Last year West Yorkshire Police, which serves 2.2 million people across five major local authorities, invested in the Samsung Galaxy Note 3 devices to replace paper notepads used by its frontline officers. Galaxy Note Smartphones enable Police Constables (PCs) and Police Community Support Officers (PCSOs) to record information such as electronic witness statements and missing person forms while on patrol. Through the use of Airwave’s Kelvin Connect platform, information entered on Galaxy Note Smartphones is immediately uploaded to West Yorkshire Police’s back office systems. This eliminates the time- consuming task of entering information off paper pocket notepads later in the day and ensures information is logged on the system in real-time. The move to Galaxy Note Smartphones increases the amount of time officers can spend dealing with crime and public safety. It streamlines processes, cuts admin time and gives officers instant access to crucial information wherever they are, helping the force save money and lives. We’re able to do things which were previously unachievable, becoming far more responsive and more visible to the public we serve. Rajiv Kumar,Project Manager, IT Department,West Yorkshire Police

isn’t just about the technology, but also about the social impact. “We’re learning as we go – it’s a very different experience to paper and changes the dynamic of how we engage with people. Individual officers make judgements about how best to use the devices in different situations. You still have to remain highly alert and make eye contact with those you’re engaging with, in what is often a challenging environment.” However, he says the benefits of frontline officers using devices with a direct link to the force’s back-end systems are immeasurable. “We’re able to do things which were previously unachievable, becoming more responsive and visible to the public we serve.” Prior to the introduction of the Galaxy Note Smartphones, Kumar admits the force was apprehensive about potential issues with battery life. But, he says, “Any anticipated problems haven’t materialised – the battery works well, easily lasting the duration of a shift.” Kumar has also been impressed with the durability of the Galaxy Note Smartphones: “They have proven very robust – with the right controls and hard wearing cases, they are very well equipped for use in the field.”

The result:Police units including Crime Scene Investigation (CSI) and Road Traffic Policing will be next to receive Samsung mobile devicesFollowing its initial roll out of Galaxy Note Smartphones, West Yorkshire Police has revealed details of phase two of its mobilisation project, which “addresses how we go broader and deeper and expand the capability introduced with the first phase. With phase two we will be providing mobile

devices/tablets to CSI and road traffic officers,” explains Kumar. “We have investigated how our CSI team can use real-time digitally-enabled technology to record crime scene evidence and case notes. Currently they are largely paper-based and take photos on digital cameras and load them up into the back-end system once they are back at the station. It’s far from an ideal way to deal with such time-critical information.”

“There’s more notetaking with CSI compared to frontline officers, so we’re evaluating Samsung tablets including the ruggedised Tab Active, which is our current favourite. We’re also looking at peripherals such as bluetooth keyboards and mobile printers,” he continues. Kumar also says equipping Road Traffic Policing with a mobile device will hugely improve efficiences by taking away a vast number of paper forms and providing access to real-time information.

“One of the future possibilities is having real-time access to the ANPR database – for automatic number plate recognition using Samsung Smartphones or tablets,” he adds. “And, further down the line, utilising the Police National Computer system, we will be able to go much further in terms of the information we can provide officers on their mobile devices.”

Phase two will also see a business rollout of phones to replace the force’s traditional mobile devices. It’s evaluating Core Prime A3 and A5 phones and may end up opting for a mixture of different phones to provide people with a choice of form factor depending on their personal choice. Enterprise Mobility Management will be a fundamental part of whatever West Yorkshire Police invests in and it’s currently considering the Samsung KNOX platform for this.
