Comments

We organized a dissemination workshop where the Changana speakersdiscussed the first version of the Monolingual Dictionary of the languageand gave important inputs which led to the production of the final versionwhich was published. We also organized a workshop where we dissiminatedour experience on how to write a grammar book of a Bantu language usingthe template which was successsfully used inthe production of ChanganaDescriptive Grammar. We experienced some power oscliation and whichaffected some equipment in our laboratory which had to be replaced. We alsoorganized two ceremonies to launch the Descriptive Grammar of Changanaand the Monolingual Dictionary of Changana.

C.5 Capacity buildingC.5.1 Describe how the educational activities in the project have contributed to development ofsustainable capacity and competence at IoN department/faculty.The educational activities in the project have contributed to development of sustainable capacity andcompetence by training MA and PhD graduates who can undertake complex academic activities in ourcountry and beyond.C.5.2 In what ways has the project achieved and/or not achieved the goals and objectives statedin the Project Document in terms of education and and capacity building? The project has achieved the goals and objectives stated in the Project Document and capacity buildingnot only because of the high quality of the MA and PhD graduates it has produced, but also becauseof the valuable experience the personnel involved in it has accumulated which will be important in therealization of other languages research activities. Through the project, it was possible to get equipmentwhich allows the team to undertake all research work necessary to grammatical descritption andlexicographic work.

C.6 Risk factors and lessons learnedC.6.1 What are the main risk factors (internal and external) to the long term sustainability of thecapacity and competence built up at the IoN?The main risk factors of the long term sustainablity of the capacity competence is that there may notexist resources for fieldwork where language data can be collected for description or undertakinglexicographic work of local languages which were not inclueded in the present project.C.6.2 What measures are taken to retain graduated students as staff members at their homeinstitution after the end of the project? In order to retain the graduate students as staff at the Mozambican insitutions, we have noticed that, since most of those who were involved in our project as beneficiaries of the scholarship were universityyoung teaching staff members of the two major public universities (Eduardo Mondlane University andPedagogical University) they have been promoted to the next level in the university teaching staffhierarchy.C.6.3 What are the main lessions learned in terms of developing capacity and competence at theinstitution (IoN)?Three major lessons learned in terms of developing capacity and competence at the institution are that(a) it is possible to train highly qualified people at home; (b) there is local capacity to teach at highestlevel and to undertake good quality research whose results are useful to the development of the country;(c) Everything is possible when there is will and financial support.

D.2 Research findings and goal achievementD.2.1 Please summarise the most important research findings and results in the project, including innovations/new technologies (maximum 500 words)The Project that had a major contribution in different areas of our everyday academic life. During the lastfive years we were able to train four MA and 3 PhD students at Eduardo Mondlane University and onePhD at the University of Western Cape (South Africa). All of the students have successfully completedtheir studies and are making their contribution in different activity sectors with particular reference toeducation. Apart from training, we had an intensive research activity which resulted in 23 publications(including 8 books, 12 book chapters, 3 articles published in scientific articles). The project also allowedus to equip our languistic research laboratory which included computers, digital and tape recorders, 1photocpying machine and a printer apart from some specialized literature. The Center of African Studies, previously known by its work on political, anthropological, historical and sociological studies, becamethe major reasearch center of Mozambican languages due to our work on lingusistic description. Wepioneered the use Tswhanelex software in Dictionary making in Mozambique, which meant purchasingand training people to work with it. The project coodenator has also learned a lot about how to deal withdifferent aspects of language research.D.2.2 In what ways has the project achieved and/or not achieved the goals and objectives statedin the Project Document in terms of research activities? From what has been said in D2.1., it is clear that the goals and objectives defined in the ProjectDocvument have been achieved and the results therein refered to are visible. In grammatical description,we are now in a good position to say that we can produce grammars of any bantu language using thegrammatical template we have developed to describe Mozambican languages. We can also say thesame the same thing about lexicography, although we did not develop any innovative method on how toproduce dictionaries, for there was already an available software that we purchased and applied to thedata of the language we worked with.

D.3 Research impactD.3.1 In what ways have the research results of the project been communicated to target groups(local communities, policy makers etc)? Please make sure all dissemination activities areregistered in D.1.2.Conferences, seminars, workshops and book launches.D.3.2 How has the project`s research had an impact on policy change/development?It improved the awareness of the policy makers about the importance of African languages in thepeoples lives, including the role of these language in the country's policy. It has also contributed to theincrease of debate on mother tongue education as an imperative to the improvement of Mozambicaneducational system.

