On October 4, 2018 at around 1000H, Agent Jay-an S. CastaÑeda conducted a lecture

on Barangay Drug Clearing Program held at Datu Dizal Cultural Center located at

Lamitan City, Basilan. The lecture was attended by more or less sixty (60) participants

composed of the ABC President himself, DILG Staffs, PNP personnel and Barangay

Officials.

Army, Pulacan, Labangan, Zambonga del Sur. Agent Radaza discussed the Ill-Effects of

Dangerous Drugs and Salient Features of RA 9165 which participated by One Hundred

(100) Youth Leaders.

On or about 8:00AM of October 5, 2018, Agent Cesario C. Judilla Jr., Provincial Officer

of PDEA Zamboanga del Sur, proceeded to Function Hall, 8th Floor, Mardale Hotel, San

Francisco District, Pagadian City. Agent Judilla discussed the Ill-Effects of Illegal Drugs

and Salient Features of RA 9165 that were participated by all (200) SK Chairpersons of

the Province of Zambonga del Sur.

On or about 0800H – 1200H of October 7, 2018, Agent Jigger B. Juniller, Provincial

Officer of PDEA Basilan Provincial Office, attended the ROTC Training MS-1 and

conducted a lecture on Drug Abuse Resistance Education at 74th IB Unbeatable

Battalion (PA), Barangay Kulay Bato, Lamitan City, Basilan. This was attended by more

or less Eighty-Five (85) students participants composed of 63 students from Mindanao

Autonomous College Foundation Incorporation and 22 students from Furigay College of

Institute.

On October 09, 2018 at around 1500H – 1900H, Ms. Darmalyn H. Jumlail, PECI Chief

and Ms. Maria Lea V. Tolo, BDCP Coordinator, attended the Training on Strengthening

the Anti-Drug Abuse Council at Ever-O Business Hotel, Zamboanga City and conducted

lectures on Barangay Drug Clearing Program and its Documentary Requirements with

more or less 120 participants composed of the Local Government Unit Officials,

Municipal Health Officers, MLGOO, ABC Presidents, Chief of Police, SK Presidents, of

Basilan Province.

On October 9-10, 2018, Agent Aldous B. Restor and Agent Candice Cabanlong,

respectively attended as Resource Persons and conducted lectures on Drug-Free

Workplace Policy and Programs to an estimated (100) participants composed of

personnel of the Zamboanga Ecozone and Freeport Zone, San Ramon, Zamboanga

City and members of the Task Force Zamboanga. Said activity was spearheaded by the

Dangerous Drugs Board in coordination with the management of Zamboanga Ecozone

and Freeport Zone. The program aims to promote drug-free workplace among members

and employees of the said agency.

On October 10, 2018 at around 0800H – 1600H, Agent Jigger B. Juniller, Provincial

Officer, PDEA Basilan Provincial Office, attended the Training on Strengthening the

Anti-Drug Abuse Council at Ever-O Business Hotel, Zamboanga City and conducted

lectures on National Drug Situation and Balay Silangan with more or less 120

participants who are Local Government Unit Officials, Municipal health Officers,

MLGOO, ABC Presidents, Chief of Police, SK Presidents, of the province of Basilan.

On October 13, 2018 at around 0900H, Agent Jury G. Rocamora, City Officer, PDEA

ROIX Zamboanga City Office, served as Resource Person and conducted lecture on

Drug Abuse Prevention and Control during a One-day Sta. Maria Central School SPED

Center Seminar and Workshop on National Drug Education Program and Barkada

Kontra Droga Program held at Sta. Maria Central School, Sta. Maria, Zamboanga City.

The said program was attended by more or less Fifty (50) participants composed of the

members of the BADAC Committee, SK of the said barangay, pupils and faculty from

Sta. Maria Central School.

On or about 0800H – 1200H of October 14, 2018, Agent Jigger B. Juniller, Provincial

Officer of PDEA Basilan Provincial Office, conducted a lecture on Drug Abuse

Resistance Education among the students of Mindanao Autonomous College

Foundation Incorporated Reserve Officer Training Corps Unit (MACFI ROTCU) at Town

Site Elementary School, Barangay Town Site, Maluso Municipality, Basilan Povince.

