Test Security Goals

1. To provide secure assessments that result in valid and reliable scores

2. To adhere to high professional standards in all aspects of the assessment

3. To maintain consistency across all testing occasions and sites

4. To protect the investment of resources, time, and energy in the assessment

5. To protect student information and maintain confidentiality

Definitions for Test Security Incidents

Type Definition

LowImpropriety

An unusual circumstance that has a low impact on the individual or group of students who are testing and has a low risk of potentially affecting student performance on the test, test security, or test validity.

These circumstances can be corrected and contained at the local level. An impropriety should be reported to the District Test Coordinator (DTC) and School Test Coordinator (STC) immediately and entered in the Assessment Request System.

Definitions for Test Security Incidents

Type Definition

MediumIrregularity

An unusual circumstance that impacts an individual or group of students who are testing and may potentially affect student performance on the test, test security, or test validity.

These circumstances can be corrected and contained at the local level and submitted in the online appeals system for resolution. An irregularity should be reported to the DTC and STC immediately and entered in the Assessment Request System within 24 hours of the incident.

Definitions for Test Security Incidents

Type Definition

HighBreach

An event that poses a threat to the validity of the test. Examples may include such situations as a release of secure materials or a repeatable security/system risk.

These circumstances have external implications for the Consortium and may result in a Consortium decision to remove the test item(s) from the available secure bank. A breach incident must be reported immediately in the Assessment Request System and the Department of Education’s Office of Assessment should be contacted immediately.
