1 Introduction
1.1 Overview
This report prepared by Martens and Associates (MA) documents the
findings of a site salinity investigation completed for Hanson Construction
Materials (Hanson) for a proposed concrete batching plant at Lot 1, DP
1225803, Eastern Creek, NSW (referred to as the ‘site’). A site location
plan is provided in Attachment A.
1.2 Assessment Objectives
The objective of the salinity assessment is to assess the risk of soil salinity
so that consideration can be given to local prevailing salinity conditions
and the impacts of, and on, the proposed development. This assessment
has been carried out in general accordance with the following
guidelines:
o Department of Land and Water Conservation (DLWC, 2002), Site
Investigations for Urban Salinity.
o Australian Standard (AS) 3600 (2009), Concrete structures.
1.3 Proposed Development
Hanson proposes to develop a concrete batching plant which will
produce pre-mixed concrete. The proposed site layout has been
provided in Attachment B.
1.4 Investigation Scope of Works
Site investigation were undertaken on 3 April, 2018, and included:
o A site walkover to assess existing site conditions such as
geomorphological features, soil / rock exposures, surface
drainage and vegetation and to identify evidence of possible
saline soil or groundwater conditions.
o Excavation of 24 boreholes (BH101 – BH124), to characterise
subsurface materials and collect soil samples, drilled to a
maximum depth of 2.6 mBGL using a 4WD ute–mounted hydraulic
drill rig with solid flight augers.
o Collection of soil samples for laboratory testing and future
reference.

2 Site Conditions
2.1 General Site Details
Table 1 presents a summary of general site details. Existing site features
are shown in Attachment A.
Table 1: Summary of general site details.
Item Description/Detail
Lot / DP Lot 1, DP 1225803
Area 1.34 ha (from Ethos Urban, 2018)
Local Government Area (LGA) Blacktown Council (BC)
Proposed land use Industrial concrete batching plant.
Site description The site is undeveloped and undergoing bulk earthworks for
the proposed Hanson development.
Surrounding land uses Commercial/industrial land uses.
Topography The site typically slopes southwest at a gradient of
approximately <5%. Site elevation ranges from approximately
84 mAHD in the northeast corner to 78 mAHD in the southwest
corner (Google Earth, 2018).
Expected geology The Penrith 1:100,000 Geological Series Sheet 9030 (1991)
describes site as being underlain by Bringelly Shale from the
Wianamatta Group, consisting of shale, carbonaceous
claystone, claystone, laminite, fine to medium-grained lithic
sandstone, rare coal and tuff.
The NSW Environment and Heritage eSPADE website identifies
the site as having soils of the Blacktown soil landscapes
consisting of shallow to moderately deep hardsetting mottled
texture contrast soils, red and brown podzolic soils on crests
grading to yellow podzic soils on lower slopes and in drainage
lines. eSPADE identifies the western portion of the site as
having potentially disturbed (i.e. not native) soils.
Environmental Receptors Site drainage is typically via overland flow to the south west
towards a unnamed tributary of the Ropes Creek (located
approximately 1.5 km west).
Sensitive receptors Future site visitors and workers.
Site workers during future construction works.
Surrounding site occupants and workers.

3 Salinity Assessment
3.1 Documented Salinity Risk Potential
The 1:100,000 Salinity Potential in Western Sydney Map (DIPNR, 2002)
indicates the site to be located in an area of moderate salinity potential
(Figure 1, Attachment A).
3.2 Field Investigation Scope
Site investigations were undertaken on 3 April, 2018, in conjunction with
detailed site investigation (DSI) works. Investigations included:
o General site walkover to assess existing site conditions such as
geomorphological features, soil / rock exposures, surface drainage
and vegetation and to identify evidence of possible saline soil or
groundwater conditions.
o Excavation of 24 boreholes (BH101 – BH124), to characterise
subsurface materials and collect soil samples, drilled to a maximum
depth of 2.6 mBGL using a 4WD ute–mounted hydraulic drill rig with
solid flight augers.
o Collection of soil samples for laboratory chemical testing and for
future reference.
Approximate borehole locations are shown in Figure 2 (Attachment A).
3.3 Signs of Potential Saline Soils at the site
No obvious signs of saline conditions were observed across the site:
o No water marks or salt crystals were observed on the ground
surface at the time of the investigation.
o Site surface drainage appeared generally good. No surface
pooling of stormwater was observed during investigations. Site
drainage likely drains to the southwest, to an unnamed tributary
of Ropes Creek.
o No evidence of concentrated surface erosion was observed.
3.4 Subsurface Conditions
Subsurface investigation findings indicate the site is underlain by residual
Blacktown soil landscape (bt) generally comprising of bt4 soil unit.

