GENERAL BUSINESS:
Brad Beed tabled correspondence from the Southern Sports Academy requestingfunding assistance from Council for 9 young local athletes attending the academy.
1. RECOMMENDATION
That Council allocated $500 from the Local Athletes Fund to the Southern SportsAcademy for nine local athletes currently attending.

PURPOSE OF REPORT: To recommend financial assistance under theAthletes Assistance Policy.
KEY ISSUES
Athletes Assistance for Drew Beavan
INTRODUCTIONEarlier this year Council received correspondence from Brett and JackieBeavan(refer attached) requesting financial assistance for their son Drew who hasbeen selected to represent NSW in AFL at a National Carnival in Perth.
BACKGROUNDCouncil’s Athletes Assistance Policy states that:
Local athletes who make appropriate application and who are a resident of TumutShire selected to represent at a State, National or International level in any officiallyorganised sporting fixture, with the stipulation that the maximum amount to beallocated to each individual player or competitor be $100.00 and that the maximumpayable to any team be $300.00.
COMMENTSGiven the application is in accordance with the Athletes Assistance Policy it isrecommended Council allocated the appropriate funding.
RECOMMENDATION
That Council provide $100 from the Athletes Assistance fund to Drew Beavanfor representing NSW in AFL at a National Carnival in Perth this year.

INTRODUCTIONGarage Sale Trail - a free, fun and social way to fundraise, bring your communitytogether and drive local awareness for your sporting club.
Snowy Valleys Council is making Garage Sale Trail happen locally on Saturday21 and Sunday 22 October 2017. It’s Australia’s biggest weekend of reuse andcommunity with over 10,000 garage sales, 2 million items listed for sale and over350,000 sellers and shoppers taking part across the nation.
In brief:
• Registration is free!• It’s a proven way to raise funds for your sporting club• Snowy Valleys Council is making Garage Sale Trail happen locally• Registered sellers get a dedicated sale listing on the national website as well
as access to tips, tricks and promotional materials to ensure your success• Garage Sale Trail is happening on Saturday 21 and Sunday 22 October
2017. You can choose to host your sale on one of these days or do both!• Register your sale at garagesaletrail.com.au from 10 August 2017 and get
in early to receive a free seller pack
Your club may want to host a fundraising car boot sale where your membershave stalls or theme it to be a sports gear sale: you may have old gear in thesheds that is looking for a new home or invite members to sell theirs.
The event is about encouraging us all to reuse the stuff we no longer want and get toknow our community better. We all know that recycling is great but reusing stuff youno longer want is even better. Getting involved isn't just good for the planet. Onaverage community groups, schools and charities make between $650 - $1,500through their involvement in the annual event and meet 44 new local people.

PURPOSE OF REPORT: To advise the committee of the applications forthe 2017/18 Sports Capital Projects Grant.
KEY ISSUES
Assess applications for the Sport capital grants and make a recommendation toCouncil.
INTRODUCTIONApplications for the capital grants closed on the 9th September 2016. Total fundingavailable in 2017/2018 is $40,000.
BACKGROUNDApplicants received an invitation to this meeting to make a brief presentation outliningtheir proposal.
Disclosure of Pecuniary Interests at meetingsItem from Bluett Local Government Handbook
[14.125] A Councillor or a Council Committee member who has a pecuniary interestin any matter with which the council is concerned, and who is present at a meeting ofthe council or committee at which the matter is being considered, must disclose thenature of the interest to the meeting as soon as practicable. The person must not bepresent at, or in the sight of, the meeting either at any time during which the matter isbeing considered or discussed or at any time during which a vote is being taken onany question relating to the matter (s 451). A Councillor who has declared apecuniary interest in a matter before the council but has withdrawn from the meetingbecause of that declaration is not counted in considering whether the meeting isquorate for that matter.
COMMENTSSelection CriteriaProposed projects will be evaluated against the following selection criteria:1. Projects must be for not for profit organisations. For profit organisations are
ineligible.2. Projects must be for capital developments of sporting facilities with the former
Tumut Shire. Applications for maintenance or noncapital related projects will notbe considered.

3. Preference will be given to projects that develop and enhance Council managedland.
4. Preference will be given to Sporting Organisations that regularly attend andparticipate in Sports Committee meetings.
5. Preference will be given to projects that are partly funded by the applicant and/orother grants that maximises value for the community.
6. Preference will be given to projects which demonstrate community benefits.
Application Guidelines1. Applications must be lodged to Council by close of business on the 18th
August 2017. Late applications will not be accepted2. The project shall be completed and fully invoiced to Council by 30th June
2018. Funds not expended by this date will be forfeited.3. All sections of the application must be filled out and returned for application to be
considered.4. Applicants will be required to provide a brief presentation to the Sports
Committee outlining their application at a meeting nominated.5. Funds will only be paid upon completion of the project and following evidence of
completion.6. It is preferred all monies be handled by Council – that is all invoices for works are
submitted to Council for payment upon completion of works.7. The applicant must verify that any matching funds are available.
8. Any contractor involved in the project must comply with Council’s insurances,WH&S and quality requirements.
9. Council or the Sports Committee may lodge an application/s on its own behalf.
10. Applications will be referred to the Sports Committee to make recommendationsto Council on success of applications.
11. The Sports Committee members shall evaluate applications by way of ranking.Each voting member shall rank applications on voting sheet provided (assigning anumber to each applicant – 1 being most deserving, 2 being second mostdeserving, etc). Results will be tallied and recommended to Council.
12. The Sports Committee in evaluating applications may, at its discretion, reject anyor all applications that are deemed unsuitable. Should this result in unallocatedfunds the Committee may elect to make a recommendation to Council onexpenditure of those funds.
13. Only those Sports Committee members whom have no conflict of interest (egmember that is not an applicant or member of an organisation whom is anapplicant) shall vote. Those with a conflict of interest are not to be present duringvoting.
14. Successful applicants will be notified in writing.
15. Snowy Valleys Council reserves the right to terminate this funding of successfulapplications at any time. Any notice of intention to terminate will be issued inwriting and must be responded to within 14 days.
16. Snowy Valleys Council does not accept responsibility or liability for works carriedout and bears no responsibility for projects which do not have all necessary localcouncil and other government department approvals.
RECOMMENDATION
That the Sports Committee recommend a priority order for the capital grantapplications to assist Council in allocating the $40,000 for the financial year2017/2018.
