The South Hamilton Community School District staff, students, and stakeholders understand that selecting a school district for your child to attend is impacted by many factors. The most apparent be-ing the variety of educational prospects and the quality of instruction he or she will receive while attending a given school. We believe South Hamilton is a “SMALL SCHOOL DISTRICT THAT OF-FERS BIG OPPORTUNITIES” within and outside the classrooms.

We understand the process of Open Enrollment should be one in which all families considering South Hamilton schools feel wel-comed, valued, and receive the information they need to make the right decision for their children. By considering and se-lecting the South Hamilton schools, you are providing “US” the chance to help bring learning to life for your child. This is a gift we hold dear, as we realize the significance of having a child feel connected and inspired throughout her or his education.

We thank you for your consideration and encourage you to learn more about the South Hamilton Community Schools by looking over the district’s website, scheduling a visit to tour our facilities, and by re-viewing the following information pertaining to Open Enrollment in the South Hamilton School District.

***All Open Enrollment Applications are due to the student’s resi-dent district and receiving district by March 1 for students in grades 1st -12th and September 1 for students entering Kindergarten. If you have questions please call the district offices at 515-827-5479.

Points To Remember Regarding Open EnrollmentStudents that open enroll in grades 9 through 12, shall not be eligible to participate in varsity contests and competitions during the first 90 school days of transfer.

Parents are responsible for transporting children that are open enrolled to another district. If a child open enrolls to a district that is contiguous (borders) to the home district, and the parents’ income meets economic eligibility requirements, the family may receive a stipend for transportation or be provided transportation by the resident district. Parents may apply for transportation as-sistance by indicating so on the open enrollment application and attaching verification of income with the resident district. Parents should be reminded that the district must be notified if the family income changes by $50 or more per month.

If a parent/guardian qualifies for school transportation assistance, the resident district has the authority to determine how the transportation assistance will be provided. The type of transportation assistance is not a parent/guardian choice. The resident district may meet its statutory obligation in one of three ways:

1) The resident district may provide transportation for the pupil(s) to a stop on the bus line of the receiving district.

2) The resident district may allow the receiving district to enter the resident district to pick up the pupil(s) if the receiving district requests this arrangement. If either the sending or receiving district does not approve the arrangement, the resident district is still obligated to provide transportation assistance.

3) The resident district may provide a parent / guardian with a cash reimbursement at $495 per child per year for up to four children per family. The maximum number of children can include only one secondary child and up to three elementary children.

FYI…a number of families that choose to open enroll their children into the South Hamilton CSD from area districts have se-lected to use the “busing services” provided by the MIDAS DART TRANSPORTATION SYSTEM services to assist with their transportation needs. If one desires more information we encourage you to call: 1-800-BUS-RIDE.

6TH GRADE PARTICIPATES IN JA BIZTOWN

The sixth graders participated in an exciting Junior Achievement program called JA BizTown. JA Biz- Town encompassed important elements of community and economy, work readiness, financial literacy, and business management. As part of the program, they spent the day at the JA BizTown site in Des Moines on January 27th. This on-site visit provided students with an opportunity to apply what they have learned in a re-alistic setting. Each student assumed a job, produced and/or sold products, received a paycheck, worked on a business team, repaid business loans, shopped, and managed a personal bank account. Throughout the program, students were encouraged to use critical thinking skills to learn about key economic concepts as they explored and enhanced their under- standing of free enterprise. Thank you to Mr. Klemp and the Parent Volunteers for making this learning experience a huge success!!!

Monthly Tips for Parents. . . . . . .Taken from : Iowa Reading Research Center

Fluency: What is it? Why is it important?

If someone is fluent in speaking another language or in playing an instrument, there’s a smooth, graceful and easy quality to it. The same is true with reading skills. Reading fluency is a child’s ability to read a book or other text correctly, quickly, and with expression. A fluent reader doesn’t have to stop and “decode” each word. Rather, most of the words can be read automatically. This means the reader can focus his attention on what the story or text means. For that reason, fluency is critically important — it is the bridge between decoding words and understand-ing what has been read.

How can we foster reading fluency?Parents can help their child develop reading fluency through a few simple and fun activities.

Paired or “Buddy” Reading

The easiest and best way to help your child develop fluency is to sit with your child and read! Read together every day, which is often called paired or buddy reading. To use paired reading, simply take turns reading aloud. You go first, as your reading provides a model of what good fluent reading sounds like. Then, ask your child to re-read the same page you just read. You’ll notice that your child’s reading will start to sound more and more like yours. Do this for several pages. Once your child is comfortable enough, and familiar enough with the book, take turns reading page for page.

Reread Favorite Books

Another way parents can help develop fluency is to build a tall stack of books that your child can read quickly and easily. Encourage your child to reread favorite books over and over again. With each reading, you may notice your child reading a bit easier, a bit faster, and with a bit more confidence and expression.

