About us

Who we are North of England Commercial Procurement Collaborative (NOE CPC) is hosted by Leeds and York Partnership NHS Foundation Trust (LYPFT) and provides collaborative and bespoke procurement solutions to the NHS and public sector. A wholly NHS owned organisation comprising an expert team of procurement and commercial professionals from both the public and private sector, NOE CPC brings together a wealth of experience, understanding and knowledge.

What we do NOE CPC provides collaborative procurement and commercial solutions to the NHS and public sector. NOE CPC is one of the leading players in collaborative procurement within the NHS in England. Since establishment in 2007 a range of procurement and commercial services have been developed to support our members. The primary role is to help them to function more efficiently through cost-effective collaborative procurement.

We work with our customers both collectively and individually to build an understanding of what they and their patients need. We then use our expertise to deliver procurement contract and framework solutions that drive down costs and provide better customer and patient outcomes.

We provide compliance through commitment and partnership. We’re able to do this by drawing on our rich and varied capabilities as well as strength of relationships with our members and suppliers.

NOE CPC also has a strong e-commerce and information function which encompasses the management of e-solutions such as an eCatalogue Solution, an eSourcing Portal and an online Business Reporting Portal. These technologies support us in our drive for procurement efficiencies for both ourselves and our members.

At NOE CPC we have an expert team of data analysts to support both internal and external members who work with our procurement team in identifying collaborative and bespoke opportunities.

So, however unique or complex the procurement challenge, we have the people, skills and knowledge to provide the solution.

areas where we can over the coming financial year and as part of our business planning and strategy review.

We have continued to focus on delivering savings and value to our members and by working collaboratively with other procurement hubs on a number of joint initiatives, to avoid duplication of effort and share expertise. This was highlighted as a key concern by the Department of Health in its Better Procurement, Better Value, Better Care publication.

Working together as the NHS Collaborative Procurement Partnership (NHS CPP) we have implemented some key frameworks which will provide a great many benefits to NHS trusts over the coming financial year and beyond. Each of these frameworks addresses an area that typically presents challenges for NHS trusts and through our collaborative working we are providing better procurement solutions.

Our first collaborative project to go live was a framework for the supply of Nurses and Nursing Related Staff, an area in which efficiently and cost effectively procuring services can be an issue. This was followed by our Total Orthopaedic Solutions contract. This project offers a nationally accessible agreement, which was implemented to tackle the many challenges presented by the current fragmented landscape within orthopaedics. I am excited by the launch of the Total Cardiology Solutions framework and the scale of potential opportunities and efficiencies it offers the NHS and its suppliers.

Working collaboratively has also helped to give us a voice nationally on the national procurement strategy and this is something which we are keen to continue to build on over the next financial year.

This coming year sees a number of new employees joining us, each bringing a wealth of procurement knowledge which will help us to grow as an organisation. We will be sharing more information with you around this in the coming weeks.

Finally, I would like to express a huge thank you to everyone who has supported and worked with us over the last year. The NOE CPC team, our members and suppliers have all contributed to 2014/15 being a successful year for the organisation and I am extremely grateful for your support. I hope that we can continue working successfully and look forward to building on these relationships in the future.

2014/15 was a very busy year for all at NOE CPC. We worked hard to ensure that you, our members, achieved the best possible

outcomes through your membership of NOE CPC, by supporting you to achieve savings through an increased portfolio of contracts and frameworks, hosting workshops and events to equip you with important information and updates and through providing a number of bespoke solutions to meet the specific and differing needs of our member trusts.

In terms of financial savings, we have achieved savings in excess of £14.6 million, of which £6.8 million has already been verified. This is fantastic news and an increase of 46% on savings delivered in 2013/14, even more so considering some of our members choose not to verify their savings with us.

We were thrilled to be shortlisted for four awards at the GO Awards earlier this year. These awards recognise those who have excelled in the field of procurement and to be shortlisted for four awards, one for our collaborative work as NHS CPP – NHS Collaborative Procurement Partnership working alongside NHS London Procurement Partnership (LPP), East of England NHS Collaborative Procurement Hub (EOE CPH) and NHS Commercial Solutions – is a huge achievement. It is testament to the commitment of our team and continued support of our members and suppliers, each nomination is an accolade of which we are very proud.