The activity was attended by more or less Forty (40) student participants.

On October 17, 2018 at around 1400H – 1700H, IO1 Jay-an S. CastaÑeda conducted a

lecture on Barangay Drug Clearing Program at Isabela City Hall located at Isabela City,

Basilan. The lecture was attended by more or less sixty (60) participants composed of

DILG Staffs, PNP personnel and all Barangay Officials of Isabela City.

On October 17, 2018 at around 1730H – 1830H, Ms. Darmalyn H. Jumlail, PECI Chief,

with Ms. Michelle M. Juanaya, Laboratory Technician, conducted lecture on Drug-Free

Workplace Policy and Program at Social Security System, Zamboanga Branch located

at Veterans Avenue, Zamboanga City. This was attended by Eighty-five (85) employees

of the company with the end goal of promoting a drug-free workplace and greater

productivity.

On 1700H of October 18, 2018, Agent Dharyll Iann C. Pasagad discussed the Drug

Free Workplace Policy and Program to the Social Security System (SSS) Personnel

held at Poblacion, Ipil, Zamboanga Sibugay. The activity was initiated by the Social

Security System (SSS) Ipil in connection with the Dangerous Drug Board Resolution

No. 64. The said activity was attended by twenty-five (25) SSS Personnel and ended at

1830H.

On October 19, 2018 at around 1300H, Agent Liberty S. Perez under the supervision of

IAV MARIA FELINA BACHA-ABENDAN, Provincial Officer, PDEA Zamboanga Del

Norte Provincial Office was tasked to present and discuss the BALAY SILANGAN

Program during the Roll Out Training on Strengthening Anti-Drug Abuse Councils held

at Hotel Guillermo, Pagadian City, Zamboanga del Sur. During the said activity, Agent

Liberty S. Perez discussed the Balay Silangan - Guidelines for Community Involvement

in Reforming Drug Offenders into Self-Sufficient and Law-abiding member in the society

to more or less One Hundred Fifty (150) participants composed of members of the

Municipal Anti-Drug Abuse Councils in Zamboanga del Sur.

On or about 9:00AM of October 19, 2018, Agent Cesario C. Judilla Jr., together with

Agent Ingrid E. Radaza, Agent Margelyn C. Asoy and Agent Knorben Mark R. Montuya

proceeded to Barangay Maragang, Tigbao, Zambonga del Sur. Agent Radaza

discussed the Ill-Effects of Dangerous Drugs and Salient Features of RA 9165 that were

participated by 50 Barangay Officials, Purok Presidents, Barangay Tanod Members,

Barangay Workers and Drug Surrenderers. Agent Cesario C. Judilla Jr. discussed about

the Balay Silangan and other matters related to it with the Tigbao Municipal Mayor,

Tigbao Chief-of-Police and SB Member.

On 1800H 22 October 2018, IAV MARIA FELINA BACHA-ABENDAN, Provincial Officer,

PDEA Zamboanga Del Norte was invited as Guest Speaker and discussed the Drug-

Free Workplace Policy and Programs to twenty (20) personnel of Social Security

System (SSS) in Dipolog City, Zamboanga del Norte. The lecture also includes Salient

Provisions of RA 9165 “Comprehensive Dangerous Drugs Act of 2002” and Ill-effects of

dangerous drugs.

On October 23, 2018 at around 0900H – 1200H, Ms. Darmalyn H. Jumlail, PECI Chief,

and Agent Jury G. Rocamora served as Resource Persons and conducted lectures on

Drug Situation, RA 9165 and Drug Abuse Prevention in the Workplace in an activity

held at NSRE Multi-Purpose Hall, Bagong Calarian, Zamboanga City. Said activity was

attended by more or less Sixty (60) members of the Philippine Marines.

On October 23 – 24, 2018 at around 0700H – 1200H, Agent Ayesha N. Amilassan

conducted a lecture on Ill-effects of Illegal Drugs among senior high school students of

Lamitan City District with more or less Two Hundred (200) participants at Sta. Clara

High School, Sta. Clara, Lamitan City, Basilan.

