Have you ever made your way back to your car and thought…

- I hope my meter didn’t run over the time limit.- Did I leave myself enough time to make it back

to my car?- Why aren’t there longer meter times so I can do

the business I need to do in downtown?- Why aren’t there more convenient paying

options like credit card meters?- I hope there isn’t a ticket waiting for me on the

windshield.

If any of these thoughts have entered your mind or you have in fact found a ticket waiting for you on your windshield, you may think twice about parking at a meter in downtown Saint Paul again. You may even think twice about going downtown to even do business. But whether you are a downtown resident,

a business patron or just a visitor, at some point your chances of encountering a parking challenge is almost certain. The Chamber has joined forces with city leaders to promote policies that make parking easier for patrons and residents in downtown Saint Paul.

Downtown Parking Remains Difficult

Over the years, the Chamber has heard from many concerned business owners that parking in downtown Saint Paul is a challenge. Based on that feedback, the Chamber launched a survey earlier this year to learn more about parking challenges from business owners, residents, and visitors. The results spoke loud and clear: parking in downtown is difficult. Confusing signage, restrictive time limits on meters, and overly aggressive parking enforcement were also cited as specific barriers to patronage in downtown Saint Paul.

With survey results from over 340 respondents, the Saint Paul Area Chamber of Commerce partnered with CapitolRiver Council, Visit Saint Paul, Greater Saint Paul Area BOMA, and City Councilman Dave Thune to develop recommendations aimed at making downtown parking easier. The groups created “Create a Spot for Business,” a campaign designed to promote parking policies that make parking easier for patrons and residents. Both short term and long term recommendations include:- Extending the 60-minute time limit on parking meters to 90 minutes

would allow people to have meetings and lunch appointments without the fear of being ticketed

- Clarify signage regulating the metered parking to eliminate confusion- Fix broken meters promptly or allow unrestricted parking at the meter

until it is repaired- Improve marketing and communications about ramp rates and

validation programs- Implement an enforcement system that creates a welcoming environment

for customers and visitors- Initiate a study on upgrades to parking meter technology such as credit-

card friendly meters

With recommendations in hand, the Chamber and its partners held a news conference to announce the Create a Spot for Business initiative. Business owners, concerned individuals, and city representatives shared the stage to present recommendations and testimonials.

Brian Horst, director of the downtown business Details Style Lab salon, was at the news conference representing his customers and downtown business owners. Brian has seen it time and time again—customers who come into the salon who are confused about signage and meter restrictions. He’s even paid

some customers’ parking tickets “just to make a positive impression on our customers that make the time and effort to come on downtown.”

Saint Paul City Councilman Dave Thune supports the Chamber’s efforts. Sharing the podium for the first time with Susan Kimberly, interim president of the Chamber, Kimberly stated “only a collaborative approach will work to address these challenges that face us in downtown Saint Paul and today’s announcement is just the beginning.”

Kari Boe Schmidt accepted a Celebrate Business Success Award on behalf of the Saint Paul Festival and Heritage Foundation from Susan Kratz (Moore, Costello & Hart, P.L.L.P.) before the Saint Paul Area Chamber of Commerce’s April Social Reception. The Saint Paul Festival and Heritage Foundation was honored with the award for its successful leadership that has brought the Saint Paul Winter Carnival to visitors and residents of Saint Paul each year.