Furthermore, we were delighted to welcome on board two new members and one returning member last year, with three additional trusts already set to become members at the start of the new financial year. I am pleased to see that our offer continues to appeal to and attract new members and we deliver a service to rival our competitors.

Thank you to everyone who took the time to complete our annual customer survey as your feedback has given us a real insight into the areas where you value our support and also those areas in which improvements can be made. We intend to work towards making improvements in these

We, individually and collectively as an organisation, dedicate sufficient time to all customers’ opinions and aspirations with the aim of achieving the appropriate and correct outcome.

We undertook our annual customer satisfaction survey in July to find out where we can provide you with further support. Our Account Managers also hold regular meetings with our members to ensure that your needs are being met. We actively encourage our members to provide us with regular feedback as this is vital in helping us to provide a valuable and worthwhile service.

Respect and dignity

We undertake activity in partnership with our colleagues and stakeholders; respecting their diverse needs, preferences and choices.

We have supported customers with a number of bespoke projects over the last year where an additional need has been highlighted. Through a series of forums and workshops we also seek your input into our strategy and business planning activities to help shape the future of NOE CPC and how best it supports our customers.

Commitment to quality of service

We focus on delivering a quality service to our members, and support our customers by securing best value goods and services in order to help them deliver excellent patient care in an efficient manner.

Our core workplan has been successfully developed to ensure it benefits every one of our 54 member trusts and has resulted in associated financial savings (ROI) plus other value added benefits, including compliance and savings in time and effort.

Working together

We work and collaborate across organisational boundaries to put people first in everything we do.

Working collaboratively has played a significant role in our efforts over the last 12 months. This has opened up a number of new contracts and frameworks to our members and has benefitted the NHS by avoiding duplication of effort.

In addition to NHS CPP we have continued to work with Crown Commercial Services (CCS) in a number of areas. We also continue to work closely with the Yorkshire and Humber NHS Pharmaceuticals Purchasing Consortia and the Commercial Medicines Unit on key projects.

We strive to improve the health and lives of NHS patients by providing excellent products and services to support the delivery of high quality, patient focused, cost effective health and social care.

Improving the quality of care for patients across the UK is at the heart of everything that we do. In 2014/15 we developed an additional 27 contracts contributing to over £14.6m of savings. These savings go straight back into the NHS helping you to deliver excellent patient care.

Reaching finalist status for the GO Excellence in Public Procurement ‘Team of the Year’ award meant a great deal to us as we strive to work closely as a team in order to provide a great service to our members.

Our year of achievements

• We achieved savings of £14.6m for our members, an increase of 46% on last year.

• 3 members joined us in 2014/15 – this is a membership increase of 6%.

• 27 new contracts were launched to support members in areas where a need had been identified.

• We have commenced an intensive review of our strategy and business plan. This work involves engagement and discussion with stakeholders, members, internal staff and suppliers. We hope to conclude this work in summer/autumn 2015 with a plan to drive greater value from your relationship with NOE CPC.

• NOE CPC worked with a group of member trusts in the East Midlands to procure new contracts for laundry services. This work has delivered significant financial benefits for the trusts involved. In addition, by working together and aggregating trust requirements we have been able to take a common approach, share experience and expertise across the group, and reduce the need for

multiple procurement activity – ultimately saving time and effort for both NHS and suppliers.

• We reached finalist status for four GO Excellence in Public Procurement Awards, once for ‘Contract Management Initiative of the Year’ for our Medical Equipment Maintenance framework with Philips Healthcare and twice for GO Procurement Team of the Year Award, the first for a bespoke project on Personality Disorder Services on behalf of NHS England and National Offender Management Services (NOMS) and the second to recognise the NOE CPC team as a whole. The fourth nomination was on behalf of our joint work as part of NHS CPP for our collaborative Nursing and Nursing Related Staff contract.

