The death toll increased to 1,51,327 with 167 daily new fa- talities, the data updated at 8 am showed. Retail inflation drops to 4.59 pc in Dec: Govt data NEW DELHI: Retail inflation fell sharply to 4.59 per cent in De- cember, mainly due to declining food prices, government data showed on Tuesday. Retail inflation based on the Consumer Price Index (CPI) was 6.93 per cent in November. Food inflation declined to 3.41 per cent in December in 2020, compared to 9.5 per cent in the previous month, according to the data released by the Min- istry of Statistics and Pro- gramme Implementation. CBDT launches e- portal for filing complaints regarding tax evasion NEW DELHI: The Central Board of Direct Taxes (CBDT) has launched an automated dedicated e-portal on the e-fil- ing website of the Department to receive and process com- plaints of tax evasion, foreign undisclosed assets as well as complaints regarding benami properties, said CBDT. The step has been taken to- wards e-governance and en- couraging participation of citi- zen as stakeholders in curbing tax evasion, according to an of- ficial press release. AGENCY NEW DELHI, JAN 12 Taking a dig at 'political families' in the country, Prime Minister Naren- dra Modi on Tuesday said 'dynasty politics' is a challenge before India and it has to be 'uprooted' by the youth of the nation. Speaking at the valedictory function of the second National Youth Parliament Festival on Janu- ary 12 via video conferencing, the Prime Minister said the days of those who used to fight elections on the basis of their surname are num- bered. "There are some changes left and these changes have to be brought in by the youth of the coun- try. Dynasty politics is such a chal- lenge before the country and it has to be uprooted. Now the days of those who won elections with the help of surname are over. But this disease of dynasty is not completely obliterat- ed," said the Prime Minister. He said the political dynasty only promotes the philosophy of 'me and my family', instead of 'nation first' philosophy, and called it a ma- jor reason behind the political and social corruption in India. Slamming the 'politics of family' and 'family politics' in India, PM Modi said, "There are still people, whose ideas, whose ethos, whose goal, everything is to save their fam- ily's politics and their family in pol- itics. This political dynasty promotes inefficiency in democracy along with dictatorship." Encouraging youth to join politics, Prime Minis- ter said earlier the word 'politics' had become synonymous with quarrel, trouble, plunder and corruption, but now honesty and performance have become mandatory conditions for politics in India. "Earlier, there was a perception in families that if young people turned to politics, he is going astray. It was because politics had become synonymous with quarrel, trouble, plunder and corruption! Youth needs to uproot dynasty politics in India: Modi 20-year-old man dies after kite string slits his throat NAGPUR: A 20-year-old two- wheeler rider died after the `manja' string of a kite slit his throat in Jatatarodi area here on Tuesday, police said. Pranay Prakash Thakre, a resident of Dnyaneshwar Na- gar, Ajni, was returning from Tehsil area with his father and both were riding separate mo- torcycles. When they were passing through the Jatatarodi square, Pranay got entangled in the razor-sharp string of a kite which slit his throat, police said. He fell from the motorbike and died due to excessive bleed- ing before police took him to hospital, they said. Besides, the Chief Minister also an- nounced a Com- mon Eligibility Test (CET) to be conducted by Haryana Staff Selection Commis- sion (HSSC) for filling up different posts of Group C and D. Addressing a press con- ference on this occasion, Chief Minister, Mr Manohar Lal said that now with the launch of One Time Registration Portal, youth would be required to apply and submit fees on the Portal only once which would be Rs 500 for gener- al category candidates and Rs 250 for candidates be- longing to reserved cate- gories. He said that this move of the State Govern- ment would not only bring about more transparency but also speed up the recruitment process. Mr Manohar Lal said that registration on the portal would commence from today onwards and would continue upto March 31, 2021. Asserting that the central govern- ment has been proactive and pre- emptive in addressing the needs of COVID-19 vaccination in the coun- try, the Union Health Ministry said 54,72,000 COVID-19 vaccine doses have been received till date at the vac- cination stores across the country. Addressing a press conference here, Bhushan said all the prepared- ness are on track for COVID-19 vac- cine roll out from January 16. "As early as May 2020, a task force was set up to encourage indige- nous Research and Development in vaccines and developing