S hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the

nitty-gritty. Before you venture out, here are some pointers:First, be clear about what you want and expect in a

new home and in your builder. Remember, the range of prices in the new-home

market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality

materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want.

Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options.

Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

We’re also betting you’ll be impressed by how new-home builders in Southwestern Ontario and elsewhere are responding to such challenges, by offering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise. Today’s buyers want variety – townhomes, semis, singles, freehold and condominium ownership – and developers are delivering in spades.

this growing city is close to one of the largest consumer and industrial markets in Canada.

Proximity to large industries and communities in Ham-ilton, the GTA and the U.S. borders, plus a strong and improving transportation infrastructure, are central to the prosperity that Burlington has enjoyed in recent years.

The city has a clear vision of its future. Core economic strengths focus on advanced manufacturing, software de-velopment, fi nancial services, biotechnology, environmental and logistics enterprises. Increasing diversity is one of the keys to future growth, as this would build resilience and sustainability to expand further beyond its traditional industrial markets.

For example, the city is expanding its partnerships with nearby post-secondary institutions, including McMaster University and Mohawk College, in emerging fi elds of technology, research and skills training.

In addition, Mayor Rick Goldring says the Burlington Economic Development Corp. is one of the city’s top priorities in 2013. City Council has endorsed aggressive growth targets and has formally asked BEDC to take a more direct and active role in the short- and long-term development and marketing of Burlington.

Already well positioned with extensive access to re-

gional, national and international transportation networks, the city is also the benefi ciary of recent investments in infrastructure to improve highways and mass transit, to facilitate business growth and community development.

The city has enjoyed substantial growth recently. By 2006, the population topped 160,000 and continues to grow; development is spreading north, with farmland north of Dundas St. (formerly Hwy. 5) increasingly giving way to suburban housing.

BEDC has a very clear and ambitious plan for the city. With a mission statement “To promote a healthy environment and prosperous community by facilitating opportunities for economic growth,” BEDC is positioning Burlington as a globally competitive community.

Currently in Burlington, a disparity exists between local jobs and the skill-set of residents, says BEDC. Residents have to commute outside the city to fi nd work, particularly in professional services. As a result, approximately 55 per cent of Burlington residents commute to jobs in Oakville, Mississauga and Toronto. In the manufacturing industry, the opposite occurs, as Burlington imports labour from outside the city.

BEDC’s strategy is to create the right job opportuni-ties for residents to live and work in the same community, improving their quality of life.

In 2012, Burlington City Council approved a BEDC

employment land strategy, with five districts that have the potential to increase the city’s non-residential tax levy revenues by two per cent per year. This should generate more than $600,000 or about 87,000 square metres of non-residential construction, annually.

All of this is important news for prospective new-home buyers looking to buy in and around Burlington. These plans mean more local job opportunities, which leads to employ-ment and average wage growth – key determining factors to support new housing and increasing real estate values.

Developers catering to this demand include: Bran-thaven Homes, with two- and three-storey luxury town-homes in downtown Burlington, released last fall; Tobyn Park Homes, which is building ParkCity, a condominium also in the downtown area; and Adi Development Group is building Mod’rn Condominium, in the heart of the city.

Residents can enjoy a variety of cultural and local at-tractions in Burlington, from the famous Royal Botanical Gardens to the Burlington Art Centre, home to the world’s largest collection of contemporary Canadian ceramics.

Parkland is abundant in Burlington, with 75 parks occupying 800 acres within the city Key among them is the Spencer Smith Park, a highlight in downtown old Burlington which has undergone significant redevelop-ment over the years to become one of the city’s central recreational centres along the waterfront.

ACCORDING TO A REPORT FROM BMO Economics, affordability is not a major problem for the median-income family seeking to buy a detached home in three-quarters of Canada’s housing market or a condo in Toronto, and should not become one even when rates normalize.

