IntroductionThis Prospectus outlines the health and social care training programmes available to those working in the social care sector, including those in the Independent, Private and Voluntary sector in the city. The learning and development opportunities in this Prospectus are provided by The Adult Social Care Training Team at Brockwood Park, the Workforce Development Unit for Communities Service in the Council, and by the Care Homes Support Team. In addition to taught courses we provide a number of e-learning programmes. Have a look later in the Prospectus for the programmes we run and how you can access them.
It is essential that we have a highly trained, competent workforce providing high quality services to the citizen’s of Sheffield. If we are to develop an effective reablement services and provide personalised care then the skills of the workforce need to be at the highest level possible.
We access services at times when we are experiencing great changes including poor health or family upheaval and at such times we can be at our most vulnerable. The Government wants local authorities to have high quality services available that people can trust that are person centred so they can deliver the specific requirements of any individual coming forward for a service. This applies whether the service is being delivered by a personal assistant employed by a service user, by domiciliary/home support workers, supported living workers, or by staff in the more traditional setting of a nursing home. This is the challenge facing the workforce today and the organisations that employ them.
Having a highly skilled and motivated workforce is one way of ensuring that we can deliver services of quality. We need staff who are skilled, good listeners, good communicators, respectful, flexible, active in safeguarding dignity and rights, empowering people and able to offer choices that allow service users to make decisions for themselves about their own lives. Alongside this they need to have a range of good practical skills so they know how to safely employ moving and handling techniques, know how to safely prepare and handle food and dispense medication.
We are actively working in partnership with the other local authorities in South Yorkshire and a range of private sector providers to secure funding from Skills for Care to support organisations to deliver units of qualification for the workforce. The Social Care Development Partnership (South Yorkshire) will in all likelihood continue to receive funding for the next three years. I would encourage all organisations to complete their NMDS entries and to become members of the partnership so that they can secure funding that will support their workers to achieve units from the

qualification credit framework (QCF). This will mean that we can accredit their learning on dementia, end of life care or work with people who have a learning disability.
This prospectus details what is offered to support the sector and the basis on which this support for workforce development can be accessed. There are programmes available that are required to meet CQC standards and there are some training programmes that are about building skills in the sector over and above the base line skills required by CQC. Our intention is that the programmes and accreditation on offer supports your organisation and your workers to deliver the quality services the people of Sheffield require.

Our aim
The Workforce Development Unit (WDU) at Brockwood Park has been a training provider unit for Sheffield City Council staff since 1990.
We are funded to support Council care services and Independent Sector organisations in developing their staff as part of modernising the Social Care Workforce.
The training programmes inside this prospectus are delivered to the Skills for Care Standards, Department of Health requirements and national occupational standards.
All training provides underpinning knowledge for QCF Diplomas at Levels 2 - 5, or the standards laid down by other statutory bodies including Highfield Awarding Body for Compliance (HABC). Our courses provide training to the national minimum standards as set out by the Care Standards Act 2000.
The Workforce Development Unit holds Recognised Provider status accredited by the National Skills Academy for its training delivery. The unit has Customer Service Excellence Standards accreditation and regularly undertakes audits with its customers to ensure its development programmes meet customer requirements and that all processes related to this are delivered in a timely and appropriate manner.
Advisory and Consultancy Services
We offer advisory and consultancy services including
training needs analyses training planning workforce development planning succession planning performance monitoring and management advice with continual compliance to meet registration requirements.
We can also provide consultancy and opportunities to develop your own learning and development resources for Safeguarding, Moving and Handling and Medication.
Our facilities7
At Brockwood Park we provide
six large training rooms IT suite three meeting rooms large dining area providing refreshments and meals at
reasonable prices. (Please note these prices are not included in the price of the training programmes)
free parking (accessible from Tilford Road) disabled parking and disabled access via the main entrance
(Please note wheelchair access is only available on the ground floor where all facilities required are accessible)
fixed high quality hearing loop system for people who are hard of hearing or have a hearing aid with a T-switch in two training rooms and a standard hearing loop system (all training rooms)
provision for back problem sufferers (main training rooms).
As well as providing training course at Brockwood Workforce Development Unit in Woodhouse, a number of our programmes will be run at either Burton Street in Hillsborough or Moorfoot in Sheffield City Centre. Brockwood is moving
As of September 2013 it is planned that we will be moving our training provisions to the Moorfoot building in the city centre. A new training facility will be developed at Moorfoot to support Social Care training and the wider Council development needs. This should not affect the offer to the sector outlined in this prospectus. Merely the service from which this is delivered will be different as of September 13. Joining instructions sent to course participants for all programmes from September onwards will give information on the venue change and other support details e.g. buses, car parking etc.

