Proposed Motor Vehicle Fuel Business License Tax The November 3, 2020 ballot will contain proposed Measure 34-302 for a proposed $0.03 per gallon gas tax. Residents who are registered voters will have the opportunity to vote on the proposed measure. What is being proposed if the measure passes? The proposed measure, if passed, would provide fuel tax revenues for construcon, reconstrucon, repair, upkeep, maintenance, operaon, and use of public highways, roads, and streets in the City. If the measure passes, what projects would be funded? The City has created a proposed surface transportaon program with projects that the proposed fuel tax, if the measure passes, would help fund either directly or through contribung to a larger bond package. The proposed projects would include street management contained in the City’s Transportaon System Plan. See proposed project list and map on back. If the measure passes, who would pay the tax? If passed, the proposed measure and its proposed tax, officially tled a “Motor Vehicle Fuel Business License Tax,” would be levied on all motor vehicle fuel dealers operang within the North Plains city limits. If the measure passes, these dealers would pay the City on a monthly basis based on the number of gallons of gas they sold. According to ODOT, there were approximately 5 million gallons of fuel sold in North Plains in 2019. The proposed $0.03 per gallon gas tax would yield about $150,000 in revenue based on that volume if the measure passes. What happens if the proposed measure does not pass? If the measure does not pass, the proposed projects would not be completed, and the gas tax rate would not change. When is the elecon? Oregon conducts all vong by mail. Ballots should arrive in mailboxes around October 20 and must be received by the Elecon Office or an official drop site by 8 pm on November 3. Postmarks do not count.