Record It

Another fun way to practice reading and build fluency is to have your child create her own audio books. This can be done simply with a tape recorder or audio recording feature or app (like Audioboo) on your phone. Or, use something more sophisticated like StoryKit, where a user can create an electronic storybook and record audio to accompany it. Regardless of the method you choose, your child will be practicing what they want to record and that reading practice is critical. Sharing your audio recordings with family and friends is a great motivator too!

These activities are easy and require very few materials. Doing these activities with your child will help build fluency — a skill that will last a lifetime.

AOpen Enrollment Application

Definitions/Directions

The deadline for filing an open enrollment application for the 2017-2018 school year is March 1, 2017 for grades 1-12 and September 1, 2017 for kindergarten student. Open Enrollment applications must be submitted to the resident AND to the receiving districts. Students that open enroll in Grades 9-12, shall not be eligible to participate in varsity contests and competitions during the first ninety (90) school days of transfer. Please contact the Iowa Girls High School Athletic Union at (515) 288-9741 or the Iowa High School Athletic Association at (515) 432-2011 for questions regarding eligibility. The following guidelines are applicable to the 2017-2018 Open Enrollment Application. Continuation – Students in a family moving from District A to District B after March 1st qualify for

open enrollment and are not subject to provisions of a diversity plan or eligibility for extra-curricular activities.

Diversity Plan and Sibling Preference-The following districts have a diversity plan on file with the Department of Education: Davenport, Des Moines, Postville, Waterloo, and West Liberty.

If an applicant lives in one of the districts with a diversity plan and has a sibling open enrolled to another district, the applicant qualifies for “sibling preference”: the student is given preference to open enroll, but does not automatically qualify for approval. The name(s) of the sibling (s) and the district to which they are open enrolled is needed to verify enrollment.

Home School (Private Instruction) students may open enroll. The deadline for applications is March 1. Dual enrollment for academics, extra-curricular, and Home School Assistance Programs are available to students open enrolling from one district to another. Students may open enroll for home school without dual enrollment.

Filing after March 1st. In order to qualify for open enrollment after the March 1 deadline, the applicant must meet one of the conditions specified in # 18 on the application.

I. Good Cause

A. A change in resident district is required for the first five circumstances. B. A foreign exchange student qualifies for open enrollment. C. If a district has negotiated with another district to whole grade share or to reorganize and the

negotiations fail after March 1, students from the affected grades qualify for open enrollment. D. If a school accreditation is revoked or surrendered or if a school is closed after March 1,

students enrolled in the school qualify for open enrollment. This does not apply to the closing of a building within a district.

II. Pervasive Harassment The resident district determines if the applicant qualifies under the criteria of pervasive harassment. The following guidelines are used to determine if an applicant qualifies under the "good cause" provision. A parent or guardian who files an application for open enrollment after the

March 1 deadline and alleges repeated acts of harassment is entitled to a hearing before the resident school board to try to prove that the application should be granted.

1. The harassment must have occurred after March 1 or the student or parent is able to

demonstrate that the extent of the harassment could not have been known until after March 1.

2. The harassment must be specific electronic, written, verbal, or physical acts or conduct toward the student which created an objectively hostile school environment that meets one or more of the following conditions: a. Places the student in reasonable fear of harm to the student's person or property. b. Has a substantially detrimental effect on the student's physical or mental health. c. Has the effect of substantially interfering with a student's academic performance. d. Has the effect of substantially interfering with the student's ability to participate in or to

benefit from the services, activities, or privileges provided by a school. 3. The evidence must show that the harassment is likely to continue despite the efforts of

school officials to resolve the situation. 4. Changing the student’s school district will alleviate the situation. In re Hannah T., 25 D.o.E.

App. Dec. 26 (2007). III. Severe Health Need - An applicant may qualify under the severe health need provision if one of the following exists. An official in the resident district determines if the applicant qualifies under the criteria of severe health need:

1. The serious health condition of the child is one that has been diagnosed by an appropriate health care provider, and the diagnosis has been provided to the district of residence.

2. The serious health condition is neither short-term nor temporary. 3. The district has been provided with the specifics of the child’s health needs caused by the

serious health condition and knows, or should know, what specific steps its staff must take to meet the child’s needs.

4. School officials, upon notification of the serious health condition and the steps to be taken to meet the child’s needs must have failed to implement such steps or, despite the district’s efforts, its implementation of the steps was unsuccessful.

5. A reasonable person could not have known before March 1 that the district could not, or would not, adequately address the child’s health needs.

6. It can be reasonably anticipated that a change in the child’s school district will improve the situation.

Transportation assistance Parents are responsible for transporting children open enrolled to another district. This applies to all students, including those with an IEP. As a general rule, if the need for transportation as a related service is stated in the IEP, the parent is responsible for this obligation under open enrollment. If a child open enrolls to a district that is contiguous (borders) to the home district, and the parents’ income meets economic eligibility requirements, the family may receive a stipend for transportation or be provided transportation by the district. The stipend for 2015-2016 was $487 annually per student up to three (3) elementary and one (1) secondary (Grades 9-12) student. Income verification must be provided to the resident district.
