Keynote Address

Evan S. DobellePresident, University of Hawai‘i

Student Address

Joseph James Watts

Dr. Dobelle is the twelfth president of the ten-campus University of Hawai‘isystem. Previous to coming to Hawai‘i in 2001, Dr. Dobelle was president ofTrinity College in Hartford, Connecticut. He also served as president of CityCollege of San Francisco and Middlesex Community in Lowell, Massachusetts.

Known for his strong leadership and results-oriented style, Dr. Dobelle has adistinguished record in public service and public administration. A registeredIndependent, he was twice elected mayor of Pittsfield, Massachusetts and servedas the state’s Commissioner of Environmental Management and NaturalResources. He spearheaded numerous public-private partnerships aimed atpromoting economic development in California, Massachusetts and Connecticut.Under President Carter, Dr. Dobelle was appointed United States Chief ofProtocol for the White House and Assistant Secretary of State with the rank ofambassador.

A staunch advocate for liberal arts education, research and technology, Dr.Dobelle holds bachelor’s, master’s and doctoral degrees in education and publicpolicy from the University of Massachusetts at Amherst; he also holds a master’sdegree in public administration from Harvard University. He is a tenured fullprofessor at UH Mänoa in the Department of Urban and Regional Planning andlectures throughout the world in this discipline.

Mr. Watts graduates with a Certificate in Teacher Education in SecondaryEducation. He holds a Bachelor of Arts in Geography, having graduated fromUH Mänoa in Spring 1986.

A believer in giving back to the community, Mr. Watts was a volunteer at E. B.DeSilva Elementary School in Fall 2000. In August of 2001, he offered hisservices at two Hilo-sponsored conferences–the Society for Conservation BiologyConference at UH Hilo and Ka ‘Aha Hula ‘O Hälauola which was sponsored byHawai‘i Community College.

After graduation, Mr. Watts plans to teach on Hawai‘i Island. He is especiallyinterested in environmental education. “I want to help make this world a betterplace, and feel that education is one way to help.”

Mr. Watts was on the Dean’s List in Fall 2000; his current GPA is 3.86.
