TACCBO 2015 Annual Meeting June 19, 2015

The meeting was called to order by President Jean McSpadden at 11:20 a.m. on Friday, June 19, 2015. Jean recognized Tarrant County College District host committee and the President-Elect, Sarah Van Cleef for the excellent program. She also recognized and thanked business partner liaison John Robertson, conference contract administrator Duane McNaney and website and conference registration administrator Keith Blundell.

A motion to approve the minutes of the 2014 TACCBO Business Meeting, as printed in the program, was made by Shery Pollett and seconded by Patricia Claxton; motion carried.

The treasurer’s report was given by Diane Snyder, the TACCBO Treasurer. The Audit Committee comprised of Carol Hutson, Courtney Walker, and Claudia Miracle, moved to accept that the 2014 financial statements be approved. Since the recommendation came from committee, there was no need for a second motion; motion carried.

Members of the Resolutions Committee comprised of Audra Taylor, Lana Ritchey, and Keitha Carlton, presented the resolution giving thanks to the officers, the host committee, the program sponsors, and the exhibitors. The Resolution Committee moved to accept the resolution as read. Since the recommendation came from committee, there was no need for a second motion; motion carried.

The future locations for upcoming TAACBO Conferences were announced:

2016 - Horseshoe Bay at Marble Falls - hosted by Central Texas and Austin Community Colleges 2017 - Dallas - hosted by Dallas County Community College District 2018 - Hosted by Lone Star College – Location to be determined

The Nominating Committee, composed of past presidents Keith Blundell, Josette Shaughnessy, and Duane McNaney, presented the following slate of officers for nomination:

President: Sarah Van Cleef President-Elect: Diane Snyder Secretary: Steve Williams Treasurer: Lee Sloan

There were no nominations from the floor. The Nominating Committee moved to approve the slate of officers as presented. Since the recommendation came from committee, there was no need for a second motion; motion carried.

Sarah Van Cleef took the floor and presented a plaque to Jean McSpadden for her outstanding service to TACCBO as president for the 2014-15 year.

Under old business it was noted that the group of Neil Vickers, Gene Gooch, and Janie Neighbors did follow up on proposing guidelines for changes regarding TRS, ORP and ERS. Under new business a motion was made by Duane McNaney and seconded by Jean McSpadden that we issue an RFP for hiring an event planner to plan the 2018 conference; motion carried. Also under new business, it was discussed that TACCHRP had contacted TACCBO about the possibility of combining conferences with TACCBO. Jean McSpadden reported that at the TACCHRP conference they voted against this proposal. Sara again thanked John Robertson for the outstanding job he did with the business partners and also thanked Shelly Burch and the host committee

Andra Cantrell moved to adjourn the meeting at 11:43 a.m., seconded by Patricia Claxton; motion carried.

Barry Baughier Barry Baughier joined PFM in 2009 and is based in the Dallas, Texas office. Mr. Baughier has experience working with local governments throughout Texas, ranging from cities, counties, school districts, universities, colleges, and special districts. He assists his clients in identifying both short term and long-term investment options, while working with client portfolios ranging from $10 million to over $1 billion. Barry has helped structure client’s portfolios for bond proceeds investing, operating and reserve funds, and contractual obligations. He also assists clients with cash flow forecasting in order to add value to portfolio performance.

He has been a member of the Government Finance Officers’ Association of Texas (GFOAT), the Texas Association of School Business Officials (TASBO), and the Government Treasurers’ Organization of Texas (GTOT). He has taught PFIA training courses throughout the state with topics ranging from Cash Flow Forecasting to Investment Strategy Implementation.

Barry earned a bachelor and master of business administration degree from Texas A&M University-Commerce and holds Financial Industry Regulatory Authority (FINRA) Series 6 and 63 licenses.

WelcomeRichard M. Rhodes, Ph.D.President/CEO, Austin Community College

Since joining the Austin Community College District in September 2011, Dr. Rhodes has worked to improve pathways into higher education, strengthen awareness of the community college mission, and give students the tools to accomplish their educational, professional, and personal goals.

