A MESSAGE FROM NCOSS CEO
Dear All,
Even in a wealthy nation like Australia, the impacts of poverty are far reaching. Anti-Poverty week, 13th - 19th October, is an opportunity to come together to work to end poverty; to call on our state and federal politicians to make clear commitments to reducing poverty across NSW and our nation.
We know that those living in regional communities are disproportionately impacted by poverty and are all too often left out of the conversation. To coincide with the release of new research, NCOSS is providing a platform to highlight the mounting regional pressures at NSW parliament on Thursday 24 October for the ‘Putting Regional Needs on the Map’ event. This is an opportunity to hear from a broad coalition of voices around the common concerns of economic disadvantage across NSW. I hope to see you there!
Vital to ending poverty is having a strong, diverse and sustainable community sector to support those in need. The COSS social sector survey is now live until 18 October. This is a key initiative that tells us what the sector needs - it only takes 15 minutes!
This week we bid farewell to NCOSS Deputy CEO Mel Fernandez. Mel has been with NCOSS for five years and we thank her for the significant contribution she has made to the organisation and the sector! We wish her all the best for her next challenge.

See you at the ACSA National Summit!
The use of CCTV in aged care homes has been a topic of considerable community and
media debate over the last year. It is a complex legal environment and ACSA has released
a working paper to assist you develop your own organisational policy on use and
management of CCTV (here). We are intending to do some further work and provide
practical resources but for now we trust the working paper will help you navigate this
complex area.
No doubt you will by now have seen that the ABC Q&A program will be an aged care
special on Monday 7 October. We are pleased that the issue of aged care is being
discussed by the community and in the media. The panellists will be: Maggie Beer,
Minister Richard Colbeck, Julie Collins, Sarah Holland-Batt, Sean Rooney and will be
hosted by Fran Kelly. We are hoping that the chosen panellists will be able to do the
important issues at stake justice through their discussion on whether our aged care system
is fit for purpose. Something on which ACSA has made many submissions and much
media comment as recently as this week (here). But we don’t just have to leave it up to
them. Q&A offers the opportunity to join the studio audience in Sydney (here), or for those
at home to participate by sending in a video question (here) or through comment on twitter
on the night. Let’s get involved so that the issues that need to be discussed are discussed
and make a positive contribution to the national conversation the Royal Commission is
fostering in the community.
It’s great to see Maggie Beer, a passionate advocate for improving food in aged care, is
part of the panel on Monday night. ACSA has provided support to Maggie and her
Foundation and we were delighted to see her awarded the “Legend Award” at the Good
Food Awards on Monday night. Congrats Maggie!
Only five sleeps to go the most important event on the aged care calendar. The ACSA
Summit kicks off next Tuesday. It’s not too late to register if you haven’t already – make
sure you don’t miss out on this relevant and inspiring program.

NEW ACSA Working Paper - Surveillance
technologies in residential aged care
ACSA has developed a working paper in response to
public discourse and subsequent member requests for a
guidance document containing key issues with
surveillance devices in residential aged care facilities.
The paper provides information across a range of topics
including governance, staffing, working with families,
legislation and regulation. Find out more
Residential aged care funding reform trial - updated fact sheet
The Department of Health has issued an updated fact sheet on the residential aged care
funding reform trial. The updated fact sheet includes a FAQ section, including a schedule
for the trial.
The fact sheet can be found on the Department’s website here. More information about
residential aged care funding reform including a proposed new funding model - the
Australian National Aged Care Classification (AN-ACC) - can be found here. As noted on
the Department’s website a ‘trial of the AN-ACC assessment framework is starting soon’
and ‘currently the Australian Government has made no decisions. Consultation on the
future of funding continues’.

Humans of Aged Care - Irene Reeves
"It doesn’t matter how old you are, you can learn
something new from our older generations each and
every day. I love listening to them, hearing about their
lives and their growing up."
Irene Reeves works as a volunteer at Koonambil Aged
Care in NSW caring and advocating for residents.
"It’s a wonderful place run by wonderful people, who
really do dedicate themselves to providing the
residents with the quality care and support they deserve.
"I know some of them don’t have friends or family close by and able to visit, and so I like to
fill that void and make sure they know they have someone there who cares."

Clinical Governance Fact Sheets – Your review is required
The Aged Care Quality and Safety Commission has recently released three draft clinical
fact sheets for review and feedback. Please review and provide your feedback on the fact
sheets to Margaret Haffenden at [email protected] by COB Friday 11
October 2019. Your feedback will enable ACSA to provide a response to the Department,
ensuring that these resources are practical and fit for purpose. Read more

Tuesday 1 October was the United Nations International Day of Older Persons. ACSA and
its members are committed to creating a society that is free from discrimination and an
aged care sector that is funded to deliver the support people need to live their lives as

'Mapping Economic Disadvantage in NSW' Launch
One more week to register!
Thursday 24 October
NCOSS invites you to join us on Thursday, 24 October for a breakfast event which will shine a light on economic disadvantage and related social issues impacting communities across NSW.
You will hear from journalist and author, Gabrielle Chan, Deputy Premier John Barilaro, Deputy Opposition Leader Yasmin Catley and a broad coalition of voices about the common concern of economic disadvantage throughout NSW.
NCOSS will also be launching new research undertaken in conjunction with the National Centre for Social and Economic Modelling (NATSEM). The report, ‘Mapping Economic Disadvantage in NSW’, provides a geographic dimension to the experience of poverty in NSW and highlights those groups in the community most affected.

Why Country Australia is Fed Up’
Gabrielle Chan has been a journalist for more than 30 years. She began covering politics in the 1990s for The Australian in NSW Parliament and the Canberra Press Gallery. Since 2013, she has worked for Guardian Australia as a political correspondent and Politics Live blogger.

Mayor Lilliane Brady OAM of Cobar is the longest serving female Mayor in NSW and is a recipient of a Lifetime Achievement award in 2018.
Jody Grima, Executor Director, Service Delivery at Service NSW is a founding member of Service NSW since 2012, Jody has been instrumental in creating significant collaborative solutions for customers, staff and partner Agencies. Jody’s role of Executive Director, Service Delivery, sees her leading a team of over 2500 staff responsible for creating tangible and valuable change at over 130 points of presence across NSW.
Carmel Hanson, St Vincent de Paul Volunteer is a Social Justice Representative for the Maitland/Newcastle Central Council.
Danica Leys joined the NSW Country Women's Association as CEO in March 2016. Prior to this she worked with NSW Farmers, in both policy and industrial relations areas, and in 2019 she was awarded the NSW Rural Women's Award for her efforts in the rural sector.
Mary Ronayne, Wilcannia Women's Safe House was born in Brewarrina and comes from the Kamilaroi nation. She has been the Manager of the Wilcannia Safe House since 2013 and is part of the DVSM Management Team.
Cr Linda Scott President at Local Government NSW, is a strong advocate for local government and works to ensure councils across NSW are given the tools and support to invest in the areas that matter to their communities.
