Mac Fulfer – Keynote SpeakerAmazing Face Reading

Mac Fulfer is a popular speaker who gives presentations on face reading for national and international conferences. He customizes his presentation to the specific needs of any organization such as improving sales, jury selection, and better hiring interviews. He has spoken to more than 1,500 companies and organizations that include American Airlines, the FBI, the Kansas State Judicial Conference, Business Week Magazine, the International Meeting Planners, the National Association of Legal Administrators and the US Postal Service.

Mac Fulfer practiced law in Fort Worth for over 22 years after earning his Doctorate of Jurisprudence from the University of Texas in 1975. Initially, Mr. Fulfer became interested in the practice of face reading for the purpose of jury selection. He quickly discovered that face reading changed his perspective, allowing him to see people more compassionately through the experiences reflected on their faces. Since then, he has researched and developed these skills and presented ideas in workshops across the country. His workshops are in great demand from lawyers, educational institutions, Fortune 500 companies and other venues that have and interest in understanding people. As a presenter, Mr. Fulfer relies on his background, personal experience, wisdom and expertise in face reading to give participants information that will enhance their communication skills.

William Holda– Keynote Speaker Kilgore College/Texas Association of Community College

Dr. Bill Holda, President of Kilgore College, is a native of Lafayette, Indiana. He holds a Bachelor of Arts in Music from St. Joseph’s College in Rensselaer, Indiana; a Masters of Music in Voice Pedagogy from Indiana University; and a Doctor of Education degree in Higher Education Administration from East Texas State University.

Dr. Holda came to Kilgore College in 1975 as an instructor of music. During his tenure at Kilgore College, he has also served as an instructor of philosophy, Director of the Fine Arts Division, and Dean of Admissions & Registrar. He was named the eighth president of Kilgore College on July 3, 1996.

Dr. Holda is highly involved in numerous professional, civic, and state organizations and boards. He has served various churches in the region, both in a musical and ministerial capacity. Dr. Holda is also the current chair for the Texas Association of Community Colleges.

Paul Anderson Grant Thornton LLP

Paul joined the Grant Thornton Compensation and Benefits Consulting practice in 2005. He is based in the Seattle office of Grant Thornton, and he is responsible for providing compensation and benefits consulting support to clients in the Western region. Paul has been a benefits and compensation consultant for over 30 years, and he has extensive experience in all aspects of qualified plans, health and welfare plans, non-qualified deferred compensation and incentive compensation plans, and equity-based compensation. He also specializes in employee benefits issues in mergers and acquisitions, such as due diligence, dealing with golden parachutes, and integrating benefit and compensation plans post transaction. In addition, Paul has experience in the tax and funding aspects of employer-sponsored health and welfare plans.

Linda Brown El Paso County Community College District

Linda is a Speech Instructor and Speech and Music Coordinator at the Transmountain Campus and at Fort Bliss and has taught at EPCC for 13 years. She is a member of the EPCC Leadership Development Academy Committee and provides training several times a year for faculty and staff participants in the Leadership Academy. She is also a co-coordinator and presenter for Leadership EPCC, the EPCC student leadership academy. As a member of the EPCC Critical Thinking Team for five years she developed and provided training at the K-12, college and university level and has served as a SACS Quality Enhancement Plan evaluator for 2 colleges whose QEPs were on critical thinking.

She is a certified trainer and facilitator in administering Insights Learning and True Colors personality assessment instruments. Her dissertation was on the skills necessary for effective leadership at the community college level. She provides training in personality assessment, change, leadership, communication, conflict resolution, customer service, and teambuilding.

Betty Butler Dallas County Community College District

Betty Butler is the Associate District Director Financial Services/Assistant Comptroller for the Dallas County Community College District (DCCCD). She has oversight and accountability for the District’s disbursements and compliance with a variety of federal and state laws and regulations. Her responsibilities include the identification and implementation of financial systems to meet both internal and external reporting needs. She also monitors changes in tax laws, regulations and reporting requirements and serves as the on-site coordinator for the annual financial audit activities and year-end close.

Betty has 15 years of service with DCCCD, joining the payroll staff in 1997, immediately participating in the implementation of the Ellucian (Datatel) HR/Payroll system, and served as Coordinator of Payroll and Records and then as District Director of Payroll from 2000 – July 2005. Prior to joining DCCCD, she was a regional accounting manager for an investor owned utility. She earned her accounting degree and graduated with honors from the University of North Texas. Betty is a native Texan, born in San Angelo, Texas and now resides in Lewisville.

