Summary/General Description Of Job:

Chugach seeks an experienced HR professional that will be able to take our contract staffing program to the next level. The Staffing Program Manager is responsible for the overall management and coordination of contract staffing activities, including the recruitment of qualified and diverse candidates to meet clients position requirements in a timely and cost effective manner, and planning, developing, and implementing recruiting and staffing strategies for assigned positions. The Staffing Program Manager has the overall responsibility for contract performance, financial management, quality of work, supervision of employees, personnel administration, responsiveness, and contract compliance.

The ideal candidate is detail-oriented with a strong understanding of recruitment- and employment-related laws and practices. The individual will possess strong written and verbal communications skills, and be comfortable making presentations to employees, managers, and clients. A successful candidate will thrive in a results-oriented environment and seek out new business opportunities.

Essential Duties & Job Functions:

Manages all operational aspects including cost, schedule and performance management; personnel management; and other related operations activities.

Coordinates sourcing of candidates for client-assigned position requisitions, ensuring compliance with hiring procedures and policies.

Interviews, screens, and tests applicants (as needed) to determine their skill set relevant to available positions.

Extends job offers and communicates declinations.

Ensures legal compliance and consistency in the hiring process as it relates to candidate engagement, hiring practices, and retention efforts.

Maintains applicant data and company job files in accordance with retention schedules.

Conducts new-employee orientation and ensures all paperwork and files are completed in a timely manner.

Interfaces with employees regularly to assure performance is managed and issues are addressed appropriately and timely.

Ensures employee files are maintained according to corporate policies and applicable regulations.

Provides guidance to employees on various employee relations issues.

Calculates and maintains cost per hire data.

Prepares required monthly, quarterly, and annual reports.

Promotes shareholder hire.

Manages expectations and relationships with clients, company senior management and project teams.

Exercises high degree of initiative, tact, and judgment in the application and interpretation of policies and procedures.

Anticipates problems and opportunities, and addresses them appropriately and effectively.

Performs continuous review of program performance results and interfaces with client to address status, operational issues, and metrics in a timely manner.

Serves as key team member in proposal efforts and sales calls to develop solutions that meet client expectations.

Performs outside sales activities focused on growing the staffing service business in the private sector, as required.

Performs related work as assigned.

Job Requirements (Education, Experience, Professional Associations):Mandatory

Bachelors degree in Human Resources, Business Administration, or related field.

Four (4) years experience in Human Resources may be substituted for Bachelors degree.

Three (3) Five (5) years of Human Resources experience, with two (2) years of recruiting experience.

Intermediate or higher skills in Microsoft Word, Excel, and PowerPoint.

Current valid state issued drivers license with acceptable driving record.

Ability to successfully pass any background checks and/or drug testing as required by the contract.

Excellent customer service skills.

Knowledge of commonly used HR concepts, practices, and procedures.

Knowledge of wage and salary administration practices and regulations, employee relations, and employment laws.

Exercises independent judgment and handles confidential information appropriately

Ability to work on call and respond to emergency situations.

Preferred

Professional certification as a HR Professional (PHR).