• Jointly, alongside LPP, EOE CPH and NHS Commercial Solutions, we formed the NHS Collaborative Procurement Partnership (NHS CPP). The aims of this partnership are to reduce unnecessary duplication in our workplans and to open up frameworks to the members of all four hubs where it is

appropriate – bringing our members further benefits with no increase in membership fees. We have already demonstrated that we can work together to target high priority areas with three new frameworks: the national collaborative framework for the supply of Nursing and Nursing Related Staff, the NHS Total Orthopaedic Solutions framework agreement and the Total Cardiology Solutions framework agreement.

• We continue to work collaboratively with the Yorkshire and Humber Pharmaceuticals Purchasing Consortium. NOE CPC provides the technical procurement expertise and the Consortium brings together the clinical consortium group membership and expertise, enabling collaborative procurement across the joint network. This year we have worked

together to renew the Radiopharmaceuticals framework and are currently in the process of renewing our Contrast Media framework. Both agreements have proven to be extremely beneficial to our members, delivering cash releasing savings and added value benefits.

• Working together with the Commercial Medicines Unit (CMU) of the Department of Health, we renewed the National Renal PD Framework Agreement for a one year period effective from 1st December 2014. Since the new agreement was launched, we have continued to work with a steering group of national clinical leads from within the NHS Renal PD network, with patients and market providers. The objective being to refresh the specification and review the provision of service to encourage greater uptake of

• CPC Drive

CPC Drive continues to go from strength to strength. The salary sacrifice car scheme, already enjoyed by 50 customer organisations, consistently grows in popularity and 2015-16 promises to be no different with a high of 384 cars delivered to CPC Drive customers in March 2015 alone.

Since inception in 2010 CPC Drive has generated over £10m of savings across the public sector. The salary sacrifice car scheme provides a tax efficient way for organisations to offer all their employees a brand new, fully insured and maintained car for a fixed monthly amount for up to three years.

CPC Drive works in partnership with Tusker Limited to provide a leading and award winning salary sacrifice and lease car service throughout the UK. In 2014 Tusker was announced as ‘Best car scheme’ finalist in the Workplace Savings and Benefits Awards (WSB). The WSB awards are the

only award event to recognise both employer and provider excellence. This is testament to the quality of the CPC Drive salary sacrifice car scheme we deliver alongside Tusker. On average salary sacrifice car scheme users are saving over £700 per car per year.

CPC Drive achievements in 2014/15 include:

• 4,882 cars currently on lease

• 939 cars on order

• 2161 cars delivered

• Total trust savings of £2.4m

Renal PD nationally, whilst ensuring the best service possible is available for patients. The new framework will replace the existing agreement from 1st December 2015.

• NOE CPC has supported a variety of initiatives to put in place solutions that meet the specific and differing needs of groups of our member trusts and also secure the best available commercial terms on their behalf. Often, over the past 12 months, we have been able to provide this support to our members by operating within the scope of the Crown Commercial Services (CCS) Medical Locums framework agreement, and this activity has formed part of NOE CPC’s wider relationship and joint working with CCS. We believe this is an efficient way of operating and demonstrates a joined up approach between our two public sector procurement organisations. Specific NOE CPC initiatives in the field of Medical Locums have included all of the following: NOE CPC Neutral Vendor arrangement (under Lot 1), Master Vendor arrangements (under Lot 2), and Direct Engagement related services (under Lot 3). We recognise that the needs of our member trusts differ, and as such we are pleased to have been able to deliver a variety of options to support the cost effective sourcing of Medical Locums across the NHS.

• Our new website was launched in September. The new-look site was developed to be more user friendly and to provide users with up-to-date relevant information. So far the feedback about our new site has been very positive.

• We upgraded our telephony system to make it easier for our members to contact us – our new system connects calls even when a team member is away from the office and allows for easier teleconferencing and accessibility.

