I. SITUATION

A. General

The uncertainly of future calamity at the onset of rainy season should be

anticipated with particular focus on known disaster/calamity prone areas to ensure a

maximum safety and lesser effect on the threatened Barangay of the Municipality.

Man made disaster preparedness plan and programs are better than nothing but

not knowing the manner how it will be anticipated and executed is a vulnerability to a

worst scenario.

B. Assumptions

1. Typhoon and heavy rains will cause and prolonged water flooding at affected

areas.

2. Continuous rains will trigger the Pampanga River to overflow and flash floods

will threaten Barangays along Pampanga river bank.

3. Hasty rescue and evacuation operation will be conducted with difficulties due to

the very limited resources and hesitant of vast majority to force evacuation.

4. Looting incident and flood shortage will be experienced.

II. PURPOSE AND MISSION

1. To establish standard operating procedure (SOP) in the orderly conduct and

evacuation operations of the affected populations.

2. Conduct search, rescue, relief, and recovery evacuation operations.

3. To prevent loss of life, prevent needles sufferings and to protect properties and

minimize damages during disaster and/or emergencies.

III. EXECUTION

This plan covers all contingencies relative to flood disaster especially in the field

of rescue and evacuation of affected population.

The Municipal Disaster Risk Reduction Management Council shall implement the

plan in coordination with the Provincial Disaster Risk Reduction Management Council

and local community including the private sector.

As chairman of the MDRRMC, the Municipal Mayor, is the key person in the

overall success of this endeavor.

IV. DUTIES AND RESPONSIBILITIES

CHAIRMAN

1. Shall convene the council as necessary to effectively coordinate the efforts on

disaster preparedness, emergency operationS, and recovery and rehabilitation

activities.

2. Shall call on all offices/agencies and instrumentalities of the government and the

private sector for their assistance in preparing for, reacting to and recovering from

the effects of disaster and emergencies.

VICE CHAIRMAN

1. Shall perform the duties of the Chairman in the latter’s absence.

DISASTER OPERATIONS OFFICER

1. Assist in analyzing situations, formulate and implement plans necessary for

disaster preparedness and disaster operation.

2. Act as an oversight committee of all disaster rescue, evacuations and

rehabilitation operations in the provinces down to the barangay level.

3. Coordinate the issuance of proper warning and alert messages to concerned

authorities on the existing/ impending disaster.

4. Coordinate rescue, evacuation destination, pick-up points and alternate evacuation

routes to evacuations centers in coordination with the different BDRRMC’s.

5. Coordinate with the proper authorities for the public use of pre-designated centers

during disaster.

6. Coordinate the allocation of relief goods and medical requirements for preposition

to evacuation centers and/or to affected municipalities.

7. Coordinate with other agencies the implementation of rehabilitation efforts for

calamity victims.

8. Shall coordinate with PDRRMC on the effective disaster preparedness and

management program.

9. Advise the Chairman on disaster-related activities.

INTELLIGENCE AND DISASTER ANALYSIS

1. Evaluate information and advise the member of the municipal disaster

coordinating councils of existing/impending disaster.

2. Make recommendations on how prevent disaster if possible and/or suggest

precautionary measures to minimize the effects disaster.

3. Submit recommendations for the allocations of needed resources.

4. Prepare appropriate recommendations to Sangguniang Bayan for possible

declaration of the existence of a state of calamity of the municipality. The

recommendations shall serve as the basis for the release of 5% calamity fund.

PLANS AND OPERATIONS

1. Determine courses of actions to be taken based on the recommendations of the

Intelligence and Disaster Analysis Unit.

2. Recommend implementations on existing plan.

3. Determine the type of service unit to be utilized in the disaster areas.

4. Maintain and/or supervise programs and operations and determine the necessity of

utilizing additional service unit.

5. Prepare Municipal Multi-hazard and Evacuation Plans.

6. Prepare appropriate reports upon the terminations of disaster operations.

RESOURCES

1. In charge of the procurement and provision of necessary relief goods/supplies in

support to disaster related operations.

2. Coordinate with other relief agencies and NGO’s concerned for possible

augmentation of needed relief supplies (Food and Non-food Items) for disaster

relief operations.

3. Maintain resources data bank.

COMMUNICATION AND WARNING

1. Provide timely and accurate warning information to the public.

2. Provide access and availability of communication facilities to all concerned.

3. Coordinate with higher authority on the existing and/or impending disaster threat

in the province.

TRANSPORTATION AND EVACUATIONS

1. Provide transportation facilities and other equipment for use during rescue, relief

and evacuation operation.

