RESTRICTIONS
GREEN LANES N21 – STOP AND SHOP PARKING PLACE
1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Enfield (the Council) have made:
(a) The Enfield (Waiting and Loading Restriction) (No.
183) Traffic Order 2020; and
(b) The Enfield (Stop and Shop Parking Places)(No. 1)
Traffic Order 2020;
under sections 6, 45, 46 and 124 of and Part IV of Schedule 9
to the Road Traffic Regulation Act 1984 as amended. The Orders
make permanent the provisions of two of the experimental orders
advertised in a Notice dated 5 December 2018, varied in the
Notice dated 27th November 2019.
2. The general effect of the Orders, which come into operation
on 11 June 2020, would be to permanently:
(A) introduce ‘At any time’ waiting restrictions and ‘At
any time’ loading restrictions with the exception of
(B) and (C) below, in GREEN LANES N21/N13, RIDGE AVENUE
N21, VILLGE ROAD EN1, PARK AVENUE EN1, LONDON ROAD EN2,
ALDERMAN’S HILL N13, COMPTON ROAD N21, LODGE DRIVE N13,
THE UNNAMED ACCESS ROAD LEADING TO LODGE DRIVE CAR PARK
FROM LODGE DRIVE N13, THE SERVICE ROAD FRONTING AVENUE
PARADE N21, THE CARRIAGEWAY ADJACENT TO A LOADING BAY
FRONTING THE “FOX HOTEL” PUBLIC HOUSE N13 ;
(B) introduce ‘Monday to Sunday 7am to 10am and 3pm to 7pm’
loading restrictions in sections of streets as detailed
below;
1. Green Lanes, (a) the east side, from a point 18 metres south of
the common boundary of No. 202 and 206/208 Green
Lanes northwards for a distance of 12.5 metres;
(b) the west side, from a point 22.5 metres north of the common boundary of Nos. 793 and 795 Green
Lanes northwards for a distance of 15 metres;
2. Ridge Avenue, (a) the east side, from a point 10.5 metres north-
east of the common boundary of Nos. 58 and 60
Ridge Avenue north-eastwards for a distance of 12
metres;
(b) the west side, from a point 13.5 metres east of the common boundary of Nos. 80 and 82 Ridge
Avenue eastwards for a distance of 12 metres.
3. Village Road, (a) the east side, from a point 13 metres north-east
of the common boundary of Nos. 102 and 104
Village Road north-eastwards for a distance of 13
metres;
(b) the west side,
(i) from a point 5 metres north-east of the
common boundary of Nos. 63 and 65 Village
Road north-eastwards for a distance of 10
metres;
(ii) from a point 17.5 metres north-east of the common boundary of Nos. 113 and 115 Village
Road north-eastwards for a distance of 11
metres;
(C) introduce ‘Monday to Saturday 8am to 10am and 4pm to
7pm’ loading restrictions in Green Lanes, from a point
4 metres south of the common boundary of Nos. 739 and
741 Green Lanes southwards for a distance of 10.5
metres; and
(D) modify a Stop and Shop Parking Place on the west side
of Green Lanes, south of Compton Road to operate for a
maximum of 20 minutes.
3. Due to the current Coronavirus pandemic the made orders
and plans cannot currently be inspected at the Civic Centre.
However, in line with guidance from the Department for
Transport, the following alterative arrangements have been
made:
a) The made orders and plans can be inspected online at
either:

• https://letstalk.enfield.gov.uk/a105-eto-permanent
b) Copies of the made orders and plans can also be
obtained by calling 020 8132 0989, by emailing

Transportation (quoting reference TG52/1314), Civic
Centre, Silver Street, Enfield, Middlesex, EN1 3XD.
4. Any person desiring to question the validity of the Orders
or of provision contained therein on the grounds that it is not
within the relevant powers of the Road Traffic Regulation Act
1984 or that any of the relevant requirements thereof or of any
relevant regulation made thereunder has not been complied with
in relation to the Orders may, within six weeks of the date on
which the Order was made, make application for the purpose to
the High Court.

