To-day the committee of bookbinders appointed at the meeting of their society, presented an address to Supt. Clapp of the ( Government Printing Office concern ing hia intention to put a number of apprentices at ■work in the bindery at that establishment Mr. Clapp responds, denying the right of any private organization to dictate to the Covurnment Printing Office who shall be employed, and contends that in the race for \ life there should be no discrimination of race or color. The ground of the bookbinders is that the number of bookbinder* is already more than the demand, and by employing ap prentices their chances for employment will to that extent be lessened. The superintendent in his reply does not see things in tho light of the society, mean time the Douglass and apprentice questions in tbe composing rooms remain unsettled. Baris, July II. -The Council of Minis ters and the Brivy Council have held fre quent meetings at the summons of the Kraperor to deliberate upon the interpella tion for political reforms now pending in the Corps l>egislatif. it is said that ihe following programme has lieen agreed upon with the concurrence of the Emperor. The Senate will be immediately convoked, when parliamentary changes of a liberal character will be proposed hy the government. These reforms will probably include the extension ol the right aud facility of interpellation and the creation of a responsible ministry, the Emperor choosing ministers from the » orps Legislatif, with a view of arriving at the particular responsibility of each mem ber of his cabinet. Bagley the double scull race in 2l» minutes 37 seconds. Each were presented with a prize. Andrew Bowden, a drover of Albany, was killed Saturday moruing on a Boston railroad near Hinsdale. He had charge of some cattle for Brighton, and it is supposed he fell lietween the cars. A woman giving her name as Louisa Walsh was arrested in Albany Saturday with portions of the silver chalice stolen from St. M ary’s church in her possession. The woman says that she has two children in Brooklyn, that her husband deserted her, aud she is destitute. A committee of officers of the Seventh Regiment of New York is now at Saratoga springs, and have comple ed thc arrange ments for their excursion to Albany, Troy and Saratoga. The regiment will be re viewed by Gov. Hoffman, and will in augurate the new hall of the Union Hotel with a . rand ball given by thc citizms and visitors of Saratoga in honor of the regi ment on the 22d inst. Fully 12,000 people attended the camp meeting at Round Lake Sunday. The dis course by Bishop Simpson was one of his finest efforts. Services will be continued through the week. The Senate wiil be composed of thirty- one white Conservatives, eight white and four colored Radicals. Six trees in Jersey avenue, Jer sey City, were blown down, and a young man waa seriously injured by the falling of one of them. Marshal Packard, of New Orleans, yes terday, on an order from the United States Court, seized the books of Auguste Con- touric & Co., which will lie examined by experts for evidence of fraud relative to sugar importations. The Texas telegraph lines have been down for five days west of LaGr&nge and we can hear nothing from beyond. The societies from Bhiladelphia and New York arrived this eveuing and were met at the depot by the societies from Baltimore. Forming a procession the line of march was taken to Monument Square. The entire line of march was brilliant w ith Chinese lanterns and transparencies and made joyous by many bands of music. A salute of twenty- rive guns was tired from Federal Hill and there was a grand display of fireworks. Arriving at Monument Square the So cieties formed in front of the stand, when the German welcome song bj Stolze was sung hy the Societies of Baltimore. In answer to the statement published that great indigna tion was manifest among the banking firms of Wall street, because one or two of their number had anticipated his intention to purchase more bonds, Secretary Boutwell says that it must have been mere specula tion on the part of those persons, who so anticipated his intentions. He says not a living being other than himself knew of the fact that he would issue an order for the purchase of an additional number of bonds until he communicated it to the public himself. He remembered the charge made on a previous occasion of his intentions hav ing tieen known in Wall street before he made them public, and this time he took special care to trust no one and kept the m atter secret. From this it would seem that those persons who operated in the money market on the supposition that Mr. Boutwell would purchase more bonds did so at a risk, and were simply shrewder than their contemporaries. SOUTHERN ELECTIONS. The President has promptly supplemented the Virginia election by fixing the day for the elections in Mississippi and Texas, which were to-day appointed for the last Tuesday in November, to-w it: Nov. 30. This day was determined on so as to place the m atter beyond all interference by the cotton crop or other industries requiring the attention of the laboring population at particular sea sons and yet have the elections transpire before the meeting of Congress. The mod- of submitting the constitution in Mississippi was also determined, to-w it; the test oath and disfranchising clause to be submitted separately, as in Virginia, while the twelfth article which provided the manner and time of submitting the constitution having be came inoperative because of the rejection of the instrument at tin* last election, is left out altogether. The Texas constitution will be submitted as a whole, it being much more liberal in the matters generally termed “proscriptive'’ than either the Virginia or