Building human resources for nuclear power programmes

Capacity Building is critical for both new comers and nuclear-experienced states :

to avoid isolationism and to ensure a sustainable supply of human

resources;

concerns both technical and political needs

the need is continuously growing as more countries are starting or restarting

nuclear programmes and will soon oversee the actual Capacity Building

offer,

IAEA documents and Conferences have called for enhanced international

cooperation on Capacity Building

International Conference on Human resource Development (2010, 2014)

IAEA action plan on nuclear safety (2011)

IAEA Nuclear Energy Series Milestones in the development of a National

Infrastructure for Nuclear Power (NG-G-3.1)

IAEA Safety Guide on Establishing the Safety Infrastructure for a Nuclear

Power Programme (SSG-16)

Understanding the needs, identifying and completing the

build-up offers by pooling the numerous offers of all member

states and of the IAEA

IAEA recommends self assessment and systematic process to identify needs,

designing, developing and assessing the capacity building programme for a new

comer.

The offer of build up programmes coming from nuclear advanced countries (based

on their own major achievements) or by new comers is wide and not always known by

other member states nor the IAEA.

Regular statements made by Member Sates call for more capacity building

involvement, especially on a regional level.

Identifying and completing the build-up offers by pooling the

numerous offers of all member states and of the IAEA in some

kind of single « catalogue »

Understanding the needs and make them more visible by all

states and Institutes to ease the identification of potential

solutions

Now is the time for a common international approach so as the offer shall meet the

needs:

The French Capacity Building Initiative is designed to answer the needs and

implement the offers, by a joint action of new comers, mature nuclear

countries and the IAEA.

From the very beginning of new nuclear programmes, new comer and expanding

countries have to prepare the qualification of highly trained and skilled

people long before having any job to offer ;

Cooperation is needed, from nuclear developed countries, to assist new

comers for local training institute and programme, on a local level ;

Which goals and achievements could be aimed?

• Improving the roadmap definition of HRD according to the phase the new

comers are reaching;

• Building a dedicated HRD roadmap for expanding and mature countries

• Having a local Training Centre in each regional expanding nuclear region ;

• Preparing the Third Conference on Human Resource Development (2018)

Each new-comer and expanding country is encouraged by the IAEA to identify its

needs, e.g. through a Systematic Approach to Training (SAT) and then turn to mature

nuclear Countries or the IAEA to meet their demand ;

France has created the I2EN to gather all French build-up offer in order to propose a

comprehensive education & training process through a single office.

This pillar is to be completed by the offers proposed by other Member Sates

including nuclear emerging countries that have developed teaching infrastructure

that can benefit to all but especially neighbouring states

Which goals and achievements aimed?

• Having National Reference Contact that gather all the education and training

offer for the all CBI countries and the IAEA ;

• Being able to propose one or more education & training offer for any demand

by a new comer or expanding country, in a clear and efficient way

• Assist the new comers and expanding countries to carry out their self assessments

Exchanging information and experience from nuclear developed countries to

new comer and expanding countries is a key to common success

Thanks to most modern information technologies, it is now possible to share

more information, more quickly (Internet, e-learning, etc.)

All fields of expertise are to be taken into account :

Technical expertise such as reactors monitoring

Legal expertise such as drafting of legal and regulatory frameworks

Sharing experience on public acceptance tools

identifying the knowledge and supporting the way to value and share it.

Which goals and achievements aimed?

• Achieving the creation of several e-learning tools, in the framework of the

IAEA’s Internet Reactor Laboratory project ;

• Promoting the use of AIEA’s CLP4NET and CONNECT Platforms (indicators

to be defined) ;

• Building a common toolbox to make major actors aware of the importance of

public acceptance (such as the US « Amazing Atoms » or EdF « Nuclear

Journey ») and to give solutions to promote it.

Many Nuclear Installations (research reactors) do exist around the world and are

not yet opened for teaching purposes, Thanks to the IAEA, the ICERR

designation programme has been developed (in close collaboration with

nuclear countries) and France is pleased to propose the RJH and other facilities

to be designated as ICERR facilities. This could be done by the end of 2015

(review mission is expected to start in March 2015) ;

This will only be the first step : once designated, it will be necessary to identify

the training needs (technicians and engineers) and match them with ICERRs

hosting capacities (e.g. through bilateral agreements)

Engage in networking such as in the framework of IAEA international or regional

networks ;

Which goals and achievements aimed?

• Reaching sufficient ICERR designated reactors, all over the world, to be able

to meet the need for training (whatever the language and technology

considered) ;

• Propose to already ICERR designated entities to assist new ICERR

candidates to help them in their candidacy

• Defining a number of technicians that should be welcomed on ICERR

designated reactors ;

• Creating regional knowledge networks.

The CBI could be an informal working group :

Each pillar being led by a Member State

Each pillar would be co-chaired by an IAEA correspondent.

Any member state can join one or all of the pillars, for specified actions or

long term actions.

Each pillar could hold meetings twice a year and a plenary meeting of the

leaders, the IAEA and willing members could be organised once a year to

discuss the CBI goals and achievements.

The Capacity Building is quoted in most of the national statements made

during the General Conference or the Board of Governors. The CBI

could lead to the writing of a global “capacity building and human

resource development” Informal Circular that could be annually

delivered to the Agency and the Member States.

France first steps to launch the CBI

Official presentation of the CBI, during the Board of Governors of March 2015

The non paper describing the CBI and some of its goals, is to be proposed as a

working document to the NPT Review Conference ;

Some actual actions are launched by France :

- France, through CEA, has officially applied for ICERR designation (very first

country to do so)

- A visit of the RJH is planned next month

- France is preparing, with the IAEA, to host a Technical Meeting dedicated to

Human Resource Development by the end of 2015.

A possible timeline for the CBI implementation with all willing Member

Sates From March till September 2015 :

Call for all member states to indicate one or two actions that could be linked to the CBI

Call for all member states to indicate what they could expect from the CBI according to their

needs

Till the end of 2015 :

Define an informal structure to implement the CBI ;

Identifying National Reference Contacts for the 1st actions

From September till December 2015

Analysing and organizing the needs and the offer as given by Member States with the IAEA

January/February 2016 :

defining the goals and the agenda for 2016

March 2016 :

beginning of the CBI Informal group action, in the scope of 2018.

The CBI : 2015 and beyond 2015 should only be the preparatory year for the CBI

If successful, an agenda is to be built between CBI participants and the AIEA for the

upcoming years ;

The CBI is to be implemented at least till the next International Conference on HRD

(that could be held in France in 2018) where it could be reviewed.

CBI : not doing more, but doing it better The CBI is to emphasize all the efforts and involvement of many Member States and

Institutes for the Capacity Building ;

The CBI is to help all Member States to find their way through the numerous offers and

help the rise of new ways to support them ;

The CBI is to support and emphasize the work of the IAEA for new comers, and

expanding countries, in relationship with mature nuclear countries.

As a possible conclusion, the CBI is to promote nuclear HRD for all member

states, and to imply all member states for enhancing nuclear HRD.