Tom Butler Victoria College

On September 1st, 2008, Dr. Tom Butler became the fourth President of Victoria College. Dr. Butler has been a classroom teacher, teaching economics part time at the University of North Texas and at community colleges in the north Texas area, and teaching full time at Thomas Nelson Community College in Hampton, Virginia. He has also served as the Director of Research for International Data Bank, was a management consultant, and held the post of Assistant Commissioner for the Virginia Department of Labor.

Dr. Butler began his career in higher education administration as a Dean at Northern Virginia Community College, located in the Washington, D.C. suburbs, and later became Provost of its Annandale campus – a campus of 14,000 students from 150 different countries. In 2002, Dr. Butler returned to his home state of Texas when he accepted a position as President of Lone Star College – Montgomery (formerly Montgomery College).

Dr. Butler is a native Texan, attended public schools in Carrollton, Texas, and received B.A. and M.S. degrees in Economics from the University of North Texas. He holds a doctorate in Higher Education from the College of William and Mary in Virginia.

Ken Couch PFM Asset Management LLC

Mr. Couch has over 16 years of experience in working with local governments throughout Texas, Louisiana, Alabama, Florida, Georgia, Indiana and Wisconsin, becoming familiar with each state’s investment statutes. During this time, he has worked with various governmental entities ranging from county, city, school district, universities and colleges, as well as special districts. Mr. Couch assist his clients in identifying short and long term investment options, while working with client portfolios ranging from $10 million to over $1 billion. Mr. Couch works with clients with annual investment policy review, cash flow analysis, as well as, structure client’s portfolios for bond proceeds investing.

Mr. Couch is a member of the Government Finance Officers Association (GFOA), Government Finance Officers Association of Texas (GFOAT), Government Treasurers Organization of Texas (GTOT) and Texas Association of School Business Officials (TASBO). He has taught courses on the Public Funds Investment Act (“PFIA) throughout Texas, including subjects ranging from Cash Flow Forecasting to Implementing Investment Strategies. Mr. Couch earned a bachelor’s degree from the University of Texas and currently holds Series 6 & 63 licenses.

Van L. Davis Texas Higher Education Coordinating Board

Dr. Davis is Director of Special Projects in the Workforce, Academic Affairs, and Research Division at the Texas Higher Education Coordinating Board. Van holds a Ph.D. in 20th Century US History from Vanderbilt University and taught both public and private institutions for ten years before joining the THECB in 2007. He is currently leading the coordinating Board’s efforts in responding to Governor Perry’s call for a $10,000 bachelor’s degree as the director of the Texas Affordable Baccalaureate Project funded through an EDUCAUSE Next Generation Learning Challenges grant as well as directing the state’s adult degree completion project, Grad TX. Van works extensively on distance education and learning technology issues and has directed the state’s course redesign grant program, online faculty professional development program, annual Reinventing Instruction and Learning Conference, and the development of the state’s digital learning objects repository.

Edward M. DesPlas Dallas County Community College District

Mr. DesPlas serves as the Executive Vice Chancellor of Business Affairs for the Dallas County Community College District (DCCCD). Prior to becoming the chief business officer for the DCCCD in October of 2006, Mr. DesPlas served as Executive Vice President for El Centro College in Dallas, Texas, concluding his tenure there as the Interim President. Mr. DesPlas came to El Centro in 1998, from 1995 to 1998; Mr. DesPlas served as Vice President of Administrative Services at Western Nebraska Community College in Scottsbluff, Nebraska. From 1986 to 1995, he served at Eastfield College in Mesquite, Texas, first as Director of Business Operations and later as Dean of Financial Affairs. From 1982 – 1986, Mr. DesPlas served as the Budget Officer for the DCCCD. Mr. DesPlas first joined the DCCCD at the LeCroy Center for Telecommunications in 1977. At various times throughout his administrative career, Mr. DesPlas has periodically served as an adjunct faculty member in accounting.