Our aim: To ensure all our customers get value for money from their membership of NOE CPC

We maintain a focus on delivering savings for all our members – this resulted in total verified savings in 2014-15 of £6.8m from more than £14.6m of delivered cash releasing savings. In addition, we have successfully delivered a work plan, that was developed to ensure it benefits every one of our 51 member trusts, whether they are the smallest community health trust, or the very largest teaching hospital.

We also launched our new website to enable members to access information on contracts, events and news updates more easily. So far the feedback about our new site has been very positive and we will continue to listen to members’ comments and suggestions in order to improve all our communications.

In 2014/15 NOE CPC facilitated 14 different events for our members, including four members’ forums and a range of legal updates to keep our members up to date with important information and changes within procurement. 229 delegates attended and benefitted from our events, which were held in various locations across England to enable as many of our members to benefit as possible.

Our aim: To expand the range of agreements we have to offer, and continue to make a positive impact on even more of the NHS non-pay spend

In 2014-15 NOE CPC developed 27 new contracts to support members in specific areas where you helped us identify a procurement need, giving us an active portfolio of 96 agreements in total. This is in addition to renewing and consolidating agreements.

Our breakdown of savings shows the substantial savings which are being made through NOE CPC contracts. New contracts in 14/15 include:

• Interpretation and Translation Services: One Stop Shop – savings forecast for this framework in 15/16 already exceed £650k

• Internal Audit and Counter Fraud Services – includes a diverse panel of providers including both NHS Audit Consortia and private firms

• Mental Health PICU, Acute, Locked and Unlocked Hospital Rehabilitation Services – covers a broad range of bought-in services under 8 Lots

• Secure Patient Transport Services – addresses an important area of spend for our Mental Health member organisations

• Clinical Waste Framework – now available for use by members UK wide.

Review of our objectives

Our aim: To continue to improve the quality of the services we provide for our customers

In July we distributed our annual customer satisfaction survey to members in order to seek feedback on the areas where we are meeting your needs and also the areas in which you feel that we could provide further support. The survey was sent via email to all our members and we achieved a response rate of 54%, a 36% improvement on last year so thank you to all who participated.

Your comments are extremely important to us to enable us to improve our services and ensure that we are providing the right support where needed.

Following feedback from last year’s customer satisfaction survey we implemented new framework agreements, developed our customer communication, website and telephony system to ensure our members have better access to and understanding of our services and savings opportunities.

This resulted in 48% of respondents saying that the quality of service provided by NOE CPC has improved over the last year. We also saw an increase in the number of respondents scoring their overall satisfaction with NOE CPC as ‘extremely satisfied’.

Our aim: To support implementation of the national procurement strategy, and make a positive contribution to the development of the procurement profession in the NHS

We have engaged with the Department of Health (DH) to help support the implementation of the national procurement strategy. One example is the secondment of Frankie Wallace (nee Duesbury), over the last 12 months, to support the e-Procurement Strategy.

Working together with the NHS Collaborative Procurement Partnership (NHS CPP) we have undertaken a number of joint initiatives aimed at leveraging our collective knowledge and expertise whist also seeking to avoid duplication. This was highlighted as a key concern by the Department of Health in its ‘Better Procurement, Better Value, Better Care’ publication. This has included work to address categories such as Agency Nursing, Total Orthopaedic Solutions and more recently Total Cardiology Solutions. We have also built on work undertaken by NHS Commercial Alliance where the NHS CPP is collectively supporting the roll out of the DH Toolkit for Agency Staffing.

Furthermore we continue to seek to input in to and shape the direction of NHS procurement to better meet the needs of our members.

Review of our objectives

Our aim: To work with procurement partners in order to maximise savings for our NHS customers and avoid duplication

A big focus for us this year has been on avoiding duplication of effort by working collaboratively with other procurement hubs. We comprise the NHS Collaborative Procurement Partnership (NHS CPP) alongside NHS London Procurement Partnership (LPP), East of England NHS Collaborative Procurement Hub (EOE CPH) and NHS Commercial Solutions. To date we have collaboratively launched frameworks for Nurses and Nursing Related Staff, and Total Orthopaedic Solutions, with Total Cardiology Solutions to launch imminently.