pharmaceu- tical kits. Efforts of the Taskforce have borne fruit. National Expert Group in Vaccine Administration for COVID-19 (NEGVAC) was set up in August 2020, headed by Member (Health)," he said. "A total of 110 lakh doses of Covishield vaccines are being procured from Pune-based drug firm Serum Institue of India (SII) at the cost of Rs 200 per dose. The farmers unions said that their agitation would continue peacefully until all the three laws are repealed. The Supreme Court on Tuesday stayed the implementation of three farms laws until further or- ders and formed a four-member committee to hold talks with farmers over the Acts. "Implementation of the three laws stayed until further orders," said Chief Justice of India SA Bobde. A three-judge bench, headed by the CJI, is hearing a batch of petitions, including those filed by DMK MP Tiruchi Siva, RJD MP Manoj K Jha, regarding the constitutional validity of three farm laws, passed by the Central government, and the plea to dis- perse protesting farmers. "We are forming a commit- tee so that we have a clearer pic- ture. We don't want to hear argu- ments that farmers will not go to the committee. We are looking to solve the problem. If you (farm- ers) want to agitate indefinitely, you can do so," CJI Bobde said. "We are concerned about the validity of the laws and also about protecting the life and property of citizens affected by protests. We are trying to solve the problem in accordance with the powers we have. One of the powers we have is to suspend the legislation and make a commit- tee," he said. "This committee will be for us. All of you people who are ex- pected to solve the issue will go before this committee. It will not pass an order or punish you, it will only submit a report to us... The committee is part of the ju- dicial process in this case. We are planning to suspend the laws but not indefinitely," he added. The Apex Court also issued the notice on the Delhi Police's application seeking to stop the proposed tractor rally on Repub- lic Day by farmers protesting against the new farm laws. Committee members are pro-government, allege Farmer unions NEW DELHI: Hours after the Supreme Court stayed the imple- mentation of three farm laws, the farmer union leaders who are protesting against the laws for over a month said the agitation will "go on as usual". They also alleged that the mem- bers who are in the committee set up by the Supreme Court for talks are pro-government and had been justifying the laws of the government. "We had said yesterday itself that we won't appear before any such committee. Our agitation will go on as usual. All the members of this Committee are pro-govern- ment and had been justifying the laws of the government. No reduction in troops from Ladakh border, says Army chief AGENCY NEW DELHI, JAN 12 Amid border tension with China, Army chief General Manoj Mukund Naravane on Tuesday said that there has been no decrease in the strength of troops either on the Chinese side or Indian side as far as the friction points are concerned and asserted that issues will be addressed on the basis of mutual and equal security. "Every year PLA troops come to traditional training areas. With win- ter and completion of the training period, training areas have been va- cated. Fair to assume those troops who were in depth areas in Tibetan Plateau have gone back and that's the reduction in strength on the plateau," General Naravane said during his annual press conference today, ahead of the Army Day. "There has been no decrease in strength either on their side (China) or our side as far as the friction points are concerned," he said. "Talks (between India and Chi- na) will be used to address the issues on the basis of mutual and equal se- curity. I am confident that we would be able to resolve the issue," the Army chief added. General Nara- vane said that there has been no change in the status quo in Eastern Ladakh and asserted that both sides would be able to reach an agreement, which would result in disengagement and de-escalation. "As far as the sit- uation in Eastern Ladakh is con- cerned, the situation is the same as prevailing last year. There has been no change in the status quo. As far as the resolution of the present situation is concerned, we are hoping that based on the principle of mutual and equal security, we would be able to reach an agreement which would re- sult in disengagement and deescala- tion, disengagement from the friction areas, and once de-escalation has been achieved then an overall de-es- calation and a reduction in strength of the troops in the forward areas," he said. "All along the northern borders, we have remained vigilant. Friction points are there in the central and eastern sectors of the LAC where China has developed infrastructure. We keep monitoring it and factor it in our strategy," he said.

