwork & shoringsolutionDoka Engineers decided on approximately16,000 cu/m of Load-bearing Staxo 100 toform the full four spans of the bridge. Inorder to avoid traditional formworksolutions and adjustments onsite,prefabricated Large-area formwork Top 50units have been supplied ready to install,allowing the contractor to focus on othercompetencies.

The Ready to Use preassembly teamhas fabricated around 1,200 sqm ofLarge-area Top 50 panels. Doka’s sitesupervision and labour team are erectingthe panels safely onsite using spindlesand a special suspended solution tospeed up and simplify handling andrepositioning of the formwork. For extraefficiency Doka is supplying 50 per centof the total requirement of the wallshutters, which are being reused for thelast two of the four spans. At the outset,Load-bearing Staxo 40 is utilised to form

the top and cantilever slabs.The Bridge NW-01 comprises four post-

tensioned, dual-celled spans with anaverage support height of 6.50 m. Doka’sformwork supply covers the full scope ofworks onsite such as shoring, bottom slab,wing and internal walls, intermediatediaphragms, cantilever and top deck slabs.

Doka is bearing even more responsibilitywith its role at this jobsite to ensure thetarget schedules and milestones are met.The Dubai branch is providing pioneeringnew services in the scope of work tocoordinate onsite formwork erection andassembly, ready-to-use preassembly, andeven managing the heavy equipmentneeded onsite to deploy and manoeuvreformwork. Doka’s most proficientengineers and supervisors are onsite daily

to ensure smooth operations and save thecontractors from bearing any extra burden.

Faster repositioningGhulam Rasool, with one of its firstconstruction projects in the UAE market, washighly impressed by the advantages of Staxo100 in bridge building compared to localsystems. Additionally Doka’s preassembledLarge-area Top 50 wall shutters withengineered and specially fabricated steelparts greatly reduced the quantity offabricated timber elements required to formthe bridge’s shape. Finally, Doka’s Dubai-based engineers provided a specialsuspended solution that made therepositioning process significantly fasterthan conventional de-shuttering sequences.

“Since this project was our first entry into theinfrastructure market in UAE, we could not takeany risks on satisfying the client,” KhalidMahmood, project manager for GhulamRasool, said. “Formwork was a big factor andthe combination of Doka’s proximity to thesite, onsite assembly and ready-to-useservices thus far have saved us a lot ofresources and time.”

Itprovides perfectly secure, all-sided access,even for stopend formwork. With platformsdesigned to match the panel widths of theMAXIMO and TRIO systems, the highdegree of flexibility of the panel formwork isfully retained. The platforms are available in 240, 120, 90and 72 cm widths. Other systemcomponents, such as the end platform, thefront guardrails of various widths and the

erection device, round off the programmeand ensure efficient and safe formworkingoperations.

Concreting platforms and access laddersare available for all PERI column formworksystems. They are delivered ready-to-use tothe construction site. Being made ofaluminium, they can easily be mounted tothe horizontal element by hand. For thedifferent systems and cross-sections, thesame components are used. This simplifieslogistical operations and reduces the spacerequired on site and at the stockyard.

The PERI access ladders, complete withladder cages, are used as access points forreaching the concreting platforms and alsoas working areas for closing and releasingthe column formwork halves. ■

UUNDER THE PATRONAGE of thePublic Works Minister, the secondedition of INTERMAT Middle Eastwill be open for business visitors

in Abu Dhabi from 8-10 October. This almost-new exhibition of building,

construction and earthmoving equipment isan innovative idea, effectively an inwards-transplant of the huge and highly successfulthree-yearly INTERMAT exhibition held in theFrench capital since 1988. This is put on bylocal exhibition specialists Comexposiumwith the technical assistance of the French

CISMA and SEIMAT equipment tradeassociations and the Paris Chamber ofCommerce.

The next (10th) edition of this show,organised in a regular cycle with competingand complementary world-scale events inGermany and the US, will take place in 2015.