On or about 9:00AM of October 26, 2018, Agent Cesario C. Judilla Jr. together with

Agent Rizza L. Osorio, Agent Reyne A. Barrientos, Agent Margelyn C. Asoy, Agent

Knorben Mark R. Montuya and Francis H. Lopez proceeded to Barangay Militar,

Tukuran, Zamboanga del Sur. Agent Osorio discussed the Ill-Effects of Illegal Drugs

and Salient Provisions of RA 9165 and participated by Barangay Officials, Barangay

Tanod Members, Barangay Workers and Drug Surrenderers estimated to be more or

less Seventy (70) participants.

On 27 October 2018, operatives of this office headed by Agent Jury G. Rocamora City

Officer proceeded to Barangay Recodo, Zamboanga City. During said activity, Agent

Rocamora, City Officer, PDEA Zamboanga City Office served as one of the Guest

Speakers. The constituents of said barangay (150) were informed about the adverse

effects of dangerous drugs, and the Status of the Existence of the Illegal Drugs in the

Community and in the City of Zamboanga. The said activity concluded on or about

1230H of the same date.

On or about 1300H of 27 October 2018, operatives of this office headed by Agent Jury

G. Rocamora, City Officer, PDEA Zamboanga City Office proceeded to Barangay Sto.

Niño, Zamboanga City. During said activity, Agent Rocamora served as one of the

Guest Speakers. The constituents of said barangay (150) were informed about the

adverse effects of dangerous drugs, and the Status of the Existence of the Illegal Drugs

in the Community and in the City of Zamboanga. The said activity concluded on or

about 1530H of the same date.

OOA 1700H PM of October 29, 2018, operatives of this office led by the above signed

conducted a seminar to the SSS employees with more or less 20 participants at SSS

office, Brgy Sunrise, Isabela City. Topic discussed was “Drug free Workplace”. Said

seminar was requested by SSS for educating its employees on the “ill-effects of illegal

drugs”.

On or about 1030H of October 30, 2018, operatives of PDEA Zamboanga Sibugay

Province led by Agent Dorothy Joy E. Villoso, in coordination with BJMP Sanito, Ipil

District Jail Female Dormitory conducted lecture of Ill - Effects of Dangerous Drugs,

Salient Provisions of RA 9165 and media presentation to the Persons Deprived from

Liberty held at BJMP Sanito, Ipil Zamboanga Sibugay. The said activity was attended by

fifty five (55) PDL and ended at 1130H.

On 0800H of October 30, 2018, operatives of PDEA Zamboanga Sibugay discussed the

Ill-Effects of Dangerous Drugs, Salient Provisions of RA 9165 and media presentation to

the Persons Deprived from Liberty held at BJMP Sanito, Ipil Zamboanga Sibugay Male

Dormitory. The said activity was attended by Six Hundred Seventy (670) Persons

Deprived from Liberty (PDL) and ended at 1000H.

On or about 9:00AM of October 30, 2018, Agent Ingrid E. Radaza together with Agent

to Longmot, Tigbao, Zambonga del Sur. Agent Radaza discussed the Ill – Effects of

Illegal Drugs and Salient Features of RA 9165 that were participated by Fifty (50)

participants composed of Barangay Officials, Purok Presidents, Barangay Tanod

Members, Barangay Workers and Barangay Surrenderers.

On or about 9:00AM of October 31, 2018, Agent Ingrid E. Radaza together with Agent

Margelyn C. Asoy proceeded to Lacupayan, Tigbao, Zambonga del Sur. Agent Radaza

discussed the Ill - Effects of Illegal Drugs and Salient Features of RA 9165 that were

participated by Fifty (50) composed of Barangay Officials, Purok Presidents, Barangay

Tanod Members, Barangay Workers and Barangay Surrenderers.