We have also continued to work with other partners in selected category areas where it is beneficial to our members;

• Crown Commercial Services (CSS) on Medical Locums, Laundry and Uniforms and Workwear, among others

• Yorkshire and Humber Pharmaceuticals Purchasing Consortia, renewing agreements for Radio-pharmaceuticals and Contrast Media

• NHS Shared Business Services for IT Hardware and Services and more recently Clinical Information Systems

• Commercial Medicines Unit with a national agreement for Renal PD.

Our aim: Continue to improve our savings delivery, and maintain our focus on meeting individual member needs to achieve trust CIP targets and protect frontline services

We are committed to continuing to improve our delivery to individual members by:

• Listening and responding to members needs, and ensuring we have a customer focused work-plan

• Further expanding our portfolio of framework agreements

• Ensuring that a full and comprehensive range of products and services can be purchased through all our agreements

• Undertaking specific initiatives which will deliver for all member groups including Community Health, Mental Health and Ambulance Trusts

• Providing support to individual member organisations to use and get the best out of our agreements.

Our aim: To continue working with our Customer Board to drive and shape the strategic direction of NOE CPC to better meet member needs

Our Customer Board has continued to meet every six months. During the course of the year Dr Karen Dunderale, Chief Nurse at North Lincolnshire and Goole NHS Foundation Trust, joined the board to provide invaluable nursing expertise. Vicky Morton stepped down from the board and moved on to pastures new outside the NHS. We wish Vicky every success in the future and hope to see her working again in the NHS in the near future. We were also delighted to welcome Andrea Smith, Head of Procurement at Doncaster and Bassetlaw NHS Foundation Trust who has kindly agreed to take over from Vicky.

At the Customer Board meeting in November 2014 the board requested we embark on a review of our strategy and business planning with the intent of bringing greater value to the NHS and members whilst also supporting NOE CPC in managing its risks. This work is very much in progress and the board met in February, along with other executives to input their view on the direction of NOE CPC. The next board meeting is planned for May 2015 where we will be reviewing performance and strategy, tactics and business plans.

Member events and seminars

In 2014/15 NOE CPC facilitated 14 different events for our members, including four members’ forums and a range of legal updates to keep our members up to date with important information and changes within procurement. This included updates on the Freedom of Information Act, changes in the EU procurement landscape and key changes to the public procurement regime – PCR 2015 in the making, as well as two events to provide information about working with the new NHS Terms and Conditions. We also held events to introduce and launch our new collaborative projects for Total Orthopaedic Solutions and Total Cardiology Solutions.

229 delegates attended and benefitted from our events, which were held in various locations across England to enable as many of our members to benefit as possible.

Speakers at our events included Andrew Coulcher, Director of Business Solutions at CIPS and Elena Terraneau, from the Department of Health. In addition, each of our legal seminars was hosted by one of the providers on our legal services framework so were experts in their field.

We have already started to work on our events programme for the coming year and will be using the feedback provided from each of our events to build on and improve our event schedule for the year ahead.

Engagement & management

The team is headed up by Cathy Cockram, Head of Customer Relations and Marketing who ensures her team act as an interface between NOE CPC and our customer organisations. The Account Managers, Ian Coward and Shafiq Rehman, work with members to help them maximise their engagement with us to ensure we deliver positive outcomes on opportunities for cost savings and efficiencies by using our contracts and framework agreements. Ian and Shafiq also support our members to ensure they get the full benefit of membership and utilise the wider support from within our function to assist them in their procurement roles.

Our Account Managers facilitate quarterly meetings at the premises of each member trust to identify and anticipate members’ needs, provide up-dates on our projects as well as understand the priorities and individual requirements of our member trusts and look for ways we can support them further. Even though each member trust has an assigned Account Manager, we also encourage communication directly between the Procurement Specialists within both organisations to ensure thorough engagement.

Caroline Brash, Customer Relationship Manager engages with prospective members and helps with their transition into full membership. In addition to this, Caroline liaises with all non-members who may wish to access one of our contracts on a fee paying basis. She also provides an enhanced account management service to one of our member trusts by being on site one day a week at their request at an additional fee. Within her busy portfolio, Caroline also arranges our customer facing events such as the Members’ Forums as

well as legal seminars and training events that we put on throughout the year for our members.