D.4 Further research and academic collaborationD.4.1 Has the project`s research encouraged further research in this field, and will the researchcontinue after the termination of the project?Yes. The project has encouraged further research in the field of lexicography and grammaticaldescritption of Bantu languages. As was mentioned earlier, we intend to cover the largest number oflanguages possible in our language description. If financial resources for the fieldwork are not available,we will describe the languages of the students who come from the different regions of the country toour University and speak differents languages. We may have some difficulties in the dissemination andpublication of the results, but that is the future. We believe that some funds may come to us after wehave produced a manuscript of a grammar of a particular language.D.4.2 Has the project encouraged further academic collaboration in the South and/or betweenSouth and North? Please elaborateThe last five years were very important in our academic life. Therefore, we intend to continue thecollaboration with our Zimbabwean colleagues in many areas of language research and keep our eyeopen on what can be done together with our colleagues from the north.

E - Cross-cutting issues

E.1 Gender equalityE.1.1 How has the project had an impact on gender equality at the partner institution? If relevant;how has the project contributed to improve conditions for female students and staff? There is very little to tell about gender equality after the breakdown that we had during the project in outrattempt to involve female students. However, we are pleased to mention that the Descriptive Grammarof Changana was written with a valuable collaboration of a female student who was an undergraduatestudent and has joined the Masters Program at the Faculty of Arts and Social Sciences, EduardoMondlane University. As the immediate result of her participation in the project and for having co-authored the Changana Grammar book, she has been hired by the Higher Institute for Arts and Culturewhere she teaches Bantu Linguistics. This was one of the major gains that the project had.E.1.2 What are the main lessons learned in terms of female participation and gender-equalityissues in the project implementation? The identification of female students at the early years of their university studies, that is, before theyhave a lot of commitments, be they family or professional. Our experience in working with a femalestudent in Descriptive Grammar of Changana and with a male student in the Monolingual ChanganaDicitionary shows no reason to think that gender had an influence in the outcomes. People are equalwhen given equal opportunities. This is what needs to be understood in many African societies and, maybe, other societies.

E.2 Climate change and environmental issuesE.2.1 Has the project addressed climate change or environmental issues? If relevant, has theproject implementation had any positive and/or negative effects on climate and the environment? No, the project has not addressed climate change or environmental issues.

E.3 Risk factors and anti corruption measuresE.3.1 What have been the main risk factors (both internal and external) for a successfulimplementation of the project, and how have these been mitigated?Major risk factors: Until the year 2011, the major problems were related with the information on the latemoney transfer since there were some problems in getting in time the information about the availabilityof the funds in Maputo. Sometimes, we did not get the funds after they had been transfered. Othertimes, the transfer was not made in time to respond to some urgent needs. Such problems were alwaysmitigated through intensive process of communication, message exchange, visits, etc. Fortunately, allthose problems did not happen during the extension period of 2012 chich was the smoothiest year since.E.3.2 What anti-corruption measures have been taken in project implementation?Mozambique:We have just been as transparent as possible in our deeds following strictly the University regulationsand Mozambican Laws.

Zimbabwe:UZ: The project has engaged Mr. Alex Gumi and his office in the financial administration of the project. He has been paid by NUFU in many years to ensure good accounting practice. UGZ: 2010 was the finalyear for the project activities at UGZ. The contact person at UGZ has been professor Chimundu, theformer coordinator of the ALLEX project and now pro vice chancellor at UGZ.

South Africa:The project has had one phd student at UWC at the department of Linguistics. The transfers to UWC hasbeen used to the tutorial fee (modest) and to cover living expenses of and some conference participationby the phd studen

Explanations to deviations between budget and expenditureIn the financial report for University of Oslo, (UiN), there is less used on scholarship and more on travel. The travel costs are solely used to support the travel for the PhD student Esau Mangoya's trips. He is

living in Harare, Zimbabwe with his family and his supervisor is prof. Ngunga, in Maputo, Mozambique. The costs may be put under the item named 'scholarship' if preferred.

There is a detailed financial plan for University of Zimbabwe for 2012. This is an error. The funds shouldhave been added to the financial plan for University of Eduardo Mondlane, as is seen from the financialreport.