On October 2, 2018 this office, with the support of PDEA RO IX Forensics Laboratory, conducted drug testing on sixty five (65) municipal employees and one hundred sixty (160) voluntarily surrendered illegal drug users from the municipality of Talipao. No municipal employees tested positive for illegal drug use while twenty six (26) surrenderers tested positive for illegal drug use. The activity was in support of the government’s drug free workplace initiative and the pre-program implementation of the Community Based Rehabilitation Program (CBRP). On 1000H of October 16, 2018, PDEA Zamboanga Sibugay Province led by Dorothy Joy E. Villoso, in coordination with Titay MPS and Titay LGU conducted a surprised drug testing on urine specimens to the twenty-two (22) Drug Surrenderers of Brgy. Palomoc, Titay Zamboanga Sibugay right after the Recovery and Wellness Culmination Program held at barangay hall of the said barangay which yielded positive results of the two (2) drug surrenderers for the use of illegal drugs. The procedure was performed by Ms Judy Lee C Yu, PDEA Chemist, assisted by the PDEA Zamboanga Sibugay personnel. The activity commenced with a formal program and ended on 1130H.

On or about 0800H of October 21, 2018, personnel of this Office proceeded to Male Dormitory of Bureau of Jail Management and Penology, Varela Street, Zamboanga City, and conducted drug testing on urine specimens of one hundred eight (108) BJMP Male Dormitory personnel and fifty nine (59) selected Persons Deprived of Liberty (PDLs) who undergone the said test, in which nobody turned out to be positive for methamphetamine hydrochloride and tetrahydrocannabinol as per initial testing.

On October 2, 2018 at around 2:30 PM, Agent Jigger B. Juniller, Provincial Officer, PDEA IX Basilan Provincial Office, attended a meeting regarding Drug Clearing Program at Lamitan City Hostel, Lamitan City, Basilan which was attended by Police Superintendent Christopher W. Panapan and Nash Hajain SWO 2 Mayor’s Office together with his companion. On October 4, 2018, PO, PDEA Sulu Provincial Office attended the Sulu Provincial Anti-Drug Abuse Council Meeting held at the Sulu Area Coordinating Council conference room. The meeting was presided by PSSUP PABLO G. LABRA II on behalf of Governor Totoh Tan II. PO, PDEA Sulu presented the Barangay Drug Clearing Operations process with emphasis on OPR and reiterated the call for head of MADACs to heed the DILG memorandum circulars and DDB Regulations governing the Barangay Drug Clearing initiatives.The request of the Sulu Integrated Provincial Health Office to prioritize the Matrix Intensive Outpatient Program (MIOP) training of counselors for the Community Based Rehabilitation Program (CBRP) was also tackled, with urgent request for the Office of the Provincial Governor to shoulder the training expenses of the trainees. The lack of accredited medical practitioners to conduct Drug Dependency Examination (DDE) and trained personnel to supervise the Community Based Drug Rehabilitation Program has been the single biggest hindrance in the institution of a working CBRP in Sulu. On October 11, 2018 at around 1500H – 1800H, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, attended a meeting and conducted a lecture on Balay Silangan at Mayor’s Office of Isabela City Hall, Province of Basilan. The said activity was attended by the office staff namely Purisima B. Nabi - SWA-CSWDO, Karlo Marlon Ignacio – DXNO-Media, Jaime J.A. Rivera –Isabela City/LEIPO, Jesielyn O. Puno – LGU Isabela City, Pilar V. Gudio-CLGOO-DILG, Joseph A. Lazaro – CEO. On or about 1400H of October 16, 2018, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, attended a meeting on CADAC at Conference Room of Isabela City Hall, Isabaela City, Basilan. Topics discussed were Barangay Drug Clearing, Balay Silangan, and Drug Situation of Isabela City. In attendance during the said activity were more or less 30 composed of personnel from Isabela City Hall, Isabela City Police Station, DOLE, DILG, TESDA, SWA-CSWDO, BFAR, DepEd and City Health Office. On October 18, 2018 at around 1400H, ARD Ralph Rommel D. Torres had a meeting with Cherry Joy C. Concha-Ageas, Presiding Judge of RTC Branch 10, Dipolog City. Discussed during the meeting was about the Balay Silangan, Plea Bargaining Agreement and Drug Dependency Examination, in connection with those who have availed of the plea bargaining agreement and the court decision. On October 23, 2018 at around 1330H, ARD Ralph Rommel D. Torres, Agent Jury G. Rocamora (Zamboanga City Officer), Ms. Darmalyn H. Jumlail (Information Officer) and other team members of Zamboanga City Office proceeded to Civil Aviation Authority of the Philippines – Zamboanga and had a meeting with the Area Manager IX of CAAP and the Chief of the OTS. Discussed during the meeting was the plan of coordinated efforts between and among PDEA, CAAP and OTS in establishing security measures in Zamboanga International Airport.

