Introduction

In order to support the demand for new multimediaapplications, service providers must be prepared to provision and activate features on the fly, addbandwidth, bill for content, track customer usage,monitor service performance, and ensure revenuecapture. In such an environment, having a partnerwho is a leader in driving next-generationtransformation, and who understands the underlyingtechnologies to support on-demand services is criticalto success. With a comprehensive portfolio of multi-vendor services and range of expertise, Alcatel-Lucentcan be this partner, helping our customers take aproject from concept to reality, beginning with acomprehensive needs assessment, through design,development, and solution verification of service-readyprocesses and systems for operations and businesssupport functions.

Alcatel-Lucent's approach to OSS/BSS services fallsunder two broad areas:

1. Strategic consulting, termed Service-Oriented Operations(SOO), helps customers define a Future Method ofOperation (FMO) for their next generation operationsenvironment, based on key business objectives andassessment of current operations to create a detailedtransformation blueprint. Closely aligned with the TMFinitiatives in Quantitative benchmarking and taking intoconsideration the people, processes, platforms and metricsaspects of defining a FMO, SOO helps providers realize best-in-class operations. Some specific consulting services we offerare; Operations Assessment Report, Transformation BusinessCases and Operations Roadmaps.

2. The OSS/BSS Transformation (OSS-T) solution leveragesour highly skilled team of System Integration Consultantsto help customers create and execute a FMO plan to migrateto New Generation Operations System and Software(NGOSS) environments whilst maintaining operational andbusiness continuity through the transition. Given our activepartnerships for every domain and sub-domain of theTelemanagement Forum Telecom Operations Model (TOM)mapping, our broad expertise with best-in-class software fromleading companies, including ours, we are able to deliversuperior results to our customers combining best-of-breedproduct knowledge with network expertise and systemsintegration discipline. The scope of delivery activates thefollowing, depending on the customer's requirements:

• Stand-alone end-to-end solutions, focusing on integration of best-of-breed OSS products and systems to providecomprehensive management solutions across one or all of the Fulfillment, Assurance, and Billing domains.

• Stand alone solutions around individualcomponent/application (such as performance management,service activation) to be integrated in an existing OSS system.These solutions are provided around both Alcatel-LucentOSS products as well products from our broad set of strategicpartners.

• Pre-integrated solutions to automate and improve a coherentdomain of OSS or BSS process in support of Alcatel-Lucentnetwork offers across service fulfillment (including ordermanagement, inventory management, service activation, pre-integrated into one solution), service and revenueassurance including service quality monitoring, rating, billing,and customer care.

Alcatel-Lucent's OSS/BSS service offers are based around Telemanagement Forum TMF NGOSS frameworks and principles, and progressive software techniques, derivedfrom active participation and leadership in TMF for many years.Our PS methodology considers strategic and practical issuesnecessary to establish effective processes, teams, and systemsessential to delivering successful OSS/BSS transformations. This is summarized in the diagram below:

As described by the electronic Telecom Operations Map(eTOM) from the TMF, the following horizontal functions arecovered:

Our technology domain-specific OSS/BSS solutions are basedon the pre-integration of our strategic partners' applications aswell as our own OSS components in some key areas (serviceassurance, service quality monitoring, billing mediation, IPaddress management, and authentication).

However, as outlined earlier, we provide a full set of professionalservices including strategic consulting, system design,customization, integration, project management and operationssupport, to deliver turnkey integrated OSS/BSS solutions, usingour own and partner solutions tailored to your business-specificrequirements. Our approach to supporting the complete lifecycle associated OSS/BSS transformation is outlined below:

OSS/BSS Solutions: Definition and DeliverablesAlcatel-Lucent's OSS/BSS delivery scope includes two levelsdepending on the customer's requirements:

• Stand alone solutions – Individual component/application(such as performance management, service activation) to be integrated in an existing OSS system as well as end-to-endOSS /BSS solutions.

OSS/BSS Design, Integration, Implementationand Customization Methodology

Interoperability or pre-integration between Alcatel-Lucentnetwork equipments and OSS applications creates majorvalue for customers. As a result, Alcatel-Lucent ensures that its network management systems and OSS systemsinter-work with the OSS applications provided by ourstrategic partners.

Alcatel-Lucent performs a coherent implementation,integration, configuration and customization of all softwarepackages previously selected in the architecture and designpractice for supporting the new processes of operations.

ConsultingAlcatel-Lucent works with the service provider to collect and analyze the operations, business processes and OSS/BSSapplications of the Present Mode of Operation (PMO) todetermine what changes are required to achieve a stable and efficient operation after transformation (Future Mode of Operation – FMO), including cost savings and ability toextend revenues.

• Comments and analysis of industry best practice, in context ofgeneric target OSS/BSS architecture defined by Alcatel-Lucent

• Definition of target OSS/BSS architecture

• Assessment of current evolution plans and a collection ofproblems, issues and expectations found in the above analysis,mapped to business processes, applications and domains inorder to verify in the next phase that they are solved orexplained by the target architecture.

Process and Functional RequirementsThe Process and Functional Requirements service takes as input the consulting service, and subsequently launches andcoordinates activities (the operational and business processes,OSS/BSS, Staff organization and migration) to deliver coherentand consistent documentation and roadmaps.

Design and ArchitectureAlcatel-Lucent uses the results from the Process and FunctionalRequirements to select the necessary IT/OSS/BSS componentsand the service provider's required preparation for adapting theexisting components, while supporting the target processes. Toobtain a high-level design of the service provider's IT/OSS/BSSapplications, the impact of the tool chain supporting the mainend-to-end operation processes has to be assessed based on theassurance, fulfillment, billing, operation support and readinessprocess.

Based on this assessment and Alcatel-Lucent's experience in operating complex networks and integration of OSS/BSSsystems, new solutions or applications/tools and/or adaptationsto customer OSS are provided to automate and improve their processes.

OSS/BSS CustomizationAlcatel-Lucent performs a coherent customization,configuration, installation and integration of software packagespreviously selected in the architecture and design practice forsupporting the new processes of operations. Alcatel-Lucent alsodelivers a report on the evolution and the target objectives forthe OSS/BSS stream.

Solution Integration and TestsThe Solution Integration and Tests service implements solutiontesting for all network design and deployment projects,including the following:

• Procurement and deployment of test equipment in a development lab

• Authorizing test strategy, requirements and plans

• Managing test procedures and other vendor supplies and services

• Authorizing operational readiness tests

• Participating in the end-to-end user acceptance tests, with the customer as the prime integrator

• Trials of test measurement equipment

• Support in determining compliance of end-user equipment or other vendor equipment with network design

MigrationMigration of all end customers - residential, business andwholesale – includes both the physical migration from theexisting network to the new network, and the service migrationfrom existing to new OSS/BSS platforms and processes. Alcatelis responsible for building:

• The network and OSS/BSS together with the physicalmigration, including all engineering and installationspecifications, as well as test plans and reports

• Services development and delivery for network, OSS/BSSand operations
