POSITION OBJECTIVE(S):

To lead Council’s integrated planning and reporting, community engagement, research and service planning functions to support the achievement of Council’s long-term community plan and Council Plan.

To manage the development and implementation of the Community Plan (Hume Horizons 2040) including the monitoring, review and regular reporting of progress.

To lead the development of the Council Plan and Service Plans in line with the vision and aspirations outlined in the Community Plan (Hume Horizons 2040) including ensuring all legislative requirements relating to the Council Plan are adhered to.

To demonstrate strong leadership, direction and people management competencies, with appropriate technical expertise, in order to drive the required business outcomes of the Organisational Performance and Engagement Department.

KEY RESPONSIBILITIES AND DUTIES:

The Manager Organisational Performance and Engagement is accountable and responsible for:

1. Community, Council and Service Planning: Lead the development of the Community Plan (Hume Horizons 2040) including

ensuring the community aspirations and agreed outcomes are appropriately represented and captured within Council’s planning framework (Council Plan, Service Plans).

Lead the development of the 4-yearly Council Plan and annual updates in line with the vision and aspirations outlined in the community plan and in accordance with legislative requirements.

Manage the quarterly Council Plan reporting process to ensure quarterly reports are provided to the Executive Management Team (EMT) and Council within agreed timeframes.

Provide strategic advice and guidance to Council and EMT on the development, measurement, reporting and achievement of the Council Plan and Service Plans.

Provide advice to Department Managers and Directors regarding Council indicators, actions and quarterly reports to ensure accuracy and consistency.

Lead the development and implementation of service plans across the organisation including facilitating the regular review of service performance objectives in line with community and Council aspirations and priorities.

Ensure Council’s reporting requirements/and legislative obligations are adhered to and respond to State and/or Federal Government reviews and initiatives as required that involve the areas of responsibility for the Organisational Performance and Engagement Department.

2. Social Research and Community Engagement: Lead the organisation’s coordinated approach to community engagement ensuring the

community are appropriately engaged with and consulted on key Council decisions consistent with Council’s Community Engagement Framework and Planning Guide.

Inform the planning and delivery of Council’s services and activities through the coordination of social and demographic research for the organisation as well as customer satisfaction and community surveys which provide a high quality evidence base to assist in decision making.

3. Continuous Improvement and Service Reviews: Ensure the organisation undertakes regular reviews of Council’s services, activities

and programs in line with Best Value legislation and corporate frameworks. Develop systems for continuous improvement in programs and services, including

processes for review, evaluation and the application of demonstrated best practice. Provide expertise in identifying, collating, analysing and interpreting strategic and

operational data and provide reports as required to EMT and Managers.

Provide advice and support including benchmarking advice and design, to EMT, Managers and staff in developing appropriate KPI’s to enable improved monitoring of service performance.

4. Leadership:

Provide sound and timely strategic advice to Council, the CEO, the Director Organisation and Community Learning and the EMT in the areas of social research and community engagement, community, council and service planning, and continuous improvement so that they are fully informed about issues and are positioned to make appropriate decisions based on high quality evidence and information.

Actively participate in the Senior Management Team and provide advice and leadership as part of this team in strengthening the organisational culture so that it continues to support Council’s vision and mission, and continuously improves organisational effectiveness.

Positively influence, and lead staff within the Organisational Performance and Engagement Department to ensure behaviours align with Council’s values, performance objectives are achieved, and staff are empowered to use initiative, make decisions and accept responsibility.

Manage the Organisational Performance and Engagement Department in accordance with Council’s established policies and practices and financial, budget and risk requirements.

Effectively communicate the objectives of the Organisational Performance and Engagement Department as well as key programs, policies, strategies and other key initiatives to relevant stakeholders to influence and gain support.

Manage the development and presentation of reports to Council relating to the areas of the position’s responsibility and develop policies, plans and strategies to assist in the achievement of Council’s priorities and objectives.

Build and establish productive and collaborative relationships with internal and external stakeholders to positively promote the organisation and support the achievement of Council’s vision, mission and strategic objectives.

ENVIRONMENTAL SUSTAINABILITY

Hume City Council has a strong and enduring commitment to environmental sustainability, and prides itself on its leadership on a range of environmental issues. Council’s Sustainable Environment Department leads Council activities in this area, however all Council departments have a direct responsibility for implementing environmental sustainability actions across all Council operations and services to the community.

Council’s Live Green Work Green employee behaviour change program encourages staff participation in reducing the environmental impact of Council operations. Staff is encouraged to join the environmental leadership team, the Green Team, guiding action in this area.

CONTINUOUS IMPROVEMENT/BEST VALUEAssist in the implementation and maintain continuous improvement system standards and procedures.

Managers and Coordinators are responsible for conducting service reviews in their area of responsibility and ensuring implementation of service review recommendations. It is a requirement of the Best Value legislation for Councils to regularly review their services to the community.

ASSET MANAGEMENT:Staff are responsible for undertaking Asset Management functions in accordance with the Asset Management Responsibility Matrix (found on the Asset Management Team Site), to ensure Council assets continue to be managed and maintained.

