Dear South Hamilton HAWK Community,The start of a new school year is always an exciting time - not only for students - but also for its many local families and the S. H. staff. Thus, it is with this re-newed spirit, I welcome all South Hamilton students, families, and staff back to our campuses. We are ready to continue the important work of our school’s mission – to provide “students a safe environment with high educational stan-dards in which students will have opportunity to acquire the knowl-edge and skills to be productive, responsible members of society.”

South Hamilton’s instructional staff will come again on Wednesday, August 19th to begin three days of professional development that targets new learning initiatives and fulfills state mandatory training requirements. The student body will again fill the South Hamilton hallways the following Monday, August 24th. I personally cannot wait until the masses return, for during the summer a school building can be a lonesome place to spend one’s working days. As an old adage implies, an educational facility without students and staff is no more than “a building with four walls…it is what occurs inside (the bricks and mortar) that makes it a school.” Thus, I will end this year’s welcome letter just as I ended my letter last year, by stating just how incredibly proud I am to be a part of the South Hamilton Community School District – a district, I believe is committed to working with the vested communities to ensure the local school district stays strong, while at the same time adapting and changing to meet the needs of our children’s future.

School Bond Referendum Facts - Ken Howard, Superintendent South Hamilton CSDEligible voters will be able to determine if a major building project is to be approved on September 8, 2015. To be eligible to vote, one must be at least 18 years old, registered to vote and live within the South Hamilton Coummunity School District. The voting station will be open from 7:00 a.m. to 8:00 p.m. at the South Hamilton Middle/High School Building. Absentee ballots are available on the Hamilton County Auditor’s web site or at the auditor’s office in Webster City.

The proposed project focuses on internal utility and environmental systems, public and educational areas identified as need-ing updates and/or expansion.

Information about the proposed building plan was presented at four public informational meetings held on 5/28, 6/23, 6/25 and 6/27 in each of the respective communities. More information about the proposed building project may be located on the South Hamilton web page, in any of the district’s offices and provided at an informational meeting to be held in mid-August.

The bond referendum must pass by a 60 percent majority. If passed, the bond will raise $9.9 million for the purpose of up-dating the middle/high school’s science rooms, media center/rotunda, locker rooms, electrical and HVAC systems, and both district building entrances to improve safety.

According to the district’s financial planners, the most common misconception regarding a bond election is the tax impact on property owners. Many property owners substitute the “market value” of property rather than the “assessed property tax value.” Another common mistake is not including property tax “rollbacks” on residential, commercial and agricultural assessed valuations. Consequently, residential property owners can easily overestimate their taxes 8 to 10 times the actual amount without using the assessed valuations and rollbacks.

More details on calculating property taxes has been placed on the district’s website and will be shared during the upcoming informational meeting to be held in mid-August.

7th GRADE & NEW STUDENT ORIENTATION Wednesday, August 19 6:30 p.m.

All seventh grade students and new students in grades 8-12 along with their parents are encouraged to attend an orientation meeting on Wednesday, August 19 at 6:30 p.m. in the auditorium at the middle/high school. Mr. Dryer (Principal) and Mrs. Gelder (Guidance Counselor) will facilitate the orientation with a powerpoint and some question & answer time. This orientation will touch on many of the things covered when the 6th graders visited the middle school last spring. The student handbook and computer usage policies will be discussed.

NEW ENROLLEES If your child is enrolling at South Hamilton for the first time, please provide an immunization record, proof of age, and a copy of a recent physical exam, if you have not already done so. If your child is transferring from another district this information should be in the child’s records.

BACK-TO-SCHOOL NIGHTThursday, August 20 5:00 p.m.

All students PrepK – 6 are invited to attend Back-To-School Night on Thursday, August 20, at 5:00 p.m. This will give students the opportunity to see their classroom and meet their teacher before school starts.

5th GRADE ORIENTATION Thursday, August 20 5:00 p.m. to 6:00 p.m.

All fifth grade students and their parents will have an orientation meeting in the elementary lunch room on Thursday, August 20, at 5:00 p.m.