At this year’s event in April a specialMiddle East Day was held in Paris. Interest inbusiness prospects in this area was reportedto be very strong as a result, with major localsales for infrastructure-related projectsreported by heavy equipment suppliers suchas Bobcat and Doosan.

techniques imported over centuries from Oman are combinedto produce one of the most sustainable and attractivesettlements on earth. Regrettably a new oil pipeline threatensthis World Heritage Site.

Today’s revived sustainable-building movement relies onconstruction principles that ensure resource efficiencythroughout the lifetime of the structure – including the all-important siting of the building that prevents sprawl in thefirst place. In Lamu’s case it’s the remote just-offshorelocation that has always ensured this.

Economically usedDespite their heritage, today’s green building practices relyheavily on efficient contemporary materials, including low-cost timber composites and insulation-promoting permeableconcrete, to ensure efficiency, utility, durability and comfort inthe long term.

Fast-growingEfficient use of resources such as the building materialsemployed, and the water and energy consumed in bothconstruction and subsequent operation, are self-evidentvirtues which are widely pursued by all those who wish toavoid the shanty-town sprawl of so many of the world’s otherfast-growing countries; those in tropical Africa and SouthAmerica being notorious as the coming, second, Rio Summitwill no doubt demonstrate.

But what about the operational phase of a building’s life,making the environment it presents to both occupants, nearbyresidents and passers-by achieve the optimum level possible,one which can enhance the ‘good to be here’ impactexperience?

An efficiently in-use building can only remain so if it iscapable of easily being operated responsibly and maintainedin top condition, year after year.

Effective and efficient operation and maintenance can andshould be designed-in in the first place if Green Buildingprinciples are being followed, even if it is just in simplematters such as ensuring that all light fittings can readily bechanged without risk to either occupants or maintenancepersonnel, and thorough cleaning can be carried out.

ThrivingLikewise reduction of all waste products generated, andinstalling efficiently hygienic methods of handling andhopefully recycling them, is vital during the constructionphase of the building. But it is even more important

throughout the operational lifespan. And through theinevitable demolition process, too. This means thatappropriate but minimal use of rebars (reinforcing steel) –which often facilitates concrete decay anyway and is widelyseen in bridge structures all over the world – is designed infrom the outset. The builders of Lamu and the much earlierteams who constructed the pyramids, another really high-grade UN-protected site, used natural materials. If this is donethe mass material becomes much easier to recycle with asimple crusher at the end of the day.

That can mean a residual positive return on existingmaterials to the proprietor even when the site is finallyredeveloped, something which often happens within just a fewdecades in today’s market.

And today’s thriving Gulf cities could gain long-term UNESCOprotection. ■

FAST CHANGING CONDITIONS in theplant hire business were discussed atthe European Rental Association’sconvention held in Oslo recently(www.erarental.org or +32 2761 1604).

The trade association’s EquipmentTechnology Committee produces aninvaluable series of position papers andguidance documents, amongst which werecently came across a very usefulsummary, produced earlier this year andnow viewable on the website, on ‘Totalcost of ownership of construction

equipment’ – most of the principles ofwhich of course apply wherever therental business is alive and well.

This particular document covers thethree main phases of an item’s lifecycle– acquisition, operation andmaintenance, and ultimate selling-on orother disposal.

First and second ‘priority’ issues areneatly summarised on a single page ofguidance for analysing these threestages, under the headings of Directproduct costs, Indirect process costs,

Indirect opportunity costs, Relatedactivities and what it calls Cost drivers.

In order these include equipment andspare parts costs, purchasing andhandling costs, costs of financing andrental, administration throughout thelifespan of the machine, and more than20 individual ‘drivers’ for all these. It allmakes a useful cellphone-handysummary, easy to carry and check overbefore making the decision aboutwhether to buy or hire a specific item ofcontractors’ plant.