Amid border tension with China,Army chief General Manoj MukundNaravane on Tuesday said that therehas been no decrease in the strengthof troops either on the Chinese sideor Indian side as far as the frictionpoints are concerned and assertedthat issues will be addressed on thebasis of mutual and equal security.

"Every year PLA troops come totraditional training areas. With win-ter and completion of the trainingperiod, training areas have been va-cated. Fair to assume those troopswho were in depth areas in TibetanPlateau have gone back and that'sthe reduction in strength on theplateau," General Naravane saidduring his annual press conferencetoday, ahead of the Army Day.

"There has been no decrease instrength either on their side (China)or our side as far as the frictionpoints are concerned," he said.

"Talks (between India and Chi-na) will be used to address the issueson the basis of mutual and equal se-curity. I am confident that we wouldbe able to resolve the issue," theArmy chief added. uation in Eastern Ladakh is con-cerned, the situation is the same asprevailing last year. There has beenno change in the status quo. As far asthe resolution of the present situationis concerned, we are hoping thatbased on the principle of mutual andequal security, we would be able toreach an agreement which would re-sult in disengagement and deescala-tion, disengagement from the frictionareas, and once de-escalation hasbeen achieved then an overall de-es-calation and a reduction in strengthof the troops in the forward areas," hesaid. "All along the northern borders,we have remained vigilant. Enhancing the sex-ratio of the statefrom 871 girls for every 1,000 boys inthe year 2014 to 922 girls in 2020 de-spite the crisis of COVID-19 pandem-ic, the state of Haryana has protectedthe lives of 30,000 unborn girl child ina span of six years of which 8,000were saved in 2020.

Appreciating the outstandingachievement despite various limita-tions due to COVID-19 the ChiefMinister, Mr. Manohar Lal congratu-lated all the Deputy Commissioners,Stakeholder Departments and Officersand staff of Health, Police, Prosecu-tion, Women and Child DevelopmentDepartments, Food Drug Administra-tion, Civil Societies and NGOs whosecommitment and dedicated efforts hashelped the State to achieve the goodresults of increasing the sex ratio andsetting an example for the other states.Sharing the future targets, Mr.Manohar Lal said that we have set atarget to achieve a sex ratio of 935+during 2021 which will be accom-plished by continuing the fight againstfemale foeticide.

In the period of six years the StateGovernment took numerous steps tocurb the menace of female foeticidelike large scale awareness pro-grammes, formulating Teams to iden-

tify Centres indulging in illegal sex-determination of foetus and illegalabortions and registering FIRs againstthe offenders. While COVID-19 pandemic actedas a damper in the year 2020, the cam-

paign gained momentum in Augustlast year (2020) and a total of 100FIRs were registered in the year 2020as compared to 77 during 2019. Shar-ing more details in this regard, Mr.Gupta said that this was possible dueto regular massive raids being carriedout under PC-PNDT/MTPAct againstillegal PNDT and MTP Centres oper-ating within and outside the State aswell which led to the registration of100 criminal cases, including around40 such cases after interstate raids inDelhi, Punjab, UP & Rajasthan. Morethan 20 FIRs were registered after in-ter-state raids with a maximum of 11FIRs in Gaziabad, Uttar Pradesh only.

On the district-wise details of thecases registered under the PNDT Act,Mr. Gupta said that the majority of thedistricts which had a low sex ratio ofbelow 900 for decades are now betterplaced at a sex ratio of 920+. Twentyout of 22 districts of the State are nowhaving 900 or 900+ as their sex ratioat birth.

Elaborating on it further he saidthat Sirsa district with 949 as its sexratio at birth which is close to the fig-ure of 950 being considered as an ide-al sex ratio at birth according to Pub-lic Health experts. Sharing the figureof the state he said that a total of5,37,996 births were registered during2020 which includes 2,79,869 femalebirths and 2,58,127 male births.

CM reviews arrangementsfor Covid-19 vaccination

In the first phase of Covid-19vaccination, 93 thousand dozeswould be administered to frontline warriors including healthcare workers of the State, CentralGovernment and armed forces,for which 46 sites had beenselected all over the State. Thiswas stated by Chief Minister JaiRam Thakur while presidingover a meeting to reviewarrangement made for Covid-19vaccination in the State besidesreviewing bird flu surveillancewith the Deputy Commissionersof the State. Chief Minister saidthe State Government hasconstituted State Level SteeringCommittee under thechairmanship of Chief Secretary,State Task Force chaired bySecretary Health, District TaskForce by concerned DeputyCommissioner and Block TaskForce chaired by respectiveSDM to monitor effectiveadministration of vaccination ofCovid-19. He said that StateVaccination Store had been setup at Shimla whereas regionalvaccine store had been set up atMandi and Dharamshala. He saidthat District Vaccine Stores hadbeen set up in all 12 districts ofthe State, besides 371 stores in