RISK MANAGEMENT: Contribute to a positive risk management culture by complying with the Risk Management

Policy, assisting with the implementation of the Risk Management Strategy and reporting risk management concerns and improvements to their supervisors and/or managers.

Manage risks in area of responsibility by complying with the Hume Work Health & Safety Management Team and implementing appropriate risk management strategies.

Demonstrate Council's commitment to implementing best practice risk management processes.

WORK HEALTH & SAFETY (WHS)Employees are required to participate in the WHS process by: Following established safe working instructions, procedures and policies. Taking reasonable care for their own Work Health and Safety and that of others. Seeking assistance when unsure of practices, procedures and policies to perform a task. Reporting all incidents, injuries, near misses, damage to property and hazards as soon as

practicable to their supervisor and the OHS Team. Actively participating and contributing to inspections, audits, team meetings and training. Ensure that relevant WHS legislation is complied with.

Managers, Coordinators, Team Leaders and Supervisors are required to participate in the OHS process by: Assist with the implementation of WHS policies, procedures, guidelines, work instructions

and Control Plans. Consult with employees on WHS issues and support Health & Safety Representatives in

their duties and/or requests. Discuss WHS issues as a part of team meetings. Conduct and document system reviews and inspections of employees and contractors with

assistance from the OHS Team, manager(s), Health & Safety Representatives and/or employees.

Ensure appropriate training and instruction is given to personnel allowing them to complete jobs safely and without risks to health and safety.

Take appropriate action to alleviate any hazards, unsafe acts or omissions that are observed or brought to their attention and provide appropriate feedback and support.

Conduct effective induction of all employees, followed by ongoing training to develop and maintain a high level of WHS awareness.

Assist with the implementation of Return to Work Plans. Ensure that relevant WHS legislation is complied with.

ACCOUNTABILITY AND EXTENT OF AUTHORITY:The incumbent is responsible and accountable for: Displaying and promoting Our Hume Values and Guiding Behaviours Maintaining knowledge of and working within Organisation Policies and Procedures

including WHS, EEO and Code of Conduct. Providing a clear direction and actions for the management of the Organisational

Performance and Engagement Department and the services it provides. Development of Departmental Plan/Service Plans for the Organisational Performance and

Engagement Department which establishes high levels of accountability through setting targets, measuring performance and reporting results to achieve Council’s corporate and annual objectives.

Developing, managing and monitoring the Department budget to ensure specific budget programs are delivered on time and within budget allocation.

Delivering on organisational reporting requirements as directed by the CEO or Director Organisation and Community Learning within agreed timelines.

Understanding the ‘bigger picture’ and ability to connect global, national or regional issues that may impact either the Council or the City and use this information to identify and assess emerging trends to formulate appropriate policies and strategies.

Completing all requirements of ‘My Hume Review’ in evaluating the effort and contribution made by Organisational Performance and Engagement Department staff which focuses on achieving individual, departmental and corporate goals.

Authority is limited by delegation and established policies and operational procedures of Council.

JUDGEMENT AND DECISION MAKING:The incumbent is accountable for: Providing accurate and timely advice to Councillors, CEO, Director Organisation and

Community Learning Management, Management and staff relating to Council and organisational policies, strategies and procedures.

Analyse complex issues related to the area of responsibility of the position, their likely impact on Council and develop solutions to the issues to ensure Council is positioned to manage its resources in a responsible and accountable manner.

Making appropriate decisions based on good judgement and knowledge of contemporary business principles and practices and within the framework of specific legislation, organisation strategies, policies and guidelines.

Adopting an objective, balanced approach in dealing with conflicting perspectives and exercising judgment in achieving resolutions that are consistent with Council corporate goals and objectives.

Understanding the internal and external environment in which Council manages its staff and demonstrate high levels of negotiation skills, in an environment that is often complex and ambiguous, in order to achieve Council’s objectives.

SPECIALIST KNOWLEDGE AND SKILLS:The following knowledge and skills are required to be utilised: Extensive experience in analysing and identifying the key factors needed to enhance service

delivery including a knowledge of and ability to implement various models of operational analysis, continuous improvement and service planning.

Demonstrated knowledge and application of benchmarking design and collection methodologies including a thorough knowledge of the existence and methods of accessing varying information and data sources.

Demonstrated knowledge of operational and financial analysis methods and techniques including the ability to establish and achieve budget targets.

Thorough knowledge of relevant computer software and the use of word and spreadsheet programs including Microsoft Word and Microsoft Excel.

Excellent communication, interpersonal and negotiation skills and a commitment to the provision of quality and customer service.

Demonstrated experience in strategic, business and operational planning, policy development and project management in a complex service delivery environment and experience in developing initiatives that build the capacity of an organisation to achieve objectives.

Proven experience in developing and leading high achieving teams. Experience in delivering integrated planning, reporting and engagement frameworks. Demonstrated experience in developing and appropriately managing human, financial and