At the time of inspection, significant cutting of topsoil material had
occurred, and clayey subsoils and/or shale bedrock were typically
exposed at the site surface. Minor filling was observed in the northern
portion of the site, adjacent to the future road (under construction at the
time of inspection). Fill material appeared to be site-won native soils. The
encountered soil and rock conditions are summarised as:
o Silty Clay (A2 horizon): Brown, low plasticity observed between 0.0
– 0.5 mBGL.
o Clay (B1 horizon): Grey/brown, low plasticity with trace shale
gravels observed from 0.0 – 2.2 mBGL.
o Bringelly Shale (C horizon): Inferred extremely to distinctly
weathered, observed from 0.25 mBGL to investigation termination
depths.
Encountered conditions are described in more detail on the borehole
logs in Attachment C.
3.5 Groundwater
Based on review of NSW Department of Primary Industries - Water’s
database and site PSI (MA, 2006), groundwater levels at the site are
estimated to be in excess of at least 5 m depth.
Groundwater was not observed during drilling of the boreholes to
investigation termination depth of 2.6 mBGL, however groundwater
conditions may very seasonally or due to weather conditions.
Should further information on permanent site groundwater conditions be
required, additional assessment would need to be carried out (i.e.
installation of groundwater monitoring bore).
3.6 Assessed Salinity Risk Potential
In producing the Salinity Potential Map, the Western Sydney Regional
Organisation of Councils (WSROC) developed a number of alternative
models of processes by which salinity may occur in Western Sydney
(WSROC, 2003, pgs. 16 to 20).
In Table 2, the broad scale salinity processes have been assessed in terms
of likelihood of occurring at the site, considering the proposed
development, site observations and investigation findings.

Table 2: Potential for broad scale salinity processes at the site.
Key salinity
process Description Potential at subject site
Localised
concentration
of salinity
Localised concentration of salts due to
relatively high evaporation rates.
Usually associated with waterlogged soil and
poor drainage.
Exacerbated by increased water use and / or
blocking of surface and subsurface water flow
associated with urban development.
Low - No evidence of localised
salt concentration or surface soil
saturation. Drainage appeared
to be good across the site.
Shale soil
landscapes
In poorly drained duplex (texture contrast)
soils, shallow subsurface water flows laterally
across a clayey upper B-Horizon with salt
usually accumulating in the clayey subsoil.
Salt concentrations may increase where
subsurface water accumulates and
evaporates, e.g. on lower slopes or natural
and constructed flats in mid-slope.
Exacerbated by subsoils exposure through
deep cutting, by installing buildings into the B-
horizon and by impeding subsurface water
flows.
Highly dispersive, erodible and poorly draining
sodic soils due to salinity.
Moderate – The site is underlain
by low permeable clay overlying
shale. The eSPADE Blacktown soil
profile is noted to have potential
localised salinity.
However, no evidence of
impeded surface vegetation
growth or surface soil erosion
observed.
Deep
groundwater
salinity
Brackish or saline groundwater rises to a level
where, through capillary action in the soil, the
water with dissolved salts reaches the ground
surface and evaporates, resulting in localised
salt concentration.
Groundwater rises are typically caused by
increased water infiltration, e.g. above
average rainfall, vegetation loss, irrigation,
increased water use in urban areas,
construction of surface pits.
Exacerbated by buildings or infrastructure
intercepting the zone of groundwater level
fluctuation.
Low – Groundwater was not
encountered in the boreholes to
2.6 mBGL. The future
development is unlikely to
intercept groundwater levels.
Future structures are to be
constructed with appropriate
drainage measures installed.
Deeply
weathered soil
landscape
High salt loads with high sulphate levels related
to un-mapped deeply weathered soil
landscapes beneath fluvial gravel, sand and
clay.
Usually in mid-slope or on hilltops affected by
perched saline groundwater.
Low – No evidence of deeply
weathered soils observed.
Encountered site soils are
residual.
3.7 Laboratory Testing
3.7.1 Overview
10 soil samples collected from 7 boreholes were submitted to Envirolab Services, a National Association of Testing Authorities (NATA) accredited laboratory, for salinity testing and included aggressivity (soil) testing. The testing was carried out for salinity classification and to assess an exposure classification for design of buried concrete structures. Sampling was

targeted to achieve a representative coverage across the subsurface profile.
Laboratory analytical results are provided in Attachment D.
3.7.2 Results – Salinity Classification
Laboratory test results for salinity classification are summarised in Table 3.

Notes:
1 Project#/Borehole#/Depth (mBGL)
2 Based on EC to ECe multiplication factors from Table 6.1 in DLWC (2002).
3 Based on Table 6.2 of DLWC (2002) where ECe <2 dS/m = non-saline, ECe of 2-4 dS/m = slightly
saline, ECe of 4-8 dS/m = moderately saline, ECe of 8-16 dS/m = very saline and ECe of >16 dS/m
= highly saline.
3.7.3 Conclusion – Salinity Classification
Results indicate sub-surface materials at the site can generally be
categorised as slightly saline. No specific saline soil management
strategies are likely required in this area.
Should further information be required, additional assessments would
need to be carried out to confirm and improve characterisation of the
site salinity conditions.
3.7.4 Results – Exposure Classification
Of the 10 samples tested, laboratory results found 8 samples with pH
values ranging from 9.2 to 9.7, and 2 samples with pH values of 5.3 and

