The Commencement Speaker

CHARLES B. REED

In May, 1985, Dr. Charles B. Reed was named Chancellor by the Florida Board of Regents. He took off ice on August 1.

Dr. Reed previously served as Chief of Staff for Florida Governor Bob Graham. In this position, he was assigned the lead role in the internal ad­ministration and management of the Executive Office of the Governor. Dr. Reed served as Deputy Chief of Staff from October 1981, until October 1984. From October 1980, until October 1981, he was chief legislative advisor to the Governor.

In October 1979, Dr. Reed accepted the position of Education Policy Coordinator for the Governor, and served as his chief advisor on education mat­ters and as liaison with national and regional education organizations. Dr. Reed continued to act as chief liaison with the Southern Regional Education Board and the Education Commission

The University of North Florida

University of North Florida was authorized by the Florida Legislature in 1965 and, following in­tensive studies, created to meet the higher educa­tional needs of northeast Florida. The University opened its doors for classes in 1972, originally with programs at the junior, senior, and graduate levels. Freshman and sophomore programs were authorized in 1983 and implemented in Fall of 1984 with a charter freshman class of nearly 360.

One of the nine institutions of the State University system of Florida, UNF received its ac­creditation from the Southern Association of Col­leges and Schools in December 1974 at both the undergraduate and graduate levels simultaneous­ly. That accreditation action by the SACS was re­evaluated in 1979, resulting in reaccreditation for a ten year period.

The College of Business Administration has been accorded accreditation by the American Assembly of Collegiate Schools of Business at the undergraduate level, the first upper-level pro­gram to be so honored. The College recently was reaccredited at the undergraduate level and granted approval also at the Master's level by AACSB.

Within the College of Business Administra­tion, the Department of Transportation and Logistics was designated as one of the first five State University System "Programs of Distinc­tion," and later, as a "Center of Excellence," a direct result of the Florida Legislature's emphasis on programs to serve the needs of the state.

From 1971 to 1979, Dr. Reed was employed by the Florida Department of Education, serving for the last five years of that period as Director of the Office of Educational Planning, Budgeting, and Evaluation. Before coming to Florida, Dr. Reed was employed by the National Association of Col­leges for Teacher Education. Dr. Reed was an Assistant and an Associate Professor at The George Washington University in Washington, D.C., from 1963 to 1970, the institution where he received his bachelor's, master's, and doctorate degrees.

Dr. Reed is a native of Pennsylvania and is mar­ried to Catherine S. Reed. They have two children: Chip and Susan, who both attend Florida State University.

The Commencement Ceremony

The commencement ceremony as we know it today has its roots in the academic traditions and heritage passed on by European universities of the 14th century.

While the ceremony itself has been modified to conform with more modern times, the academic dress of faculty and graduates still car­ries the vestiges of medieval times.

The cut of the academic gown has ancient significance. Once the symbol of rank or class, it today represents tradition and achievement. The cap, now a flat "mortar board," once was soft, full and draped. The robes reflect the everyday dress of the Middle Ages.

Today's graduates and faculty fall into three categories as far as gowns are concerned. The bachelor's degree candidate or graduate wears a robe with long, open sleeves, but without a distinctive hood. The master's degree candidate or graduate wears a robe with long, closed sleeves, the sleeves being slit near the upper part of the arm to accommodate hand movement. This candidate wears an abbreviated hood lined in satin with the colors of the degree granting in­stitution and edged in velvet with a color which signifies the discipline in which the degree was earned.

Faculty members holding doctoral degrees wear robes with round, open sleeves, ornamented with black velvet. While doctoral robes normally are black, many have been specifically designed in various color schemes by the granting institu­tion or by the degree recipient. The doctoral hood is larger than the master's, but the color scheme is identical to that worn by the master's can­didate.

At the University of North Florida baccalau­reate degree candidates wear a modified gown, reflecting the University's colors, light blue and white. These colors also are carried on the master's hoods and are represented in the gowns worn by commencement marshals.

A 14th century writer observed that the University of Paris was the first institution to assign distinctive costumes and colors to its four faculties.

The University of North Florida's three col­leges now employ colors that were prescribed by the 1895 Intercollegiate Commission as repre­senting those d1sc1pl1nes and carried over to our modern day. The College of Arts and Sciences of­fering the Bachelor of Arts degee, is signified by a white cap tassel. The College of Business Ad­ministration, offering the Bachelor of Business Administration degree, uses a drab or light olive brown tassel. The College of Education, offering the Bachelor of Arts in Education degree uses the traditional light blue tassel. Three other UNF degree programs, Technology, (offering the Bachelor of Technology), and Nursing, (offering the Bachelor of Science in Nursing), and Com­puter and Information Sciences, (offering a Bachelor of Science), have orange, apricot and gold tassels, respectively.

Master's degree candidates wear black tassels, with the discipline color reflected on the candidates' hoods in velvet. Most doctoral holders wear gold tassels.

The Jacksonville Light Infantry Guard

The Jacksonville Light Infantry Color Guard was established by the University's Army ROTC detachment and is composed of ROTC cadets enrolled in that program. Formation of the color guard became a reality, after several years of planning and discussion, with the appropriation of funds for authentic uniforms and weapons by the UNF Student Government Association.

The color guard commemorates the Jackson­vi lie Light Infantry Company, formed in April 1857. During the Civil War, this company saw action as part of Confederate forces' Company "A", 3rd Florida Infantry. It fought in the battles of Chat­tanooga, Perryville during the Kentucky cam­paign, and, under the command of General Brax­ton Bragg, CSA, the battles of Murfreesborough, Ch1cka_mauga, M1ss1onary Ridge, the Mississippi campaign, and the battle of Atlanta against General Sherman. The JU was disestablished in April 1865.

The company was reactivated in 1880 to assist with the Mill Riot and, at that time established its distinctive uniforms. '

In 1898, the JLI volunteered for service during the Spanish-American War, but saw no action.

During World War I, the JU saw overseas ac­tion as a company of the 1st Separate Battalion against Imperial German forces. Mustered out in 1918, it was never reformed.

The JU color guard will represent UNF in a variety of community events and ceremonies.