Medical Colleges, block level,CHC and PHCs. Jai Ram Thakursaid that tentative vaccineallocation would be calculatedfor each launch site withadditional 10 percent wastage ofvaccine. Jai Ram Thakur said theState Government had launched‘Mukhya Mantri Sewa SankalpHelpline-1100’ to solve theproblems of people at the earliestand easily by saving time andmoney of the seekers. He said thatthis Helpline and Janmanch havebeen proving boon to the people inredressal of their grievances attheir door steps. Chief Ministersaid that as many as 789756 callsrelated to 84 departments had beenreceived on Helpline-1100 out ofwhich 153970 were complaints,13682 demand/suggestions and622104 information/ follow-upcalls and 17946 calls on Officer’s

Helpdesk since its launch. He saidthat 98132 complaints were closedafter satisfaction of complainants.

Jai Ram Thakur said thatproper analysis of the complaintsmust be done so that theconcerned departments could getdata regarding the main reason ofthe complaints. He said that thiswould not only ensure properredressal of public grievances butalso satisfy the seekers. He saidthat since 10 major departmentsviz. Jal Shakti, PWD, PanchayatiRaj, Revenue, HPSEBL, Police,Rural Development, HRTC,Forests and Urban DevelopmentDepartments contributes to 81percent of the total complaints,therefore, stress should be madefor their early redressal. ChiefMinister said that although thesatisfactory closure rate hasincreased substantially from lastyear but efforts should be made toenhance the same. NEW DELHI: The governmenthas committed to buy from theSerum Institute further 4.5 croredoses of Oxford COVID-19vaccine, Covishield, at a price ofRs 200 per shot plus applicabletaxes by April, in addition to afirm order given to the companyfor 1.1 crore doses. Flights havestarted ferrying the vaccines todifferent cities from Pune fromTuesday morning. According tothe purchase order placed onMonday, each dose of thevaccine has been priced at Rs200 and with GST of Rs 10, itwould cost Rs 210. "On Monday night,eleven people from Manpur andPahawali villages died afterconsuming suspected spuriousliquor," he said. Eight others fellseriously ill and they werereferred to Gwalior fortreatment, he said. Thepostmortem is underway andwhether the liquor waspoisonous or not will beascertained after the autopsyreports come, the official said.State Home Minister NarottamMishra said a police official hasbeen suspended following the

Delhi's minimum temperaturedips to 4.3 degree Celsius

Delhi's minimum temperature droppedto 4.3 degrees Celsius on Tuesday, and islikely to dip further in the coming days,the India Meteorological Department(IMD) said. The SafdarjungObservatory, which providesrepresentative data for the city, recordeda minimum of 4.3 degrees Celsius, threenotches below normal, an IMD officialsaid. Delhi had been registering abovenormal minimum temperatures tillMonday, as a cloud cover persisted overthe city under the influence ofsuccessive Western Disturbances.Delhi's minimum had settled at 7

degrees on Monday, 7.8 degrees Celsiuson Sunday, 10.8 degrees Celsius onSaturday, 9.6 degrees Celsius on Fridayand 14.4 degrees Celsius on Thursday,the highest in January in four years,according to IMD. The cloud cover overthe national capital has prevented a steepdecline in the minimum temperature sofar, the IMD official said. Clouds trapsome of the outgoing infrared radiationand radiate it back downward, warmingthe ground. However, the minimumtemperature has started declining withthe commencement of northwesterlywinds from snow-capped mountainstowards the plains starting Saturday, theofficial said.

Delhi's COVID centre starts admittingforeigners, people coming from abroad

Sardar Patel COVID centre,the World's largest COVID-19 care facility run by theITBP here in Chhatarpur, hasstarted treating foreignersand people coming fromabroad. The decision hasbeen taken as the centre iswitnessing very low turnoutof COVID-19 patients.Around 60 patients wereadmitted here with a staff ofalmost 600 includingparamedics.