The Care Homes Support Team
The Care Homes Support Team is funded by NHS Sheffield and Sheffield City Council to provide training and support to staff working in care homes across the city.
Our training is delivered by a team of health professionals and has been available to staff in care homes for older people since 2006.
We provide training in 2 ways:1. Citywide – to staff from a range of care homes in venues across the
city.2. In house – to staff in their individual care homes. This is by
arrangement and subject to course/trainer availability.

Access to training opportunities
The Workforce Development Unit and the Care Homes Support Team aim to provide Learning and Development opportunities on subject areas identified from CQC inspections, contract monitoring, national requirements and employer requirements.
As far as possible this core training offer is free to organisations. However some specialist provision may incur a charge, this would be clearly stated.
Organisations can discuss specific requirements above the proposals identified in the Prospectus. If there is capacity to develop and deliver such programmes the charges would be:

Charges for Non-attended and Cancelled Training Places
There will be a charge levied for all training places either cancelled or not attended on social care training.
In 2012/13 an average of 18% of all training places were wasted due to cancellations that could not be filled, or because of non-attendance on the day. The demand for places on training programmes and the cost to the Local Authority in providing training means that every place that is booked needs to be a place used.
All training in our IPV Training Prospectus for 2013/14 will continue to be provided free of charge unless stated otherwise. Charges will only apply if places are booked and subsequently not used either through cancellation or non-attendance on the day. Please refer to the Policy for details. Please note there will be no charge if you substitute another person to fill the place at the point of cancellation. Cancellations and non-attendance will be charged to your organisation (see Policy for details).
The Policy also covers the circumstances in which charges will not apply (see full policy over page).

Training Cancellation and Non-Attendance Charging Policy 2013/14
Aim of the PolicyThe aim of this policy is to provide managers with clear information on the charges that will be made for the cancellation of training places and for the non-attendance of booked participants.
Please note this policy applies to all Sheffield City Council Workforce Development Unit programmes and all Care Homes Support Team citywide courses
Reason for PolicyThe demand for places on training programmes and the cost to the Local Authority in providing training means that every place booked needs to be a place used. For services and organisations where there is a funded training Service Level Agreement in place, training places booked (i.e. purchased) will continue to be supplied free on the understanding that the place will be used.
BookingWhen booking training an expenditure code must be provided (applicable to all internal Council Services), and invoicing details provided by non-Council organisations. Arrangements for Service User Employers will be through the Direct Payment Office. These will be used to claim any charges incurred. Charges will be claimed on a monthly basis. A monthly non-attendance report will be provided to managers/employers, and to Training Commissioning Groups.
CancellationsCancellation charges will apply for all places cancelled regardless of length of cancellation notice given. They will apply up to the day of the training. The charge for cancellation will be £50 per day, for each training day cancelled. The cancellation charge for ½ days training programmes will be £25 per ½ day.
There will be no charge if you substitute another person to fill the place at the point of cancellation.
Cancellation charges will apply to all Council services and all external organisations. Cancellation charges will not apply to Service Users who directly employ their own workers.

Non-attendanceNon-attendance on the day (did not attend and did not cancel) will be charged at a rate of £80 per day, for each day of non-attendance. The charge for ½ day programmes will be £40 per day. These non-attendance charges will apply to all Council services and all external organisations
Service Users who directly employ their own workers will be charged a flat rate of £10 per day for non-attendance (rate applies to both full days and ½ days).
Circumstances when Charges will not apply
Charges for cancellations or non-attendance will not apply only if: There is a personal or family emergency Compassionate leave has been given Staff have called in sick using absence reporting policies and
procedures The person has left the Organisation
Manager/employer confirmation of the above is required at point of cancellation or on the day of non-attendance otherwise charges will be incurred.
Arriving Late on the Day of Training
Please be aware if participants arrive late for training we cannot guarantee they will be able to join the course after it has started. If this is the case participants will be classed as not attending and subject to a non-attendance charge.
Courses cancelled by Brockwood Park and the Care Home Support Team
If a training course is cancelled by Brockwood Park or the Care Home Support Team due to unforeseen circumstances, places will be offered on future dates. Where this is not possible, full monies will be refunded for those non-contracted organisations that pay for places.

