BACKGROUND
OnJanuary27,2017,theDepartmentofPublicUtilities(Department)approvedtheMunicipalAggregationPlanoftheTownofMillbury(Municipality)inD.P.U.16-96.TheDepartmentdirectedtheMunicipalitytofileanannualreporteachyearwiththeDepartment.TheMunicipalityherebysubmitsitsannualreportfor2019.
I.COMPETITIVESUPPLIER
DuringthisperiodthecompetitivesupplierwasPublicPowerLLC.
II.TERMOFTHEELECTRICSERVICEAGREEMENT
TheElectricServiceAgreement(ESA)betweenPublicPowerLLCandtheMunicipalityrequiresthesuppliertoprovideall-requirementspowersupplytoparticipatingcustomersfora30-monthterm.UndertheESA,whichbecameeffectivewhenexecutedinMay2017,servicetocustomerscommencedonthedateofthefirstmeterreadforparticipatingcustomersafterJuly1,2017,andistocontinuethroughthefirstmeterreadafterJanuary1,2020.

ELECTRIC GENERATION
DISCLOSURE LABEL: TOWN OF MILLBURY
Electric power suppliers are required by the Department of Public Utilities (DPU) to provide customers with a disclosure label. The label enables consumers to look at energy sources, air emissions and information about a specific power supplier. Consumers can then compare energy labels to make the best choice of supplier based on their energy needs. All electric energy purchased is from the wholesale market and the generation resource mix associated with the NEPOOL Generation mix.

Coal Carbon Dioxide (CO2) is released when fossil fuels such as coal, oil or natural gas are burned. Carbon dioxide is a greenhouse gas and, thus, is a major contributor to global warming.

Efficient Resource (Maine) Nitrogen Oxide (NO2) is formed when fossil fuels and biomass are burned at high temperatures. They contribute to acid rain and ground-level ozone, aka smog, and may cause respiratory illness in children with frequent exposure.

Geothermal Sulfur Dioxide (SO2) is formed when sulfur-containing fuels such as coal and oil are burned. Major health effects associated with SO2 include asthma, respiratory illness and aggravation of existing cardiovascular disease. SO2 combines with water and oxygen in the atmosphere to form acid rain.

Choice Standard Your communitty has entered into a fixed price opt-out aggregation program pursuant to Massachusetts Law. You have or will receive important information about this program in the mail. Your generation charge will be subject to the program you've enrolled and Regulatory Event provisions of the aggregation agreement. At the end of your current contract, you will either continue in your community's aggregation program or returned to your utility. There are no cancellation fees if you terminate your participation in the program.

Generation Charge and Agreement Charge for production of electricity at usage levels typical for residential and small commercial customers. Contract terms and conditions describe the length of your contract for generation service and other ancillary services included in your contract.

You will continue to receive a single bill from your Distribution Company. Your Distribution Company will set your payment due date and collect payment. Any bill not paid in full by its due date will incur late payment fees set by your Distribution Company. If you do not pay your bill in full, you will receive two requests for payment from Public Power. If your bill remains unpaid, you will be transferred without interruption to standard offer service with your Distribution Company.
Label DescriptionPubic Power agrees to sell, and you agree to buy, as a Participating Customer in the municipal aggregation program, your full requirements for electric generation service at the prices and pursuant to the terms and conditions set forth in the municipal aggregation program governing documents.
Public Power is licensed by the Massachusetts Department of Public Utilities (“DPUC”) to offer and supply electric generation services in the Commonwealth of Massachusetts. Public Power's DPU license number is CS-160. Your Electric Distribution Company (“EDC”) will continue to deliver the electric generation to you. Public Power is not representing or acting on behalf of any EDC responsible for the service territory where you reside. The DPU regulates distribution prices and services. Emissions are provided for the following pollutants expressed in percentages comparing them to the regional average pollutants measured.
Distribution Charges are part of the basic service charges on every customer’s bill for delivering electricity from the EDC to your home or business.
Transmission Charge Charge for moving high voltage electricity from a generation facility to the distribution lines of an electric distribution company.Electric Distribution Company (“EDC”) The public utility providing facilities for the distribution of electricity (the physical delivery of electric power) to retail customers

Town of Millbury Community Electricity Aggregation Program

Dear Basic Service Customer,
The Town of Millbury approved a Community Electricity Aggregation, Millbury Power Choice, program authorizing our community to aggregate the electricity load (usage) of those residents and businesses that are on Basic Service with National Grid. The goals of the Program are to provide you with competitive choice and longer-term price stability.
You will be automatically enrolled in the Town of Millbury Community Electricity Aggregation program, Millbury Power Choice, unless you choose not to participate. YOU MUST MAIL AND POSTMARK YOUR OPT-OUT CARD ON OR BEFORE MAY 22, 2019 TO AVOID AUTOMATIC ENROLLMENT IN THE AGGREGATION PROGRAM.
After a competitive bid process, Public Power, LLC was selected as our Electricity Supplier with a contract term from your scheduled September 2018 meter reading to your January 2020 reading.
Rates indicated above are for Supply Services only. Under the contract, the rate per kWh for electric supply will be fixed until your January 2020 meter reading. Program prices could increase as a result of a change in law.
There is no guarantee of savings. The primary intent of the Program is to provide you with competitive choice and longer-term price stability over the duration of the remaining contract term. National Grid rates for electric supply change every six months (November 1 and May 1) for Residential and Commercial customers, and every three months for Industrial customers. National Grid’s Basic Service rates may drop below the Program rate during any given six-month period.
AN ADMINISTRATIVE ADDER of $0.001/kWh for the aggregation consultant is included in the Millbury program rates shown above.

IF YOU HAVE BEEN MAILED THIS NOTIFICATION, you do not need to take any action in order to participate in the Program.
ALL BASIC SERVICE CUSTOMERS who have been mailed this notification will automatically be enrolled in the Program and start receiving the program’s fixed rate beginning on the day of the month that your meter read occurs. The new rate will be reflected on your subsequent month’s bill. This date varies by service area. Your meter reading date is shown on your bill.
TAX-EXEMPT SMALL BUSINESS CONSUMERS must send or fax a copy of their Energy Exemption Certificate directly to Public Power, LLC via email, fax, or mail in order to maintain their tax-exempt status. BUDGET PLAN OR ELIGIBLE LOW-INCOME DELIVERY RATE CONSUMERS will continue to receive those benefits from National Grid.
IF YOU HAVE RECENTLY SELECTED A COMPETITIVE SUPPLIER AND BELIEVE YOU HAVE RECEIVED THIS OPT-OUT LETTER IN ERROR, you must sign the attached card and opt out of this program. This will ensure you continue to receive your electricity from that Competitive Supplier and prevent any possible early termination fees.
IF YOU HAVE RECENTLY JOINED NATIONAL GRID’S “GREEN UP” PROGRAM and believe you have received this letter in error, you must sign the attached card and opt out of this program. This will ensure you remain a National Grid Green Up customer.
SOLAR ELECTRICITY CONSUMERS will not be impacted and will continue to receive their net metering credits while participating in the Program.
INSTRUCTIONS ON HOW TO OPT OUT If you do not wish to participate in the Program, simply sign and return the enclosed postage-paid card within thirty (30) days of postmark on this opt-out letter. There is no penalty to opt out in order to remain on National Grid’s Basic Service.
ANY TIME AFTER ENROLLMENT, you can leave the Program with no early termination fees. This will occur during the next available billing cycle, whereupon your account(s) will be returned to National Grid’s Basic Service.