HOME SCHOOL MEETINGSouth Hamilton CSD provides a Homeschool Assistance Program for families in the district that are homeschooling. There will be a meeting on Thursday, August 20th at 6:30 p.m. in the Elementary Library for parents that are planning to homeschool for the 2015-2016 school year. Mr. Howard and the HSAP teacher Joyce Matters will provide information and answer queastions about the program.Prior to this meeting, forms will be mailed to families that have notified the district their intent to homeschool. Please bring the completed forms to the meeting on August 20th. Please call the Superintendent’s Office at 515-827-5479 if you did not receive the forms and would like them before the meeting.Please call Joyce Matters at 515-292-3433 with any homeschool program questions that need to be answered before the August 20th meeting.

SCHOOL OPENS - MONDAY, AUGUST 24School begins on Monday, August 24th. School will be dismissed early the first two days for Professional Development for Teachers, with PrepK-6 grade students dismissing at 1:25 p.m. and 7-12 students dismissing at 1:30 p.m. Regular school start and dismissal times are 8:20 a.m. and 3:30 p.m. for grades 7-12; 8:25 a.m. and 3:25 p.m. for grades 5-6; and 8:30 a.m. and 3:25 p.m. for grades Preschool - 4.

4 YEAR-OLD PRESCHOOL

2015-2016 SCHOOL YEAR PRE-REGISTER IN ELEMENTARY OFFICE

South Hamilton Community School continues to run a 4 year-old preschool program for the 2015-16 school year. Students must be four by September 15, 2015 to qualify. If you are a resident of the South Hamilton School district and have a child you would like to enroll please contact the Elementary School at 515-827-5096.

Tuesday, September 8, 2015 is the first day of preschool.

BUS ROUTESBus route information will be mailed around August 18. If you have not received your route information by August 20th, please call the superintendent’s office at 515-827-5479. Routes will be very similar to last year. Official routes are mailed after registration so the last minute changes can be made if necessary.

LATE STARTOne Wednesday per month is a two-hour late start to allow teachers profesional development time as a group. Buses will run the same route only two hours later. Class times will be shortened to allow all classes to meet. September is the only month to have two late start Wednesdays: September 2nd and September 23rd.

SCHOOL DISMISSALS/NO SCHOOL ANNOUNCEMENTS

In case of early dismissals due to weather or other emergency reasons, announcements will be made on KQWC (1570 AM or 95.7 FM), WHO (1040 AM), KLYF (106.3 FM), KJYL (100.7 FM) and also WHO (Channel 13), KCCI (Channel 8), and WOI (Channel 5). It will also be posted on the South Hamilton website: www.s-hamilton.k12.ia.us and sent out via parent portal for all that have set up an account. This will also be the case for “no school” announcements.

SCHOOL ACTIVITY CALENDAR The school has printed a calendar for the school year. Please keep in mind that once the calendars are printed many changes will occur. The most up-to-date calendar can be found via the school web site at www.s-hamilton.k12.ia.us or directly at http:// www.heartofiowaconference.org. South Hamilton CSD will continue using the scheduling tool rSchool Today. This online tool allows all the schools to stay on top of, not just athletic events, but also other school events. This site provides the most accurate way to know what is happening and when at South Hamilton. This site will be used for ALL events not just athletics; speech, drama, FFA, meetings, etc. will be a part of this project. One of the many benefits of using an electronic calendar is that it will be more accurate than the paper calendar. Another benefit is that parents/guardians can subscribe to the events that they care to be informed of regarding any changes or updates. A subscriber can be notified of all changes via email or RSS reader. As a district and a conference we hope this is a benefit to our parents and community members. SCHOOL NEWSLETTER

School lunch prices will be $2.70 for 7-12 students and $2.55 for PrepK-6 students. Reduced-price lunch remains at 40-cents. Breakfast will be served at the elementary and middle/high school at a cost of $1.60 for 7-12 and $1.55 for PrepK–6. Reduced-price breakfast remains at 30-cents. The district uses the Infinicte Campus computerized meal system. Every student is assigned an account number within their family account to which money, in any amount*, may be deposited daily, weekly, monthly, or by the semester. (*NOTE: Accounts must begin the school year with a minimum of $10.) Students will be given written reminders when their family account shows a low balance. All meals and additional milk (except for elementary milk breaks) will be deducted from this account. All students, including free and reduced will be assigned an account number.