Our growth in 2014/15

We were delighted that two new members joined us last year, Burton Hospital NHS Foundation Trust and Southport and Ormskirk Hospital NHS Trust. Both have been fantastic organisations to work with and have shown a real willingness to embrace collaborative working. In addition, we were pleased to welcome back Sheffield Teaching Hospitals NHS Foundation Trust after a nine month absence. We have enjoyed a long relationship previously with the Trust and it is great to have them back as a member. We are also looking forward to working with Bedford Hospital NHS Trust, University Hospitals Birmingham NHS Foundation Trust and Gateshead Health NHS Foundation Trust who join us from the 1st April 2015.

We have continued to develop communications and marketing activities for members for which we received positive feedback through the customer satisfaction survey; 95% of respondents felt we delivered the right frequency of communications. Our bimonthly newsletter is also well received with 71% rating it as good or outstanding.

We also launched our new website to enable members to access information on contracts, events and news updates more easily. So far the feedback about our new site has been very positive and we will continue to listen to members’ comments and suggestions in order to improve all our communications.

Studying for the CIPS Level 4 Diploma in Procurement & Supply. I found it tough juggling work, family life and studying but I was delighted to find out I’d passed all my exams. I’ve already started the next level and working towards the Professional Diploma (MCIPS). Hard work but worth it in the end!

A cruise to the Norwegian fjords and the beautiful Lofoten Islands (pictured). We also cruised the stunning Geirangerfjord where the captain turned the ship 360° in the fjord and sounded the ship horn which echoed in the silence around the fjord – magical!

Tees, Esk and Wear Valleys NHS Foundation Trust (TEWVFT) was seeking a new service to be delivered by a single supplier but expanded to encapsulate all hospital inpatient units and community premises across the full geographical area of the trust.

NOE CPC provided full project management. We managed all the bidder communications,correspondence and the contract award notification, standstill and bidder feedback was also managed by NOE CPC.

The project was successfully completed within the proposed timescale of six months, achieving the aims of MEAT. The contract was awarded to an experienced provider who was able to maintain, and in many instances improve on, the current service both in clinical and financial terms for the Trust.

This is our second regional collaborative project on behalf of a number of our member trusts in the East Midlands, following on from the Yorkshire & Humber and East of England agreements in place. The solution, conducted under the Crown Commercial Services agreement RM849, provided a compliant route to market with market leading providers, offering competitive garment charges and compliance to the Laundry Standards CFPP 01-04.

This agreement is available to members in the Derbyshire & Leicestershire and Rutland region. The collaborative exercise will, collectively, save the three participating member trusts £349K per year, delivering a 11% saving.

Doncaster & Bassetlaw Hospitals NHS Foundation Trust and United Lincolnshire Hospitals NHS Trust were seeking a rationalised Uniform and Workwear list for staff in the respective trusts – to consolidate spend and to be delivered by a single supplier under the NOE CPC Uniforms, Workwear and Footwear framework agreement.

NOE CPC facilitated the collaborative project, from reviewing the supplier MI and publishing the project via our eTendering portal to managing all the bidder communications, correspondence and the contract award notification. Standstill and bidder feedback was also managed by NOE CPC.

The project was successfully completed within the proposed timescales. The collaborative exercise will, collectively, save the two participating member Trusts £96K per year, delivering a 37% saving.

South West Yorkshire Partnerships NHS Foundation Trust (SWYPFT) contacted us for support to procure IT services. As the Trust was evolving there was a greater demand on IT Services and the scale and value of the service provision had become business critical. An extensive amount of work was undertaken in the first instance to establish the scope of the project and ensure it streamlined processes, integrated all service levels enabling the Trust to operate as one.