Induction and Care Training Programmes for Social Care Staff
All newly appointed social care staff are required to complete Induction training as prescribed by Skills for Care in order to ensure that staff have the skills, knowledge and sensitivity to deliver an appropriate and competent service. It is important that new starters understand the service they work in, including legislation related to this work and the requirements to value and respect individuals' rights and diversity.
Eight Day Induction Programme
Should be completed by all new starters within twelve weeks of joining the organisation.
Is linked to the National Common Induction Standards.

Recognise the importance of risk assessments and how they are used in practice.

The Workforce Development Unit offer training for trainers programmes in Moving and Handling and Safeguarding Adults. The process for accessing these programmes is as follows:

Information on the course is sent including an application form Returned application is checked and agreed A contract is forwarded for the application and their manager to

Competency Mapping
This is an alternative to taught courses and is another route for demonstrating staff skills and knowledge. The process is a way of evidencing that we have a skilled workforce and written records of competence. This enables large numbers of staff to gain recognition of competence and allows completion of national training standards.
If staff can demonstrate knowledge then they can access the competency mapping route, this is also suitable as a refresher for Health, Safety and Fire, Food Safety and Safeguarding Adults, all of which have a mandatory refresher period. The workbook should be completed within 6 months, assessed and signed off by the manager and returned to Brockwood for standardisation, following standardisation certificates will be issued.

Texture Modified Diets Special Diets for Dysphagia – Do it Right!
How to comply with the National Patient Safety Agency Guidance
Target Audience:Groups of key staff from nursing homes with a view to disseminating the information to colleagues. This should be 3-4 staff from each home, e.g. nurse, carer and cook.
Special Requirements: The care home manager will be expected to liaise with the Speech and Language Therapist who is providing the training prior to booking staff on. Contact Care Homes Support Team for further details.

Target Audience: All grades of care home staff. Special Requirements:Staff can attend either morning or afternoon session or both. This training directory includes 3 courses to help you further develop your knowledge and skills around mental health:
Mental Health Awareness - this one day course introduces the learner to a range of mental health disorders and helps them to consider their own values and attitudes with respect to people who are suffering mental health problems. It asks the question what is mental illness and informs the learner about different interventions and local services.
Mental Health First Aid - this two day course (which is internationally recognised) introduces the learner to a range of mental health issues, it seeks to bust some myths and raise general awareness. The course teaches good practice with respect to assisting someone who is in distress to take control of their situation. This course promotes healthy lifestyles and seeks to normalise the experience of mental ill health thereby reducing stigma.
Mental Health in the Workplace - this is a one day course for managers. It seeks to improve confidence in managing staff who are suffering from mental ill health. The course introduces learners to strategies and resources that may help to make workplaces more welcoming for workers who are struggling with their mental health.

Qualification Credit Framework (QCF)
Sheffield Care Sector Assessment Centre is located in Brockwood Park; this is a partnership Assessment Centre supporting the delivery of Health and Social Care QCF Qualifications. These include:
Health and Social Care Adults Qualifications at Levels 2 and 3 Level 5 Diploma in Leadership for Health and Social Care and
Children and Young People’s Services Assessor Certificate and Internal Quality Assurance Award Level 2 Dementia Award
Workbooks
The QCF knowledge only units are available through completion of a learner workbook, making these units easily accessible either as part of the full diploma or as individual units for continued professional development,
Access to the Assessment Centre is via an approval route whereby organisations become Associate Members or Assessment Sites. Organisations need to demonstrate that they can meet the standards laid down by City and Guilds in relation to how they support candidate achievement and the quality requirements of the QCF process.
Funding Opportunities
The Workforce Development Unit, Brockwood Park is also a member of the South Yorkshire Social Care Development Partnership and in a position to access Skills for Care funding, towards QCF Diplomas, Certificates, Awards or individual Health and Social Care units
Access to the funding is linked to registration with Skills for Care and acquiring a National Minimum Data Set number for Social care (NMDS-SC); completing a full NMDS form. Support is available to achieve this by contacting:[email protected]

