BID METHOD: Sealed Bids UNIT OF MEASURE: MBF Scale/Tonnage Scale EXPIRATION DATE: June 15, 2017 ALLOCATION: Export Restricted PAYMENT SECURITY: To be determined by the State as described in Clause P-045.2 of the Purchaser’s Contract. BIDDING PROCEDURES: A separate sealed bid and envelope must be submitted for each log sort. Prospective

Purchasers may bid on any or all log sorts. On the day of sale the Purchaser must bring their bid deposit up to 10% of their total bid price. Complete bidding procedures and auction information may be obtained from the Olympic Region Office in Forks, WA. Phone number (360)374-2800.

TIMBER EXCISE TAX: Purchaser must pay the forest excise taxes associated with the log sorts delivered to them.

The tax rate for this sale is 4.2 %. Taxable Stumpage = Total Delivered Value – (Harvest Cost + Estimated Haul Cost + ARRF). For more information contact the Department of Revenue, Forest Tax Section at 1-800-548-8829.

Use the following rates for estimating taxable stumpage: Harvest Cost = $0.00 per MBF for sort 01, $0.00 per MBF for sorts 02, 03, 04, 05, 06, 07, 08, 09, 10 and 11 and $10.00 per Ton for sorts 12 and 13. Hauling Services Payment Rate per Ton = (Base Rate + Mileage Rate) x (Contractor's hauling bid factor) Base Rate = $2.35 per ton

Mileage Rate = (($0.16 x C miles) + ($0.11 x A miles)) x Fuel Index Factor

ARRF = $0.00 per MBF for sorts 12 and 13 and $26.75 per MBF for sorts 01, 02, 03, 04,

05, 06, 07, 08, 09, 10 and 11. Note: To calculate AARF rates per ton use the tons\mbf conversion factor in the table above.

CONFIRMATION: Each sort is subject to confirmation following auction. Sorts will not be confirmed until

at least 10 days after auction. Final contract award is contingent upon the State’s haul cost analysis. Actual haul route may vary and is subject to change at the State’s discretion.

SPECIAL REMARKS: The successful Purchaser(s) will be required to purchase logs from the sale area upon

delivery to their location specified in the bid submitted. Logs will be delivered to the Purchaser’s delivery location by the State’s contract harvester. Purchaser is responsible for weighing and scaling costs. All tonnage loads will be weighed and all mbf loads will be scaled at State approved locations. The State reserves the right to determine where logs are authorized to be scaled and weighed.

Purchaser shall complete pre-haul maintenance and construction on the RY-9501.1 by December 31, 2017. All construction and deactivation work on the 4+75 Spur, 5+89 Spur and 10+45 Spur must be completed before October 15, 2018. The three temporary fish pipes must be installed and removed between June 15 and October 15 and must be removed in the same hydraulic season they are installed. The RY-9000 Road may be closed during right of way harvest and haul for no more than 30 minutes at a time and must remain open overnight and on weekends. See Road Plan for details on bridgework on the RY-9500.

ACREAGE DETERMINATIONCRUISE METHOD: Sale acreage was 99% GPS'd and 1% photo traversed. Sale units were cruised using a

variable plot sample.

FEES: On day of sale, Purchaser must provide the DNR with a cashier's check made payable to Rayonier, in the amount of $108,955.15 for a Road Use Permit. $125,173.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in addition to the bid price.

Rock amounts used in accordance with the quantities on the ROCK LIST may be obtained from any commercial source at the Purchaser's expense. The hauling of forest products will not be permitted from November 1 to April 30, unless

authorized in writing by the State on the B-1045A and B-1430 from station 12+71 to 21+15.

Road construction and rock haul will not be permitted from October 1st through April

30th, unless authority to do so is granted in writing by the Contract Administrator. If permission is granted to operate from October 1st through April 30th, the Purchaser shall comply with a Winter Operating Plan to include further protection of water, soil, roads and other forest assets at the Purchaser’s expense. Preventive measures required in the Winter Operating Plan must be put in place prior to commencing any winter operations. The hauling of forest products will not be permitted from November 1 to April 30 unless authorized in writing by the Contract Administrator.

ACREAGE DETERMINATION CRUISE METHOD: Unit acreage was determined by traversing the boundaries by GPS. Right of way acreage

was determined by multiplying length times width. GPS data files are available upon request by emailing [email protected]. See cruise narrative for cruise method.

FEES: $143,385.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in

addition to the bid price.

Prior to removal of timber, the B-1490 road, from station 8+96 to 17+32, must be

decommissioned, see road plan clause 0-11 for further details. Blue painted trees within the timber sale boundary are from a previous harvest and do not

indicate anything. Construction on the B-1045A Road includes installation of geotextile fabric and chain-

HARVEST METHOD: Cable or tracked ground based equipment with tracked ground based equipment, with

non-tethered self-leveling equipment limited to sustained slopes 60 percent or less, cable-

ROADS: 0.80 stations of required reconstruction. 25.55 stations of optional construction. 6.60

stations of optional reconstruction. 243.72 stations of required pre-haul maintenance.

267.57 stations of required post-haul maintenance. 1.68 stations of abandonment, if

constructed. Cross section designs are available at the South Puget Sound Region office

upon request. Purchaser maintenance on the 5000, 5050, 5200, 5210, 5220, 5222, 5228,

Operation of road construction equipment will not be permitted from November 1st to

addition to the bid price.

SPECIAL REMARKS: Units #3 and #4, totaling 20 acres, are variable density thinning (VDT) units

implementing the Riparian Forest Restoration Strategy (RFRS) with take trees marked

with pink paint. Red painted trees within these units with a "S" or "D" are not to be cut

and must remain onsite.

A 120 inch by 80 foot culvert must be acquired and installed on the 5200 Road between

July 1 and September 30. Any trees cut within 25 feet of the stream at this location must

be left onsite. See Road Plan and FPA for details.

Purchaser shall cut all vine maple leaving a stump of 12" or less in the ground based and

cable harvest areas.

Hard Rock Pit. Development of existing rock source will involve clearing, stripping, drilling, shooting,

and processing rock to generate riprap, 3-inch-minus ballast and 2-inch-minus crushed surfacing rock.

An estimated total quantity of rock needed for this proposal: 142 cubic yards of riprap,

4,150 cubic yards of ballast rock and 3,680 cubic yards of surfacing rock. Road work and the hauling of rock will not be permitted from November 1 to March 31
