I want to take this opportunityto thank all of our members for supporting thePCBA this year and want to say a special thank you to our NewMembers for the First Quarter of 2012. To date we have 11 newmembers and you can find them on an announcement on ourFacebook page at Facebook.com/PolkCountyBuildersAssociation.We are trying to build our social media presence for the associa-tion and would appreciate you visiting the page and pressing theLike button. This is a great way for PCBA members to stay intouch and network within our organization. In addition, contact
Stephanie with content you may want to share with members and she will addit as a post to the page such as a new product you are offering or a new installof a product.
This year we fought hard on the Worker’s Comp rate hike issue and I appreci-ate all the members who took the time to make their voice heard. I believe onthis issue politics (and deep pockets) got in the way. Even though we wereunsuccessful we need to continue to put pressure on certain politicians bysending emails, phone calls and faxes and let them know that we are watchingthem. Senate President Haridopolos was at the forefront of defeating our issueand WE THE PEOPLE need to overrun his office with feedback from the con-stituents that he personally is responsible for job losses due to worker’s comprate increases. The PCBA was formed to be a watchdog for these types of atro-cious actions by our elected and nonelected officials and we need to make cer-tain we are heard and we understand what happened. You will be receiving acall to action on this matter in the near future so please take some time torespond to the request and help the PCBA continue to be a state leader in thefight for our industry.
Another important issue that is rapidly coming to the forefront is Polk County’sImpact Fee Moratorium. This is set to expire on July 31, 2012 and our countycommission needs to hear from you. It is vital to the turnaround of our industryin Polk County that the commission extends the impact fee moratorium. Now isnot the time to put a price increase on Polk County Citizens by our elected offi-cials. Please make your voice heard on this issue by contacting the county com-mission and voice your support of the moratorium.
As spring is upon us it seems that the market has a positive vibe. Most peopleI talk with inside and outside the industry are feeling positive about the econo-my turning back in the right direction. It’s a great feeling to see signs of recov-ery and I encourage all the members to cast a positive light to anyone you talkto. Polk County has been recognized in several recent national publications tobe poised for a rebound in the near future which is helping tremendously toboost the confidence level for consumers.
Thank you for the opportunity to lead this organization and remember to dobusiness with members.

2012 SPRING GOLF TOURNAMENT
FHBA President’s Message – Legislative Summary
By Dave Carter
Many believed that little of significance could be accomplished in a 2012 session of the Florida Legislature that was dominated, or perhaps I should say distracted,by the high-pressure, high-stakes process of redrawing Congressional and Legislative districts. But while redistricting demanded a large share of legislative attention, lawmakers, to their credit, did so much more, including adopting many of the Florida Home Builders Association’s legislation priorities (see Legislative Summary). AsFHBA President, I could not have been more proud of our legislative team. On the volunteer side, builder Bill Truex of the Charlotte-DeSoto BIA led our GovernmentalAffairs Committee which developed then closely monitored our legislative initiatives. Bill took his job seriously, traveling to Tallahassee numerous times to assist withour lobbying efforts. On the professional side, FHBA’s veteran Governmental Affairs Director Doug Buck did a masterful job. He lined up House and Senate sponsorsfor our key bills, met with legislators and their key staff, and galvanized support for our issues from 23 members of the Florida Construction Coalition, a group that hechaired in 2012. As much as Bill and Doug did, our members did even more by coming to Tallahassee to lobby their legislators and heeding our calls to contact law-makers on any number of important issues. As a personal commitment to my job as President, I spent the last week of the session in Tallahassee when everyone’shard work came achieve goals that we believe will allow our members to be more successful. As you review the results, I hope you’ll agree.

Government Affairs
Do you want impact fees to remain low? Now is the time to act.
The Polk County Board of County Commissioners is scheduling a hearing to decide the fate of the current Impact FeeMoratorium. If we do not speak up, then impact fees might go back up.
Have you, or anyone you know, gotten a project because of the reduced cost from the Impact Fee Moratorium? If so, pleaselet us know. Take the time to write out how the project was effected by the moratorium. No matter how small your project was,it is still important.
The County Commissioners want to hear from Polk County builders. They are looking for our input before they make theirdecision. They want to know if the Impact Fee Moratorium has made a difference in putting local builders and contractorsback to work.
This is time to make your voice heard on an important issue impacting our industry. Every voice matters. The more examplesthe Commissioners get, the more likely they will be to continue the moratorium. Please let us hear about your project.
The County Commission meeting is open to public. We urge you to come to the meeting. Let the commissioners see a blockof people. Make them hear our voice. As soon as the date for the hearing is set, you will let you know.
The Impact Fee Moratorium is helping to put people back to work. Join the fight to keep the moratorium in place. Speak up.
