IMPLEMENTING THE 20 MPH SPEED LIMIT The 20 mph speed limit for central Cambridge was introduced in April 2010, but in January 2011 the Police Chief Inspector remarked that it was not an enforceable speed limit, without education and road engineering. Apparently the National Police Guidance body recommends that enforcement action should be taken only when a majority of motorists are complying with a limit. Richard Preston, Head of Road Safety and Parking at the County Council, remarks that setting of police enforcement priorities is not something the County Council has control over, but this can be influenced through the area committee meetings. Greater clarity from the police on the guidance they are following would help. He is talking to them about this. CPRA members are tired of buses and taxis speeding through narrow streets like Prospect Row and Elm Street regardless of the speed limit. The good news is that Stagecoach will be installing technology in their fleet to monitor aggressive driving. CRIME AND ANTI-SOCIAL BEHAVIOUR A new police team has been created to crack down on crime and anti-social behaviour in Market Ward, particularly cycle crime, retail crime, and anti-social behaviour and violence. Eight police officers and six police community support officers, headed by a sergeant, will be based at Parkside Police Station and will also crack down on night-time crime hotspots, particularly on Friday and Saturday nights. A City Central Neighbourhood Policing Team has been introduced to supplement the city's four existing local teams. For more information, visit www.cambs.police.uk

RESIDENTS’ PARKING IN THE KITE:
The parking problems in our area were discussed at our last AGM, and since then we seem to have been in continuous correspondence with the County Council on the subject.
Graham Lowe, the County Council’s Parking Services Manager, has kindly provided information which suggests that demand for residents’ parking spaces has increased by 14.8% since 2008.

Some 4,718 Visitors’ Parking Permits have been issued for the Kite area in the past year.
There are ongoing discussions between your Residents’ Association and the County Council to try to find ways of providing more parking spaces for residents.
Do let us know if you have any suggestions. In the meantime, however, could we ask all residents to be frugal with visitors’ parking permits?
The 2011 subscription remains a minimum of £3 per person