On October 23, 2018 at around 0900H, IAV MARIA FELINA BACHA-ABENDAN, Provincial Officer, Zamboanga Del Norte attended the Joint Meeting of the City Peace and Order Council (CPOC) and City Anti-Drug Abuse Council (CADAC) at Mayor’s Conference Room, 4TH Floor, City Hall, Dipolog City. During the said meeting, IAV MARIA FELINA BACHA-ABENDAN discussed about the Balay Silangan Program.

On October 24, 2018 at around 1030H, ARD Ralph Rommel D. Torres, Acting Assistant Regional Director of PDEA ROIX had a short meeting with the International Monitoring Team - Mindanao during the latter's visit to Office on that day. Discussed was the possible involvement of PDEA ROIX in the programs and activities to be undertaken by the Team for Zamboanga Peninsula, BaSulTa area and Palawan. On October 24, 2018 at around 1300H, ARD Ralph Rommel D. Torres and Agent Jury G. Rocamora attended and initiated the Forum on Section 21 of RA 9165 as amended, which was held at ZCPO Conference Room and attended by Station Drug Enforcement Teams (SDETs) of all Police Stations in Zamboanga City. Agent Rocamora, City Officer, PDEA ROIX Zamboanga City Office and City Prosecutor Atty. Ricardo G. Cabaron served as the Resource Persons and discussed Section 21 of RA 9165 as amended, its present practice and its new guidelines of doing it. This is to ensure airtight cases to be filed in court, thus a high conviction rate of drug cases. Significant insights were also given by Acting Assistant Regional Director of PDEA ROIX. On or about 1300H of October 29, 2018, operatives of this office led by the above-signed attended a meeting at Mayor’s Office of Lamitan City Hall, Lamitan City, Basilan. Topics discussed were updates and status of Barangay Drug Clearing. The said activity was attended by Patrick B. Furigay- City Health Office, Manny Sumampel-ABC President, Dr. Michael Angelo Castillo-OIC-CHO, PSUPT. Christopher W. Panapan-PNP Lamitan CPS, Nida J. Nur-CLGOO DILG Lamitan, Joey A. Leonardo-Executive Assistant II, Nasser B. Hajain- Social Welfare Officer II. On 0900H 29 October 2018, Agent Eugene Daniel Morcilla under the supervision of IAV MARIA FELINA BACHA-ABENDAN, Provincial Officer, Zamboanga Del Norte attended the Provincial Anti-Drug Abuse Council (PADAC) Meeting at 3rd Floor, Top Pensionne, Dipolog City. During the said meeting, Agent Eugene Daniel Morcilla discussed the Inter-Agency Committee on Anti-Illegal Drugs (ICAD), drug situation in Zamboanga del Norte especially the drug prices in all provinces and salient features of RA 9165 or the “Comprehensive Dangerous Drugs Act of 2002”. On or about 9:00AM of October 30, 2018, Agent Cesario C. Judilla Jr. together with Agent Margelyn C. Asoy attended the forum on Drug Dependency Evaluation and Community-Based Treatment for Drug Offenders with the theme “Reinforcing Correctional Awareness through Promotion of Firsthand Participation” at Executive Function Hall, Pagadian City. Said activity was participated by different government agencies of this region.

On October 16, 2018 at around 7:00AM, Ms. Darmalyn H. Jumlail (PECI Chief) was interviewed through phone patch by Mr. Teodyver Arquiza, Mr. Philip Abuy and Mr. Al Alhabsi, all are news anchors of early morning program “Dateline Teleradyo” of GBPI TV 11. The program is aired live weekdays from 6:00AM to 9:00AM, simulcast via 95.5 Magic FM. Discussed during the interview was about the narco-politicians, now that the filing of candidacy is nearing end.

