IntroductionNepal Federation of Indigenous Nationalities (NEFIN) is an umbrella organization of 59 Indigenous nationalitiesin Nepal. NEFIN has 71 District Coordination Councils (DCCs), more than 2100 Village Development Councils(VCCs), 7 affiliated national level organizations across the country and 13 international affiliated organizations.NEFIN has been continuously and effectively working for social, cultural, linguistic, and economic rights of theindigenous peoples of Nepal since its establishment in 1991.NEFIN is working on Climate Change (CC) and Reducing Emissions from Deforestation and Forest Degradation(REDD) Program in partnership with International Work Group for Indigenous Affairs (IWGIA) Indigenous Peoples’International Centre for Policy Research and Education (TEBTEBBA) and Asia Indigenous Peoples’ Pact (AIPP)with support from Norwegian Agency for Development Cooperation (NORAD), Danish International DevelopmentAgency (DANIDA) and World Bank (WB). NEFIN is implementing program activities in the national, regional,and local levels in partnership and coordination with NEFIN DCC, NEFIN VCC, affiliated organizations, andIndigenous Peoples Organizations (IPOs) in Nepal.

NEFIN conducts various training programs Trainingof Trainers (ToT) in national and sub-national levelsafter which regional trainings in all developmentregions of Nepal are held where trainees are madeaware of REDD strategies and its advantages. Thetrainees subsequently become resource persons inthe community level trainings. Trainings focus onpractical aspects of carbon measurement of forestsand awareness building of indigenous peoplesregarding status of forest and equal benefit sharingfrom the REDD+ strategies implementation in theirrespective communities. Trainings primarilyaccentuate the importance of carbon inventory,mapping, and delineation activities.

Objectives

s Raise awareness and build capacity on Climate Change and REDD in relation to indigenous peoples amongindigenous leaders, relevant Government Agencies, Civil Society Organizations (CSOs) Non-GovernmentalOrganizations (NGOs) and International Non-Governmental Organizations (INGOs) both at national and locallevels for the promotion of Right-based, Equitable and Pro-Poor REDD Strategies in Nepal.

s Strengthen indigenous peoples ‘community- based forest management and conservation.

s Promote REDD partnership among national governments, bilateral and multilateral donors and privatecompanies, and indigenous peoples, on the basis of community based forest management and conservation.

Advocacy and Lobbying

NEFIN CC and REDD Program has selected Lamjungdistrict as the REDD demonstration area since 2009.The livelihood program is a complementary programfor the IPs of the demonstration area. Programactivities are strongly linked with forest conservation

School Program

With a purpose of educating the new generation on climatechange and REDD in relation to indigenous peoples andlocal community, a twenty credit hours local curriculumon ‘Climate Change REDD and Indigenous Peoples’ hasbeen implemented in the schools of Lamjung district tointegrate it into the Social Studies curriculum. It is plannedto be implemented in many schools of other districts inNepal.

Trainings

Information materials are produced anddisseminated to stakeholders. Informationdissemination through public media such ascommunity radio program and television addressnot only awareness raising and capacity building ofthe IPs but also advocating and lobbying withconcerned government agencies and other relevantorganizations both at the local and national levelsfor ensuring IPs’ rights, enshrined by ILO 169 andUNDRIP (United Nations Declaration on the Rightsof Indigenous Peoples) in CC related policies andprograms particularly in the development of nationalREDD strategies.

Livelihood Program

One of the most widely circulated programs; ourcommunity radio program currently serves 20 districtswith the objective to raise mass awareness on globalwarming, climate change and REDD process in relationto IPs. Most of the radio programs are based on localcontext, language, culture and social values.

Community Radio Program

and promote traditional skills and practices of theIPs – further strengthening the IPs position anddemand to ensure rights over resources and inpromoting IPs’ identity. The program, currently beingimplemented with a self-motivated involvement ofthe IPs of the REDD demonstration area, strengthensthe REDD awareness raising and capacity buildingprogram and advocacy and lobbying program, andserves as a springboard for the supplementaryexpansion of NEFIN Climate Change and REDDProgram.

REDD program and activities give emphasis on raisingawareness level and building capacity of indigenousleaders, women and local communities in climatechange and REDD concerning indigenous peoples sothat they are able to play an influential role inadvocating and lobbying with their relevantgovernment agencies both at local and national levelfor the development of National REDD + strategiesthat would secure their indigenous customs, knowledgeand customary practices and ensure community basedREDD+ implementation in Nepal.Awareness raising and capacity building activitiesinclude various national, regional and local levelstrainings, research and publications, radio and TVprograms, and documentaries which support ouradvocacy and lobbying endeavors to ensure the rightsof IPs in the REDD+ implementation in Nepal.