Earlier, the centre wasonly dedicated to patientscoming from Delhi,including online admissionsand patient sent by the Delhigovernment. The Indo-Tibetan Border Police (ITBP)may soon also reduce thenumber of staff as variousParamilitary forces had sentstaff to handle the COVID-19situation in Delhi. The centrehas admitted several patients,coming from differentcountries like Dubai,Netherland, Japan, Malaysia

and Canada. "There have been a

consistently lesser number ofpatients in Sardar PatelCOVID centre situated inChhatarpur. In fact, there areclose to 60 patients andaround 600 staff taking careof these patients. Recently, itwas decided that peoplecoming from foreigncountries will be sent to thiscentre," a senior ITBPofficial told ANI.

The current forecasts for the growth rates of grossdomestic product are, expectedly, quite grim. Thereal GDP, that is national income corrected for

price changes, is estimated to contract by 7.7 per centin 2020-21 compared to a positive growth of 4.2 percent in 2019-20. The nominal GDP, measured at cur-rent prices, is also expected to shrink by 4.2 per centthis fiscal. The contraction in both real and nominalGDP is unprecedented in India’s history. It has neverhappened before, even though the economy has experi-enced many shocks and slowdowns in the past 73years. Part of this can certainly be attributed to the pan-demic. However, the policy response to the pandemicin terms of a strict and sudden lockdown has much todo with the magnitude of the contraction. Moreover,the policy response to the economic disruptions causedby the pandemic has been inadequate and misdirected.Instead of boosting aggregate demand, policies werefocused on the availability of credit on the supply side.In other words, a more demand-generating policy stim-ulus would have kept the contraction a little more incheck. It is important to note that the Union govern-ment’s budgetary proposals are based on the estimatednominal GDP. Hence, the finance minister will have adifficult task fixing fiscal strategies and budgetaryschemes on February 1 when the new proposals areplaced before the nation for the year, 2021-22. The supply-side strategy has not worked. The financialsector is in a mess, with a lot of confusion regardingthe plethora of schemes that were announced in theearlier part of the fiscal year. Unemployment is high.Retail inflation is out of target. Food insecurity loomslarge for poor Indians. Some industries are on the vergeof complete collapse. The core sector industries areshrinking on account of the lack of demand. The fi-nance minister has hardly any choice but to increasethe fiscal deficit. There is nothing wrong per se with ahike in the deficit, especially in an extraordinary year.However, much depends on how the additional bor-rowed resources are spent. If they are spent in areaswhere mass consumption demand is not affected, likedefence spending, for instance, the deficit will not spurgrowth. On the other hand, if they are spent wisely toboost demand for mass consumption goods like cheaptextiles, the deficit can be a way for everybody, boththe private and the public sectors, to earn more in thenear future. Only then can the economy slowly claw itsway out of the deep ditch where it is now.

Taiwan should be readyfor a rough ride as itsimportance in China-US

bilateral ties grows. OutgoingPresident Donald Trumpupped the stakes yet againwhen his administration liftedrestrictions on US officialsvisiting the democraticallyruled East Asian island.

Secretary of State MikePompeo announced on 9 Jan-uary that the USA would at-tempt to appease Beijing nolonger through internal restric-tions on official ties withTaipei. "Today I am announc-ing that I am lifting all ofthese self-imposed restric-tions. Executive branch agen-cies should consider all 'con-tact guidelines' regarding rela-tions with Taiwan previouslyissued by the Department ofState under authorities dele-gated to the Secretary of Stateto be null and void."

Pompeo added in hisstatement: "The United Statesgovernment maintains rela-tionships with unofficial part-ners around the world, andTaiwan is no exception. Ourtwo democracies share com-mon values of individual free-dom, the rule of law and a re-spect for human dignity. To-day's statement recognizesthat the US-Taiwan relation-ship need not, and should not,be shackled by self-imposedrestrictions of our permanentbureaucracy." Some commen-tators might see this as a cyni-cal final fling by Trump andPompeo, designed to cause a

thorn in the Sino-US relation-ship for incoming presidentJoe Biden. Others might see itas an astute political move byPompeo to appeal to Ameri-can voters after he departs of-fice this month.

