Sir/Madam,

We intend to purchase Lab equipment / furniture items (listed below) for our Delhi

Police Public School, B-4, Safdarjang Enclave, New Delhi. You are requested to submit

your lowest quotations under two bids system, in the sealed envelop superscribing with

“Quotations for Lab Equipment /Furniture” to this office by 2nd August , 2018, before

2 p.m. positively, in hard copy. The Quotations will be opened at 2.30 p.m. on the same

day. Quotations received thereafter will not be entertained. No quotation received by

FAX or email will be entertained.

Eligibility Criteria

(i) The Firm who have past experience in similar kind of work and having annual

average turnover of Rs.10 Lakh during the last three financial years in the

books of accounts. A documentary proof of past experience as well as of

Annual Turnover is to be attached.

(ii) The firm shall enclose EMD of Rs. 10,000/- in the form of Banker Cheuqe or

DD from a commercial bank in favour of Police Foundation for Education,

Delhi. No quotation will be accepted without requite EMD. The EMD should

be valid for 60 days.

(iii) Performance Guarantee @ 5% of value of work order awarded in the form of

Bank Guarantee or DD favouring Police Foundation for Education, Delhi has

to be submitted before the work order is awarded. The EMD of successful

bidder shall be returned on receipt of Performance Guarantee by the PFED

and after signing the agreement. The Performance Guarantee shall remain

Terms & Conditions :-

(i) Payment terms may be clearly indicated.

(ii) The cost must be all inclusive for complete functional order and utility of the

items and cost quoted must be inclusive of installation and free delivery at

DPPS premises at Safdarjang Enclave, New Delhi.

(iii) Plumbing & electric fittings are to be quoted separately in case these are

required while installing the equipment / furniture in the labs to put it in

functional order.

(iv) Taxes, if applicable must be indicate separately.

(v) Delivery period is to be max. 10-12 weeks from the date of order placed.

(vi) The Firm must have TIN Registration No. & GST no. etc.

(vii) The PFED may terminate the contract, if it is found that the agency is black

listed on previous occasions by any of the Department / Organization/

Institutions/Local Bodies/Municipalities / Public Sector undertaking etc.

(viii) There should not be any hidden cost, which can be raised later on.

(ix) The specification of the material quoted should be of the best superior quality.

If the material / item supplied are found to be sub-standard in quality or not

meeting the specification, it will be rejected and all damages are to be beared

by the firm.

(x) The Police Foundation for Education, Delhi will deduct Income Tax etc. as

may be applicable at source from the firm at the prevailing rates.

(xi) The Firm capable of completing the job within strict time schedule, may

submit their Quotation.

(xii) The validity of quoted rates must be specified and should not be less than six

months period.

(xiii) Photocopy of supporting documents for technical bid as under are to be

enclosed duly attested by the applicant :-

a. GST Registration No.

b. TIN No.

c. PAN No.

d. Proof of carrying out similar work for the last three years.

e. Bid Security in the form of DD / Banker Cheque in favour of PFED.

f. Undertaking that firm has not blacklist.

g. Undertaking that firm accept the all terms and conditions as given in

the tender.

h. Copy of ITRs for the last 3 financial years.

(xiv) In case bidder needs any clarification, he can contact the office of the

Executive Secretary, Police Foundation for Education, Delhi at DPPS, B-4

Safdarjang Enclave, New Delhi.

(xv) Management keep the right to accept any Bid or reject any or all Bids or to

cancel the Quotation without assigning any reason.