2. Ensure availability of all needed transport facilities in coordination with private

bus company and private sector.

3. Taps locally available transportation facilities for operation.

4. Shall be responsible for the dispatch, movement and maintenance of vehicle in

affected areas.

5. Assist in the conduct of search, rescue, relief, recovery, rehabilitation and

evacuation operations.

6. Prepare/implement rerouting schemes for rescue, evacuation and relief operations.

RESCUE AND RECOVERY

1. Conduct rescue and recovery operations to the disaster stricken areas in

coordination with MDOC.

2. Conduct evacuation of disaster victims and bring them to pre-designated

evacuation centers and safer and/or higher grounds.

3. Assemble pick-up points and staging area.

4. Alert transportation unit and other equipment for deployment.

5. Assist in the organization and training of Barangay Response and Rescue Teams.

HEALTH

1. Preposition/Stockpile of medicines/medical supplies at the Municipal Health

Office.

2. Alert government and private hospitals and medical practitioners for possible

assistance in respective localities.

3. Establish medical clinics in the evacuations centers.

4. Maintain health and sanitation in the affected areas and evacuation centers.

5. Institute preventive and curative measures to check and control the spread of

diseases.

6. Provide transport and pre-hospital management of trauma victims during disaster.

7. Coordinate and supervise all government/non-government entities providing

health services and various evacuations centers.

PUBLIC SAFETY AND ORDER

1. Provide security in the disaster stricken areas in the evacuation centers.

2. Provide traffic assistance to motorist during disaster and/or emergencies.

3. Assist in the monitoring and reporting of disaster events.

4. Assist in the dissemination of warning to the community on the implementing

and/or existing situation.

RELIEF AND REHABILITATION

1. Prepare list of disaster victims for the use of the operating teams during

rehabilitations phase in coordination with DSWD.

2. Undertake emergency relief assistance to victims/evacuees.

3. Provide first aid assistance to victims.

4. Assist in the arrangement and supervision of construction of

bunkhouse/evacuation centers to appropriate government agencies.

5. Designate primary and alternate evacuation centers in coordination with other

NGO’s.

6. Preposition/stockpiles of relief goods in the establish evacuation centers.

7. Maintain records of victims, relief goods received and distributed in

coordination with NGO’s

PUBLIC INFORMATION

1. Assist in the dissemination of warning information.

2. Coordinate with the mass media in educating the public on disaster

preparedness and precautionary measures.

3. Prepare press release on disaster situation for widest dissemination to the

public.

V. OPERATION PROCEDURES

A. Population at risk will be evacuated in accordance to procedures

established by the MDRRMC.

B. Priorities shall be determined prior to rescue and evacuations efforts.

C. Rescue and evacuations shall be done as a necessity and as a major

responsibility of the MDRRMC.

D. The Municipal mayor as Chairman shall call the evacuation order.

E. The Chief of Police calls the shots for evacuation in the absence of the

Chairman.

F. The Barangay Captain/Chairman of the BDRRMC acts as the overseer for

his Barangay.

G. Selected members of affected families shall remain in the affected areas as

long as safety provides to assist and secure the community.

VI. PHASE OF OPERATION

1. Phase I (Preparatory Stage)

1.1 Re-organization/Re-activation of MDRRMC.

1.2 Information dissemination from MDRRMC.to BDRRMC.

1.3 Undertake all necessary preparations as required in the plan.

1.4 Organization and provision of specialized training on disaster response

team (RESCUE 1112).

1.5 Massive information drive and education campaign.

1.6 Improvement of communication and warning system.

1.7 Conduct of evacuation drills and exercise.

1.8 Updating of contingency and evacuation plan.

1.9 Development of an effective disaster response at the lower level.

1.10 Improvement of the monitoring and feedback mechanism.

2. Phase II (Disaster period)

2.1 Full activation of the MDRRMC and its disaster Operation Centers.

2.2 Provision of emergency services such as relief, rescue and evacuation,

transportation, emergency and general medical care, and communication

warning.

2.3 Provision of timely information on actual disaster incidents.

2.4 Conduct of situation survey and damage assessment.

2.5 Close monitoring and supervision on BDRRMC for possible support and

assistance.

2.6 Submission of reports.

3. Phase III (Post Disaster Period)

3.1 Conduct MDRRMC meeting for final evaluation of the situation.

3.2 Determine rehabilitation requirements for disaster victims.

3.3 Preparation of final report.

3.4 Restoration, repair and rehabilitation of damaged infrastructure and

agriculture crops.

3.5 Conduct post disaster assessment and review the existing plan.

3.6 Provision of livelihood project to the affected families.

VII. COORDINATING INSTRUCTIONS

A. Implementation of any activity provided for in the plan shall be properly

coordinated with all concerned.

