1.Reference recently conducted meeting of DSs, to address the issue of plagiarism among the students of SC&SC in their tutor assessed exercises. 2.As it is an evident fact that despite the professional commitments of course participants, these tutor assessed exercises are aimed to inculcate the culture of research based study about the subject, thereby enhancing their knowledge. On the contrary when the students produce the readymade answers from internet, the basic objective of these exercises is compromised. Also, when the students appear for the resident component, they lack the basic understanding and conceptual grip over the subject.3.All the participants of the meeting solemnly agreed that measures must be taken to eliminate this tendency among the student officers. After a thorough deliberation, and detailed discussion it was recommended that following steps may be taken in this regard to achieve the desired results:-

(a)Making the student officers aware of this menace right from the onset of tutor assessed exercise is imperative. Therefore, before its commencement all the students must be thoroughly instructed in written, not to indulge in plagiaristic activity. It should be implored upon them that any such activity by participants would not be tolerated in any form and also would make them liable for serious disciplinary action.

(b)If any participant of the course is found involved in the said activity in any written assignment, his particular assignment would be considered as fail. He will be given seven days time to redo that assignment.(c)Any participant who repeats the same act again, his all the assignments of that phase would be considered fail, along with that a written warning from CI Staff Wing would be given to him.(d)However, even after the above two disciplinary action if any participant repeats this act for the third time. He would be taken off from that course, along with that a letter of displeasure would be given to him from DCAS (T).4.It is envisaged that by ensuing these strict measures the trend of plagiarism will reduce to a great extent. In addition, due to the fear of penalties the students will make all possible efforts to put in real research. Hence fair sense of competition and originality of ideas will be seen in the tutor assessed exercises.

IntroductionX1.XXXFor operational requirements No 20 AS Sqn was tasked on 21st Dec, 2008 to deploy at PAF Base, Vehari.

2.XXXThe squadron deployed on 22ND Dec, 2008 with a compliment of six aircrafts. A contingent comprising of SEO and 57 airmen was dispatched along with the maintenance and support equipment on 22nd Dec, 2008 from PAF Rafiqui on C-130. Ground supervisor/Mobile officer flew from PAF Rafiqui by SAC on 22 Dec, 2008.XAim of the OperationX3.XXX The aim of deployment at PAF base Vehari was to provide air defense from a FOB against any hostile intrusion by our enemy Indian Air Force.XArea of the Operation

X4.XXX PAF base Vehari was tasked to guard the Arial boundaries from east of Okara till south of Bahawalpur . For your convenience a copy covering the area of operation is also attached.XInformation About Enemy ForcesX

5.XXX through our intelligence report after the horrifying attacks in Bombay IAF was planning a punitive strike against Pakistan. It was envisaged that the strike will comprise of Jaguars and the package would be escorted by high tech Su-30 aircraft. With the capability of air to air refueling and possession of AWACS aircraft the package can be flown from different bases and can join up at some RV point to execute the strike.Forces at the Disposal of CommanderX6.XXXTo perform the ADA duties No 20 AS squadron had six aircraft and contingent of eight pilots with 57 maintenance crew. The detailed list of personal as well as equipment is attached as appendices.XPlan of Operation

X7.XXXIn order to provide the radar cover No 485 CRC had deployed two low level radars, covering the required area from low level till all vertical limit. To be on one frequency through briefings were carried out between pilots and controllers in which all the modalities of game plan were well understood by all. XFlying Task

X8.XXXIn Flying task included ferry from Rafiqui to Mushaf for installation of AIM-9L live missiles and from Mushaf to Vehari. To execute the task efficiently thorough mission briefing including LOPs/SOPs of Mushaf and Vehari, was done before the ferry. Safe and efficient operations were observed both by air as well as ground crew.

10.XXXNo exercise was tasked for the period of deployment.

XSupport Facilities

11.XXXBarriers were not serviceable on the day of Ferry yet the aircraft were made to land with sufficient stagger. Due to delay in fuel sample analysis the ADA status could not be declared on till last light on 22nd Dec 2008. Requisite ATC facilities were available. R/T sets were available in both the mobiles. Crash facilities were available at the Base while rescue was provided by PAF Base Rafiqui.

12.XXXThe available manpower along with the support equipment was transported by SMT on specialized vehicles, and it was supplemented by subsequent additions.

XAdmin Support

X13.XXXFull admin support was provided by PAF Base, Vehari, including accommodation, messing for airmen and security. Other requisite facilities at the operating area were also provided by the base. SMTs of PAF Rafiqui were utilized for the move and duration of activation.

XADA / Flight Line

X14.XXXThe HOTLINE with sector was not fully serviceable at the time of taking over the ADA status but was later made serviceable. Furniture in the ADA hut was observed to be well maintained. The lighting, earthing and electric connections at flight lines were in working condition. However temporary telephone connections were provided at required locations.

XFlight Safety

X15.XXXThe base is adequately equipped to undertake operations of all kind from selected areas without any serious flight safety hazards. However, following points would enhance the safety of aircraft operation.

(a)FOD.Initial 1000 feet of both the runways are very rough and FOD prone due to eroded joint filling, and deteriorated slab condition. Parallel taxi track and links joining parallel and main runway were also not used due to FOD hazard. Regular FOD drills by the personnel and mechanical sweeper were conducted before and after the missions. Whole of the Charlie loop baring C-11 and 12 was also not used due to same reason.

