A curious character who keeps flit-ting in and out of Carmel history is MARYAUSTIN. Well, perhaps “flit” is not quitethe right verb for her activities, because sheis described as a “dumpy little woman”who walked the beaches and let her longbrown hair dangle to her shoulders.Instinctively we don’t like her much, but weadmire her independence and her success incompeting with the macho men fronted byGeorge Sterling and Jack London. In a time(1900-1915) when women were supposedto be seen and not heard, she was a worthysuccessor to Eve, Cleopatra, QueenVictoria, Carrie Chapman Catt, FlorenceNightingale and Carrie Nation. And possi-bly an inspiration to Gloria Steinem,Eleanor Roosevelt and Jane Fonda. Shecame to Carmel in 1905, already the authorof a successful book, The Land of LittleRain. In Carmel, she finished her firstnovel, Isidro, polishing its phrases in a treehouse behind her home, which she called a“wick-i-up.” She battled Sterling andLondon on even terms, hit home runs in theAbalone league, and wrote 35 verses for“The Abalone Song.” Late in 1907, afterless than 2 intense years in Carmel, shebecame convinced that she was terminallyill and moved to Italy to die. That didn’tcome off. She recovered and drifted back toCarmel through England and New York,arriving in 1913, She was always a stormcenter and departed finally in 1924 to SantaFe where she ended her days.

WHEREAS, staff recommendsrevising Municipal Code Section3.32.060 to allow for bi-monthly col-lection of transient occupancy tax toimprove the City’s cash flow and fortimelier reporting of hostelry data.

Each operator shall, on or beforethe last day of the month followingthe close of every other month (bi-monthly), or at the close of anyshorter reporting period which maybe established by the CityAdministrator make a return to theCity of Carmel-by-the-Sea on formsprovided by the Department ofAdministrative Services of the totalrents charged and received and theamount of tax owed to the City fortransient occupancies. At the timethe return is filed, the full amount oftax owed to the City shall be remittedto the Department of AdministrativeServices. The City Administrator mayestablish shorter reporting periodsfor any certificate holder if s/hedeems it necessary in order to insurecollection of the tax and s/he mayrequire further information in thereturn. Returns and payments aredue immediately upon cessation ofbusiness for any reason. All taxesowed to the City by operators pur-suant to this chapter shall be held intrust for the account of the City untilpayment thereof is made to theDepartment of AdministrativeServices.

Upon arrival,found a cleaning crew that had pressure washed the alarm panel.Alarm silenced, and then reset itself. Cleaning crew advised notto get alarm panel wet. FireComm notified the alarm company.

Carmel-by-the-Sea: Person reported two subjects fol-lowed him from Pacific Grove and contacted him at Doloresand Fifth Avenue offering to fix damage to his vehicle from aprevious accident. Subjects stated they worked for a wellknown dealership in Seaside and began working on the vehi-

cle with the reporting party’s consent. After a while, RPcame back and was told the damage was fixed and theywanted $2,000. The RP stated he didn’t have the money sothe subjects told him they would follow him to the bank. TheRP felt this was a scam and told the subjects he wasn’t pay-ing and was calling the police. The damage was not fixed.The RP was told not to give the money until the job was doneto his satisfaction and told it was a civil issue. Informationonly.

Carmel-by-the-Sea: Fire engine and ambulance were dis-patched to a water leak at San Antonio and Ocean. Upon arrival,found a house with water bubbling up from the area where waterservice enters the house. Water valve shut off to house, mitigat-ing the leak. Carmel P.D. contacted responsible to meet them at

the house.Carmel-by-the-Sea: Fire engine and ambulance were dis-

patched to a medical on Carmelo Street. Upon arrival, found afemale in her 50s complaining of chest pain. Patient evaluated,treated and transported to CHOMP.

Carmel area: Victim reported someone made several fraud-ulent charges on her account.

Pebble Beach: Resident reported her husband left the houseafter they had an argument.

requesting assistance stated that her laundry was stolen. Whenasked how she got in to do the laundry, she had no response. Noother residents seemed to be home at the time due to the lack oflighting in the units.

Carmel Valley: Dispatched to second-party report of possi-ble domestic between adult son and father. Nobody found athome and no sign of a crime. Case closed.

FRIDAY, NOVEMBER 30

Carmel-by-the-Sea: A citizen came into the station to reporta loose dog found on Junipero and Ridgewood. He described thedog as a yellow Labrador, very friendly with no collar. He stat-ed the dog was in his vehicle but he had no leash to restrain thedog. Parking officer assisted with getting the dog into the stationto check to see if the dog was microchipped. Negative results fora chip and a search in TracNet for owner information. The dogwas later transported to MCAS [Monterey County AnimalServices] at 1424 hours. Per follow up on Saturday, Dec. 1,owner retrieved his dog from MCAS.

Carmel-by-the-Sea: Victim came to the station to report thatsomeone damaged the passenger side mirror to her vehicle whileit was parked on Torres Street.

Carmel-by-the-Sea: Santa Fe Street resident reported thatunknown person(s) may have been using his name, P.O. boxaddress and phone number fraudulently.

Carmel-by-the-Sea: Fire engine and ambulance respond-ed/on scene to reported flood in a garage at the southeastcorner of Carmelo and Eighth. Found approximately 6 to 7inches of standing water in the garage. Discovered the sourceof the water to be the hydrant flow test recently completed atthe corner. Fire crew had equipment delivered from the sta-tion, and cleared out the water in the area. The damage waslimited to five or six cardboard boxes containing personalitems. The resident was given the proper city contact num-bers in case any type of claim for damages is required. Nodamage to the structure was apparent at the scene.

Carmel-by-the-Sea: Traffic collision on public property onTorres Street. Vehicle had to be towed away.