Apprentices
Brockwood support a Level 2 Health and Social Care Apprentices programme. This entails completing Literacy and Numeracy functional skills, technical certificate and employment rights and responsibilities. In order to offer a wide and varied range of placements the programme is reliant on placements both in Sheffield City Council and the Independent sector.

Booking for Brockwood coursesFor all training delivered by Brockwood Park please book via HR Connect. To do this please complete the booking form and either email to [email protected] or post to HRConnect, PO Box 4781, Sheffield S1 9EA.
Unique IPV Booking Code NumbersAs part of the new booking system all IPV organisations wishing to book places on training will be issued with a Unique IPV Booking Code. This Unique Booking code will need to be used on each booking request form you complete. The Unique Booking code is for your organisation as a whole so once issued will remain the same.
The Unique Booking code number is required to enable HRConnect to administer charges to those organisations that pay up front for training places, and also to implement charges stemming from the Cancellation and Non-attendance Policy.
Getting Your Unique IPV Booking Code NumberOrganisations who booked training places with us before should have been issued with a Unique IPV Booking Code. Please quote this number when completing all booking requests. If you have booked with us before and haven’t had a Unique IPV Booking Code issued, please contact [email protected] or Esther Palfreyman on 0114 2293035. Training Cancellation and Non-Attendance Charging Policy 2013/14
Aim of the PolicyThe aim of this policy is to provide managers with clear information on the charges that will be made for the cancellation of training places and for the non-attendance of booked participants.
Please note this policy applies to all Sheffield City Council Workforce Development Unit programmes and all Care Homes Support Team citywide courses
Reason for PolicyThe demand for places on training programmes and the cost to the Local Authority in providing training means that every place booked needs to be a place used. For services and organisations where there is a funded training Service Level Agreement in place, training places booked (i.e. purchased) will continue to be supplied free on the understanding that the place will be used.
BookingWhen booking training an expenditure code must be provided (applicable to all internal Council Services), and invoicing details provided by non-Council organisations. Arrangements for Service User Employers will be through the Direct Payment Office. These will be used to claim any charges incurred. Charges will be claimed on a monthly basis. A monthly non-attendance report will be provided to managers/employers, and to Training Commissioning Groups.
CancellationsCancellation charges will apply for all places cancelled regardless of length of cancellation notice given. They will apply up to the day of the training. The charge for cancellation will be £50 per day, for each training day cancelled. The cancellation charge for ½ days training programmes will be £25 per ½ day.
There will be no charge if you substitute another person to fill the place at the point of cancellation.
Cancellation charges will apply to all Council services and all external organisations. Cancellation charges will not apply to Service Users who directly employ their own workers.
Non-attendanceNon-attendance on the day (did not attend and did not cancel) will be charged at a rate of £80 per day, for each day of non-attendance. The charge for ½ day programmes will be £40 per day. These non-attendance charges will apply to all Council services and all external organisations
Service Users who directly employ their own workers will be charged a flat rate of £10 per day for non-attendance (rate applies to both full days and ½ days).
Circumstances when Charges will not applyCharges for cancellations or non-attendance will not apply only if:
There is a personal or family emergency Compassionate leave has been given Staff have called in sick using absence reporting policies and procedures The person has left the Organisation
Manager/employer confirmation of the above is required at point of cancellation or on the day of non-attendance otherwise charges will be incurred.

Arriving Late on the Day of Training
Please be aware if participants arrive late for training we cannot guarantee they will be able to join the course after it has started. If this is the case participants will be classed as not attending and subject to a non-attendance charge.
Courses cancelled by Brockwood Park and the Care Home Support Team
If a training course is cancelled by Brockwood Park or the Care Home Support Team due to unforeseen circumstances, places will be offered on future dates. Where this is not possible, full monies will be refunded for those non-contracted organisations that pay for places.