On October 29-31, 2018, this Office, in coordination with Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), Maritime Industry Authority (MARINA), Philippine Ports Authority (PPA), Civil Aviation Authority of the Philippines (CAAP) – Zamboanga, Philippine Coast Guard (PCG) and Philippine Marine Corps, implemented the OPLAN UNDASPOT 2018 with the aim of securing the travelling passengers coming to and from Zamboanga City in time for All Saints and All Souls Day. The following activities were conducted, to wit;

a. On October 29, 2018 from 0800H – 1900H, this Office through its Laboratory Section conducted a random drug test to all bus drivers at Integrated Bus Terminal in Zamboanga City. Three out of sixty-three drivers were tested positive for the presence of Methamphetamine Hydrochloride in their submitted urine specimen. LTO confiscated their driver’s license and prevented them from proceeding with the trips. K9 sweeping/paneling to all the passenger’s cargoes and distribution of leaflets and brochures were also conducted on this day. Moreover, Ms. Darmalyn H. Jumlail, Information Officer, was interviewed by Mr. Noning Antonio, a local news reporter from ABS-CBN Zamboanga regarding this activity.

b. On October 30, 2018 from 0800H – 1900H, this Office conducted K9 sweeping/paneling to all passenger’s cargoes at Zamboanga City Port Terminal, to make sure no contrabands/illegal drugs will be transported to and from Zamboanga City. Distribution of leaflets and brochures were also conducted during the activity.

Distribution of IEC materials was also done during this activity. Further, the above-signed Regional Director was interviewed by GMA 7 Zamboanga regarding this activity.

On October 13, 2018 at around 0800H – 1200H, Ms. Sahillia S. Asadil, Chief Administrative

Officer and Mr. Alvaracin A. Albani, HRM Officer, participated in the event dubbed as “DXAS NA KOMUNIDAD” held at Tetuan Central School Covered Court, Barangay Tetuan, Zamboanga City. The event was hosted by DXAS 1116 FEBC Radio in celebration of their 50th Anniversary and this was attended by stakeholders and counterparts. The event showcased different activities of the partner agencies in support of the celebration. This includes Zumba, Free Concert, Bloodletting activity, Ukay-Ukay and a Job Fair. During the event, this Office distributed leaflets and brochures on anti-illegal drugs as part of the agency’s campaign.

On October 16, 2018 from 8:00AM – 5:00PM, Ms. Darmalyn H. Jumlail (PECI Chief) and Ms.

Sahillia S. Asadil (Chief Administrative Officer) attended the Disaster Communication Preparedness Summit 2018 held at Palacio del Sur, Marcian Garden Hotel, Zamboanga City. The activity was hosted by the Department of Information and Communications Technology (DICT) in coordination with Office of Civil Defense (OCD) IX. This was attended by other government and non-government organizations, radio groups and other organized rescue teams in ZamBaSulTa area. Discussed during the Summit were ICT Framework and Initiatives on Disaster Risk Reduction and Management, Rapid Emergency Telecommunications Team, Telecommunications Plan in Time of Disaster, and the Best Practices on Disaster Communication Preparedness.

On October 21, 2018 at around 1300H – 1700H, Ms. Darmalyn H. Jumlail, PECI Chief, attended the 50th Anniversary Celebration of DXAS 1116 FEBC Radio held at Atrium, KCC Mall, Zamboanga City. Said celebration was also attended by other stakeholders and counterparts of the radio station. This Office, together with other partner agencies, received a Certificate of Appreciation from the radio station for the mutual support and partnerships shared by the two institutions. This activity was actually the second part of their one-month long celebration of their 50th Anniversary.

On October 27, 2018 at around 0530H – 0700H, personnel of this Office headed by Ms. Sahillia

S. Asadil, Chief Administrative Officer, attended the “SA KANYANG LAKAS FUN RUN” of DXAS 1116 FEBC Radio held at Cabatangan Barangay Hall Covered Court, Zamboanga City. Said Fun Run was conducted in connection with the 50th Anniversary of DXAS. This event was also participated by other partner agencies and the Zamboanga Trail Runners who facilitated the fun run.
