    Worksheet 2.0 - Pollutant Analysis Requirements

    Outfall 001 is an external, continuous discharge outfall of non-process wastewater. Completeanalytical results for Tables I and 2 are provided. Partial analytical results for Tables 5 and 7 arealso provided, because Base Neutral Compounds and Pesticides are not required for SteamElectric Stations. Grab samples representative of chlorination and/or bromination were used forthe analysis.

    Outfall 002 is an external discharge of non-process wastewater. The Safe ShutdownImpoundment (SSI) is a safety component of the facility required by the Nuclear RegulatoryCommission (NRC) to provide a source of emergency cooling water for safe reactor shutdown inthe unlikely event of a failure of the Squaw Creek Reservoir dam. To date, this diversion ofcooling water has not been necessary. Since there has been no discharge from this outfall,complete pollutant analysis cannot be submitted as part of this application. Luminant GenerationCompany LLC understands that because we are not able to collect the samples for 002 tocomplete the analysis specified in the application, a post issuance testing requirement will beinserted as a provision of the renewed permit.

    Outfall 003 is an external discharge of treated domestic wastewater; therefore, completeanalytical results are provided for Tables 1, 2, 3, 5, and 7.

    Outfall 004 is an internal outfall although it has an option to be discharged directly to the lake.This option has never been used and has a flange installed to avoid use. Outfall 104 is aninternal outfall. Since both of these outfalls are internal, no samples were taken.

    Pollutant analyses were performed by the following entities:

    a. For Outfall 001, Temperature, pH and Total Residual Chlorine (TRC) analyses wereperformed by Company personnel in the on-site laboratory.

    b. For Outfall 003, Temperature, pH, BOD5 and TSS were performed by Companypersonnel in the on-site laboratory.

    c. All other analysis was performed by Pace Analytical Services, Inc., 400 W. BethanyRd. Suite 190, Allen, Texas 75013, (800-228-3764).

    GENERAL DESCRIPTION

    The Comanche Peak Nuclear Power Plant (CPNPP) is a two-unit nuclear-powered steamelectric generating facility owned and operated by Luminant Generation Company LP(Luminant). The facility is located on the west side of Squaw Creek Reservoir 6322 North FM56,. Glen Rose, TX 75043, Somervell County, Texas. Wastewaters are discharged to SquawCreek Reservoir, thence to Squaw Creek, thence to the Paluxy River in Segment No. 1229 ofthe Brazos River Basin. Squaw Creek Reservoir is the source of all water used for cooling andindustrial use. When needed, make-up water is provided to the reservoir via a pipeline fromnearby Lake Granbury. Potable water is obtained from groundwater and is delivered byCompany-owned on-site wells.

    The generating capacity and date of initial commercial operation for each generating unit are asfollows:

    Wastewaters produced at the plant site are collected, treated and discharged via five (5)permitted outfalls. Luminant Generation's operating procedures and wastewater handlingpractices are designed both to comply with all applicable environmental regulations and toprovide operational flexibility wherever practical.

    The Company is aware of an increased potential for macroinvertebrate invasion of any plantwater system. In the event of such occurrence, the Company is prepared to treat its water on astatic or flow through basis with the following non-oxidizing biocide: Buckman Bulab 6002Poly[oxyethylene(dimethyliminio)ethylene(dimethyiminio)ethylene dichloride] or GE BetzSpectrus CT-1300 [N-alkyldimethylbenzylammonium chloride (Quat); dodecylguanidinehydrochloride (DGH); ethylene glycol; isopropanol; ethanol]; or by supplementing chlorinationwith ammonia to create chloramines.

    The five (5) permitted outfalls are listed below and a description of the wastewater systempertinent to each outfall follows:

    Outfall 001 (Once-through and Auxiliary Coolingq)

    Water from Squaw Creek Reservoir is withdrawn at the intake structure, treated chemically andthen passed through the main condensers or auxiliary heat exchange equipment to condensesteam or cool system components. The intake water is treated with sodium hypochlorite toprevent biofouling and sodium bromide as a chlorine enhancer to improve the hypochloriteconversion and thereby reduce sodium hypochlorite feed rates. Additionally, an ammoniasupplement to chlorination may be utilized to facilitate a more complete conversion from freechlorine to chloramines. Application of these substances is intermittent and does not exceedthe regulatory maximum frequency of two hours/unit/day. A mixture of hydr
