Treasurer and Company Secretary

Elham Village Hall is looking for a Treasurer and

Company Secretary. This part time voluntary position

would suit anybody with a financial background who has

time to support this vital village organisation.

Duties as Treasurer involve keeping the books of

account and managing the spending and bank accounts

of the Association; arranging payment of bills and the

billing and collection of hire fees; preparation of

monthly management and annual statutory accounts for

audit together with an annual budget, and providing

advice to the committee generally on financial matters;

dealing with HMRC regarding taxation matters.

As Secretary you will deal with the Charity

Commissioners and Companies House including filing of

all appropriate returns etc.

As a member of the Management Committee you will

attend the monthly Committee meetings and provide a

report on the Association’s finances at the Annual

General Meeting.

Our February afternoon meeting had

yet another ‘foodie theme’ when Helen

Howard came and talked to us about

snail farming and the business she and

her daughter have developed. The

edible snails hatch and take about six

months to grow ready for the table, hibernating in the

winter and living out on the allotment in wire pens

during the summer where they enjoy a diet of fruit and

veg. A different and interesting topic which everyone

enjoyed.

Don’t forget the coffee morning on Saturday 14th March

10am, donations for the cake stall would be much

appreciated, in aid of the MS Therapy Centre

Canterbury. St Mary’s Church Hall.

Battersea Dogs & Cats Home is

organising two bucket collections in

your area. Funds raised will help to care

for and rehome the many dogs and cats

that arrive at their doors in London, Brands Hatch and

Windsor every day. These events are only possible with

the help of people like you. Please can you donate one

hour of your time to collect for Battersea?

The collections will take place on:

Wednesday 8th April 2015 at Canterbury Garden

Centre on Canterbury Road, 11am to 3pm, and

Saturday 23rd May 2015 at Canterbury Chartham

Garden Centre on Ashford Road, 11am to 3pm

Volunteers will be briefed prior to the event, so all you

need to do is arrange your collection time and then

show up on the day and grab a bucket! The Home

receives no government funding and this year needs to

raise over £18m through voluntary donations, so your

help will be much appreciated.

With new attractions and displays the Elham Valley

Line Trust opens its gates on 28th March for the

2015 season. George’s Barn will host traditional

crafts from wood turning through sculptures to

handicrafts and an excellent café. Eurotunnel

personnel carriers and locomotives are on display

along with an 1892 Leas Cliff lift carriage positioned

on the bank.

Follow the Tangled Nature Trail over the

embankment past the Dipping Pond to the Railway

Museum (admission charges apply) where, weather

permitting, miniature train rides can be enjoyed in

between posing as a signalman or gazing in awe at the

Eurotunnel models.

Open every weekend and Bank Holiday from 28th

March to end of November from 10 am to 5 pm.

Ample parking and mostly disabled friendly. Check

survey questionnaire is also available at your preference.

You will receive an invitation letter to take part delivered

the village also the EEG and Elham websites for the latest

interesting work covers a very wide spectrum of

“Walkers are Welcome” Group

Please join us on Sunday, 22nd

March at 10 am

for a free 4 mile walk round our beautiful Elham Valley led by a group of our members. We just want to help you enjoy a few relaxing hours of exercise and fresh air in this great landscape.

Find out about the work we have been doing in, for example, maintaining stiles and gates on local footpaths

Decide whether or not you would like to join our group and help us improve our footpaths and promote walking in and around our village We’ll be leaving from the Walkers’ notice board in the village Square and will return to the Square about 2 hours later. The walk is suitable for dogs, both large and small, but unfortunately not suitable for buggies. ANNUAL PARISH MEETING

MONDAY 30 MARCH 2015 Elham Parish Council welcomes you to this special annual

meeting, to be held in the Peggy Pike Room at Elham

Village Hall at 7.30pm on Monday 30 March. This is an

opportunity for you to come along and find out what the

Parish Council has been doing on your behalf during the

current Council Year and suggest items for consideration

by the new Council, which takes office on Monday 11

May, after the elections the previous Thursday.

This is also a special evening when all local clubs and

organisations are invited to come along and showcase their

activities and maybe find new members! All are invited

either to present a report at the meeting, or send one to

be read out. Why not join in?

When was the last time you

looked at your pet’s teeth? Did

you know that 4 out of every 5

cats and dogs over the age of 4

will have some signs of dental disease and it’s commonly

overlooked by their owners.

Signs to look out for are bad breath, red, inflamed or

bleeding gums, stained teeth, loose teeth, changes in eating

behaviour such as preferring soft food, weight loss,

drooling, pawing at the face and decreased grooming.

Dental disease is a real concern because it is very painful.