B. Locally available resources, both financial and material shall be fully

tapped in response to the emergency.

C. Immediate response to local disaster situation is a primary responsibility

of the MDRRMC concerned.

DISASTER/EVACUATION PLAN

Municipality of San Simon

Province of Pampanga

The impending disaster that may strike in this municipality is serious and may

bring damage to lives and properties of the people of San Simon, Pampanga especially

those living along the Pampanga River: Brgys San Pedro, San Juan, San Jose, San Miguel,

San Nicolas and Sta. Cruz. The continuous heavy downpour of rains and the water coming

from Candaba and San Luis will trigger the overflow of the Pampanga River and erosion of

the Old Arnedo Dike. All barangays adjacent of the Pampanga River will experience

floodwaters approximately 8 to 9 ft, deep

I. SITUATION

The impending disaster that may strike this municipality is very

serious and may bring heavy damage to the lives and properties of the

people of San Simon, heavy rainfall may result to flooding of most areas

causing all roads unpassable to all type of land vehicles.

II. MISSION

To conduct an orderly evacuation an orderly evacuation for the

affected areas should heavy rainfall/flooding occur and to minimize

eradicate loss of live damages on crops and infrastructure.

III. EXECUTION

A. CONCEPT OF OPERATION

This plan shall be undertaken in three (3) phases depending on the

effects of flood in the area.

1. Preparation Phase

As soon as the Communication and Warning Group observed

that there is an abnormal increase of water they shall

immediately give the signal for the people to prepare for any

eventuality. Available bancas/vehicles should be

propositioned at designated place.

2. Evacuation Phase

As soon as the water reaches abnormal level, the concerned

Barangay Captain will declare that there is a need to

evacuation the residents, the church bell shall be made to

continuously ring and the residents shall be moved at

designated places.

3. Security Phase

When water decreases its level, members of the security

team shall immediately return to their respective barangay

to prevent looting.

B. TASK

1. Liason Group

a. Coordinate with the owners of vehicles/bancas in their

barangay for their use should evacuation becomes

necessary:;

b. Coordinate with the District Supervisor and staff for the

use of the schools for their uses as evacuation centers;

and

c. Coordinate with the PDRRMC for current information

regarding the activity relative to the present

disaster/calamity that affects the areas.

2. Communication & Warning Group

a. Ensure the proper implementation of the plan;

b. Supervise the orderly conduct of the evacuation;

c. Give the signal when the evacuation should be made;

d. Coordinate with the concerned task units for the

availability of the evacuation buses/trucks/bancas and

the necessary requirements for evacuation; and

e. Perform other duties as the MDAO may direct.

3. Rescue and Recovery Group

a. Shall be responsible for the rescue of flood victims who

were left at their barangay.

b. Shall be the one that will give first aid to the

unconscious victims;

c. Perform other duties that may direct by the barangay

Captain/MDAO.

4. Transportation Evacuation Group

a. Organize all available bancas/vehicles in the Barangay

to be used during the evacuation phase;

b. Ensure that the residents of said barangay are

transferred/moved at their respective assembly area

when evacuation is declared;

c. Assist the evacuees in settling at the designated

evacuation areas in an organize manner;

d. Perform other duties as the barangay Captain/MDAO

may direct.

5. Public Safety and Order

a. Shall be the one to move last in case of mass

evacuation;

b. Ensure that all persons are evacuated before pulling out;

c. Assist in securing evacuees at designated evacuation

areas;

d. Responsible for the smooth flow of traffic;

e. Responsible for the installation of temporary traffic

signs and signal;

f. Responsible for re-routing of traffic if needed;

g. Responsible for the installation of traffic warning

devices;

h. Perform other duties as the MDAO may direct.

DISASTER PREPAREDNES AND MANAGEMENT PLAN

The municipal Disaster Coordinating Council has set the following guidelines on disaster

preparedness and management plan for implementation at the municipality with all

council members performing their mandated duties and responsibilities.

The disaster preparedness and management plan will be in accordance with three (3)

phase of Disaster Management:

1. Phase I - Pre-Disaster Period

2. Phase II - Disaster Period

3. Phase II - Post Disaster Period

1. PHASE I-PRE-DISASTER PERIOD

1. Capability enhancement of disaster Coordinating Council especially the

flood prone areas.

2. Intensification in the conduct of Disaster Management Training Seminars

from the Municipality down to Barangay Level.

3. Organization and provision of specialized training on disaster response

team.