■ IRAQ’S STATE COMPANY for theAutomotive Industry (SCAI)recently purchased 250Mercedes-Benz trucks to assist inreconstruction efforts in thecountry. “We’re very pleased tohelp with the reconstruction ofIraq by supplying 250 Mercedes-Benz Actros trucks to SCAI,” saidHubertus Troska, head ofMercedes-Benz Trucks. “Ourvehicles are perfect for use inrough terrain, where they clearlydemonstrate their quality andreliability.” This was the first timethat Mercedes-Benz Trucks hassupplied vehicles to SCAI. Thecontract between Daimler andSCAI, which covers the delivery ofMercedes-Benz trucks to Iraq,represented a clear commitmentto the country’s reconstructionefforts when it was signed inBaghdad in February 2010. Thedelivery of the 250 Actros trucksmarks a further important steptoward this goal. The trucks weremanufactured at the Mercedes-Benz plant in Wörth and deliveredto Iraq as complete vehicles.

THE LATEST CHINESE revenue avenue is being exploited in SaudiArabia where the kingdom plans to begin an estimated US$100bn worth of infrastructure projects by 2016, according to variousmedia sources in China.

The China Daily reported that China will be the likely source formuch of the construction material required by Saudi developers.

Saudi economistJamal Banoon told AlArabiya.net that lessexpensive materialsfrom China wouldgreatly boost theconstruction boom inJeddah.

"China's buildingmaterial companies inthe Saudi market willhelp those with lowincomes to build their

houses on less expensive budgets," Banoon said. "They wouldalso add to the total market value of real estate in the Gulf regionif companies started to rely on Chinese building material forfuture projects."

Banoon said China's business and government officials areexpected to promote the country's building materials and otherconstruction-related goods in Riyadh this December, at the ThirdChina Commodities Expo-Saudi Arabia.

■ SPECIALIST BUSINESS ANALYSTS Freedonia state in a new study that totalworld demand for the construction aggregates used in all forms of concretewill rise from 37.4 bn tons in 2010 to 48.3 bn tons by 2015, a mean annualgrowth rate of 5.2 per cent. This will be led by growth of 5.7 points in the Asia-Pacific region, which accounts for just over two-thirds of the global marketanyway. In order of volumes building sand, crushed stone and gravel will makeup this buoyant and generally very profitable trade, and the demand forrecycled materials is expected to grow even faster than most due toincreasingly restrictive regulations about extraction around the world. Qualityconsiderations mean that, as in the Gulf, suppliers of fully certified materialswill have a clear trading advantage. China and India will be the principal driversin most of these sectors, the first of these on its own accounting for a full one-half of all the increase in demand over the next few years. The Middle East isexpected to play a major role in the growth of demand, too.

■ VENTYX, AN ABB company, has signed a US$2.8mn deal with Ma’aden Goldand Base Metals Company , a wholly owned subsidiary of Ma’aden, the largestmining company in Saudi Arabia. Ventyx will supply its market-leading mining-operations software solutions to enhance planning and performance inMa’aden’s gold operations. A diversified mining company, Ma’aden willimplement Ventyx Intelligent Mining Solutions across the four existing minesof its Ma’aden Gold and Base Metals subsidiary. The company also has plans tosignificantly expand its gold production in the coming years with a number ofnew projects due to come online. Specifically, Ma’aden is deploying two coremining applications from the Ventyx software portfolio: Ventyx ProductionAccounting , which streamlines metal accounting and provides insight intoplant performance, and Ventyx MineMarket, which allows mining companiesto track ore movements from the mine to the plant, manage stockpiles, trackand manage logistics, and manage the complex sales and service contractsrelates to delivering product to their customers.

TTHE GULF’S HIGH rises alreadylead the world in terms ofconcrete “firsts” – volumedisposed in a single day at Abu

Dhabi’s Landmark Tower; height pumpedto in Dubai’s Burj Khalifa – and also inmore mundane achievements, such asmix-water savings, prestressingdevelopments and re-use of recycledpavement and other materials.