5.5 respectively. Based on Blacktown soil profile information and
professional experience in similar soil profiles, elevated pHs (>9.0) are
unexpected and not considered characteristic of soils expected at the
site. Elevated pH values are likely a result of past industrial site use and
are characteristic of volcanic geology which may have been brought
to site from the neighbouring quarry to the northwest in the past. Industrial
site use may have increased the pH of site soils.
pH values observed in samples taken from BH102 (5.3 and 5.5
respectively) are considered characteristic of site soils and have been
adopted for exposure classification purposes. Laboratory test results
returned an ECe of less than 4.0 dS/m, pH values and sulphate
concentrations less than 1,000 ppm for all samples. In accordance with
AS 3600 (2009), Tables 4.8.1 and 4.8.2, the soils are classified as having an
exposure classification of A2.
3.7.5 Conclusion – Exposure Classification
An exposure classification of ‘A2’ should be adopted for preliminary
design of buried concrete structures in accordance with AS3600 (2009).

4 Limitations
Occasionally, sub-surface conditions between and below the
completed boreholes and other tests may be found to be different (or
may be interpreted to be different) from those expected. Groundwater
conditions may also vary, especially after climatic changes. If such
differences appear to exist during construction, we recommend that you
immediately contact Martens & Associates.

Soil samples are extracted with Dichloromethane/Acetone and waters with Dichloromethane and analysed by GC-MS. Benzo(a)pyrene TEQ as per NEPM B1 Guideline on Investigation Levels for Soil and Groundwater - 2013. For soil results:- 1. ‘EQ PQL’values are assuming all contributing PAHs reported as <PQL are actually at the PQL. This is the most conservative approach and can give false positive TEQs given that PAHs that contribute to the TEQ calculation may not be present. 2. ‘EQ zero’values are assuming all contributing PAHs reported as <PQL are zero. This is the least conservative approach and is more susceptible to false negative TEQs when PAHs that contribute to the TEQ calculation are present but below PQL. 3. ‘EQ half PQL’values are assuming all contributing PAHs reported as <PQL are half the stipulated PQL. Hence a mid-point between the most and least conservative approaches above. Note, the Total +ve PAHs PQL is reflective of the lowest individual PQL and is therefore "Total +ve PAHs" is simply a sum of the positive individual PAHs.

Australian Drinking Water Guidelines recommend that Thermotolerant Coliform, Faecal Enterococci, & E.Coli levels are less than1cfu/100mL. The recommended maximums are taken from "Australian Drinking Water Guidelines", published by NHMRC & ARMC2011.
Surrogates are known additions to each sample, blank, matrix spike and LCS in a batch, of compounds whichare similar to the analyte of interest, however are not expected to be found in real samples.
Surrogate Spike
This comprises either a standard reference material or a control matrix (such as a blank sand or water) fortifiedwith analytes representative of the analyte class. It is simply a check sample.
LCS (LaboratoryControl Sample)
A portion of the sample is spiked with a known concentration of target analyte. The purpose of the matrix spikeis to monitor the performance of the analytical method used and to determine whether matrix interferencesexist.
Matrix Spike
This is the complete duplicate analysis of a sample from the process batch. If possible, the sample selectedshould be one where the analyte concentration is easily measurable.
Duplicate
This is the component of the analytical signal which is not derived from the sample but from reagents, glassware etc, can be determined by processing solvents and reagents in exactly the same manner as forsamples.

Measurement Uncertainty estimates are available for most tests upon request.
Where sampling dates are not provided, Envirolab are not in a position to comment on the validity of the analysis whererecommended technical holding times may have been breached.
When samples are received where certain analytes are outside of recommended technical holding times (THTs), the analysis hasproceeded. Where analytes are on the verge of breaching THTs, every effort will be made to analyse within the THT or as soon aspracticable.
In circumstances where no duplicate and/or sample spike has been reported at 1 in 10 and/or 1 in 20 samples respectively, thesample volume submitted was insufficient in order to satisfy laboratory QA/QC protocols.
Matrix Spikes, LCS and Surrogate recoveries: Generally 70-130% for inorganics/metals; 60-140% for organics (+/-50% surrogates)and 10-140% for labile SVOCs (including labile surrogates), ultra trace organics and speciated phenols is acceptable.
Duplicates: <5xPQL - any RPD is acceptable; >5xPQL - 0-50% RPD is acceptable.
For VOCs in water samples, three vials are required for duplicate or spike analysis.
Spikes for Physical and Aggregate Tests are not applicable.
Filters, swabs, wipes, tubes and badges will not have duplicate data as the whole sample is generally extracted during sampleextraction.
Duplicate sample and matrix spike recoveries may not be reported on smaller jobs, however, were analysed at a frequency to meetor exceed NEPM requirements. All samples are tested in batches of 20. The duplicate sample RPD and matrix spike recoveries forthe batch were within the laboratory acceptance criteria.