Mr. DesPlas’ professional affiliations include Texas Association of Community College Business Officers (TACCBO), Community College Business Officers (CCBO), National Association of College Auxiliary Services (NACAS) and the National Association of College and University Business Officers (NACUBO). Mr. DesPlas is the 2001 recipient of NACUBO’s Rising Star Award. In 2002, CCBO honored Mr. DesPlas with their International Outstanding Chief Business Officer Award. Recently, Mr. DesPlas was a finalist in the Dallas Business Journal’s CFO of the Year – 2009 Awards program.Mr. DesPlas earned a MS in Human Resources and Training from Amberton University and a BS in Business Administration and Accounting from the University of Texas at Dallas.

Patricia Disbrow Dallas County Community College District

Patricia (Pat) Disbrow, CPA for 10 years has served as District Director of Financial Services/Comptroller for Dallas County Community College District. In December 1998, Pat joined the District as Assistant Comptroller participating in the Colleague accounts receivable module implementation and then briefly assumed the duties of District Budget Director in early 2002. Prior to joining the District, Pat held management positions in the financial services industry. She has a BBA – Accounting from University of North Texas and has served as board member and officer of both Mesquite Social Services, Inc. and Historic Mesquite, Inc. Most recently, Pat devotes her efforts to various projects related to her church and family.

Laura Fowler The Fowler Law Firm

Laura Fowler began her legal career as an active duty naval office in the Judge Advocate General’s Corps chasing saboteurs and scoundrels in exotic ports in the Orient and Western Pacific. Returning to Austin, she has represented school and college administrators in every part of Texas on almost every sort of legal issue. While Laura has defended and sued on behalf of countless educational institutions over the years, her greatest calling is to help school and college administrators learn enough about the law to avoid ever visiting the inside of the courtroom.

Cynthia F. Gilliam Lone Star College System

Cynthia Gilliam holds a BBA in Accounting from the University of Texas at Austin. She has additional training in governmental and nonprofit accounting from Indiana University and has completed some post-graduate work at the University of Houston. The first six years of her professional career were spent in public accounting as an external auditor.

Since 2001, Cynthia has served as the Vice Chancellor for Administration and Finance and Chief Financial Officer for the Lone Star College System. Her responsibilities include financial planning, accounting and financial reporting, facilities planning and construction management, facilities operations, risk management, business affairs and services, auxiliary contract services, and administrative oversight of the Internal Audit Department. Before joining the system, Cynthia worked with the Harris County Department of Education as Executive Director of Business. Her prior work in education finance includes serving as Director of Accounting for Fort Bend I.S.D and as Executive Director of Budget and Finance at Galena Park I.S.D.

A past president of the Texas Association of Community College Business Officers, she has also served as a Board Director for Leadership North Houston and the Texas Association of School Boards’ Lone Star Investment Pool.

Gene Gooch McLennan Community College

Gene Gooch is the Vice President of Finance & Administration at McLennan Community College (MCC) from 2009-present. Prior to coming to MCC, Gene was the CFO at Vernon College from 1978-2009. Gene earned a BBA in accounting from North Texas State University in 1975 and a MBA from the Midwestern State University in 1987. Gene has held various officer positions in many professional organizations. Gene was President of TACCBO 1998-99, Treasurers of TACCBO 1996-98, SACUBO Chair of the Community College Committee 2004-05, SACUBO Board of Directors 2005-2010, Founding Board Member of National Council of Community College Business Officials (NCCCBO) 1982, Vice President of NCCCBO 1985-87, President of Campfire Boys and Girls of Vernon 1992-93, President of Boys Club of Vernon 1987-88. Gene has received honors in our profession. Gene was named Outstanding Chief Business Officer for Community College Business Officers twice; 1995 and 2008.

Janet Hasty Government Procurement Services

Janet Hasty is a 30-year veteran of State of Texas procurement. She has worked in procurement management positions in several state agencies including the Texas Department of Transportation, Texas Building and Procurement Commission, Department of State Health Services and Texas Parks and Wildlife Department.

Janet has a bachelor’s degree in Public Administration from St. Edwards University and a master’s degree in Public Policy from the University of Texas, LBJ School of Public Affairs. She is certified as a Certified Public Purchasing Officer (CPPO) and a Certified Texas Procurement Manager (CTPM). She is also a certified trainer with the Texas Comptroller of Public Accounts. Since retiring from state government in 2007, Janet founded Government Procurement Services (GPS). GPS provides procurement training and consulting to government purchasers and currently offers workshops in: Ethics, Contract Management, Fundamentals of Public Purchasing, Negotiation Skills, Specification Writing, Sustainable Procurement and Using Request for Proposals.