But for the real breakthroughs in mixdesign and batching procedures,manufacture and use of the world’snumber-one construction material we stillhave to look overseas to developmentsrecorded at popular annual events likeWorld of Concrete (4-8 February 2013 inLas Vegas, see below). Above all theseare learning opportunities for what can beachieved with this economical andversatile material.

These include developments in cementaccelerators and curing-retardants,geopolymers, screed levelling, formworkand batching plant design, waterproofingand other sealants and reinforcement,chemical admixtures including permanentcolorants, and moisture/mixmeasurement and control. Oil and gasapplications is another area ofspecialisation.

SurplusA third key issue for current research is therepair of various types of damage weatherand trauma damage, both cosmetic andstructural. And another is the use ofconcrete in advanced fire-control design.

In essence the cement industry onwhich all concrete designers, pourers andconstructors depend has not changedmuch in a couple of millennia. It’s just thesource materials and technologies, suchas industrial by-products and the meansof heating the kiln and powering themilling units, that have moved on; there is

also the inclusion of really effective steelrebar reinforcement. Global cementproduction today - many plants aremothballed and there’s still a big surplusdue to the slowdown in economic growththat’s been with us since 2008 - is allabout production efficiency and energyeconomics, which gives the gas fuelledgrinders of North Africa and the Gulf a bigadvantage.

It helps that the greater part of thenon-Far Eastern world’s demand is beinggenerated right here, as cement is a verycostly material to shift, whether in bulkor bags.

It’s that reinforcement that has been thereally key development, as concrete is avery strong material when fully cured andin compression, but poor on its own undertension.

AdditivesIncorporation of high quality steel bars asmanufactured in Saudi Arabia - and nowexported from there far outside the region- solves that one.

And the huge range of state-of-the-artadditives, many of them now manufacturedand exported from here too - deals withmost of the other problems associated withthis most versatile of materials.

These include admixture chemicalswhich aid setting under water, modifypermeability and thermal insulationproperties, allow precise tailoring of flowqualities and slump resistance, facilitatebonding to itself and to other materials,and allow the incorporation of usefulinsulating (and cost-saving) voids.

The best place to see these manypossibilities in concrete form, as it were, isat any of the large local building tradeexhibitions such as The Big 5 (Dubai, 5-8November) and Saudi Build (Riyadh, 11-14November), and most of all in Las Vegasitself (where of course the three-yearly

Jabal Omar Development Company plans to build a

real estate development in front of the Grand Mosque

in Makkah. There will be fifteen towers that will

range between 22 and 26 floors. Jabal Omar

Development Company's masterplan covers one

million square metres and includes the construction

of six five-star hotels. Once the construction of the

hotels are accomplished, they will be able to

accommodate approximately up to 40,000 residents.

The project, which will cost approximately $2.7

billion, will be a part of major developments that is

transforming the city. The joint venture of Saudi

Binladin Group and Saudi Oger is also involved in the

development of the real estate project. Jadwa

Investment, which was established two years ago and

has a capital of $1.6 billion, revealed their plans to

finance large scale projects in the Kingdom and

provide companies with financial consultancy

services. They also disclosed that their first project is

with Saudi Aramco.

The Jabal Omar Development Company (JODC) is a

real estate investment, development and property

manager of Jabal Omar, a pilgrimage-related

residential and commercial property near the Grand

Mosque of Mecca. The land and infrastructure part of

the project, which covers an area of 230,000 square

metres (approximately 2.5 million square feet), is

expected to cost $3.2 billion. It is expected to be

completed within 30 months, which will be

approximately in 2010.

The project also includes five-star hotels with 935

rooms, six three star hotels consisting of 1,255

rooms, over an area of 244,800 square metres, 4,360

commercial and retail centers, 4,500 shops and 3,000

showrooms, 520 restaurants, a central transport

station and parking facility for 12,000 vehicles and

covered air conditioned plazas and open courtyard

prayer facilities for 202,000 worshipers. It also

includes the construction of 20 storey residential

buildings to accommodate 100,000 people.