However, it is somewhatconsistent with Trump's ap-proach to Taiwan and China.Remember his hosting a con-gratulatory phone call fromPresident Tsai Ing-wen in De-cember 2016? That first everdirect contact between Ameri-can and Taiwanese leaderssince 1979 threw Beijing intoa frenzied state, just as this lat-est State Department actionhas done.

Chinese media immedi-ately raised a cacophony ofcriticism. Xinhua said themove was "seeking to mali-ciously inflict a long-lastingscar on China-US ties." The

broadcaster CGTN called it "acowardly act of sabotage" forthe incoming US administra-tion. As another example, thetabloid Global Times de-scribed it as "breaking the bot-tom line of China-US ties,"and the "Trump administra-tion's last-ditch effort on Tai-wan is like hanging a swordover bilateral ties with Chinawhich will put Taiwan in im-minent danger". The same op-ed continued that, "given thefew days left for the Trumpadministration, Beijing shouldtake countermeasures mainlywith diplomatic means sup-plemented by military solu-tions as a tit-for-tat responseto the very antagonisticmove". Suggested modes areexercises by the People's Lib-eration Army (PLA) andflights around Taiwan or overthe Taiwan Strait.

US Ambassador to theUnited Nations Kelly Craft isscheduled to visit Taiwan thisweek. This follows earlier vis-its by the US Health SecretaryAlex Azar, and Keith Krach,the State Department's under-secretary of state for econom-ic growth, energy and envi-ronment. Taiwan eagerly wel-comed the lifting of America'sself-imposed restrictions. Tai-wanese Foreign MinisterJoseph Wu tweeted: "I'mgrateful to @SecPompeo &@StateDept for lifting restric-tions unnecessarily limitingour engagements these pastyears. I'm also thankful forstrong bipartisan support inCongress for the #Taiwan As-surance Act, which advocatesa review of prior guidelines.The closer partnership be-tween #Taiwan & the #US isfirmly based on our shared

values, common interests &unshakeable belief in freedom& democracy. We'll continueworking in the months &years ahead to ensure Taiwanis & continues to be a forcefor good in the world."

Randall Schriver, Chair-man of the Project 2049 Insti-tute in the USA, which has akeen interest in Taiwan-USties, was pleased with this pol-icy move. He issued a state-ment saying: "As President-elect Biden assumes office onJanuary 20, his administrationwill inherit a posture in US-Taiwan relations removed ofunhelpful limitations and dif-ficult political decisions. Hisadministration will be em-powered to chart a new coursein US policy with tremendouspossibilities. For the first timein 40 years, the United Statesis free to enact policy whollyin our best interest."

Schriver, a former Assis-tant Secretary of Defense forIndo-Pacific Security Affairsunder Trump's administration,concluded, "We encourage theincoming Biden administra-tion to build upon this impor-tant moment to support amore peaceful and prosperousIndo-Pacific." There is there-fore no escaping the fact thatTaiwan will be critical in theChina-USA relationship. Thestatus of Taiwan is the mostimportant strategic considera-tion for Chairman Xi Jinping,and he would dearly love toabsorb - peacefully or forcibly- the democratic nation into

communist-controlled China.It was something Mao Zedongfailed to achieve, as ChiangKai-shek retreated to the finalbastion of Taiwan in Decem-ber 1949 and slipped the com-munist noose.

Beijing and Washingtonalready have enormous con-tentions, including strategicand military competition, andan unresolved trade war.Biden will undoubtedly treadmore cautiously than Trumpdid, and many fear that theDemocratic president willtake the USA back into theChina-appeasing years ofBarack Obama.

Biden was vice presidentfor eight years under Obama,a period in which he did noth-ing to counter Chinese influ-ence. Their analysis showed that the pre-CSD sleep features from both pheno-types of mice allowed prediction ofsusceptibility to stress with more than80 per cent accuracy. Post-CSD, sus-ceptible mice maintained high NREMfragmentation during the light anddark phase while resilient mice exhib-ited high NREM fragmentation only inthe dark. The injury-ravaged Indian teamwas dealt another blow on Tues-day as pace spearhead JaspritBumrah was ruled out of thefourth Test against Australia dueto an abdominal strain.

Bumrah, key to India's at-tack, sustained the strain duringthe drawn third Test in Sydney.
