Function: Provides low-temperature overpressure protectionfunction during cold shutdown to protect againstexceeding pressure-temperature limits.No credit. is taken in the Safety Analysis for anypressure reducing devices, except the pressurizersafety valves (V-1200, V-1201, and V-1202) andthe main steam safety valves (V-8201 throughV-8216).

Test Requirement: IWV-3410

Basis for Relief: The failure of either of these valvesin the open -.osition, by testing duringduring plant operation, would requirea unit outage to perform maintenanceon the failed valve.

The failure of either of these valvesin the open position, by testing duringcold shutdown, would result in a lossof system function. Both valves arerequired to ensure low-temperatureoverpressure protection during coldshutdown.