4. Massive information drive and education campaign.

5. Improvement of communication and warning system.

6. Conduct of evacuation drills and exercises.

7. Updating of contingency and evacuation plan.

8. Development of an effective disaster response at the lower level.

9. Improvement of the monitoring and feedback mechanism.

TASKING:

1. The Disaster Coordinating Council must have a vivid foresight and close

coordination among its member on any eventuality that may occur in the flood

prone areas.

2. The conduct of Disaster Management Seminars and other trainings relative to

disaster management must be intensified in order to upgrade public awareness

and understanding to prevent loss of live and minimize damage to properties.

3. To organize a special training course to disaster response team for immediate

mobilization.

4. To conduct massive info drive and education campaign at the municipality

down to the barangay level for public awareness program on the importance

of Disaster Preparedness.

5. To improve communication and warning system for use in the disaster

monitoring activities and to ensure effective and efficient operation.

6. To conduct of vulnerability and hazard analysis is a must, in order to identify

1. The activation and manning of MDOC on a 24hour round the clock during

disaster period and provisions of emergency services such as relief,

evacuation, and medical care to the affected areas.

3. PHASE III – POST DISASTER PERIOD

1. Determine rehabilitation requirements of disaster victims.

2. Restoration, repair and rehabilitation of damage infrastructures and

agricultural crops.

3. Conduct post disaster assessment/critiquing and to review the existing

plan.

TASKING:

To determine rehabilitation requirements areas and victims further conduct

assessment after the disaster operation.

COORDINATING INSTRUCTIONS:

1. Provincial government agencies exist to support the municipality in times

of emergency according to their level of assignment.

2. Every member shall immediately report the Municipal disaster Operations

Center (MDOC) for a last minute instruction from the Chairman.

VOLUNTEERS:

1. Non-Government Organizations (NGO’s)

2. Youth Clubs and Organizations

3. PMT’s

FUNCTIONS:

1. Conduct rescue and recovery operations to affected residents living along

threatened and high-risk areas.

2. Initiate evacuations of those affected victims and bring them to designated

safe grounds.

3. Assemble and organize affected residents in the designated evacuation

pick-up points.

4. Alert transports, fire-fighting units and other equipment for development.

5. Assist in the organization and training of barangay Response and Rescue

teams.

6. Preposition/stockpile medicines/medical supplies at the Operation Centers.

7. Alert government and private hospitals and medical practitioners for

possible medical assistance in respective localities.

8. Establish emergency medical clinic at the Operation center.

9. Provide transport and pre-hospital management of trauma victims during

disaster.

PLANS AND PROGRAM OF THE MDCC RE: LA NIÑA PHENOMENON

MDRRMC will enter into a Memorandum of Agreement (MOA) on credit

sales to assists the municipality during emergencies and calamities.

Monitoring of prices and enforcement of rules and regulations.

Public information Re: availability if rice. This will ensure that the public is

aware of the availability of government rice.

Reactivation of the Municipal Disaster Operations Center.

Ensure availability and readiness of logistic to include service vehicles,

emergency lights, and communication facilities/equipments.

Putting up/fielding of rolling stores especially in affected areas.

Distribution of potable drinking water.

Stand by rescuers and paramedic teams for possible rescue and evacuation

operation.

Recruitment and organization of volunteers groups to compose the Disaster

Response Group.

Inventory of available materials and equipment that can be utilized during the

actual operation.

Conduct Disaster Management Training/Seminars.

Conduct rescue and evacuation operations.

To affect attitudinal and procedural changes in the understanding, accepting

and implication of programs/project related to “La Niña” disaster

preparedness.

To conduct research and development related to “La Niña” disaster

phenomenon.

PAGASA STORM SIGNAL WARNING

A. TYPOONS – PAGASA advices the public on the latest weather bulletins and

announcements through the radio and televisions.

i. PUBLIC STORM SIGNAL NO. 1 – means that the winds of 30-60

kilometers per hour may be expected within 36 hours. Alert is on but

business may be continued as usual except when flood occurs.

ii. PUBLIC STORM SIGNAL NO. 2 – means that the winds greater

than 60-100 kilometers per hour may be expected within 24 hours.

People are advice to take precautionary measures.

iii. PUBLIC STORM SIGNAL NO. 3 – means that the center of the

tropical cyclone is expected to pass very close or over areas where

signal No. 3 is raised. Winds greater than 100 Kph to 185 Kph would

be expected over these areas within the next 18 hours. People are

advice to seek their shelter in strong building and stay indoors.

iv. PUBLIC STORM SIGNAL NO 4 – means winds greater than 185

Kph may be expected within 12 hours. People should stay indoors in

strong building.
