If you want to meet some of the builder members of PCBA, don’t miss out on Speed Networking! This event will be limited to 24 Associate Members on the evening of Tuesday August 13th. Twelve builders will be in attendance to meet with you and answer your questions. You are guaranteed 5 minutes with each individual builder or their purchasing supervi- sor. You ask the questions and they will provide the answers. There will be two groups of 12 associates each. There will be a 15 minute introductory talk, given by a local building supervisor, about what kinds of questions you need to ask. Dinner will be served at 5:15 pm for all participants in this Speed Networking Event. The 15 minute instructional talk will be given at 5:45 pm. Group 1 of 12 Speed Networking associates will begin at 6:00 pm. There will be 12 tables set up and each table will have a builder or their representative at the table. A bell will be rung as each 5 minute session ends. When the bell is rung, the associates will then move to the next table and the next builder. Group 2 will begin promptly at 7:00 pm. While Group 2 is waiting for their ses- sion to begin, several members of the PCBA Board of Directors and Staff members will be available for coffee, dessert and discus- sions about PCBA and how the Board of Directors works. Please feel free to ask questions of the PCBA Board and staff. The same group will be available to talk and network with Group 1 when their meet the builder sessions are over. You can now generate your own reports of building permits issued. No more paying for the reports*,no waiting to receive them by e-mail, and you get to choose what time frame and what type of permits.

It’s easy! Start by going to our website, www.polk-county.net

Scroll down a little ways until a menu is in the middle of the page, click on #3, Building and Construction

Now choose Permit & License Status Viewer

Now click the binoculars titled Permit Information by Work Type

Choose from the drop-down list Type of Work (1 type at a time)

Choose your date range, then click submit.

A list of permit numbers will appear – go to the upper right corner and click the print buttonIt will take a minute, but a file download box will appear, click OpenAfter a minute, your permit report will appear – you can print it, create a pdf, whatever you want to do with it.

This year has started out verynicely. Our events have been well attendedwith many new faces. Thanks to our tirelessvolunteers, our Golf Tournament was thelargest it has been in 5 years. Our Spring

Parade of Homes was a huge success and featuredmany new participants. And our newest event, a BassFishing Tournament hosted by Robert and Sean Harperwas enjoyed by all.

The Spring Selling Season has started better than wehad anticipated. Let’s be thankful and take advantage ofthe opportunities presented to us all. Now, more thanever, it is important to expand or forge new relationshipswith current PCBA members. Members doing businesswith members is a recipe for future success.

Equally as important for the PCBA is recruitment. Keepyour eyes open for opportunities to bring in more newmembers. More members equal a louder unified voice tofight the good fight.

Our Volunteers and Staff have done a great job so farthis year. Let’s keep it up and we all will share theincreased success.

President's Message25 INCHES LONG AND JUST UNDER 9 POUNDS

SET THE RECORD FOR THE LARGEST BASS CAUGHT AT THEHARPER LAKE TOURNAMENT ON MAY 4TH, 2013.

10 Boats and 33 participants came out for the First Annual Harper LakeInvitational Bass Tournament at Harper Lake in Homeland, Fl;orida. Skies started

out cloudy, but quickly cleared to a beautiful day for fishing.

Boats began arriving at 6:15 am! After coffee and donuts at the boat ramp, all theboats were launched by 7:00 am. In addition to people fishing from boats, Lori

Fraser, of WebPro Realty, Marc Boney of Resmondo Sod and JC Martin of KelleyBuick GMC of Bartow, fished from the bank of the lake. Lori caught zip but she

didnʼt call the fish as she had been instructed to. Here Fishy, Fishy always workedfor me! Maybe next time!

Our two youngest fishermen were Jessup Harper, Sean Harpers son and HarleyConstant III, Harley Constantʼs son. Sean is with Harper Homes and Harley is with

Highland Homes. Lucas Martin, of Floralawn joined us for lunch with his son,Carson. Our only lady fisherman, fishing from a

boat was Linda Hjort of Highland Homes.

All of our fishermen and women enjoyed a greatlunch provided by Donna Slagel, and Colette

Wilson of Shelter Mortgage. Coletteʼs assistantBetty helped out too! When Lori Fraser, of

WebPro Realty wasnʼt fishing, she was busy help-ing set up and taking down tables and chairs.

The event includes Tech running shirt, snacks, awards and music;all proceeds benefit the PCBA’s Foundation.

“We wanted to find another avenue to build awareness for the Foundation,” said Kylie Guess, Foundation Chair.“This event truly promises a good time, all while raising money for our local scholarships.”

The PCBA Foundation is the charitable arm of the Polk County Builders Association. The building industry hasa need for skilled workers and many youth overlook the potential of a job in the construction industry. In aneffort to make an impact on future generations, the PCBA formed the non-profit Polk County BuildersAssociation Foundation. The foundation provides scholarships every year to high school students looking topursue a degree or career in the industry.

“Keeping future generations excited about the industry is important for Polk’s economic well-being,” said MikeHickman, of Hickman Homes. “Sadly it is a career choice being overlooked by many young people. We areencouraging students by playing an active role in the Future Builders of America Leadership Camp, Blueprint& Model Competition and by offering scholarships to students in Polk County. The event proceeds will godirectly to fund the scholarships.”

was a very active memberof the Metro OrlandoAssociation, and the

Florida Home BuildersAssociation.

The FHBA, and PCBA, have continued to work hard to support legislation beneficial to theconstruction industry, and to oppose negative legislation. Earlier this year, PCBA sent a smalldelegation of our members to Tallahassee, and in conjunction with FHBA, they met with our locallegislators in both the Florida Senate and the house. These efforts played in an important part inthe passage of several key pieces of legislation that directly impact the construction industry.

There were several important successes in the state budget, including money to supportthe Future Builders of America and the Home Builder Institute. Funds were also designated for the FloridaDepartment of Business and Professional Regulation to conduct stings and sweeps to identify unlicensed con-struction activity. Funds were also set aside building code education and for a final phase septic tank study.

Another success was the passage of the Growth Management bill. This prevents local communities fromimplementing “Hometown Democracy” laws, similar to those that were soundly defeated in the statewide consti-tutional ballot initiative in 2011. The passage of the Community Transportation Projects bill was another success.It prevents local communities from requiring developers to fund construction of pre-existing transportation defi-ciencies within any given area. Instead, the bill creates as “pay and go” system for the funding of transportationsystems with new development projects. Another important success was the Workers’ Compensation bill, whichlimit the amount doctors can charge workers’ compensation patients for dispensing drugs in their clinic. Therewere many other additional legislative priorities that were also a success.

There were a few disappointing defeats on some issues. The impact fees issue in the GrowthManagement bill died in committee. Also, the Development Exactions bills were never even heard in committee.But overall, it was a successfully legislative session for the construction industry. All of this is another example ofthe important work that PCBA is doing to help builders in the area.