Many animals may only show very subtle signs of this pain

and it can be easily missed. It is often only once they have

been treated that you see a marked improvement in how

the animal behaves. Many people have told us that their

dogs are like puppies again after they have had dental

treatment!

There are a number of things that you can do at home to

help limit the development of dental disease. The best is to

brush your pet’s teeth daily as this helps to remove the

build up of food and bacteria before it causes damage.

Most animals will tolerate this well although it can take

some time for them to get used to it! Others will never let

you do this and it is important to ensure that you don’t

put yourself at risk!

Feeding dry food rather than wet will help reduce the

speed at which tartar builds up and chewing dental chews

and raw hide will help to breakdown the tartar on the

surface of the teeth.

At Bourne Veterinary Practice we have dental X-ray

equipment and can offer dental treatment including scale

and polish and extractions of any

infected and damaged teeth.

Problems with Southern Water – Update 4

Following the Open Meeting with representatives from

Southern Water, The Environment Agency, the Parish

Council and Shepway District Council which took place

on 26th June 2014 in The Village Hall, we were quite

disappointed with what we heard from Paul Kent of

Southern Water.

However, 8 months down the line, I think it is worth

recording the progress that has been made and the

works that have been carried out by Southern Water in

the meantime. We have kept our channel of

communication with them very open and have been

getting periodic updates from both our customer care

lead, Barry Woodham, and Paul Kent, Southern Water

Strategy Manager.

At the meeting, Southern Water undertook to do the

following:

Jetting the sewers twice a year instead of once.

Jetting the sewer line to remove roots in one of the

lines.

Replacement of the liner in the sewer under Hog Green.

All these activities have been actioned.

Also the following remedial works have been

undertaken:

Two brand new pumps have been installed at the

Ottinge pumping station.

Some manholes have been sealed in the area of The

Orchards. This is to try and stop surface water from

getting into the system rather than to stop sewerage

getting out.

Two non-return valves have been fitted in the drains at

the bottom of Duck Street.

Flows in Elham and Ottinge are being monitored on a

weekly basis which also includes operator attendance to

the Ottinge pumping station on a weekly basis to check

the condition of the pumps and well levels.

The alarm at The Orchards pumping station has been

adjusted to provide a more effective early warning

system to the Regional Control Centre at Southern

Water.

An emergency plan has been ratified to include tanker

attendance within 2 hours to both The Orchards and

Ottinge.

So, from a position of feeling quite despondent, the care

and attention that has been delivered by Southern

Water goes much further than was initially indicated,

and we feel more optimistic that any future problems

will have much less impact than last year.

We are very grateful for all this activity and, although

only time will tell how effective these initiatives are, the

reaction from Southern Water has been much more

constructive and far-reaching than in the aftermath of

flooding in February 2001.

Finally, just a reminder to try and avoid putting fat or

wipes down the drain; Southern Water say that these

are the things which seem to cause more problems than

anything else (apart from the weather!!).

Breakfast Club Manager

We are looking for an active person to take over the role as our Breakfast Club Manager, starting March 2015.

The role is to run our School Breakfast Club, term time only – 6.5 hours per week. Monday to Friday opening the school

and welcoming our children and their parents, also shopping for the club food.

Lyminge Youth Theatre was established 18 months ago offering opportunities for children aged 7 to 14 to explore all

aspects of stage and performance. We have a fantastic group of 18 children who come from Lyminge, Elham, Stowting,

Hawkinge, Hythe and Mersham. We meet on Mondays during term time 6pm to 7.30 pm. Due to changes with the

New Computing Equipment We have been able to purchase 20 new laptops, 6 iPads and a Wi-Fi system so our

school can continue to develop the computing curriculum. We aim to add a class set of iPads and 10 more laptops in the

new financial year.

Each class will have Computing and Esafety Ambassadors who will monitor and support with the title of the role in day

to day lessons. We will also be offering lessons in basic computing for members of our community, watch this space!

Present: Cllrs. J. Buss (Vice Chairman in the Chair), C. Johnson,

G. Palmer, K. Percival, and M. Turner.

In attendance: Mrs J. Martin, Locum Clerk, District Cllr. Miss P.

Carr, Mr Gary Harrison, Kent CC Community Warden, and three

members of the public.

Apologies for Absence: Cllrs. Mrs K. Baker, G. Clements, Mrs S.

Jacob and Miss B. Williamson, Chairman. County Cllr. Miss Susan

Carey Public Session: Proposed Mobile Phone Mast at Thomas Acre

Farm – enquiries would be made to find out whether a proposal

last Autumn had progressed.

