Rashid Al Kuwari was previously General Counsel at Qatari Diar and Qatar Rail. His experience covers all areas of Construction, Hotels, Arbitration & Litigation, Transactions, Real Estate, Corporate as well as Project Finance. He has been instrumental in drafting and negotiating agreements for some of the most sophisticated transactions in Qatar.

Mr. Al Kuwari has substantial experience working in the Middle East and in Qatar in particular. Some projects from his practice experience include:

Acquisition of Barwa assets worth QAR 7 billion; Advising on international real estate transactions, finance and acquisitions; Establishing policies and procedures for the Qatari Diar board and corporate organisation; Advising on the assignment of bidders for the main contracts with value of USD 23 billion.

Mr. Al Kuwari has also drafted contracts and agreements relating to Qatari Diar’s transaction to payout DBi (Deutsch Bahn International); Qatar Railways framework regulation; Railway law for land acquisition & tunneling; and the main contract for metro-FIDIC.

He also designed the legal panel services for Qatar Rail and worked with Qatari Diar on global deals relating to the Chelsea Barracks transaction.

Abdelraouf Elbekei was appointed Judge in the State of Qatar in 1982. He received a Bachelor of Commerce Degree from the University of Ain-Shams, and a Law Degree from the University of Cairo.

For almost 30 years in Qatar, Mr. Elbekei occupied many judicial positions including Judge in the Appeal Court and Vice-President of the Appeal Court. He also served as judge in the Supreme Court for ten years. He has been a member of the Permanent Committee responsible for legislative affairs in Qatar since 2011.

In addition, Mr. Elbekei has experience in the private sector where he was the Legal Counsellor of a private group of firms (Almana Company) for four years. He has cognate experience in international arbitration and from 1994 – 1997 has held positions that vary from defense lawyer to arbitrator.

Over a distinguished career that spans four decades, Mr. Elbekei has worked at almost every level of the judicial system, and has participated in establishing new legislation. He was a lecturer at Qatar Institute for Judicial and Legal Studies (Ministry Of Justice) from its incorporation until 2014. He is a certified arbitrator at CRCICA (Cairo Regional Centre For international Commercial Arbitration).

Harith Al Kutubi is a Civil and Construction Engineer with a Master in Business (MBA) and Projects Administration and (LLM), Master of Law - International Commercial and Contracts Law (UK) with recognized international occupational records in Europe and the Middle East, including the State of Qatar since 2005.

He has an impressive blend of professional qualifications and executive careers, with experience that extends over 2 decades in Government, Semi Government, Investment Banks and Private Entities. He has also been responsible for mega infrastructure, construction and development projects with a focus on the importance of contractual qualities, projects delivery controls and costing elements within the following diversified fields and industries:

The structuring and negotiations of complex international construction contracts including EPC, PC, BOT and other project modalities. Advising on utilities (Off-Take) agreements (PWPA) and associated undertakings; Advising on master developments and investment structured agreements with the related transactions and guarantees; PPMs, SPAs and DAs. Mr. Al Kutubi is an expert in construction and engineering governing conditions, FIDIC, NEC with relevant particulars and/or the Local GCC in the Gulf States, including claims & dispute resolutions.

He also has experience advising and representing clients at dispute resolution boards, e.g. Experts Panels, DAB, Arbitration or Settlement Covenants. He is an expert in complex claims analyses and projects, contractual and commercial close-outs.

Hamzeh Abdel Hady has been in the practice of commercial and corporate law since 1999.

He has a very diverse practice and has worked with a highly reputable law firm in Doha, Qatar. He deals with commercial and corporate law transactions, provides counsel in relation to M&A transactions, legal and regulatory framework and assistance in procurement of permits and exemptions for the establishment of businesses in all sectors. He has advised extensively in relation to Securities Market listings, IPOs, private placements, labour and employment matters and intellectual and industrial property rights as well as regulatory matters relating to corporate governance; and compliance with the Qatari Labour Law & Tax issues.

Mr. Abdel Hady was the General Counsel of Qatar Media Services Group, with the overall responsibility for managing legal affairs for the group and reporting directly to the group Chief Executive Officer. His responsibilities include drafting and advising on contracts; carrying out regulatory compliance and corporate restructuring exercises; advising on and forming legal strategy and on various transactions, acquisitions, mergers and joint ventures being undertaken by the company; and advising on and undertaking dispute resolution exercises including arbitrations, court proceedings and the like.

He has held the following other positions within the Qatar Media Services Group: Company Secretary Member of the Board of Directors for a number of overseas companies under the Group Member of several committees of the group including Steering Committee, Tender Committee as well as member of the Executive Committee of Gulf Film Group

He has an LLB degree from University of Applied Sciences in Jordan and he is a member of the Jordanian Bar Association. Mr. Abdel Hady is currently studying LLM at the University of London.

Advising on the contracting strategies of major multibillion projects in the State of Qatar e.g.-(KAHRAMAA), distribution and transmission network expansion “EPC” Contracts - (Phases 6,7 and 8) as well as the PWPA on the “BOT” power generation and water desalination agreements e.g. (RLA-Mesaieed Project/A, Ras Girtas, RAF A1 and the Gulf States.

Development and implementation of new economical and EPC contracts strategy models by adaptation of balanced commercial protocols and market references such as currency adjustment index & copper pricing adjustment formula in accordance with LME (London Metal Exxchange) market.

Advising a Japanese trading house in relation to acquisition of interest in a newly established venture for LNG production;

Advising in relation to the corporate restructuring of a GCC-wide private commercial bank;

Advising and assisting on the restructuring of three groups of companies compris of more than 20 subsidiaries involved in numerous activities such as contracting and trading.

Conducting a number of legal due diligence exercises for acquisition purposes for companies involved in the services and trading industries.

Handling the settlement and the negotiation of the outstanding payments for 200 contracts and engagement letters for the amount of US$ 250 million and investigating the deliverables including terminating the engagement without payment, reducing the fee or renegotiating the scope.

Managing rebranding transaction for a group of companies in 13 countries in Europe, Far East and the Middle East including TM registration.