Don Hudson Texas Association of Community Colleges

Dr. Hudson currently serves as the Vice President of Data and Research at the Texas Association of Community Colleges. He has worked for the association for 18 years. Prior to his current position, Don served as Education Policy Specialist for the Texas Senate Research Center. He was an Assistant Professor at Texas State University-San Marcos in the Department of Communication Studies prior to taking the policy specialist’s position with the Texas Senate. He also holds a Ph.D. in Higher Education Administration from the University of Texas at Austin; his dissertation focused on documenting the history of state funding to Texas community colleges. He received his M.A. in Organizational Communication from Texas Tech University and a B.S. in Secondary Education from New Mexico State University.

David Jacobs TechKnowledge Consulting Corporation

Mr. Jacobs is Principal of TechKnowledge Consulting Corporation and manages all of the firm’s Texas operations. As Chief Operating Officer, his responsibilities include financial management of the firm, as well as major engagements involving voice systems, data systems, and support facilities. He is admitted to the Society of Telecommunications Consultants, which indicates his commitment to ethics and professionalism. Mr. Jacobs has been in the technology consulting business for more than twenty years and has personally managed multiple large scale technology deployment in education; his personal expertise includes voice systems, VoIP, and contact centers in particular. He holds a Bachelor of Business Administration from Southern Methodist University in Dallas.

Steven Johnson Texas Association of Community Colleges

Steven has wide-ranging experience serving in leadership roles within higher education policy and administration, state government, and private sector consulting. He has been with the Texas Association of Community Colleges (TACC) since 2005. His responsibilities at TACC include leading strategic communications and public advocacy efforts on behalf of the Association. Immediately prior to his present position, Steven was the Senior Director of Student Financial Services at Concordia University Texas. During the 78th Texas Legislative Session, he served as the Director of Governmental Relations for the Texas Telecommunications Infrastructure Fund Board. From 1994 to 1999, Mr. Johnson was Chief-of-Staff to then State Representative Kenny Marchant and the House Committee on Financial Institutions. Steven has also spent time at two national consulting firms leading efforts at business development, legislative advocacy, and strategic messaging.

Mr. Johnson is a Ph.D. Candidate in “Educational Leadership and Higher Education” at the University of Nebraska – Lincoln, where his dissertation research focuses on the role of public advocacy and governmental relations at community colleges. He holds a Master of Public Affairs from the LBJ School at the University of Texas and Bachelor of Arts in History from Concordia University Texas.

Gary Johnstone began service to the Texas Higher Education Coordinating Board in August 2006 and serves as the Deputy Assistant Commissioner in the Planning and Accountability Division. He assists in a range of activities for the state, including: development of the funding formulas; review of proposed facilities projects at universities, health-related institutions, and technical and state colleges; maintenance of an accountability system for public higher education institutions; P-16 research and evaluation of initiatives; numerous mandated annual reports; and, when the state legislature is in session, many ad hoc requests for data and reports. Prior to his work with the Coordinating Board, Johnstone served as chief business officer at Brazosport College for 22 years. He also held other financial positions at Houston Community College, Deer Park ISD, and Houston ISD. William S. “Shack” Nail Employees Retirement System of Texas

William S. “Shack” Nail is Director of Governmental Relations for Employees Retirement System of Texas (ERS). He is responsible for establishing and maintaining the lines of communication between the agency and the Legislature, state officials, employee organizations, and associations. His duties include setting the strategic and operational goals and research and media relations staff. He also directs efforts as agency objectives of the Government Relations Division, which includes a legislative liaison and research and media relations staff. He also directs efforts as agency ombudsman on governmental matters and reports directly to the Executive Director.

Shack began his career in state government in 1972 in the Office of the Governor’s Criminal Justice Division. A year later, he was named an associate director for the Texas Center for the Judiciary, where he worked with the State Bar and was responsible for the center’s legislative program. Following that, Shack was appointed Executive Director of the Texas State Board of Dental Examiners. His duties included the oversight of licensing procedures and the development and implementation of agency rules.

Shack joined ERS in 1989 and served as General Counsel until promoted to Deputy Executive Director in 1997 to assist the Executive Director in all functions of the agency. He served as Acting Executive Director during the transition to the current administration in 2004 and assumed his current responsibilities as the Director of the newly formed Governmental Relations Division in July 2005. Prior to his service to the State of Texas, Shack was a Special Agent for the Federal Bureau of Investigation. He holds a Doctor of Jurisprudence degree from Baylor University Law School and a Bachelor of Business Administration degree from Baylor University.