“Nationwide, mortgage payments on the average-priced house consume a moderate 28 per cent of household income – 23 per cent for people living outside Vancouver and Toronto,” says Sal Guatieri, senior economist, BMO Capital Markets. “This matches the long-run norm of 28 per cent, sug-gesting that rising income and falling mortgage rates have largely offset the deterioration in affordability caused by higher prices.”

However, Guatieri notes that the same cannot be said for Vancouver, Toronto and Victoria.

“A typical family striving to purchase a single-family house in Vancouver would have to spend four-� fths of their income on mortgage payments, which explains why they can only dream of

buying a detached house in Vancouver,” says Guatieri. “In Toronto, a hefty 43 per cent of median income is required to service a mortgage on an average single-family home, up from 40 per cent eight years ago.”

Guatieri adds these cities are vulnerable to a mate-rial correction if income or rates move adversely. He also stated that, while affordability may not be a big problem for most of the country, policymakers should remain vigilant. “Elevated valuations, combined with record household debts, could prove troublesome in the event of a recession or interest rate shock.”

However, Guatieri still expects that concerns over a national housing bubble should begin to de� ate. “If inter-est rates remain low, income continues to rise, and prices stabilize this year – as we anticipate – fears of a deep housing correction should recede.”

Sameh Elrefaei, head of mortgage products, BMO Bank of Montreal, cautioned that, while the report gives reason for potential buyers in most regions to be opti-mistic, Canadians should continue to make responsible home � nancing decisions.

“Recent data show that the best way to ensure long-term housing affordability is by locking into a longer-term � xed-rate mortgage with the lowest amortization period possible,” says Elrefaei. “For years now, BMO has been proactively promoting the bene� ts of choosing a shorter amortization and will continue to actively encourage Canadians to do so.”

AMID ALL THE RECENT TALK OF WEAKENINGmarket conditions, growing levels of household debt and economic uncertainty, comes some good news courtesy of RBC Economics Research. Canada’s housing affordabil-ity continued to improve in the fourth quarter of 2012, thanks primarily to small declines in mortgage rates and home prices, which together lightened the � nancial load on homeowners. This according to RBC’s latest Housing Trends and Affordability report, and following similarly positive results from the third quarter of last year.

However, there is also something of a cautionary note in RBC’s news.

“Exceptionally low interest rates have been the key factor keeping home affordability from reaching dangerous levels in recent years,” says Craig Wright, senior vice-president and chief economist, RBC.

“Residential property values are elevated in Canada and, for many households, ownership remains accessible only because of rock-bottom mortgage rates. It could be a dif-ferent story if interest rates were to move swiftly and sig-ni� cantly higher.”

The Bank of Canada again held its trend-setting bank rate at one per cent on March 6. RBC anticipates the BoC will leave the rate unchanged through 2013 and gradu-ally begin to increase it in early 2014. At the same time, the Canadian economy is ex-pected to be on stronger footing, offsetting any negative effects that might materialize in the housing market from a slow and steady rise in interest rates, says RBC.

The way RBC’s affordability measures work is, the higher the measure, the more dif� cult it is to afford a home. For example, an affordability measure of 50 per cent means that home ownership costs, includ-ing mortgage payments, utilities and prop-

erty taxes take up 50 per cent of a typical household’s pre-tax income. A decline in the measure represents an improvement in affordability.

For the Ontario market, it became a little easier to own a home during the fourth quarter of 2012. RBC’s measures inched lower by 0.1 and 0.3 percentage points for detached

bungalows and condominium apart-ments, respectively, while for two-storey homes rose marginally by 0.1 percentage points. Affordability for bungalows is at 42.9 per cent, for two-storeys 48.9 per cent and for condos 29 per cent.

Affordability improved even in Toronto, in two of the three categories

in the fourth quarter: 52.8 per cent for bungalows, down 0.4 per cent; and 33.1 per cent for standard condominiums, down 0.4 per cent. For standard two-storey homes, the measure rose 0.3 per cent to 62.2 per cent, meaning this category became slightly less affordable.

In Southwestern Ontario markets, affordability is even better, since home prices and overall mortgage carrying costs are generally considerably lower.