NOE CPC ran a competitive dialogue process for the trust over a 12 month period and provided full support throughout the process, managing all bidder communications and correspondence, utilising our e-tendering and e-evaluation systems. The Trust achieved an improved service, within the Trust’s budgetary constraints. The mobilisation period is currently underway, including the TUPE transfer of a number of staff to the new provider.

This is our second partnership project to come to fruition as NHS CPP. Addressing one of the highest areas of non-pay spend this ground-breaking solution will result in better distribution of resources, sharing skills and experience, transparency within the supply chain of clinical products to the NHS, better customer behaviour by the NHS, short-term targets in cost reduction, long-term efficiency improvements, and ultimately better patient care and outcomes.

Total Orthopaedic Solutions has contract coverage across all four hubs’ memberships including product areas not previously taken to market. Furthermore, it is structured in such a way that it can be applied nationally. It has already saved £1.3m for NOE CPC members, delivering a 21% saving and we anticipate substantial further savings.

This is our second project with the co-commissioners to manage the procurement for new Personality Disorder Services into separate prison settings. The services are intended to provide treatment to offenders who present a high risk of serious harm to others and have a personality disorder. The mentoring and advocacy service is to further support women within prison and in the community.

The objectives of the procurements were met fully within budget and, importantly, on time. The services commissioned are now working within the settings and within the community to support offenders and service users in promoting their rehabilitation, reducing offending and improving their health, stability and wellbeing.

In addition to our comprehensive range of contract and framework agreements, NOE CPC also offers consulting, spend analysis and project management services, providing support across the NHS and wider public sector with complex public procurement activities.

The year ahead

• Phase 3 This phase involves reviewing recommendations and plans with the Customer Board and our host trust to secure appropriate approvals to support taking forward any recommendations.

Work has already commenced on this plan with many activities already underway or completed.

We would like to take this opportunity to thank all those involved for their continued input, honesty and support in helping to improve NOE CPC as part of this work.

The year ahead

This coming year we have a number of objectives including continuing to:

• Expand the range of agreements we have to offer, and continue to make a positive impact on even more of the NHS non-pay spend where it makes sense and is appropriate for us to do so

• Improve our savings delivery, and maintain our focus on meeting individual customer needs to achieve trust CIP targets and protect front line services whether they be new or existing members

• Work with procurement partners in order to maximise savings for our NHS customers and avoid duplication

• Support implementation of the national procurement strategy, and make a positive contribution to the development of the procurement profession in the NHS.

Furthermore we will also welcome several new faces to the NOE CPC and will be working hard to get our new colleagues off to a flying start. We anticipate our members will further benefit from the wealth of procurement knowledge, expertise and experience they bring.

We will also complete our business planning and strategy review and look to commence work on the exciting initiatives we expect to implement following the review. We anticipate these will have a beneficial impact on the service, value and savings we deliver.

Following the Customer Board meeting in November 2014, we have embarked upon a review of NOE CPC’s business plans and strategy. The aim of this review is to continually improve the sustainability and value derived from NOE CPC. As the above diagram illustrates the review is broken into three phases:

• Phase 1 The first is a tactical phase involving activity to; complete our annual budgetary plans for 2015/16; recruit procurement professionals in key areas; undertake a review of

requirements for spend analysis and benchmarking; and to review our resourcing needs as part of a wider resource plan.

• Phase 2 The heart of the strategic review. Through a series of activities targeted at engaging members, staff and stakeholders we are reviewing the business from a number of different perspectives. From this work we intend to identify and prioritise recommendations we could undertake to support our strategic aims.

Philips Healthcare worked closely with NOE CPC to secure a Managed Maintenance Service (MMS) agreement with Sherwood Forest NHS Foundation Trust to manage multiple service providers for the repair and maintenance of imaging equipment across three sites. The MMS agreement covers CT scanners, X-ray, image intensifiers, intervention, mammography, bone densitometry and mobile systems. The Trust wanted to achieve a flexible, bespoke service agreement to fit its requirements. In working with NOE CPC, Philips Healthcare found they could confidently negotiate an agreement which would bring innovation, openness and transparency to Sherwood Forest to be able to adapt to their changes and challenges in the coming years.
