Pôle Emploi must handle more and more cases with reduced staff since they should bring a tailor-made approach,

through taking into account:

•real needs of the enterprises (hidden job markets)•various characteristics of employment areas

•social requirements and constraints of unemployed people


A new organisation in Pôle Emploi = a solution?

Pôle Emploi has subcontracted through call for tenders -1-a large part ot their outplacement activities to OPP

(often the 1st or the 2nd catégories -2-),

According to recent studies achieved by assessment agencies, these private operators are rather well received by job seekers,

ButWhat are the real efficiency of this organisation?


Probably not! Why?

1- In a competitive market, the price can be considered as more important than the service

2- The tools proposed by OPP are not often adapted to the local contexts,

Rate of employment: Pôle Emploi > OPP


In conclusion

Outplacement in France / Auvergne in 2013=

a delivery more than a service

provided by public or private operators in a competitive market

yielding non very convincing results

in a blocked horizon?