(Amendment No. 183) Order 2020
Made 8 June 2020
Coming into operation 11 June 2020
The Council of the London Borough of Enfield, after
consulting the Commissioner of Police of the Metropolis, in
exercise of the powers conferred by sections 6 and 124 of and
Part IV of Schedule 9 to the Road Traffic Regulation Act
1984(a), and of all other powers thereunto enabling hereby make
the following Order:-
1. This Order shall come into operation on 11 June 2020
and may be cited as the Enfield (Waiting and Loading
Restriction) (Amendment No.183) Order 2020.
2. In this Order the expression “enactment” means any
enactment, whether public general or local, and includes
any order, bye-law, rule, regulation, scheme or other
instrument having effect by virtue of an enactment and any
reference in this Order to any enactment shall be construed
as a reference to that enactment as amended, applied,
consolidated, re-enacted by or as having effect by virtue
of any subsequent enactment.
3. Without prejudice to the validity of anything
done or to any liability incurred in respect of any
act or omission before the coming into operation of
this Order, the Enfield (Waiting and Loading
Restriction) Order 2012(b) shall have effect as
though –
(a) 1984 c.27 (b) LBE 2012/1
(a) for the items numbered 1 (a) (i) & (ii), 75, 104 (b) (i) & (ii), 122, 160 (a) (i) & (ii),
161, 219, 274, 342, 369 and 448 in the
Schedule 1 to that Order there were
substituted the item similarly numbered and
set out in columns 1, 2 and 3 of the Schedule
to this Order;
(b) for the items numbered 40, 55, 68, and 90 in the Schedule 2 to that Order there were
substituted the item similarly numbered and
set out in columns 1, 2 and 3 of the Schedule
2 to this Order;
(c) there was added to Schedule 2 to that Order the items numbered 1985 and 1986 and set out
in columns 1, 2 and 3 of Schedule 3 to this
Order; and
(d) there was added to Schedule 3 to that Order the
items set out in columns 1, 2 and 3 of Schedule 4
to this Order.

The Council of the London Borough of Enfield, after
consulting the Commissioner of Police of the Metropolis, in
exercise of the powers conferred by sections 9 and 10 of the
Road Traffic Regulation Act 1984(a), as amended, and of all
other powers thereunto enabling, hereby make the following
Order:
Citation and Commencement
1. This Order may be cited as the Enfield (Stop and
Shop Parking Places) (No. 1) Traffic Order 2020 and shall come
into operation on 11 June 2020
Interpretation
2. (1) In this order, “the Order of 2015” means the
Enfield (Stop and Shop Parking Places) (No. 1) Traffic
Order 2015.
(2) Any reference in this order to any enactment
shall be constructed as a reference to that enactment as
amended, applied, consolidated, re-enacted by or as
having effect by virtue of any subsequent enactment.
(3) Unless the context otherwise requires, any
expression used in this Order which is also used in the
Order of 2015 shall have the same meaning as in that
Order.

Revocation of designation of parking place
3. Without prejudice to the validity of anything done
or to any liability incurred in respect of any act or
omission before the coming into operation of this Order,
the designation by the Order of 2015 of the parking place
number 5 in Schedule 1.
Amendment to the Order of 2015
4. Without prejudice to the validity of anything done or
any liability incurred before the coming into operation of
this Order, the Order of 2015 shal1 have effect as though
there were added as Schedule 2 to that Order the Schedule
set out in Schedule to this Order.
Designation of parking places and application of the Order of
2015 thereto
5. (1) Each area on a highway comprising the length of
carriageway of a street specified in column 2 of the
schedule by the edge of the carriageway or the edge of
the cycle lane and having a width throughout of 2.0
metres is designated as a parking place.
(2) The provisions of the Order of 2015 (other than
Articles 3) shall apply to the areas designated as parking
places by this Order as if in those provisions any
reference to a parking place included a reference to an
area designated as a parking place by this Order and
included a reference to the Schedule to this Order.
Suspension of designation of parking places
6. Whilst this Order continues in force and without
prejudice to the validity of anything done or to any
liability incurred in respect of any act or omission
before coming into force of this Order, any parking place
designated by another Traffic Order made under section 6,
9 or 45 of the Road Traffic Regulation Act 1984 and
situated in a length of street specified in column 2 of
Schedule 1 to this Order, is hereby suspended.