Close industry sources within the company reveal

that the real estate development plan includes a

number of residential towers and 40 hotels. The $3.2

billion project is located in a mountainous area close

to the Grand Mosque. The towers will accommodate

34,500 pilgrims, with an area covering 230,000

square meters. It will create a model residential and

commercial center with new roads, pathways,

tunnels, electric stairs, and other facilities.

Furthermore, the real estate development project will

create prayer areas for 78,000 worshipers and will be

linked to the Grand Mosque’s sound system. These

prayer areas could be considered an indirect

expansion of the mosque. Industry sources close to

the project has also revealed that the client has

taken into consideration the environment and the

topography of the area.

The ground breaking development for the second

largest project after the Haram expansion was started

two years ago (in 2007). Concrete mix started flowing

to the foundations of four towers overlooking the

Ibrahim Street and two towers on the Umm Al Qura

road today. It was a race against time to sign many

agreements with various companies for utilities such

as telephone, water and sewage system to

simultaneously serve 45,000 pilgrims.

Jabal Omar Development Company also held several

discussions with top executives of the Hilton hotel for

JODC is a real estate investment, development and property manager of Jabal

Omar, a pilgrimage-related residential and commercial property near the Grand

Mosque of Mecca. The Riyadh based company has 150 professionals and four

branches. It is also a joint venture of Saudi Binladin Group, and Saudi Oger.

Industry sources within Premco Ready-Mix have revealed that the company

recently purchased new and advanced equipment worth $76 million from Zahid

Tractor, E A Juffali and Brothers Company, Bekheet for Heavy Machineries and

Alesayi Group, in order to accommodate for their new project requirements. The

new equipment included a modern concrete treatment plant, mobile concrete

mixers, crushers, concrete pumps, trucks and transport vehicles. Furthermore,

Premco Ready-Mix also employs about 500 highly trained workers and technicians

to execute its various projects.

As of early September 2010, as Jabal Omar Development Company’s plans of

placing large sources of funds did not materialize, they started focusing on

procuring a $360 million bridge loan to cover the early stage development of its

real estate project at Makkah. The bridge loan will already be an extension and

increase in size of an existing $93.3 million provided by the local Al Rajhi Bank.

Jabal Omar Development Company had hoped to complete around $800 million

of bank financing in the first half of 2010, followed by a $533 million rights

issue in the third quarter of 2010. However, as it is not possible now, they have

opted for the bridge loan, which is expected to be in place by the end of

September 2010, with two larger fundraisings also due to be concluded before

the end of 2010.

In order to place funds for the Makkah real estate project rapidly, the bridge loan

will now be done first and replaced by a $1.33 billion syndicated loan before the

end of the year. The rights issue will then take place in November 2010.

Although Jabal Omar Development Company had hoped to be able to raise the

majority of its funding requirements at around the same time, they have now

realized that it is not possible. Therefore, as an alternative option, they are now

looking at approaching the financing markets in several phases. The syndication

and rights issue could be followed by the Islamic bond (known as sukuk) issue

and a further syndication in 2011.

It is believed that the total cost of the project could be around $5.06 billion.

When this loan is replaced by the larger facility, the banking group will be

expanded to include several more Saudi banks with the tenor of the deal

expected to be around seven years.

seating capacity for 2,000 people.

The mixed use project involves construction of 39

residential and hotel towers with heights ranging from

20 to 48 storeys. It will have a total built up area of

1.2 million square metres and once completed, it can

accommodate 45,000 residents and 150,000

worshipers during peak times.

The Jabal Omar Real Estate Development project also

includes 37 towers with a total built up area of 2

million square metres. The scheme will be situated on

a total area covering 230,000 square metres. The

project will include residential, retail and religious

buildings. The total cost of the project could be

around $5.06 billion. Construction companies of the

local Saudi Oger and Saudi Binladin Group, which

have been awarded the main construction contract in

September 2008, have revealed that the mixed use

development project of 15 residential towers and 40

hotels in Makkah will take approximately three years

for completion.