Request for Defibrillator – Mrs Jan Stanyon had noticed that Elham

lacked a defibrillator. She had helped secure one for her last village

and was willing to help fund-raise. Cllr. Turner had been

approached with a similar request. This would be included on the

March agenda.

District Councillor’s Report: Cllr. Miss Carr apologised for

absence from the last meeting. The Boundary Commission had

reduced the number of Shepway councillors from 46 to 30 with

effect from the forthcoming May elections, which would save

money. After the elections, training would be provided at the Civic

Centre for new District, Town and Parish councillors, to include

Planning. The 2015/16 Budget would be set the week after next,

with no increase in Council Tax. She would contact the Chairman

about getting the play area bin emptied regularly.

Kent CC Community Warden’s Report: Mr Harrison warned

residents to be vigilant, following the theft of heating oil from the

Rose and Crown. It was believed that thieves followed oil delivery

vehicles, watching new supplies being delivered. A very successful

rural crime exercise by the Police and other agencies, had included

looking for hare-coursing, fly-tipping, untaxed vehicles, driving

without insurance, use of “red diesel” and off-road motor-bikes.

There was a suspected abandoned vehicle by the Old Police House

in Canterbury Road, which Cllr. Percival would look at in the

morning. Cllr. Buss would report a scaffolding pole and plank at

the junction of Park Lane and High Street.

Minutes: The minutes of the meeting on 5 January 2015 were

adopted. They were duly signed as a correct record.

Matters Arising not already on the Agenda: EEG Carbon

Audit – Cllr. Johnson had received the £100 cheque. Mobile Homes

in Mill Hill – the trailer had been moved. There were no longer any

mobile homes outside the property.

County Councillor’s Report: Cllr. Miss Carey was unable to

attend the meeting but had alerted the Parish Council to the

proposed road closure at Beachborough. Resurfacing works were

planned from Monday 16 February for four days, between 7am and

5pm. Traffic would be diverted via the A20 Ashford Road, Sandling

Road and Canterbury Road. Kent CC’s Notice had been posted on

the Parish Council’s website. Cllr. Percival would put one on the

notice-board.

Highways, Footpaths and Flooding: Request for Footpath

opposite Brown's – a site meeting would be arranged with Pauline

Rockett, District Highways Manager, Kent CC. Overnight Lorry

Parking: Boxley Parish Council had written to their MP calling for

the Government to introduce legislation to stop illegal lorry

parking. As areas of Shepway had the same problem, there were

fears that this could spread to the Parish. The Clerk would ask

Shepway DC for a policy statement, as large lorries were already

passing through the village early in the morning. There was also

concern over recent problems generated by Operation Stack and

plans for parking substantially more lorries in the Folkestone area

when Channel crossings were delayed.

Drainage Problem: in Longage Hill, Rhodes Minnis – residents of

The Ramblers and The Sycamores were experiencing drainage

problems from the road outside, with flooding to property and

gardens. This had been referred to Kent CC Highways, who hoped

to cleanse the gullies and investigate further whilst the road was

closed for forthcoming carriageway patching.

Flooding: the river was flowing normally for the time of year and

groundwater levels were satisfactory. No major rain or snowfall

was forecast next week, but a watching brief was being kept.

Although the Environment Agency had cleared the river, cut

vegetation had been left on the banks, especially between Water

Farm and the Station Master’s House. Cllr. Percival would brief the

Clerk.

Planning Committee Planning Applications:

Y14/1264/SH - Mr. Nieman, Upper Park Gate Farm, Elham Park,

Elham. Conversion and extension of existing building to create a

self-contained holiday let.

Y14/1265/SH - Mr. Nieman, Upper Park Gate Farm, Elham Park,

Elham. Erection and a replacement building to create a self-

contained holiday let.

It was unanimously agreed to recommend that whilst there was no

objection to the proposal in principle, a condition be imposed to

ensure that the proposed accommodation remain solely for the

purpose of holiday lets.

Burial Ground and Closed Churchyard; The Elham Historical

Society had completed a survey of all headstones in the Closed

Burial Ground, including Health and Safety checks. Regular

headstone “touch tests” needed to be done in both burial grounds

and all potential H&S hazards logged and reported to the Parish

Council for action. The Clerk would buy two log books for Cllr.

Johnson (closed Burial Ground) and Cllr. Palmer (open Burial

Ground).

Annual Parish Meeting for Electors: The Annual Parish

Meeting was normally held in May, on the same evening as the

Annual General Meeting. To allow more time for both, it was

unanimously agreed to hold the APM on Monday 30 March and the

AGM on Monday 11 May, being first day new Members could take

office after the election. Cllr. Johnson would draw up a list of local

organisations who might like to report at the APM and the Clerk

would arrange for the event to be advertised in the Newsletter.

