Importance ofproxies in strataJOHN Angus, author of UnderstandingStrata Titles – an A to Z on everythingstrata, is offering valuable advice on thecomplex procedures of strata title man-agement.

“Before every general meeting, co-owners of a lot – whether they bothattend the meeting or not – are obligedto complete a proxy form granting theproxy to either or any one of them (or athird party) in order to vote at that meet-ing,” he said

“The standard schedule 1 by-laws –which apply to almost all strata compa-nies – stipulate this very clearly.

“The by-laws go on to say that, theinstrument of proxy must be in writing.”

A proxy should be presented beforethe meeting commences.

Mr Angus said experience suggests thatmany owners were unaware of thisrequirement.

“Make a note next time you arrange ameeting and be sure you send out a blankproxy form with the date and type ofmeeting for co-owners to sign,” he said.

“If you are unsure where to obtain asuitable form of proxy, contact a stratamanager or the Strata Titles Institute ofWA.” ■

Situated in Elvire Street,Watermans Bay,the museum is housed in its biggest exhibit –a tank that was built in 1936 to supply waterto North Beach households.

The building’s rooftop affords arguably thebest views in the northern suburbs.

During World War I the tank was alsoused as an observation post by the 10th LightHorse Regiment.

After the facility was phased out of servicein the 1970s, a group of dedicated volunteersat the North Suburban Historical Societyconverted it into a museum to preserve localhistory.

Today, visitors can climb the staircase tothe panoramic lookout, which features artistAnne-Maree Pelusey’s mural of almost 300fish.

Inside the museum, architect RichardLlorens has designed two levels, with theground floor dedicated to local history andthe upper level featuring “rooms” that offer asocial account of the past.

Large black-and-white photographs andartefacts, such as the wrecked brig Centaur’s

cargo and Nookenburra Plinth from the oldNookenburra Hotel, are showcased in dis-plays of various themes, including indigenous,pioneering families, planning and construc-tion, and surf life saving.

The City of Stirling has operated themuseum since 2006 and museum curatorTracy Willet told Residential that she lovednothing more than to share stories with visi-tors.

“You still need your history books withdates and places, but it’s the storiesthat bring past events to life,”she said.

“When schoolgroups visit, I tell thechildren local storiesto give them an ideaof what life was likefor early familiesliving in the area.

“Kids love look-ing at things of oldand the older genera-tion also loves visiting,each having a differentexperience.

“I’ve seen people get really emotionalbecause the museum brings back so manymemories for them.”

Mrs Willet said the school days exhibit,complete with 1950s school case, old abacusand hand puppets made by North Beach Pri-mary School students in the ’60s, was afavourite of younger visitors.

She said senior citizens favoured the newwar-time display, which included a 10th LightHorse Regiment slouch hat, mess pan, ration

vouchers and badges.“This sweetheart badge was worn in hon-

our of a loved one who was away at war,”Mrs Willett explained.

She said her favourite artefacts included asmall 1920s milking stool and the 1912 auto-graph albums of local residents Myrtle New-land and May Bellairs.

The museum’s oldest item is a book thatpioneer Edward Hamersley signed and datedin 1858.

Mrs Willet said she was always keen tocopy residents’ old photographs for

the museum’s collection and addtheir family information to the

historical records. Donationsof memorabilia were alsowelcome.

She said she encour-aged people to write theirstories.

“It doesn’t have to bewell written or grammati-

cally perfect as the emphasisis on the stories and it’s a great

legacy to leave our families andcommunity,” Mrs Willet said.

“Everyone has a story and it makes usproud to know our family’s background.

“The same is true of our communities andwe take pride in our community when weknow the challenges they faced and how lifehas changed over the decades.”

The Mt Flora Regional Museum is openfrom 1.30pm to 4.30pm on Sundays and byappointment for community groups.

Building upwards being shunned

WHEN it comes to increasing urbandensities,West Australians seem to havea fear of heights exceeded only by Tas-manians, according to recently releasedfigures from the Australian Bureau ofStatistics (ABS).

Just 14 per cent ofWestern Australia’sbuilding approvals inthe past year havebeen for dwellingunits over fourstoreys high.

This compareswith 65 per cent inthe ACT and 61 percent in Victoria.

The figures showthat in May just 20per cent of buildingapprovals were fornon-house dwellings such as apartmentsand townhouses, a figure that’s consis-tent with Perth’s annual figure of 18 percent.

By comparison, 84 per cent of build-ing approvals in Canberra in May werefor non-house dwellings, while 52 percent of Brisbane’s approvals were for

non-house dwellings. “Perth’s percent-age is easily the lowest of Australia’s cap-ital cities,” Urban Development Instituteof Australia (UDIA) CEO Debra Goost-rey said.

“At 18 per cent, it’s well below thenext lowest, which isshared betweenHobart and Adelaide,where non-houseapprovals are 31 percent,” she said.

The ABS figures alsoreveal that Perth hasthe lowest percentageof non-house dwellingapprovals of Australia’scities, showing thatPerth has a long way togo to meet the StateGovernment’s ambi-

tions to increase density.“The Government needs to create

enough opportunities for medium andhigher density developments across themetropolitan area to ensure sustainabil-ity and to meet the changing needs ofour growing population,” Ms Goostreysaid. ■

THOUSANDS of WA prop-erty investors will receive largetax refunds during the comingfinancial year because of obtain-ing a tax depreciation report fortheir properties.

“Despite this, there is still alarge number of investmentproperty owners in WA who donot understand that they cansignificantly boost their cashflow by claiming tax deductionsfor a large number of itemsthrough depreciation benefits,”managing director of tax depre-ciation specialists DEPPRO PaulBennion said.

“In particular, propertyinvestors fail to understandthat the tax benefits fromdepreciation can be just asimportant as rental income andthat tax benefits obtainedthrough depreciation can beequivalent to 60 per cent of thetotal purchase price of the

property. For example, taxationruling TR2006/15,gardengnomes are depreciable asplants over their economiclife.”

Mr Bennion said that for anaverage residential investmentproperty in Western Australia,this can equate to over$100,000 in possible tax bene-fits through depreciation.

“A large proportion of thesetax benefits are never claimedwhich means that each yearhundreds of millions of dollarsin tax benefits are lost everyyear by investors not claiming

their legitimateentitle-

ments,” he said. “As part of itsservice to owners of rentalproperties, DEPPRO searchesfor a large number of items thatcould be claimed in a deprecia-tion schedule.

“Depreciation is a complexarea of taxation that requires aprofessional company to under-take a depreciation schedulebecause of constant changes inrules.”

The ATO is now taking amore aggressive approach totax deductions made by resi-dential investors and has asked alarge number to provide moredetails about their claims relat-ing to property investments.

“Property investors shouldcheck that the company under-taking their tax depreciationschedule is a member of the TheAustralian Institute of QuantitySurveyors (AIQS),” Mr Ben-

nion added.“Employing a company who

is a member of AIQS such asDEPPRO gives protection toconsumers that their tax depre-ciation schedule complies and iscompleted in a professionalmanner.” ■