A native of Alamogordo, New Mexico, Dr. Rhodes received his Bachelor of Business Administration in Accounting and Master of Arts in Educational Management and Development from New Mexico State University. He earned his doctorate through the Community College Leadership Program at the University of Texas at Austin, receiving its Distinguished Graduate Award in 2001. His professional associations include the American Association of Community Colleges’ 21st Century Commission on the Future of Community Colleges; Board Member of the Texas Student Success Council; Board Member of the Texas Workforce Investment Council; and Past Chair of the Texas Association of Community Colleges. Dr. Rhodes also is a Board Member for the Texas Guaranteed Student Loan Corporation, the Carnegie Foundation, the Educational Testing Service National Community College Advisory Council, and a member of the STEM Higher Education Council.

Dr. Rhodes is active in the community, serving as Chair of the Board for American YouthWorks as well as serving on the boards of local Chambers of Commerce. He also is a member of the board of the Boy Scouts of America, Capitol Area Council; Austin Partners in Education; and the E3 Alliance.

Prior to joining ACC, Dr. Rhodes served as President of El Paso Community College for 10 years and as Vice President of Business Services at Salt Lake Community College in Salt Lake City, Utah, for seven years.

Dr. Rhodes is a Certified Public Accountant in Texas and New Mexico. He and his wife, Kate, have four children and six grandchildren. Dr. Rhodes enjoys reading, golf, hiking, and spending time with his family.

Rogelio E. Anasagasti, CPPO, M.Ed.Rogelio E. Anasagasti is the Executive Director for Procurement Operations at Houston Community College System, where the Procurement Department’s four divisions support 115,000 students annually. With a focus on continuous improvement, Mr. Anasagasti is a leader dedicated to opportunities for improvement and bridging gaps across the enterprise. Prior to joining HCC, he was the Procurement Director of Jackson Health System, an internationally recognized academic medical center affiliated with the University of Miami and Florida International University. Mr. Anasagasti has also held senior level positions in public procurement within several organizations including Miami-Dade County Procurement Management Department. Prior to moving to Texas, Diane was the Director of Library Services and a legal researcher for a large Seattle law firm. Thomas MorschTom Morsch is a Managing Director and co-head of PFM’s Public-Private Partnership (P3) practice, and has more than 30 years of infrastructure, project finance, and public-private transaction experience. His background includes advising the public sector across a number of asset classes on innovative project delivery and capital market solutions. In addition to his sell-side experience, he has experience as a buy-side advisor for investors and other participants in the P3 industry. Mr. Morsch brings a wealth of P3 advisory experience in the U.S. and internationally, as well as experience in structuring transactions for municipal and state governments, transportation entities, higher education institutions, and owners of utilities and energy facilities. William S. “Shack” Nail Director Governmental Relations, Employees Retirement System of Texas William S. “Shack” Nail is Director of Governmental Relations for ERS. He is responsible for establishing and maintaining the lines of communication between the agency and the Legislature, state officials, employee organizations, and associations. His duties include setting the strategic and operational goals and objectives of the Government Relations Division, which includes a legislative liaison and research and media relations staff. He also directs efforts as agency ombudsman on governmental matters and reports directly to the Executive Director.

Shack began his career in state government in 1972 in the Office of the Governor’s Criminal Justice Division. A year later, he was named an associate director for the Texas Center for the Judiciary, where he worked with the State Bar and was responsible for the center’s legislative program. Following that, Shack was appointed Executive Director of the Texas State Board of Dental Examiners. His duties included the oversight of licensing procedures and the development and implementation of agency rules.

Shack joined ERS in 1989 and served as General Counsel until promoted to Deputy Executive Director in 1997 to assist the Executive Director in all functions of the agency. He served as Acting Executive Director during the transition to the current administration in 2004 and assumed his current responsibilities as the Director of the newly formed Governmental Relations Division in July 2005.Prior to his service to the State of Texas, Shack was a Special Agent for the Federal Bureau of Investigation. He holds a Doctor of Jurisprudence degree from Baylor University Law School and a Bachelor of Business Administration degree from Baylor University.