The April Parish Council meeting would be held on 13th, as the first

Monday of the month was Easter Monday.

Councillors’ Questions and Reports: Recruitment of New

Councillors - Cllr. Johnson was concerned that candidates without

computers might be deterred from seeking office. Assurance was

given that this was open to all.

Key for The Orchards – Cllr. Percival said that two keys were

needed. This would be pursued.

Drain Clearance - Cllr. Palmer reported that jetting had not yet

been done at North Elham, Elham High Street, and Ottinge.

Vicarage Lane and Hog Green had been done, but unless prior

notice was given of scheduled visits, parked cars prevented full

coverage.

Bank in Front of Caisters – Cllr. Turner had received a complaint

about the condition of the bank, which was being eroded by

vehicles driving over the kerb to pass oncoming traffic. Bollards had

been installed, but quickly removed without proper consultation.

This would be raised at the site meeting with Pauline Rockett .

Councillor Did you hear the interview on Radio

Kent with Kent County Council Leader

Paul Carter about the budget on 12 February? The

interviewer said he’d totted up at least £250m of savings

over the last three years and not many people had noticed a

change in services so had the council been ‘fat and lazy’ in

the past? It’s a legitimate question although maybe not a

kind way of putting it.

If we finish this financial year on budget (and it will be tight),

KCC will have made savings of £350m over the last four

years and faces future savings of £209m over the next three

years. The savings are a mixture of reduced grants from

central government, price increases and increased demand

for services particularly in social care.

New technology has been one of the ways we’ve made

savings as it has enabled many services to be streamlined and

go online (which is increasingly how our residents want to

deal with us). Managers now routinely use IT systems for

budget and personnel work rather than have specialist staff

do this for them. We increasingly outsource work to

external bodies where they can offer the same or better

service for less cost such as the Coram charity taking on our

adoption work.

Pre 2010, we used to receive many ‘ringfenced’ grants which

could only be spent on specific areas and were often very

prescriptive; an example of this was the very detailed

specification for how children centres should be run which

allowed no latitude for what type of area they were serving.

Whilst our grants are much reduced the ringfencing has

largely disappeared which means we can better match

resources to local priorities.

We’ve recruited a team of procurement specialists and

better procurement has so far saved £20m and increased

the proportion of business being awarded to Kent based

firms to over 50%. We also have experts looking in great

detail at our social care systems to reduce the form filling

and increase the proportion of time spent with clients.

We’ve worked very hard to make sure the savings haven’t

impacted on frontline services so it’s frustrating to be

criticised that the cuts don’t show - that’s what we

wanted! However, there’s no doubt that it’s getting harder

to make savings. Household waste is one example of the

challenge we face with the amount of waste produced by

Kent residents on the rise. KCC is the ‘disposal authority’

which means we are legally obliged to take all the waste the

districts collect from householders. How do we get people

to create less waste? Elham’s Going Green group may have

some ideas when they return from their visit on 17 March

to the Allington incinerator and recycling plant.

On Saturday 11th April we have our Spring Show and

Coffee Morning. We do hope lots of you are watching

and cherishing your daffodil and tulips as they push

through the soil and will enter as many as possible in the

various classes. There will be a Cake Stall and a Cake

Competition – we would be most grateful for any

contributions to the Cake Stall. The geranium plugs and

the potatoes for the “Potato in a Bucket” contest in the

Summer Show will be on sale on that morning – make

sure you buy early as they will not be available again.

DO come along and enjoy a sociable morning.

The compost ordered earlier in the winter will be

available for collection from the Village Hall on 6th March

from 9 am. Please make an effort to collect this on

time.

A gentle reminder about the payment of subscriptions –

there are still a few members who have not yet paid –

please tidy up this problem as soon as possible.

Meetings are held in the Peggy Pike Room of the Village

Hall at 7.30pm on the third Thursday of the month.

News from Elham Valley Cricket Club

News and indoor results

The two indoor teams made of mainly

junior / inexperienced players have

performed creditably in the Shepway indoor

league – with several youngsters playing for

the first time. At the time of writing the A team are

third in their division.

Hopefully the rest of Elham’s cricketers are all working

on their fitness programmes in advance of the new

season. Let’s hope they have not been watching for tips

from the English professionals in Australia – judging by

Englands ODI form!

It is hoped that nets will take place at the new indoor

facilities at Folkestone in late Mar / early Apr –

information will be available on the club website when

confirmed.

Quiz

The next in our regular series of Quiz nights will be held

on Friday 17th April starting at 7.30pm at Elham Village