Raymund A. Paredes is Commissioner of Higher Education at the Texas Higher Education Coordinating Board. Dr. Paredes spent most of his academic career at UCLA where for 30 years he taught as an English professor and served as vice chancellor for Academic Development. In addition, he served as special assistant to the president of the University of California System in outreach efforts to improve access to higher education for students from educationally disadvantaged communities. Prior to joining the Coordinating Board, Dr. Paredes was director of creativity and culture at the Rockefeller Foundation, then vice president for programs at the Hispanic Scholarship Fund.

Dr. Paredes was appointed to the Education Commission of the States by Governor Rick Perry; he served as a trustee of The College Board and Mercy College of New York, and was a member of the Board of Directors of the Texas Cultural Trust. He was named one of Hispanic Business Magazine’s 100 Most Influential Hispanics and is the current chair of Big Brothers Big Sisters’ Nationwide Hispanic Advisory Council.

Dr. Paredes was born and raised in El Paso, Texas. After graduation from El Paso High School, he attended the University of Texas at Austin, receiving a B.A. in English. He served in the U.S. Army for two years, including a 14-month tour with the First Infantry Division in Vietnam. Mary Smith has been employed with the Texas Higher Education Coordinating Board since 1987 and now serves as Assistant Deputy Commissioner for Academic Planning and Policy. She is responsible for the administration and management of matters related to the Board’s higher education academic planning and policy functions, and she provides leadership on key projects, reports, and studies that cut across divisions of the agency. She has taught at The University of Texas at Austin, and she currently is an Adjunct Assistant Professor of Communication at St. Edward’s University in Austin.

TACCBO 2012 Annual MeetingJune 22, 2012

The meeting was called to order by President Keith Blundell at 11:16 a.m. on Friday June 22, 2012. Keith recognized the Central Texas College host committee and the president-elect, Duane McNaney for the phenomenal program. Sherry Pollett was recognized for her outstanding coordination of the conference and offered a two-night stay at the Horseshoe Bay Resort as a token of TACCBO’s appreciation of her efforts for a successful conference.

Motion to approve the minutes of the 2011 TACCBO Business Meeting as printed in the program was made by John Robertson and seconded by Daryl Stevens; motion carried.

The treasurer’s report was given by Gus Wessels, Chair of the Audit Committee responsible for reviewing the financial statements; Gus moved that the 2012 financial statements be approved. Jean McSpadden seconded the motion; motion carried.

Members of the resolutions committee, Tony Riley and Andra Cantrell, presented their resolution giving thanks to the officers, the host committee, the program sponsors and the exhibitors. Retiring members of TACCBO were recognized. Toney Riley moved to accept the resolution as read and Fred Scott seconded. Motion carried.

Keith Blundell reported on the site selection process and future locations for the upcoming TACCBO conferences.

2013 San Marcos (Embassy Suites) Victoria College June 11-14, 2013 2014 Galveston (Convention Center) College of the Mainland June 17-20, 2014

He stated that the next step is to set up a selection committee to pick hotels for a couple of years out. Choosing a particular hotel will be based on having a host college available to coordinate the event. The use of an event planner was also discussed.

Keith Blundell discussed the review of the By-Laws which need updating. The By-Laws committee composed of Daryl Stevens, Gene Gouch, and Rick Bender will report on the review at the next CFO meeting. Once By-Laws have been updated, they will be submitted to the membership for feedback and hopefully adopted at the next annual meeting.

The Nominating Committee, composed of past presidents Rick Bender, Cindy Gilliam and Steve Evans, thanked the host college, Central Texas College, and presented the following slate of officers for nomination:

There were no nominations from the floor; Daryle made the motion to approve the slate of officers as presented, seconded by Ken Lynn; motion carried.

Duane McNaney took the floor and presented a plaque to Keith Blundell for his outstanding service to TACCBO.

There was no old or new business to discuss. Keith Blundell requested feedback from the members on the website and reminded them that the website offers many tools for their ben-efit. Any suggestions to improve the website are welcome and should be forwarded to him.

John Robertson moved to adjourn the meeting, seconded by Ginger Wooster.
