    ` (3) Consolidate local disaster risk information which includes natural hazards,vulnerabilities, and climate change risks, and maintain a local risk map;

    ` (4) Organize and conduct training, orientation, and knowledge managementactivities on disaster risk reduction and management at the local level;

    ` (5) Operate a multi-hazard early warning system, linked to disaster risk reductionto provide accurate and timely advice to national or local emergency response

    organizations and to the general public, through diverse mass media, particularlyradio, landline communications, and technologies for communication within ruralcommunities.

    ` Formulate and implement a comprehensive and integrated LDRRMP in accordancewith the national, regional and provincial framework, and policies on disaster riskreduction in close coordination with the local development councils (LDCs);

    ` SEC. 24. Annual Re ort` The National Council, through the OCD, shall submit to the Office of the

    President, the Senate and the House of Representatives within the firstquarter of the succeeding year an annual report relating to the progress

    ` SEC. 27. Sunset Review

    ` Within five years after the effectivity of this Act,or as the need arises, the Con ressionalOversight Committee shall conduct a sunsetreview. For purposes of this Act, the term "sunset

    "Congressional Oversight Committee of theaccomplishments and impact of this Act, as well

    of its implementing agencies, for purposes ofdetermining remedial legislation.

    ` SEC. 28. Repealing Clause. Presidential Decree No. 1566 and all

    executive issuances which are inconsistent with or contrary to

    the provisions of this Act are hereby amended or repealedaccordingly.

    ` SEC. 29. Separability Clause. If any provision of this Act shall be,

    otherwise affected shall remain in full force and effect.

    `

    `

    ` SEC. 30. Effectivity Clause. This Act shall take effect fifteen (15)days following its complete publication in the Official Gazette orin two (2) national newspapers of general circulation