ELECTRONIC 1st Byte PROGRAMThe South Hamilton Community School District will again utilize 1st BYTE program offered through First State Bank, Webster City. This is an electronic meal program that automatically withdraws from the participant’s personal bank account and deposits into the family meal account. With 1st BYTE parents/guardians do not need to give the child money for school meals; the parent’s checking or savings account is automatically debited and the child’s school account receives an automatic deposit.

1st BYTE makes paying for school meals easy and hassle-free. To enroll, participants simply complete and return the authorization form provided by the South Hamilton Community School District. The participant’s checking or savings account is debited for the indicated amount on the authorization form. The program has three payment options: the 1st of the month; the 15th of the month; and twice a month on the 1st and 15th. Participant’s accounts are debited for the same amount each time unless otherwise notified.

Funds remaining in the family meal account at the end of the school year, with the exception of seniors, are carried forward into the new school year. No automatic withdrawals occur during June, July, and August.

Participants in 1st BYTE must enroll annually and will remain enrolled in the program the entire school year until South Hamilton Community School receives notification to cease transactions or there is a change in financial institution accounts. In the event the price of a meal ticket changes, participants will receive written notification.

1st BYTE is a convenient and practical way for parents to guarantee their children receive nutritional school meals. To participate in the South Hamilton Community School District’s 1st BYTE program complete the authorization form available at registration and return it with a void check to the Superintendent’s office. A NOTE FROM THE ELLSWORTH/JEWELL/STANHOPE

POLICE DEPARTMENTWith the school year soon to be underway, it means children will be walking to school, and to bus stops. I would like to ask all parents to take a few minutes to sit down and talk to your children about safety when it comes to walking to school. Children should be reminded to use the sidewalks when available to keep them off the street and out of harms way. If a sidewalk is not available, children and all pedestrians that are walking are required to walk against traffic. This allows them to see cars that might be approaching; it is not only the safest way to walk, but it is also the law.Parents are also reminded that children riding bikes to school are required to follow the same rules as cars. That means they must ride on the right side of the street if there is not a sidewalk available. They also must stop at all stop signs. Zig-zagging back and forth on the street is very dangerous. I would also, strongly recommend that your child wear a helmet to protect them if they would fall from their bike.With the sun low in the sky in the morning and drivers fighting glare on the windshields, it makes it very hard to see, especially if a child or bike darts out in front of them. Remind your child to be alert, look both ways when crossing an intersection, don’t assume that the car is going to see them and stop - making sure that it’s clear before crossing. Taking a few brief minutes to go over some of these rules will make it a safe school year for both children and parents.

AND DIRECTORY INFORMATIONParents of students under age 18 and students over age 18 may exercise the opportunity to review educational records of the student, to obtain copies of the records, to write a response to material in the record, to challenge the content of the record on grounds of inappropriateness, inaccuracy, or an invasion of privacy, and to have the records explained. The procedure to be followed in exercising any of the rights under school policies or rules may be obtained from the school principals, Scott Dryer and/or Paul Hemphill.