Barbie PearsonBarbie Pearson has been with the Teacher Retirement System of Texas (TRS) since September of 1986. As Chief Benefit Officer for TRS, Ms. Pearson oversees the Benefit Services Division. She directs the administration and processing of TRS pension plan benefits including service and disability retirements, service credit purchase, beneficiary claims, and refunds for over 1.3 million members, beneficiaries, and annuitants. Jim PinkardJim grew up in Germany as part of a military family, migrated to Texas and graduated from UTSA. After working in university admissions, serving time in the military and moving to Austin, he has traipsed through the financial arena of various state agencies focusing on a myriad of policy issues. Currently, Jim works as a senior budget analyst for TRS and is one heck of a square dancer. Although if we’re being completely honest, that last claim is probably not true.

Jacob Pugh Jacob Pugh is the manager of the Legislative Budget Board’s Contracts Oversight Team, tasked with identifying and mitigating risk in the contracting process in Texas. In this role, he oversees the contract oversight fuction of the LBB, including managing the contracts database and providing outreach and training to state agencies regarding contract reporting, and providing policy recommendations on contracting matters.

He has a bachelor’s degree from Macalester College in Minnesota, a Law degree from the University of Minnesota and an MBA from the University of Texas. Prior to assuming his current duties, he spent 3 years at the Texas Military Department, and 12 years as an Active Duty Air Force Judge Advocate. He is currently an officer in the US Air Force Reserve, and holds certifications as a Certified Texas Contract Manager (CTCM) and Project Management Professional (PMP).

John W. Strybos, P.E., C.E.M.John Strybos is a registered Professional Engineer and a Certified Energy Manager with more than 30 years of experience in the design, construction and management of a wide range of innovative projects. Some of these projects include: $35,000,000 Public Private Partnership Tobin Lofts at San Antonio College, $450,000,000 District Wide Capital Improvement Program projects, LEED Certified Eco Centro Building at SAC, $20,000,000 utility efficiency projects including 3 thermal energy storage tanks, recycled water line, and solar panel installations, and $150,000,000 Maintenance Tax Notes funded renovation projects.

Mr. Strybos has made presentations on Facilities Operations and Construction Management to a variety of organizations including Society for College and University Planning (SCUP), Association of Physical Plant Administrators (APPA), IBM Pulse Conference, Texas College and University Facilities Professionals (TCUF), International Conference of Enhanced Building Operations (ICEBO), and Council of Educational Facilities Planners International (CEFPI). Mr. Strybos has received recognition from Clean Air Through Energy Efficiency (CATEE) for Outstanding Government Organization.

Anne H. TarskiMs. Tarski has been working as Vice President of Finance at Southwest Texas Junior College for six years and worked in the aircraft industry prior to that. She has a BA in accounting from The University of Texas (1980) and JD from the Law Center at The University of Houston (1983).

Harold Whitis, Ph.D.Dr. Harold Whitis is the District Director of Student Financial Aid at the Alamo Community College District in San Antonio, Texas. Sgt. Alex VillalobosSgt. Alex Villalobos is a member of the Command Staff at Texas State University Police Department and serves as the supervisor over the Criminal Investigations Division and the Mental Health Response Team. Sgt. Villalobos serves on a number of committees that involve Emergency Preparedness, workplace violence, crisis intervention, Behavioral Assessment Team, Title IX Collaboration Team, Texas State University System Chancellor’s Conceal Carry Taskforce, The Texas State System Title IX Taskforce, crime prevention and facility planning. I assist and work closely with the University Administration as it relates to VAWA Act (Violence Against Women Act), Clery Act, and Title IX issues. Sgt. Villalobos currently serves as the President of the Hispanic Policy Network, a Staff and Faculty Organization at Texas State University. Sgt. Villalobos received a Bachelor of Science in Criminal Justice and a Masters in Public Administration.
