The Mission of OMCAP is to bring the overseas employers and the aspiring youth together by eliminating unauthorized and unscrupulous private placement agencies, identify overseas employment opportunities, assist the aspirants by coordinating passports, visas, air tickets, organize occupational competency certificates of international standards and enhance the employability by development of personality through training in spoken and written English in general and the language and general information of the prospective employer country .”

The Government of Andhra Pradesh has established Overseas Manpower Company Andhra Pradesh Ltd (OMCAP) under the Department of Employment and Training in March 2006, in order to help the aspiring unemployed youth for foreign jobs. The Board of Directors OMCAP comprise senior IAS officers and established professionals and Chairman of the Board is the Honourable Minister for Labour, Employment, Training and Factories, Govt. of Andhra Pradesh.

1. Placements: OMCAP has a credible record of placing candidates in Overseas.

Capacity Building/TrainingThe Overseas Employers participated in the First ever Overseas Employers Conference 2011 organized by OMCAP in partnership with the Ministry of Overseas Indian Affairs, Govt. of India suggested OMCAP to provide skill development, testing and certification followed by placement under one roof. They are conscious of skills in the foreign workers to improve their productivity and ready to invest in training to get workers with right skills preferably multiple skills. OMCAP has been working with Overseas Clients to provide overseas skills through the overseas skill development / Upgradation centers (OSDCs) in a public private partnership mode at selected Industrial training Institutes (ITI)s / polytechnic institutes and other reputed institutes in AP state of India.

The Objectives of OSDC’s: To train workers to the Overseas standards To familiarize workers with overseas work conditions,

work environment To test the skills and provide Skill Certification

acceptable to overseas employers To facilitate placement of the trained in overseas jobs

OMCAP has provided Skill Up Gradation and Pre Departure Orientation Training (PDOT) to 7014 candidates. The training modules, the tools / material / machines will be developed in partnership with the Overseas Employers to achieve more acceptability.

III. Overseas Skill Testing CentreOverseas Skill Testing Centre was opened in January 2010 in the premises of ITI Mallepally, to facilitate testing facilities during the selections by the foreign employers with the support from the employer, Al Futtaim Carillion, Dubai,UAE. The skill testing facilities are utilized by delegates from K.S.A., U.A.E., & other G.C.C., for the trades of A/c Tech., HVAC Tech. Electricians, Plumbers, Carpenters, Masons, Painters & other skill Trades.

IV. Hospitality Training Centre:

A training centre for Housemaids/Housekeepers/House Governees was launched during the month of March 2010 for providing training in house keeping services.

V. Passport Facilitation:

Overseas job aspirants are assisted in the process of obtaining passports at OMCAP.

VI. Migrant Resource Centre:

A Migrant Resource Centre (MRC) was started in the premises of OMCAP with assistance of International Organization for Migration (IOM), Ministry of Overseas Indian Affairs (MOIA), Govt. of India and Government of Andhra Pradesh. The Toll free No. is 155330 reachable from BSNL, network in A.P.

The visitors to MRC include dignitaries i.e., Protector General of Emigrants (PGE) MOIA, Govt. of India & His Excellency Saqr Ghabosh, Labour Minister to UAE.