SCHOOL ACTIVITY CALENDAR The school has printed a calendar for the school year. Please keep in mind that once the calendars are printed many changes will occur. The most up-to-date calendar can be found via the school web site at www.s-hamilton.k12.ia.us or directly at http:// www.heartofiowaconference.org. South Hamilton CSD will continue using the scheduling tool rSchool Today. This online tool allows all the schools to stay on top of, not just athletic events, but also other school events. This site provides the most accurate way to know what is happening and when at South Hamilton. This site will be used for ALL events not just athletics; speech, drama, FFA, meetings, etc. will be a part of this project. One of the many benefits of using an electronic calendar is that it will be more accurate than the paper calendar. Another benefit is that parents/guardians can subscribe to the events that they care to be informed of regarding any changes or updates. HOMELESS STUDENTS AND FAMILIESMany people don’t think that there are any homeless families and students in a place like South Hamilton. However, by definition, it is not uncommon for South Hamilton to have students who are considered homeless. If you live in a shelter, motel, vehicle, or campground; on the street; in an abandoned building, trailer, or inadequate accommodations; or if you double up with friends or relatives because you cannot find or afford housing, you could be considered homeless. The definition is shown below.

“Homeless child or youth” is defined as a child or youth from the age of 3 years through 21 years who lacks a fixed, regular, and adequate nighttime residence and includes the following:

1. A child or youth who is sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason; is living in a motel, hotel, trailer park, or camping grounds due to the lack of alternative adequate accommodations; is living in an emergency or transitional shelter; is abandoned in a hospital; or is awaiting foster care placement;

2. A child or youth who has a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings;

3. A child or youth who is living in a car, park, public space, abandoned building, substandard housing, bus or train station, or similar setting; or

4. A migratory child or youth who qualifies as homeless because the child or youth is living in circumstances described in paragraphs “1” through “3” above.

In the South Hamilton District, homeless children are never school-less children. Anyone who meets the definition of homeless has certain rights and protections under the McKinney-Vento Homeless Education Assistance Act.

You have the right to:• Go to school, no matter where you live or how long you

have lived there. You must be given access to the same public education provided to other students.

• Continue in the school you attended before you became homeless or the school you last attended, if that is your choice and is feasible. The school districts liaison for homeless education must assist you, if needed and offer you the right to appeal a decision regarding your choice of school if it goes against your wishes.

• Receive transportation to the school you attended before you became homeless or the school you last attended, if you request such transportation.

• Attend a school and participate in school programs with students who are not homeless. Students cannot be separated from the regular school program because they are homeless.

• Enroll in school without giving a permanent address. Schools cannot require proof of residency that might prevent or delay school enrollment.

These rights transfer from the parents to a student who is 18 years old or an emancipated minor under State law. South Hamilton has developed and adopted policies, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected information surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. South Hamilton will directly notify parents of these policies at least annually at the start of each school year and after any substantive changes. South Hamilton will also directly notify, such as through U.S. Mail or email, parents of students who are scheduled to participate in the specific activities or surveys noted below and will provide and opportunity for the parent to opt his or her child out of participation of the specific activity or survey. South Hamilton will make this notification to parents at the beginning of the school year if the District has identified the specific or approximate dates of the activities or surveys at that time. For surveys and activities scheduled after the school year starts, parents will be provided reasonable notification of the planned activities and surveys listed below and be provided an opportunity to opt their child out of such activities and surveys. Parents will also be provided an opportunity to review any pertinent surveys. in whole or in part by ED. • Any non-emergency, invasive physical examination or

HUMAN GROWTH AND DEVELOPMENT The South Hamilton School District has adopted and has in place a comprehensive health curriculum. Units on Human Growth and Development (sex education) are a part of the curriculum. A detailed guide is available in the office of both principals showing what is being taught and when. Parents may examine this curriculum and the teaching materials. If parents find some topics objectionable, they may choose to remove their child/children from the class during the presentation and discussion of these topics. SPORTS PRACTICEPractice for high school football, volleyball and cross country begins on Monday, August 10. All students participating must have insurance and physical forms turned in prior to practice. Seventh and eighth grade students must also have insurance and physical forms turned in before they begin practice.

SPORTSMANSHIP

With the arrival of the fall sports season, I would like to remind South Hamilton fans of the importance of good sportsmanship at all athletic events. Let’s show respect for the officials and the opponent, maintain self-control, appreciate and understand the rules of the game, and keep athletics in proper perspective.

