Organizational Efficiencies are Foundation of City’s Fiscal Stability

edwood City has made great strides in coming to terms with the economic realities we ‘ve faced over the last few years. As a result, the City is in a better place today than in recent years, and we are committed to continuing in this direction, to seeking cost-saving opportunities, and to keep building a solid fiscal foundation for the future.

Some of our essential efforts are in the area of organizational efficiencies, to provide services to the community at a lower cost. A number of such efficiencies are being implemented across all City departments. For example, we’ve reorganized some City departments to maximize efficiency and reduce redundancy. This has resulted in an overall reduction in the number of City departments: less than 18 months ago,

we had 12 different departments, and today there are nine. This offers cost savings by combining management and oversight, better utilizing support staff across former departmental lines, and providing for more effective communication among divisions that share common projects and programs. And this maximum efficiency equals lower costs to provide services to the community.

Here are a few other highlights of our work in organizational efficiency:

Employee CohortsThis creative concept utilizes cross-departmental teams of employees to collaborate on developing ideas for improved efficiencies in the areas of technology, budgeting, purchasing, and administrative services. Since our employee stakeholders are on the “front lines” of the services we provide, they’re in a great position to examine our day-to-day functions and operations, and come up with ideas for what can be done to enhance program and performance efficiencies.

We’re already seeing improved efficiencies in some of our administrative, purchasing, and budgeting processes, and there are several technological improvements in the pipeline which will offer a good return on investment while improving various functions.

The successful innovations that come out of this process will not only have a cost savings to the City, but may better

engage the community, provide more decision-making data more efficiently, offer City-wide benefit, or help make the organization more nimble and better able to quickly respond to changing circumstances.

Shared ServicesWorking with other cities and agencies to share services is a vital element in our organizational efficiency, and we’re proud of the shared services models we’ve created. Our public works and information technology staff already sell services to other agencies, bringing in over $1.5 million in revenue annually through those contracts. Our human resources group is very involved in regional collaboration for employee training and development, which can reduce costs for all the cities involved.

Last year we contracted with the City of San Carlos to manage their fire department, resulting in significant cost savings to both agencies. By providing centralized management oversight, as well as sharing certain fire department staff, we have been able to reduce our costs and those of San Carlos, making this a real win-win for both agencies.

Our approach to alternative service delivery models and organizational efficiencies has not gone unnoticed! Recently, our City Manager, Bob Bell, was asked to present Redwood City’s efforts as part of a state-wide webinar on service delivery. In fact, this kind of shared services model and Redwood City’s other efforts in organizational efficiencies are spreading to other agencies, offering lower costs, more efficient services, and a leaner, more healthy government operation.

Exploring a City/ YMCA Joint FacilityHere’s another great idea to most efficiently provide important services to the community: Redwood City and the YMCA of Silicon Valley are right now exploring the feasibility of creating a combined multi-use, multi-generational health and wellness facility in Red Morton Park, on the site of the existing Veterans Memorial Senior Center. The Senior Center is in need of major renovations, and the Y on Hudson Street is quickly outgrowing its present facilities. This presents a unique opportunity for combining forces to see if, together, we can create something that works for both organizations more efficiently and at a lower cost than “going it alone.”

With the Y, Redwood City plans on extensive community outreach to gather comments and input on this idea. This discussion is in the early phases, and no decisions have been made. As information becomes available on this project, it will be posted online at redwoodcity.org/ypartnership.

Redwood City’s Next “Milestone” ProjectInitial work underway to prepare for Redwood Tower construction

By the time you read this, work will be well-underway on Middlefield Road/Winslow Street near the Middlefield parking lot and Theatre Way. We’re very excited to share some details about what this means!

The work you see today is the relocation of a storm culvert from underneath Middlefield Road and the Middlefield parking lot. This is the first step in preparation for a much larger construction job: a development called Redwood Tower, which consists of mid-rise buildings for office and retail uses, right where the Middlefield lot is now. Design for Redwood Tower is underway, and it’s the most significant new development since the retail/cinema project. The culvert relocation will continue into spring, 2013, after which construction on Redwood Tower will get underway.

In the meantime, we apologize for the disruption, dust, and noise of the culvert relocation project. The good news is that all businesses are open during construction, there are lots of parking options and easy pedestrian access throughout the project area, and the end result will be something that the entire community can be proud of.

During this construction, Theatre Way is pedestrian-only, Monday through Friday, and there is no through traffic on Middlefield Road/Winslow Street. But don’t hesitate to come Downtown and patronize our wide array of businesses and restaurants on Theatre Way, Hamilton, and Winslow – as well as Broadway and the rest of Downtown.