Mississippi constitutions. VIRGINIA. Gen. After consuming an hour or two in sooth ing the achings of sharp appetites, we knew by the noisy discharge of champagne corks that the hour for toasting, speech-making, and wining had arrived. Admiral Farra gut arose and began the call of sentiments. After “The Army and Navy” had been toasted, and “ Iffttle Phil” had made his speech, there were cries of ‘ ‘Blair ! Blair ! Frank Blair !” A NTUE-PREeIDENT POSTURING. All eyes of course were turned to the would-have-been-per-chance Vice Presi dent. They saw him sitting about three feet behind thc table in a free and easy position, his feet resting upon a chair, puffiing away furiously at a cigar. Around him were the Stetsons, Sheridan Shook, and three or four others. FRANK THOUGHT HIMSELF IN A VAUCrs. Not many seconds eiapsed after the call for Mr. Blair, when that gentleman slowly arose, advanced nervously, and staggered for something to support him. (The table in this instance answered the purpose.) After standing as if absorbed in deep thought, he closed his eyes and entered upon his harangue. He said that not one word had been spoken about those who were once and are our brothers. He would say one word for the | • >ple who had been our enemies. He knew that when he spoke of them before soldiers, he spoke to a magnanimous and generous court. That those against whom we contended, those whom we aspersed as rebels and traitors, and over whom we had triumphed, were a great aud generous people, and well worthy of our best steel. Turning to Admiral Farragut, who politely bowed acquiescence, Mr. Blair continued: “We have heard the praises of Farragut, Sheridan and others to-night. We w ill yet hear of Lee,” (pronounced in a louder tone and exulting manner.) “and of Stone wall Jackson.” The (General articulated the name of this distinguished rebel w th his voice pitched at its highest key. Hiss es, cries of “order,” “traitor,” “sit down,’ ••git down,” “put him out,” “shame.” Gen Blair was not discouraged, but said, in a haughty manner: “Does anybody dis sent? Is there auy dissent?” CHALLENGED ON THE SPoT. “ Yes, sir, there is. i do, sir. I do. My name is Major Robert A. Haggerty, sir.” [Sensation. 1 A pause followed, which was almost im mediately broken by cries of “don't hear him,” “shutup,” etc., etc. Gen. Blair—I do not ask to be heard. I do not beg for a hearing. 1 never have and never wilL After the wildest confusion and excite ment had lasted about ten minutes, Admir al Farragut, who had been doing his utmost to restore harmonv, finally secured atten tion, and good natnredly said that, as the meeting had asked Mr. Blair to speak, they ought to hear him patiently. There is an article in our by-laws which forbids any political discussion or harangue at any of our meetings. I cadi upon the Chair to enforce that rule. Admiral Farragut--Have you a copy? Let me see it. A copy was shown him. He read thc clause alluded to by Capt. Montgomery He then addressed Mr. Blair : “ Yes, M r Blair, I call you to order because our by taws do not permit any political speeches at any of our meetings. Intentionally or otherwise, you have introduced politics here.” Blair, with an idiotic chuckle, resumed his seat. THE FLIGHT OF THK FAIR. The pleasures of the eveuing were about being brought to an abrupt termination, when Admiral Bailey proposed an extra toast : The Union ladies of the United States.” At this 1 bethought me of the “ ladies of the Stetson House,” whom I had seen watching the proceedings through the open windows. 1 turned and looked. (Not one waa there. Why did they go ? Before leaving I went to where (General Blair was and 8poke to him. i had a good chap.ce to observe him closely and satisfy myself as to his condition. He was becoming conval escent, but with no prospect of altogether recovering until morning. In answer to an observation of mine, that his remarks startled and displeased the as semblage, he replied, “ Y’es, d— it, I knew I could fetch them, and I did it.” He winked very significantly as he concluded this sentence. Foi two hours after the banquet was over an excited multitude, grouped in the lob bies and corridors of the hotel, continued commenting very excitedly upon this in cident. They did not compliment M r. Blair. This morning the feeling against Mr. Blair was very bitter. The majority of the officers of the Army and Navy of the Gulf say that thty have been insulted. (From the New York Tribune. | The Australian Parliament has recently been engaged in a discussion from which our own Congress and Legislatures might copy a good example. A bill relating to the tenure* of certain public lands, and known as the Quieting of Titles bill, was sometime ago before that body; and to aid its passage, various interested parties sub scribed large sums of money, of the ulti mate purpose and expenditure of which they seem to have beeu strangely careless. It waa charged; however, that three members of Parliament, one of them, M r. C. E. Jones. having also a place in the Cabinet, had received money for their votes on this bill. Bending an investigation, M r. Jones re signed hia scat both in Parliament and in the Ministry, but to the former dignity his '»ustitueut8 triumphantly reelected him. The trial was fearless and thorough, and resulted iu the expulsion oi Mr. Jones and a Mr. Butters, ard thc acquittal of one or two others, while oue member of Barlia- ’ ment and two or three outside lobbyists were at our lateet dates still awaiting ex amination. Both the convicted members were men of talent and position, and one of them, at any rate, enjoyed an extensive personal popularity. Their fate, we pre sume, will do more to purify Australian politics thau reams of remonstrance and homily. DIED.