(b)Bird Activity. Light bird activity was observed close to ground due to closely located cultivated fields on both sides. A sustained and dedicated bird shooting campaign would eradicate the problem to a large extent.

(c)Earthing Points. Earthing strips were missing for Pens located in the loop area, however they were made serviceable shortly.

(d)DMBs.DMBs are only available on to the Eastern side of the R/W. The parallel taxi track does not have the DMBs.

CONVENING AND CONDUCTING A CONFERENCEDefinitionX1.XXX Conference is termed as a meeting held for discussing some important issues to reach onto some conclusion. XConvening of a ConferenceX2.XXXThe department or branch which need to address an issue is solely responsible for calling a conference. To call for a conference the concerned branch or department will write a letter/minute which will include the time and location where they intend to hold the conference. It is important that all are the agenda for the conference is broadly listed in the same letter or minute.XPresiding OfficerX

3.XXXIn order to have control of the conference it is presided by a chairman whose responsibility is to have full control of the proceedings and making of final decisions after discussions. The chairman should be a strong character person with domination of firmness and equality. He should pay his best attention to all the members of conference and listen to all the views about points under discussion. Despite being polite the chairman should not allow few members to carry on small conferences with in a conference. President may change the sequence of points under discussion with an aim to solve the problems of minor nature and let the concerned members to leave the conference early.XRecording of Minutes of a Conference

4.XXXIn order to have a record of discussions and all the decisions which chairman has taken, a secretary is appointed who preferably should be from the concerned branch or department convening the conference. The job of secretary is to note down the meat of the matter and stay alert to the discussion. When the conference is over he should prepare the minutes and distribute them with in next 48 hours.XAgenda

5.XXXThe agenda of a meeting is the most delicate part that has to be given due importance as a pre-requisite. It must have a comprehensive heading along with time and place where the conference is desired to be held. Depending upon the nature of the conference the agenda can be brief or in detail. When required the agenda can be sent pre-hand in written form to all the departments concerned and request for their additional proposals can be acquired in draft form. Carefully chosen agenda is an essential ingredient for convening a successful conference.DUTIES OF SECRETARY OF A MEETINGIntroduction

1.The secretary of a meeting has a great importance as he is the person who produces the true record of a discussion which has been conducted at a conference. Furthermore during the conference or a meeting all the decisions are recorded by him. To avoid confusions he can ask for explications from the participants.Duties of a Secretary 2.Mainly the secretary of a meeting id responsible to record the minutes of a meeting in such a manner that if some body was not present in the meeting ,still if he goes through the points he should be able to understand the discussion. In order to record the minutes the secretary should take the help of a tape recorder or Dictaphone so that if he needs to go through some points later on he has all the speech available to him. Further it is very important that while noting down the minutes he does not write everything rather notes down the real meet of the matter and simultaneously keeps sufficient eye contact with the members of the meeting. After the meeting is over, within next 48 hours the secretary is supposed to prepare and tie up the minutes and then distribute them at required units. With an aim to have solid grip of the next meeting he should take keen interest to know what all is the progress on the decisions which chairman had taken in the previous meeting. If he observes any significant deviation from chairmans orders he should up rise the chairman well in time. DIFFERENCE BETWEEN A LOOSE MINUTE AND INFORMAL OFFICAL LETTER

An informal letter is the normal medium of official correspondence between units and formations of the PAF, whereas the loose minute is used for conducting internal correspondence within headquarters, bases and units. Usually the informal official letters are written in the third person form but incase the commander wants to sign the letter by himself then it will be written in first person. In such case the opening and closing paragraphs may be written in first person form. In an informal official letter the acknowledgements like (sir/dear sir) and flattering word like (your sincerely) are not used. In case the distribution list is very lengthy then those which are not covered by standard list may be written on the last page towards the left hand margin after the subscription block. Loose minute starts with the name of the originating formation in the middle followed by the address of the addressee in abbreviated form. Informal official letter starts with the reference number and address of the addressee is written in the top left hand side. In a loose minute the file reference number is written in the last with a prefix word of LM. ROUTINE ORDERThe routine orders play a vital role id daily day to day routine of organizations. They generally deal with discipline and general administration. The peace time and war time conditions bring no change in the format and lay out of a routine order. The routine order should be clear and to the point, leaving no room for ambiguities and assumptions. Any incompliance with the orders and threat of punishment is completely avoided in routine orders. For an easy reference these should be numbered successively throughout the year and to save economy their publication should be restricted to minimum number per week. The circulation of these orders within the base should be limited and reviewed from time to time. The paragraphs in a routine order are given an independent numbers. Each issue is given a reference number at the top left hand corner. The date is written in block capitals under the serial number in top right hand corner. The routine orders are signed either by base adjutant or assistant base adjutant with his name, rank and appointment below the signatures. To save the economy details for orderly and other duties may be published in a monthly, weekly or one day notice as an appendix to the issue. In addition, notices and non official items such as games, club meetings or sale items can be included in base routine orders however their place is after the signature block of issuing officer. These notices are numbered independently always starting from number one in each issue. 11