Parking is easy in the Jefferson garage, Marshall garage, Sequoia Station underground garage, or Middlefield lot (enter the Middlefield lot only from the entrance near Jefferson). Invite your peninsula or south bay friends to take Caltrain to Redwood City, and they can meet you with easy pedestrian access to Theatre Way and all of Downtown.

Share the anticipation, pride, and excitement about the Redwood Tower project, which is expected to start construction by May, 2013 and take 24 – 30 months to complete. Visit Downtown Redwood City and enjoy events and activities, shopping, and restaurants. The future is looking even brighter for Redwood City as a great destination, a thriving employment center, and a wonderful place to live, work, and play!

Economic Indicators Dashboard Provides Useful DataRedwood City is bringing a renewed, sharp focus to economic development, and one piece of that is a new online tool - an Economic Indicators Dashboard, located on the City’s website at www.redwoodcity.org/eddashboard.

This new set of web pages will be of enormous value to anyone seeking information on the economic conditions in Redwood City – people like business site selectors, builders, and developers, as well as local businesses and residents. “At-a-glance” key economic information on the site includes commercial building data and links, value of building permits issued, sales tax by business segment and business district, top sales tax generators, top private employers, economic news related to Redwood City - and more to come.

The Economic Indicators Dashboard is a dynamic source of valuable information. A feedback page is included, offering users the opportunity to tell the City what kinds of additional information they’d like to see there, and what types of new businesses they feel would be a valuable addition to Redwood City. The Dashboard will be updated as new information becomes available and new data points are developed.

spanisH immersion lil learners prescHoolAge 3-5Research shows that total immersion is the best way for children to develop a long lasting foundation in the Spanish language. 90% of instruction will be in Spanish and 10% in English. The classes are designed to spark and maintain children’s interest in Spanish by engaging them in creative and enjoyable cultural activities such as dancing, singing, literature, art and games. Through immersion, children will learn the Spanish language naturally and easily as they master basic pre-school skills.

Children must be toilet trained and developmentally ready to be separated from their parents. Please be prepared to bring snacks for the class 1-2 times per session.

Each player will be placed on an NFL team and receive a pro team jersey. Games will be played on Saturdays between 1:00 and 6:00 beginning January 12th - the actual schedule will be announced as soon as possible.

Each session will begin with a 15-minute practice followed by two 20-minute halves. The season will be comprised of 7 regular season games, followed by single elimination playoffs, with prizes for the winning teams in each division. At the end of the season, the “Hi-Five NFL Flag Super Bowl Champions” will be crowned! This class is suitable for all levels, whether you are a beginner or brushing up on your technique. Floods, wildfires, mudslides, earthquake, airline crash, terrorism, disasters come in all forms and severity, are unpredictable and cause disruptions to emergency services.

A large scale disaster can easily overwhelm local emergency response resources, Police Officers, Firefighters and Emergency Medical Services. The CERT program will provide citizens with basic training in disaster survival and rescue skills to help reduce loss and protect property during the most critical timeframe, until emergency responders can arrive.

During the C.E.R.T. course, students will receive training in emergency preparedness, fire suppression, medical operations, light search and rescue, disaster psychology, team organization and terrorism. BASKETBALL LEAGUESThe Adult Basketball leagues are once again in “Fast Break Mode”. Games are played on Thursday nights at the Red Morton Community Center Arena, on a FULL sized College basketball court. No Middle School-sized courts here. It’s wide open in Redwood City. We will use 2 Quality Basketball Officials and we use a “Shot Clock” during our Spring –Summer Leagues. Where else can you get that level of play? This league will fill up quickly, so be sure to get your paperwork in early. Space is limited.

Our Adult Coed Volleyball league continues to dominate as well. We have 2 full sized volleyball courts, with quality Referees and scorekeepers. Are you looking to play on a Softball, Volleyball, or Basketball team, but do not have a team to play on? If so, this year we have added a new “FREE AGENT FORM”. We do not place individuals on specific teams, but will provide a place where teams can go to find additional players for their teams, should they need people.

You will be required to complete the entire form, including what sport you would like to play, age, level of ability, positions you play, and a current photo of you. The form will be kept on file in the Sports Commissioner’s office, and only be used as a guide for Team Managers. If you have been placed on an old Free Agent list in the past, you must complete the new form for 2013. Incomplete forms will not be processed. Another way to find a team is to go to the games directly, and ask the managers. We’ll do our best to find a team for you to play on.

senior peer counseling Senior Peer Counseling is a free counseling service for San Mateo County residents age 55+. Separate program in Spanish.

The Counseling offers a 1-on-1 service provided by trained older adult volunteers who offer emotional support, guidance, and empathy to older adults. Senior Peer Counseling is available in English, Spanish, Tagalog and Mandarin and to the LGBT community. Please call (650) 403-4300, extension 4389.
