SUMMARY OF FLOOD RISK

SOURCES  OF  FLOODING

The  source  of  flooding  is  an  unusually  high  water  level  in  the  River  Itchen  caused  by  tidal  high  water  coinciding  with  a  storm  surge.    The  result  is  overtopping  of  the  river  bank  and,  on  occasion,  upwelling  of  water  from  the  road  drains.    The  flooding  does  not  last  longer  than  the  period  of  high  tide  which  at  most  is  3.5  hours.    This  includes  two  tidal  peaks.    Flooding  is  usually  confined  to  the  first  peak  and  lasts  about  1  hour  or  less.    However,  on  rare  occasions  the  second  tidal  peak  may  be  as  large  or  larger  than  the  first.    The  ABP  Tide  Tables  list  high  tide  water  levels  in  metres  “above  Chart  Datum”.    Damage  to  property  in  St  Denys  begins  to  occur  if  the  water  level  reaches  more  than  5.4m.    The  contributing  causes  will  vary  from  one  event  to  another  but  will  typically  be  (in  the  normal  order  of  importance):    

(1) the  forecast  tide  listed  in  the  Tide  Tables  is  4.5m  or  more.    Such  tides  normally  occur  around  or  soon  after  the  middle  of  the  day  or  night  (rather  than  dusk  and  dawn).  

(2) low  air  pressure  over  the  local  region  allows  the  water  to  rise  higher  than  it  normally  would  (by  10cm  above  the  ABP  Tide  Table  value  for  every  10mb  below  1025mb  (see  ABP  tide  tables).  

(3) meteorological  conditions  over  the  English  Channel  and  surrounding  seas    cause  more  water  to  reach  the  area  adding  to  the  “storm  surge”  caused  by  the  local  low  pressure.  

(4) strong  winds  cause  larger  waves  on  the  river  resulting  in  additional  over-­‐topping  of  the  river  bank.  

(5) a  flap  valve  does  not  close  and  allows  river  water  to  enter  the  rain  water  sewers  and  emerge  from  the  road  drains  even  before  the  banks  are  over-­‐topped.    

 Other  rare  but  possible  causes  are:  

(6) a  storm  surge  generated  by  a  distant  storm  (for  example  in  the  North  Sea)  which  arrives  at  St  Denys  coincident  with  high  water.  

(7) rain  water  from  an  extreme  rainfall  event  (“cloud  burst”)  over-­‐whelming  the  rain  water  sewers  at  a  time  of  high  tide,  or  not  draining  from  roads  due  to  blocked  infrastructure  or  high  tides.*  

*Note:  studies  have  shown  that  neither  the  amount  of  fresh  water  flowing  into  the  tidal  River  Itchen  at  Woodmill,  nor  the  “tidal  blocking”  of  ground  water  and  rainfall  runoff,  will  normally  cause  flood  events.    Furthermore  their  additional  contribution  to  tidal  caused  flood  events  is  small  for  most  of  the  St  Denys  area.

HISTORY  OF  FLOODING

• A  long  history  of  flooding  -­‐  but  recent  flood  events  affecting  one  or  more  houses  internally:  Boxing  Day  1999,  10th  March  2008,  4th  November  2013,  14th  February  2014.  In  the  year  2014,  gardens  were  flooded  six  times.  

• Extent  of  flooding  dictated  by  land  heights  -­‐  see  A3  Map  of  Road  Height  (m  over  Datum).  • Floods  are  of  short  duration,  due  to  tidal  nature,  lasting  normally  less  than  3  hours.  • Risks  are  to  increase  as  sea  level  rises.