ATHLETIC PASSES

Athletic passes are available for students, parents and families for all 2015-16 home athletic events. A student athletic pass is $50, an adult pass is $100 and new this year, a family pass for $225. These passes will allow entry into all 2015-16 home athletic events. The passes are optional and will be available at registration. Please note that these passes are not valid for any district or state events.

ALLEGED ABUSE BY EMPLOYEESSouth Hamilton Schools have created a uniform procedure for reporting, investigating, and disposition of allegations of abuse of students directly resulting from the actions of school employees or their agents. ASBESTOS REPORT During the summer asbestos floor tiles were removed from the south hallway and art room in the middle/high school building. The elementary is free of asbestos with the exception of a very small amount of floor tile. The MS/HS building has asbestos in various areas which include floor tile, and pipe joint wrappings. All asbestos is monitored and maintained in safe conditions. A copy of the asbestos management plan is available in the school offices. Due to proposed facilities updates in the middle/high school facility the district has conducted an extensive review of each building area for any-and-all possible asbestos concerns. Federal Law: “Any person who violates section 841(a).. by distributing or manufacturing a controlled substance in or on, or within one thousand feet of, the real property comprising a public or private elementary, vocational, secondary school or a public or private college, junior college or university is punishable by a term of imprisonment or fine, or both up to twice that authorized by section 842(b)..and at least twice any term of supervised release authorized by section 841(b) of this title for a first offense.”

State Law: “.. a person who is eighteen years of age or older who.. distributes a substance to another person who is eighteen years or older in or on, or within one thousand feet of the real property comprising a public or private elementary or secondary school, or in or on the real property comprising a public park, may at the judge’s discretion, be sentenced up to an additional term of confinement of five years..(A person who) unlawfully distributes a substance to a person under eighteen years of age…shall serve a minimum term of confinement of five years. However, if the substance was distributed in or on, or within one thousand feet of, the real property comprising a public or private elementary or secondary school, or in or on the real property comprising a public park, the person shall serve a minimum confinement of ten years.

FOOTBALL GAMESYounger students at our home football games like to play football and “rough-it.” Parents should advise their youngsters that they are to watch the game and are not to rough-it behind the bleachers or on the north end of the field. The youngsters will be warned to stop and, upon a second warning, will be escorted from the athletic field. Students are asked not to bring footballs along to the games. If they decide to do so, they will be asked to give the football to an administrator, who may return it to them later. Your cooperation in this matter will be appreciated as we do not want someone seriously injured.

TO ALL SOUTH HAMILTON ATHLETIC PARENTS

It has always been the policy of the South Hamilton Athletic Department that every parent of an athlete is expected to work concessions at one home athletic event per year whether it is during volleyball, football, basketball, wrestling, baseball or softball. A sign-up sheet will be available at the first two home football games. After registration, individuals with a student in athletics will be assigned to work at one event; usually selecting an event their son or daughter is not involved in. It will be the parents responsibility to find a replacement if unable to work the scheduled event. At South Hamilton we are lucky to have individuals without student athletes willing to volunteer their time to work concessions. Health Information Sheets: These salmon-colored sheets are only for new students to the district, preschool, prep-k and kindergarten students OR to update any information previously given. If there is no change, you do not need to fill out a new sheet for your child. Food Allergies: If your child needs any modification in his/her meals due to an allergy to food intolerance, you must have a PHYSICIAN fill out a form (available at registration) for food service to provide a special lunch. Snacks should be addressed with your child’s teacher and the nurse. Lunch: If your child brings a cold lunch to school, we do not allow soda pop as part of lunch. They are welcome to take milk available at school with their cold lunch or bring something appropriate. The “no-pop-at-lunch” rule applies to visitors as well. Thanks!

Health Screenings: K-4 heights and weights will be charted shortly after school begins, followed by vision checks. Fifth and sixth grade height/weight/vision checks will be sometime second semester. Hearing screens are usually done sometime during the year by the AEA for specific groups. You may request screenings at any time if you suspect a problem. As always, you will be notified only if any results need further attention. I usually send a form home, so please remember to check those school bags!
