ACTIVE VALVES — are required to change positionez,ther by opening, closing, or opening and re-closing to either safely shut down the reactoror mitigate the consequences of an accident.
2) PASSIVE VALVES — are not required to changeposition to ez.ther safely shut down'he reactoror mitigate the consequences of an accident.
3) EXERCISING — Exercising is the demonstration,based on direct or indirect visual or otherposition indication, that the valve exhibitsthe required change of disk position to fulfillits function.

b) Normall o en valve - verification ofseating upon cessation or reversal offlow.

Basis for Relief: The failure of either of these valvesin the open -.osition, by testing duringduring plant operation, would requirea unit outage to perform maintenanceon the failed valve.
The failure of either of these valvesin the open position, by testing duringcold shutdown, would result in a lossof system function. Both valves arerequired to ensure low-temperatureoverpressure protection during coldshutdown.

Therefore,testing these valves during normal plantoperation would result in a commitmentof 5,000 millirems each test or a totalof 20,000 millirems annually (20 man-remsexposure each year).
